rest there. are fears the death toll will continue to rise as emergency crews dig through the rubble of collapsed buildings but many are holding out hope theme find people looichd under that debris. those who survived are now coping with trauma. many sleeping outdoors after losing homes, others with a place to live rest tate to return home worried that there could be aftershocks at their homes could collapse. morocco king has instructed officials to set up inter minimum material commission to provide relief. we get details now from cnn's sam kylie. >> king mohammed has declared three days of national mourning because his country has been completely devastated by an extraordinary earthquake totally unexpected in cities like this, marrakech.

this has been the scene in the medina the most ancient part of the city a building ripped away by this earthquake but the scenes have been even worse in the interior of the country where one woman who was trapped for some 12 whurs pulled from rubble in a remoment village there. are 13 people dead here in march kevin. across the country more than 1300 have died and authorities expect those numbers to climb quickly. the problem is getting into the areas worst affected, the epicenter is about 45 miles south of marrakech but the areas badly damaged is villages in the foot hills of the atlas mountains that aerial photographs have shown completely flattened one or two houses remaining looking as if they had built on rubble that

was once villages and it's those areas authorities are most concerned that the numbers of casualties of the dead and injured will climb but the other problem for the authorities is the getting to these location is going to be very difficult because they're saying large numbers of the roads and communication networks have been severed by this earthquake. no locals i've spoken to in marrakech can remember any history of earthquakes here. else where in the country yes but here they say they've never experienced a history of earthquake but this is the result of bed steads, bedding carpets left hanging over the edges of walls that have been sliced away as this ancient city has been rebuilt over the last few decades, enormous effort put into the reconstruction of marrakech particularly here in

the medina, one of the prides of morocco very much a tourist destination but also a location of one of the king's major palaces. it's very much a culture center for moroccans and this is what this latest earthquake has done. sam kylie cnn marrakech. >> so now offers of assistance are pouring into morocco from all over the world, germany offering rescue teams completes with sniffer dogs, france has activated government funds and working with moroccan authorities to determine the best ways to help, uae has offered humanitarian aid and establish air bridge to help deliver crucially needed supplies. we heard about roads cut off in foothills there and also algeria which sefrmd diplomatic relations with morocco has

agreed to open its airspace to aid flights. we are joined by the director of operation for the international federation of red cross carolyn holt from geneva swits -- switser land. tell us how your organization is mobilizing and what are the priorities for rescue efforts given everything that you have to do in front of you. >> well thank you for the opportunity to speak with you today. yes it's been a very busy last few hours as you can imagine here for everybody no doubt in the international aid world but i speak representing the ifrc which is international federation of red cross. our partner is on the ground extremely active. actually yesterday we were able to release a million u.s. dollars to the moroccan red

crescent to address emergency needs basically to allow them space to start working already. we are seeing a lot of trauma still and it's very early days. we just entered the second full day of the response here and that win toe is still very much about search and rescue. we know that there are people trapped under rubld and the key here is to get to them. we also know that a lot of people have survived this with injuries so making sure we take care of the survivors that we are able to triage and identify those worst impacted. there are serious head injuries broken bones i'm making sure that those people get the medical care they can. sorry. >> so you touch on a very important point there and we have been hearing of course that the epicenter was in the mountain region. what will it take to get help to

those people? we saw authorities morocco trying to remove barriers on roads. we of course have heard stories of survivors that survived the earthquake were pulled from the rubble but medical help cannot reach them. what can you do in coming hours to change that? >> that's the point as well, the fight that this epicenter was in such a remote area means access to those people is extremely difficult. we need to get heavy machinery to make sure that the roads and rubble are clear and we are able to access. it's unclear in remote areas so we can only unfortunately expect the numbers will continue to rise in terms of those impacted but reaching those people in the first space critical. at a time like this with an earthquake it's common for roads and rail connections to be impacted for communications for electricity for water some of these things are really important as you can imagine and

