from the massive quake. joe biden has left the g 20 summit and he is on his way to vietnam. we look at what he hopes to accomplish. i just watched a young lady take her very first grand slam. >> cocoa stages a dramatic come back to take her first career grand slam at the u.s. open. we do begin in morocco where rescue teams are racing to find more survivors. more 1500 are still in critical e to condition. the king has instruc officials to set up a commission to provide relief.

many count are offering help which includes nigeria whicis taking th extraordep to reopen airspace to allow morocco to fly in humanitarian aid. >> it is one of the poorest areas of the city, those people need help. food, water and blankets. whatever can help. >> earlier a person was pulled from under a collapsed building and carried away to safety. afterward workers breathed a sigh of relief and hugged each other to celebrate the rescue. sam is life in marrakesh. there you are again at the scene of some of this

devastation. i am curious to learn how things have changed since you were first on the scene. this is the second morning that people in morocco are waking up to this devastation. >> reporter: the government is still trying to find out the extent of the devastation. this is the scene in marrakesh. the entire side of this building has collapsed into one of these narrow streets. the authorities have evacuated most of the tourists from this area. their concern is if there are any more tremors more of this will occur. many of the buildings are badly damaged and they have catastrophic cracks. you can see particularly left of the shot, you can see how with a minor tremor all of this can come tumbling down. there have been tremors elsewhere in the country and it

is the tremors and aftershocks that continue to pose severe problems for authorities. if the roads were not closed originally by the earthquake they are being close by subsequent treasures. the buildings that remain standing are likely to come down. tens of thousands of people have been made homeless by this. people have to sleep out in the open. there have been some miraculous rescues. yesterday a woman was pulled out from under the rubble after being trapped for 12 hours. the authorities are having to use helicopters to get to some of these remote villages in the atlas mountains. the area has been badly hit with entire villages reduced to rubble. the death toll is now just over

2000 people. at least 13 in marrakesh but 2000 and the rest of the country and likely to rise as the authorities pick through the rubble and discover whether or not the people that are missing are now actually dead. >> that brings me to my next question, this is a huge operation for the government to organize all of the aid. what are you learning about efforts to make sure not just marrakesh gets back on its feet but crucially, these regions, they get everything they need. apart from the rescues they need to food and water. a lot of people still need medical attention. >> they do. there is now a national mobilization to cope with that. there have been offers from all around the world. even the ukrainians have said they will send in crews. they have extensive experience

with rescuing people from buildings, not by quakes but russian missiles. people from rescue crews are coming in from all over the world. that is the first phase. then you have the issue of infrastructure and understanding the scale of that and the cost, the financial cost as well as the human cost. i think it is a ways off for the authorities. they are simply trying to get out into the remote areas and find out what happened. their immediate needs are water, shelter and food for those displaced populations. still the moroccan authorities have not give us any figures on this estimates because they are in remote areas and they are simply coping with what is a emergency rescue operation before moving directly into the high man humanitarian phase. there have been pledges from around the world to try and

support that part but rebuilding this will take builders in the government many many years. >> i am struck by how long some of those buildings have withstood so many earthquakes. this one was something they had not seen in that area. we really appreciate your reporting. thank you. mark is the director of operations for a nonprofit organization. he joins me from the uk. thank you for joining us. i am sure it must be a busy time. i want to talk about the timing. we have seen miracle rescues. we are almost 30 hours out from this disaster. how critical is it that rescue teams with equipment reach the affected areas?

>> it is very critical. 24-72 hour period, often referred to as the golden period. this is when the majority of the people buried under the rubble can be rescued if possible. >> what kind of equipment will it take? we have seen the video, of these towns. you can tell the roads have been wiped out. in terms of getting any kind of important equipment of their, it would be difficult. what can organizations like yours do? >> at the minute the majority of their organizations around the world are monitoring the situation closely. offering assistance if required. the moroccan government have organize all of the resources and they are working extremely

hard to reach these places. other organizations will be able to support with supplies. they might be using high spec listening equipment to listen for the trapped casualties or cameras to look into voids. >> i want to talk a little bit more about that. in some cases it is concrete and in other cases it is old stone. i imagine specialist can be brought on the scene. how complicated is it because you do not want the structure to collapse completely. >> absolutely not. each structure tends to collapse in a different way. we have structural engineers as part of the team. we will be able to assist how the building has collapsed.

