some big moves in that already huge search for the escaped killer in pennsylvania. that's where we begin this morning. we just learned moments ago from state police that the escaped killer is on the move, and the search area is now expanding. they released new security cam images of how he was spotted overnight. the photos are coming from an area of a vast botanical gardens, pushing the search area to move and forcing authorities also to close area schools as a result. let's get over to cnn's danny freeman there with the latest. we just we're hearing from the press conference. tell us what it means. >> reporter: this press conference just wrapped up with pennsylvania state police and chester county officials.

what we have learned is, as you said, this manhunt has expanded. initially over the weekend, we were told by law enforcement officials that it the bulk of the search operations were centered two miles south of the chester county prison where that inmate broke out back on thursday. but then overnight, police learned that this man was actually captured on trail cameras outside of the number two-mile search perimeter in longwood gardens. it's a popular tourist attraction in the area. it's more though than botanical ga gardens. it's 200 acres of beautiful, lush gardens, but there are open meadows and winding trails as well. it was a private camera on one of those trails that captured him twice. and this garden, this vast expansive garden, it's only about five mile what is from the prison. that's what state police are saying that's the positive m

message that he has not gotten that far. they believe the pressure they have been putting on him throughout the course of the weekend and monday has been here. but we got new pictures from the press conference. listen to what the lieutenant colonel said about this picture. we'll talk about this on the back end. >> early this morning, we were notified by security at longwood gardens that they had trail camera photos taken on the property, which appear to be him. this area is south of the perimeter. investigators examined the photos and can confirm it is him. they confirm he has not changed his appearance, but he obtained a backpack and a hooded sweatshirt. >> reporter: you can see the photos here really eerie. the trail camera photos, you can see he appears to be shirtless carrying that backpack, still it seems wearing some of the those

prison-issued pants. we got a few updates about what police believes he is thinking at this moment. they say they believe he is winging it. it doesn't appear he has any stored materials he's getting. and again, they are taking that as a positive sign that they are closing in on him. brake but the challenge here is this whole area, there's a the lot of woods, creeks, cornfields. the challenge is there's a lot of places to hide as this man haundredth continues. >> it's key that they have this video. the pressure they are putting on him is working. thank you so much. >> with me now is john miller. new pictures and a new search area. what's the most important thing

here? >> so the good news is things that were suspected and speculated on that he had a carefully planned escape and a network of associates on the outside and could be making his way to the border and support in cache and cars is not true. the bad news is he did manage to get out of the perimeter that was their main search area, but that's allowed them to shift to where they know he was just hours ago. and he doesn't have much going for him. you can tell he's managed to pickett up some clothes, a backpack, some items he found loose or was able to steal in a structure or a car. but he's not set up to last long. >> he got out of the first perimeter. and the the police weren't brushing over that, but i don't think they emphasized that. he was able to slip through the perimeter they fist set. and he has a backpack. does that indicate he's been able to get inside a house or car? >> it's a strong suggestion he either got into a car or a house

somewhere where someone doesn't know he took things because it's not a reported theft. >> it was a holiday weekend. >> and that can be a suburban area or a rural area, depending on what block or perimeter you're in there. >> they closed some area sc schools. i would have to imagine that would be alarm figure i knew my child informs a school and they felt it wasn't safe enough. what does that tell you? >> they know that he has no upside to not be a desperate criminal. if he's caught, he was going away for life. he was sentenced for a murder where a knife was used 38 times on his girlfriend. and police are worried about a con frontation or him running into a residence or school. so this is in abundance of

caution. and probably largely on the part of the public saying until he's caught, do i want my children walking back and forth to school. >> i have to let you go, but let me put this in a fine point. does this feel like the end moments of this search? they changed the perimeter, they have this video that's not very old. does this indicate they are close to taking him into custody? >> you need to compare it to apples to apples. the hunt in july lasted the same length of time. i think he got out on july 6th and was captured on the 15th. and he was a guy with military training, survival skills, preset up caches in the woods. he doesn't is those chings. i don't expect this to be a long hunt, just a frustrating one because they want him back. >> watch this space. i'll let you work your sources. keep us posted. >> absolutely. also this morning, a cnn exclusive, a trial date has been