getting access to people in the first place will be key. >> and certainly the scope of the aid that's needed in the coming days weeks and months of course is extraordinary and given though what is happening in the here and know we know there have been some aftershocks not too and felt so much in places like marrakech but we can be expecting dozens more in weeks to come. how difficult is it for these populations to go through those aftershocks while they're still just trying to steve get the basics? >> you make a good point. it's extremely difficult not only because maybe those buildings that survived initial impact have been destabilized and those aftershocks are destabilize them further but the mental health trauma of this can't be underestimated. for communities impacted by that initial earthquake and continue to relive that with every single after shock.

trying to keep people in a safe space and away from buildings that may well be impacted and we may see buildings continue to fall as aftershocks happen but keeping people away and safe even while that search and rescue window must carry on or that search and rescue effort must carry on. you can imagine it's an extremely delicate tightrope the emergency workers walk to access people quickly as possible that are trapped but that is they don't expose themselves to further danger from aftershocks. >> so the next few hours what are you in need of? is air support more important in those regions? zits the actual rescue teams that will come in, the manpower? >> yes exactly, we are still waiting for the moroccan government to make further decisions around the field for international support but right now the only way to access some

of those remote villages will be helicopters and air supported there. are no doubt teams already trying to reach those remote communities but you can only do so much if you're not able to get vehicles through. so that will be a real priority. we also know that in times like this and as you suggest fortunately or unfortunately we have huge experience in dealing with earthquake disasters. shelter clean and safe water and food is absolutely key as well as as i mentioned already the psychosocial support to help people deal with the ongoing trauma. >> as you say we are not even 30 hours into this tragedy at this point so much aid is needed and rescue efforts in the area continues. helen from switzerland we appreciate the update. >> thank you very much. >> for more information how to help victims of the morocco

>> welcome back to our viewers here in the united states and around the world, i'm paula newton. you're watching cnn news room. more on our top story authorities in morocco say more than 2,000 people have been killed in the deadliest earthquake to strike there in decades. the tremor has rav ajdz remote villages in the foot hills of the high atlas mountains, survivors say homes and buildings in the area completely flattened them. others who still have a place to live are hesitant to go back indoors fearing that their homes could be brought down by aftershocks. many people are sleeping outside with their families. usgs says it is struck at relatively shallow depth that makes it is more destructive. among the factors now at work the number and intensity of

aftershocks i was talking about and then the weather. meteorologist jennifer gray breaks it down for us. >> so the earthquake in morocco magnitude 6.8 occurred 11:11 local time, the depth around 11 miles which may seem deep but you talk about geological standards it's actually a pretty shallow quake meaning you're going to feel it more. 4.9 aftershocks, 19 minutes later felt in algeria portugal and pretty rare since 1900 only nine earthquakes magnitude 5 or higher have occurred so a lot of people felt very strong shaking. almost 3 million felt strong shaking and half a million felt very strong to severe shaking with this particular earthquake. so, aftershocks, 5.8.

there's normally an average of one, could see up to 100 earthquakes at magnitude 3.8 or greater in coming days and weeks after the initial quake. so that's significant, especially because a lot of building structures are compromised from the initial quake so any additional quakes could cause further damage. that is a big fear. another thing to consider the weather moving forward with recovery efforts is going to be brutally hot the next couple days. it's going to stay dry but high temperatures 90s with lowsmy 60s. >> stephanie cnn seniored for for africa joins us from lagos nigeria. i know you've been following aid rushing to morocco depending on morocco requesting the aid but they need to organize everything. this is not easy to do zits.