if necessary we can use timber and other mechanical props to find the best way to access the rest of the building and reach any trapped victims. >> this is painstaking work. i am interested in terms of how far we have come in trying to do any of this. you talked about listening devices. has all of that tech come a long way? is a canine unit the best thing in these situations? >> you are right, the technology has improved massively. all the time they are progressing with potential new devices. it is a combination. no one told is perfect. there is a number of tools in the toolbox that are required. breaking through to see if there are casualties via cameras. the dogs performed amazingly in

the turkey earthquake earlier in the year so it is a combined asset that we need to mobilize. >> they can use all of the hope they can get at this hour. still morocco continues to try to organize all of those offers of assistance. thank you so much. offers of assistance are pouring in from around the world. germany is offering assistance, france has activated local government funds. the embassy opened a crisis center and it is working with authorities to determine the best ways to help. the uae has also offered humanitarian aid and to establish a air bridge. algeria which severed diplomatic relations in 2021 has agreed to open its airspace to aid flights. a few moments ago the u.s. deputy national security advisor told reporters that the

earthquake again. we are learning more about what the u.s. is willing to offer. what are we learning? >> the top american official telling reporters that the u.s. is prepared to offer a substantial amount of assistance including funding for recovery efforts but also it search and rescue teams that would help search through the rubble and also assist in any medical recovery efforts. this is the latest nation pledging its support at this devastating moment. president biden released a statement last night expressing sorrow for the situation. he said american officials have been in touch with her counterparts and we do understand anthony blink and has been on the phone with moroccan officials to discuss what the u.s. is prepared to do. certainly the president is expressing support and vowing support going forward. >> this trip cannot escape the

controversy surrounding the russian invasion of ukraine. what are the president's advisers sing about a report that vietnam is secretly planning to purchase weapons from russia which would be in violation of sanctions? >> they took note of the timing of that report, just as president biden is on his way. i do not think they were surprised given the historic military links between vietnam and russia but they do say they are preparing themselves to offer these plans to help vietnam diversify its arm supply chain. as part of the announcement president but it will be making in vietnam and his reason for going there is to elevate the u.s. relationship with that country. the u.s. currently at the lowest rung of diplomatic ties

with vietnam. as part of the trip they will be elevated to the top tier. the other nations at that level are china and russia so you can see the president trying to enter into the sphere and expand american influence to this nation. not necessarily asking vietnam to choose between the u.s. and china. that would be impossible given the historic economic links between the nations but offering them a alternative. this is not the only country the president is attempting this with. he is doing in india as well and the philippines. certainly the president is viewing this area as a priority region. as china intensifies its economic and military aggressions, resident biden wants to come in and offer the u.s. as a more reliable partner for countries going forward.

claims some polling stations have been largely empty. in moscow the russian president is trying to make people believe the elections are legitimate. he is urging people to take part in the process and have faith in the online system of voting. for more we are joined by fred here from london. some analysts have called the elections the most uncompetitive in russian history. others saying it is a return to soviet practices. i think you know more than most that they do serve a purpose. why does he lean into this even as russia continues to send troops to the front and they are suffering economically at home? >> i think precisely because the are sending troops and suffering economically. vladimir putin started the war because he claimed there was a

genocide going on against russian-speaking people in eastern ukraine. also now in the southeast of ukraine as well. he was claiming the government was a neo-nazi regime -bent on conducting a genocide against the russians. obviously the ukrainians said none of it is true and certainly the international community has as well. as the war stagnates especially on the eastern and southern france, while the russians may not be losing ground as quickly as some thought, they have not gained any ground and have not had significant victories in a year. vladimir putin is trying to show that the people we set out to save her doing better now. they are having elections, they are living in what he would say is a stable environment. the ukrainians are saying all