set for the federal election case against donald trump, but that doesn't not mean the investigation is over. in fact, cnn has learned it maybe growing. a grand jury is meeting and the team led by special counsel jack smith has been focused on the activities we're now learning of former trump lawyer and current codefendant in georgia sidney powell. sources say that smith specifically wants to know how funds, how money raised off baseless fraud claims were used to pay for alleged attempts to breach voting systems in several states that joe biden won. paula reid has more details on this exclusive for us. she's joining us now. tell us more. >> when the january 6th indictment was filed, there was some surprise that only former president trump was charged. and it appears that this case was tailored with the hope they could bring it to trial before

the 2024 election. but it included these specific descriptions of six co-defendants, and the question that's loomed over this case for the past month has been will any those people will charged. that's what zach cohen and i sought to uncover in this reporting. s and we learned special counsel investigators have been speaking to witnesses and have been asking about the coconspirators, they have been asking a lot of questions about zsidney powell. she's the attorney who is involved in pushing some of these claims of fraud and we have learned they have asked a lot of questions, starting with whether powell was able to present any evidence in the claims of fraud. we're told the witnesses told investigators absolutely not. but then they were also interested in how these claims of election fraud were used to fundraise. they are specifically interested in powell's nonprofit defending the republic.

because we know throughout the investigation, there's been a lot of questions about whether these lies were used to then fundraise. they could be charged as fraud. we also know that this nonprofit used money to breach voting systems in four states that now president biden won. so it's unclear powell or anyone else will be charged, but it shows the special counsel is still hard at work and even though our initial impression was that perhaps we'd see this narrow case that the federal level and then this more broad case in it georgia, but according to this reporting, investigator are still hard at work gathering evidence. it's possible that additional charges could be coming. >> that's great reporting. thank you. joining me for more is defense attorney caroline police. so let's start with this reporting that it's not only is the federal election

investigation continuing, but now we're learning it's focusing on this money raised and money used to try to reach those votes systems. on its face, what does it tell you? >> it tells you that contrary to popular belief, jack smith is continuing to work this case, work his sources. it happens quite frequently that prosecutors supersede indictments. the theory went jack smith is tailoring this initial indictment so he can move to trial quickly, trying only one defendant in this case, hopefully to get if it in before the election. this happens all the time. he'sen continuing to beef up the case and we might see more indictments come down. >> the charges that we know of right now against donald trump and the federal election probe, they are based on three criminal statutes. conspireing to fraud the government, disenfrance chiez voters and obstructing a

proceedings. you add in this inquiry that sounds like it is expanding, how does it fit into the bigger criminal investigation? >> those sound like fraud charges, wire fraud, things of that nature. i think sidney powell is fwoung to be front and center on this. you can read about that in the georgia case. >> let's talk about another codefendant focusing in on the georgia case. the codefendant mark meadows is waiting for a final decision here. last week in court, he tried to make his case to convince a judge that as trump's white house achieve of staff, anything he was involved in be it illegal or not, was part of his official government duties.

>> really interesting legal questions here. meadows' position, had he took the stand which was a bit of a gamble to make this case for removal, i will note it's a lower bar for removal than just the overall defense of immunity. essentially what he's saying, he admit ted that these were political acts, which may come back to haunt him. fani willis is arguing that that type of behavior is actually barred under the hatch act, and therefore, this political behavior could not have been in his official capacity. that's the standard. whether or not the actions he took were in furtherance of his official capacity as chief of staff. >> this decision with regard to mark meadows means more than just the future of mark meadows' case. the way it's been seen, you have 19 codefendants in georgia,