>> it really isn't it's also hampered by the fact this happened in the high atlas mountains which have remote mountains villages and people telling cnn that the some of the roads to these remote places are blocked by debris from falling buildings so that's hampering rescue efforts and it's a race against time as the moroccan authorities try to reach people trapped under their homes and the government has declared three days of national mourning and officials have briefed king mohammed v distributing food kits tents blankets to disaster victims, the search and rescue operation and humanitarian efforts to those who are

homeless and don't have anywhere to sleep are very much ongoing and as you say, aid offers pouring in from around the world, the u.n. says it's offered search and rescue support and humanitarian aid to the moroccan thoshts and are confident the government of morocco will respond quickly to these offers of support, the world bank has pledged support as well as global leaders who many have said how daviding this earthquake is. and so, it's a question of waiting to see the response from the moroccan authorities, who seem to be kind of in control of the situation right now, but people are complaining that they are stuck and waiting for rescuers to reach them, take a

[speaking foreign language] >> we are living in a crisis situation and we ask that king mohammed intervenes because we are living through a traumatizing situation. the people don't have electricity. they have nothing to eat or drink, no bread, nothing. >> so, paula one of the affected cities marrakech which is the largest city near the center of the earthquake and it's a major tourist attraction, many tourists trapped outside homes outside buildings that have chanced and sleeping on the streets currently. >> as we continue to see the video there of so many people too terrified to go back to their homes and appreciate the update. benjamin brown is a cnn researcher who joins us on the phone from marrakech benjamin you were in the middle of this earthquake and saw the aftermath. you described the shock and the terror and so many people who

were sleeping on the streets at night. this is now essentially we are about almost 30 hours from this earthquake. how have people been coping? >> many people will be waking up this morning in parking lots in the city having been made into makeshift camp sites. that's on the one hand because people are unable to enter their homes due to destruction or fears of destruction but also many people i spoke to say they are still worry idz of potential aftershocks and still too scared to go home. it's quiet in the streets at the moment still and many people have left the city heading to the coast to casablanca there was a big rush the night before

with people cramming into cars motor bikes trying to leave the city. there are families with suitcases packed on the street but today it's a quiet morning in marrakech there. are tourists in town but much of this old town of marrakech the familiar us alleyway the medina and the wards of the city resembling ghost town locked off by the government for fear of the destruction rubble in the street concern of live wires so further danger in the old streets of marrakech. >> likely good many people have left. it does relieve the burdens of people who in marrakech and outlying areas to try to get food water power. as we are speaking to you we can

see it is a very quiet morning. what seemed to be the priorities for authorities there rights now? >> the main authority is giving medical assistance at the minute to those come from outside marrakech who spent much of yesterday in the emergency hospital in marrakech and the main focus here of the rescue efforts in the city is no longer treating residents of marrakech but bringing in people from the mountain regions who have been freed from the rubble yesterday and trying to trance porth them out of marrakech, marrakech the hospitals of marrakech becoming a hub for on raigz in surrounding areas but in terms of what's happening on on the streets much of it seems to be

assessing damage in the old city and blocking off those most affected. >> which would seem a priority at the point to get the city back to some sense of normalcy, the hospital getting some of the injured from the outlying areas benjamin brown thank you so much. u.s. president's joe biden is scheduled to arrive in vietnam in the coming hours, during his time there he will hold high level talks earlier he and other g20 leaders paid respects at the memorial for gandhi in new delhi taking part in wreath laying ceremony a revered site visited by foreign dignitaries. as for the concluded g20 meeting it produced a declaration after normal diplomatic wrangling but this involved the russian invasion of ukraine and ukraine wasn't-lap about this

declaration. it said the g20 language regarding the war fell far short of condemning russian aggression. you've been following all of i. i'm interested to hear from you in terms of prime minister modhi who will interpret this as a succeed but what did it achieve as far as he's concerned? >> absolutely he's got it historical already. he said the adoption of new delhi leaders rest solution a big step forward and of course healed be taking credit for this along with the entire team that's worked for months to gets to this point. however, i just want to bring to notice how officials are speaking about this about the effort that's gone in over the months paula to get to this pienlt. the g20 showed up from india has said and i'm going to quoted him here .