of what you see there is a farce. people are being forced to go to the polls and many people do not want to go to the polls. the ukrainians are saying the elections are a violations not just of ukraine's territorial integrity but of the people that live there and are being coerced. you also mentioned some of the international reactions with countries around the world also saying the elections are a sham. nevertheless, vladimir putin singh these are very important, not just for the political system in russia but also selling the war as well. >> important points. this story is fascinating. ukraine's spy chief is weighing in, saying the star link network was being used on all frontline's and he was pretty blunt. he said they continued to play as a if it can't war. it is controversial and recently a new book came out

that claims elon musk did not enable star link communications near the capital last year because they wanted to stop a ukrainian sneak attack on russian naval assets. can you tell us? >> it is fascinating and it is a complicated story as well. it is absolutely true that all of the frontline segments i have ever been to, the ukrainian troops were using star link heavily, they all said it was important to stay even in the fight. as far as this sneak attack that was already in the works, essentially what came out is that the ukrainians were trying to conduct a sneak attack and they found star link overhead which they needed to steer the drones rigged with explosives as they were trying to attack the port, they found star link

was not working. they asked elon musk to enable star link around the area and he refused because he feared if there was a large scale attack that the russians may escalate the war and it could lead to them using nuclear weapons. that is part of his version of things. he got a lot of flak for that. also from some tweets saying you could have shortened the war. the ukrainians that were criticizing him, it seems as though things are a bit more complicated. musk now says star link was never enabled around primary and he was being asked to enable it for this attack as it was already in progress. he said he decided not to because he feared calation. i want to read a bit oone of the tweets he put out.

joins us now. firstly, our condolences to you and your country during this time of morning and i can only imagine the shock so many are feeling at this hour. can you bring us up to speed on how the country is coping as the scale of the tragedy sings in? >> thank you for having me. i just arrived last night. a lot of people were sleeping outside as i drove through marrakesh. they were laying on the grass or sidewalks were to sleeping in cars. there is a big issue here with a lot of the villages that were badly hit not getting help right now because access is hard. a lot of these villages are figuring out themselves how to deal with the rubble and rescue people from under their homes.

>> what has been your reaction when you have scenes the photos from the mountainous regions and realizing how difficult it will be to get help to the areas? >> unfortunately this was something that we could imagine happening one day, these places are not billed for disasters on this scale. it is hard to watch and i'm going on the ground today to see for myself how the rescue efforts are going and how people are coping. what they are trying to do if they are not getting the help they need. >> if we talk about the past, you mean these areas were deprived always in terms of infrastructure and batting includes the construction of their homes or do you mean that it will be so difficult to get rescuers or aid to them.

>> in the past, these are places where services do not reach like the rest of the country. there is a vast difference between these areas and major cities. i am trying to be optimistic about the next few days. it is hard to know how things will unfold but it is going to be a really complicated task. >> the government seems to be doing its best. how confident are you that the government will be able to organize this? there is a lot of offers to help but obviously coordination is a tricky challenge. >> exactly. i do not want to assess anything before it happens. i think we need to wait and see if they are going to welcome the foreign aid. there was a statement from the rail cabinet thinking the

foreign aid, it was unclear if they would accept it. we are still waiting at this point to see what will happen. >> that has been the answer for many countries, they are on standby waiting to get the go- ahead. in terms of this being such a shock. everybody said while there have been tremors, nobody expected this. how do you think people will view this going forward now? >> i grew up with the memory of the 1960 earthquake in the coastal city that killed a third of the city at the time. it is not completely unfamiliar but nothing on this scale has happened in almost 20 years. so i think that was not on people's minds before it happened. >> in terms of what they are coping with now. i assume it is fairly quiet,

how difficult will it be to make sure that city recovers to some state of normalcy? >> from what i observed, marrakesh is pretty calm now. as i said we are in a standby situation. even when the earthquake happened it took a few hours for the government to react and communications were set into notion. it has been 36 hours and we are still waiting to see what is next. i think it takes a little bit of time to put these things in motion. marrakesh is not the worst case by far. buildings did not crumble the way they did because we are talking about entire villages that were raised.