including donald trump, and this decision if you move it into federal court could impact all of them. does that fact weigh on the judge in making this call? >> absolutely. it's still an open question if it he win this is case, whether all 19 will be kicked into federal court. we have seen other defendants move to sever their cases. some defendants invoking their speedy trial rights. they are set to go to trial at the state level. so there's a lot of open questions in the air. i don't know we will see this getting to trial any time soon. >> let's get a blast from the past. related but related, peter navorro, he's a trial starting today on being in contempt of congress. this is for stone walling the january 6th committee that has since disbanded. now that a judge has made the

statement essentially that his claims of executive privilege don't hold up here, what defense does he have now? >> this really has stymied any potential defense that navorro has. it's similar remembering back to steve bannon was indicted on similar counts for defying these select committee subpoenas and deposition dates. and he really nooz defenses. it's going to be a lightning fast trial. he has already previewed this will be an issue on appeal. the scope of executive privilege, testimonial immunity. the judge had a viral quote in his ruling that navorro's evidence put forth was weak sauce. and that he was barring basically saying this is an issue of law that i'm going to decide in my gate keeping capacity, not an issue to put forth in front of the jurors, even to make that argument.

jill biden is quarantining at home after testing positive for covid. the white house says that she is currently experiencing only mild symptoms and is staying in delaware to recover.

according to the statement from the white house, president biden has so far tested negative for the virus. darlington darlington is gianting us for more on this. what else are we learning about the diagnosis? >> those are the bug things. it was mild symptoms. the president tested negative. she's 72 years old. one of the things to keep in mind is that there's some regular cadence of testing for those who come in contact with the president. so people around him are getting tested regularly. she was tested and found to be positive. mild symptoms, but one question we get all the time is what does isolation mean for her or anybody. when you look at chart, the first five days are when they are thought to be the most infectious. that timeline begins the day after you develop symptoms. if you hadn't been tested a couple days in, you'd back that timeline up to the first day after you develop symptoms. and then you don't have to test

at the end of five day, but if you do test at that point, you can come out of isolation without a mask. if you are still positive or haven't tested, then you need to wear masks saydays six to ten. that's the recommendations from the cdc. no testing sort of recommended at the end of five days, but if you do it, then you can come out of isolation completely. >> this off offers up an opportunity to everywhere in the country is experiencing now, which is another summer surge of covid. what are you hearing and learning about this recent surge and this new variant that's being launched? >> so i think there's clearly an uptick. i don't know we can even call it a surge, but the numbers have gone up. and we can compare this to this time last year, different points in the pandemic. the numbers have gone up in terms of hospital admissions.

one thing i will tell you, it's hard to get real numbers in terms of how much covid is out there, because there's not as much testing. a the lot of the testing that is happening is happening in people's homes not being re reported. but take a look at the line graph. the far right of the screen, you saw a little uptick, but it's about half or so of what it was at this time last year. so we kind of got to see where that goes over the next several months. we will expect it to go up, but compared to september of last year, compared to previous points, it's thankfully still low. another thing that we often look at it is how much covid is in the waste water. and we do know there's more covid in the waste water than there has been in several months now. but it's starting to flatten out as well. these are the early warning

symptoms. thankfully, it doesn't look like there's a significant surge. >> great to hear. good to see you. thank you. >> it is a meeting that could have major implication. officials are warning that kim jong-un may visit russian president vladimir putin very soon. it's all part of a potential deal, which north korea would supply moscow with weapons for its war on cukraine. officials say arms negotiations between the two countries are, quote, actively advancing. cnn is following this with all the latest developments. what are you learning? >> so still lots of questions here, but it's possible that this meeting in between the russian president and the north korean leader could take place at an economic forum scheduled to take place in the russian port city next week. it comes as russia has fewer and fewer friends on the international stage willing to provide support for its war in ukraine, in particular friends willing to provide hard military support. we know from u.s. officials that china even as it is declared a

new loimits partnership has stopped short of providing lethal military assistance to russia's fight. this is not the first time that russia has sought weapons from north korea. u.s. officials made public last year that russia had had attempted to purchase artillery ammunition from north korea, in particular for use by the wagner group for its fight to claim the city in the easts of bakhmut. not clear how much of that made it to the battlefield in large part because u.s. officials say biden administration chose to declassify and make public details of that pending deal. here we are a year on, and russia is yet again seeking ammunition and other munitions from north korea. at this point, u.s. officials seem to suggest that the scope of munitions that russia is seeking could be much broader than just artillery munition in the past. some someigns this is likely to forward, the russian minister

an hour from now, the longest sentence yet could be handed down against a former proud boys leader for his role in helping to plan the january 6th riot at u.s. capitol. prosecutors have asked that he be sentenced to 33 years behind bars for seditious conspiracy. let's get over to sara murray. what can we expect to happen with the julk today? >> i think if you look at what happened to the other proud boys who are have already been

sentenced, he faces seditious conspiracy. if you look at the proud boys who have been sentenced, joseph biggs, zachary rail, all of these folks have faced upwards of 15 years behind bars for their convictions. again, prosecutors have asked for 33 years in this case, so far the judge has been hesitant to go that far, but enrique served as chairman of the proud boys. he wasn't in washington, d.c. on january 6th. he had been arrested on a different issue and told to leave the city, but prosecutors in the indictment papt ed a picture of how the proud boys played an organizational role behind the attack on january 6th. they pointed out these messages where he suggests he's preparing for a revolution in the run-up to january 6th. we'll see what the judge has to

say about his sentence today. >> absolutely. it's great to see you. thank you so much. we'll be tracking that closely today. the senate is back at work today at the top of the to-do list, keeping the government unup and running. the health of mitch mcconnell also in question after the republican senator has frozen twice in front of reporters this summer. with us now is the deputy managing editor for congress at politico. so nice to see you. we talk about the possibility of a shutdown. i know the senate is not actually one of the primary actors here. it's a house thing. but what are the ingredients that could lead the government to shut down? >> the senate is a big player here because majority leader chuck schumer is preparing to bring up his own spending bills to essentially get a leg up on the house in this fight to position. essentially both chambers are wanting to project the image of

having the spending process under control. kwepts are all the way to the right. the senate is more aware the debt deal was struck with joe biden. it really remains to be seen who will have that proverbial leg up towards september 30th. >> house republicans, what are they pushing for? not necessarily the house republican leadership, but some of the back benche. what is it they want that could lead to the shutdown? >> a lot of things. first of all, they want cuts significantly hundreds of billions of dollars below those levels agreed to in the debt deal, pairing things further back and even more republican establishment wants to go. they want a series of policy writers. specific restrictions on government agencies that are baked into the spending bills. cutting back diversity programs at the pentagon, other more social issues that want to stick in these bigs. it's just a nonstarter with the senate. so here we are.

>> politically speaking, who has the most at stake here? >> absolutely kevin mccarthy. he is hanging by a thread in terms of his control over his majority given he only has a five-seat advantage and he has a bloc of a dozen conservatives that want to extract things. he needs to keep his right flank on side. even though he might be able to get some help to pass more establishment-looking spending bill, you can't afford to do that because at any point they would rebel and force a vote to oust him. >> so senate minority leader mitch mcconnell has frozen twice in front of reporters. this is something that many people have seen. back at work today with his fellow republicans, who elected him to be the minority leader overwhelmingly. but what to watch for there?

>> he's already projected and told us i'm going to stick to my schedule, which involve s a fai amount of in-person meetings with the press. this creates the risk of another public freeze up. so what everyone will be watching for is how lucid, how eloquent does he appear in front of the cameras. even the slightest sign of another slip-up could make this talk even louder. even though he's in a strong position now, sometimes it takes a third episode, which makes it feel like a pattern. >> do we know we'll see him as much as we normally do in the run of business? >> he says we will, but we'll have to see. it's important for him to project strength starting into this work period saying i'm going to be out there being my normal self, but we'll have to see. >> great talking to you. thank you for coming on. >> thank you for having me. coming up for us, law enforcement officials say that