>> we have been looking at some of the video of that. has this been a issue in morocco in terms of safety standards from some of the older buildings and even the new construction in those villages and towns? >> absolutely, this has been a ongoing issue for years. one of my first stories as a young reporter was reporting on the old historic center. entire families always lived in these buildings with a danger of the building collapsing at any time. not even with a earthquake. this is definitely a huge issue. >> i am sure it will continue to be a point of discussion. we wish you safety in your reporting and we want to thank you for your insights.

although there is still has been no official request for international help, countries from around the world are offering their assistance to morocco. michael has more on the aid being offered by the community of nations. >> the scope of the devastation from the earthquake may take days to become clear there is one thing that is certain. the country will need help to recover from the disaster. people are lining up to donate blood after hospitals and health centers made a plea to stock up. that is just a tiny fraction of what the country urgently needs. additional rescue teams, heavy equipment. specialized doctors and medical supplies are critical in relief efforts. many nations are pledging support with the prime minister offering his nations resources at the g 20 summit.

>> we pray that the injured people get well soon. the entire world community is with morocco in its difficult time and we are ready to provide all possible assistance. >> the u.s. the uk and the un have sent condolences and offers of help. similar valves of aid from germany with one agency making plans to deploy with highly trained sniffer dogs which are crucial in search and recovery efforts. >> the task will be, if we have a international request for help in germany's offer is accepted we are briefed by the local forces, assigned a disaster area and then go into the search. >> turkey which is still recovering from its own earthquake earlier this year says it can send more than 200 aid workers and 1000 tents to affected areas. the same quake killed several

dozen more in syria and the white helmets, a volunteer group that provided emergency services in that crisis is once again stepping up saying with our experience in search and rescue and in responding to earthquake disasters, we confirm our full readiness to aid in the rescue efforts of morocco for those trapped under the rubble. israel which routinely sends emergency personnel to disaster zones says it is preparing to send a rescue team and humanitarian aid to the area. even in algeria which broke off ties two years ago, said it will open its airspace for humanitarian and medical flights. help from all corners of the world is at the ready if and when morocco asks for it. cnn. >> for more information about how you can help victims of the earthquake, go to www.cnn.com.

the hurricane is still training in the atlantic ocean. it is a category 2 storm at this hour, it will likely restrengthen in the coming days. it is expected to move north of the leeward islands. in the next several days, those areas can expect dangerous surf and life-threatening rip currents. forecasts have the storm making a hard turn to the north and it is unclear where or even if it will make landfall but they say it will create hazardous conditions along the east coast of the u.s. to iowa where there was a political showdown at the largest football rivalry. several candidates showed up trying to score points with the voters.

>> reporter: here in iowa, a day all about college football, the big rivalry between iowa state and the university of iowa. for the presidential candidates running in this first in the nation caucus state, it is to them a political opportunity. both donald trump and ron were at the game, they both sat in the stadium, ron sitting with the crowd and donald trump sat in a box. i want you to listen. but the crowd was saying and how they looked as the former president left the stadium. you can hear the chanting, you can hear the loud applause. this is imagery that the trump campaign wants iowa voters to see. ahead of all of this, going inside the stadium, both ron and trump were tailgating.

trump stopped at a tailgating party hosted by a fraternity and we saw him flipping burgers and signing footballs and tossing them into the crowd. ron was also tailgating but he focused on his political comments, saying he visited the state more times than trump. he has visited more than half of the 99 counties. >> people in iowa do not want the campaign to be about the past or the candidates issues. they want it to be about their future. >> reporter: more than 60,000 were at this game today. a lot of students say they did enjoy the spectacle of it but it was the game that was the emphasis.

in pennsylvania, authorities are still locked in on their manhunt for a escaped convict did criminal. he took off more than a week ago. we have the latest on that search. >> reporter: since the august 31 escape authorities have confirmed sightings on almost a regular basis. the most recent to happen was friday afternoon as the convicted killer was spotted

inside of the search perimeter. this is 40 miles west of philadelphia. it suggests that this individual is potentially still inside that area that has been locked down. most of it actually covers the botanical gardens or at least includes some of the botanical gardens. that facility which is 1000 acres of gardens, has been closed because of the manhunt. in terms of what we heard from authorities, the lieutenant stating that this particular thief was able to elude. this