depicted in drawings made by the wtk killer. he pleaded guilty to ten murders that took place from the 1970s to the 1990s in wichita, kansas. he's serving ten consecutive life sentences in a state prison. put authorities believe he maybe linked to cold cases in oklahoma, kansas and missouri. jean casarez obtained a journal and drawings kept by him, and one of those drawings might have led to this breakthrough. and jean joins us now. this was your exclusive reporting. there might be a major development based on that. >> it's fascinating because once he confessed to ten in the wichita area, he lawyered up and never talked again. so everything just sort of s stopped. they wanted and researched but didn't find anything. a sheriff in osage county decided in january, i've got

unsolved females that went missing during the time he was murdering. and i'm going to look into these. and he gave us these drawings exclusively to cnn of females in barns. i think we have them to show people. these are druings that were from his journal that we have received. and what the sheriff is saying, and his osage county sheriffs department, is that the detail with the females in their faces, what they are wearing, the detail in the barns, and in a digital piece on cnn, we explain the aspects of this barn that could give people clues of barns that are currently standing or not standing because they believe that victims are in barns. now listen to this. over the weekend, they got so many tips and so many calls, and they do believe that the female that is in the green, they believe they have identified her. they are not saying anymore than.

they are conducting a lot of interviews, but there's more to come on this. so that would mean if they do identify or as they think they have these are real victims unaccounted for, this would be part of the killing spree. his public defender has no comment at this point, but the daughter of dennis raider has gone to prison a couple times working with law enforcement, trying to get him to talk. i have been speaking with her. i interviewed her. i want you to listen to what she told me. >> he's in a wheelchair with no teeth left. he went from this vivacious man hiking with me right before he was arrested to an elderly man. he's innocent on these. i will defend him. if he is guilty, i will nail him to the wall. >> now separate and distinct from that, is cynthia dawson, she went missing in oklahoma in

1976 from a laundromat. she was a high school girl, she was a cheerleader. that's her right there. her family is still alive. they got a phone call in 1976 after she went missing, and a male voice said you're going to find her in a barn. law enforcement went to one barn, we understand. they didn't find anything. and that was it. but we know dennis raider had a motive to call law enforcement, television stations, newspapers, and in his own vois tell him where to find victims. >> the drawings are so chilling and kdisturbing. i want to acknowledge that as we put them on the screen, but also by showing them t may have already made this difference. we're talking about murders decades old now. now the possibility of closure for some of these families. >> absolutely, closure from family members that never knew what happened. and dennis raider seaitting in

you want to rent on the airbnb sites you have to register with the city of new york. this is what we are looking at and possibly 70% of the 23,000 active listings on airbnb gone starting today. >> wow! that is a lot. >> significant. and this is what this new law says, if you want to be a short-term renter, you have to register with the city, and if not, you can only rent for 30 days or more. and if you become a short-term renter, according to the city, you have to be present in the apartment as you are renting to folks, and only two people in the apartment renting through airbnb, and this going to displace a lot of people who want to come to the city and experience the city and stay in the airbnb. and of course, airbnb is not happy with this at all, and they say in 2022, they made $85 million off of the rentals and many of them short-term, and many of them short-term in the city of new york.

they say, okay, this is going into effect today and for the renters, if you have made a rental before today, and that rental is before december 1st, you are good, and you can stay in rental in new york city, but if the rental is scheduled after december 2nd, you will get a refund and you have to start all over again, and you will have to look again. if you are a host who did not receive that city i.d. number, you can only rent for 30 days or more. that is an automatic on airbnb, and however a lot of the renters on airbnb have it set up to do a weekend stay while you are out of town. now, here is the thing though, this policy is slow. a lot of the people, thousands of people have applied, and about 3,200 people have applied for the program to become a short-term renter. according to the city only 260 applications have been approved. so that a very slow pace getting people into the short-term rental programs, and this is going to impact the vrbo and
