after years of allocations but precious little evidence, house speaker kevin mccarthy launches an impeachment inquiry into president biden. also the escaped killer already dangerous, apparently desperate, and now he is armed. plus our gary tuchman board a storm tracker flight with the latest on where hurricane lee is heading. good evening, thanks for joining us. we begin tonight, keeping them honest, with house speaker kevin mccarthy's decision to launch an impeachment inquiry into president biden. here is what mccarthy told brett partners a couple of weeks ago. i'm quoting. to open an impeachment inquiry is a important matter. house republicans would not take it lightly or use and for political purposes. he went on to say, if we move forward with the impeachment inquiry it with a current or a vote on the floor of the people's house and not for a declaration that one person. so not to a declaration that one person is what he said. to his credit, he's been firm on that 0. 4 years. harry is in 2019 saying, quote, speaker pelosi can't decide on impeachment unilaterally. it requires a full vote of the house of representatives.
9:02 pm
so democrats, republicans, it appeared to speaker mccarthy, you don't just go around launching and patient inquiries. here he is earlier today. >> these are allegations of abuse of power, obstruction, and corruption. they warrant further investigation by the house of representatives. that's why today i am directing our house committee to open a formal impeachment inquiry into president joe biden. >> after years of saying one thing, today he decide another. call it on three house committees to run appreciating inventing president biden and his families -- former president referred to the bidens as the puck in crime family. they make plenty of allegations over the years, trying to run the president with his sons that's activities. as for evidence, though, there hasn't been any. here is congressman james comer who chose one of the committees not running the investigation on fox news back in may after making some of those
9:03 pm
allegations. >> you don't actually have any effect to that point. you have got some circumstantial evidence, and the other thing is, of all those names, the one person who didn't profit is, there is no evidence that joe biden did anything illegally. >> we are at the very beginning stages of this. but in talking with the informants we have, some of the former biden associates that nobody's heard from yet, we know that joe biden was actively involved and we're still looking for more bank records that we believe will implicate joe biden's active participation in this at the end of the day.
9:04 pm
>> that was back in march. by mid summer, house republicans were tenant they said would be evidence from one of hundred biden's former business partners, it met and devin archer. in his testimony before the oversight committee, archer a great the biden family name helped him and dealings with foreign businesses including -- paint hunter biden to be on their board. however, in closed-door testimony before the committee, here is what he said about whether he knew of any wrongdoing by then vice president biden. the transport, by the white, was published but republican-controlled committee. question, are you aware of any wrongdoing by vice president biden? answer, no. i'm not aware of any. question, so based on everything you saw, heard, and observed, did you have any knowledge of joe biden having any involvement with --? >> no, no direct. no. question, no involvement of joe biden -- answer, no. that was the star witness who may have maintained a not-so-fluttering picture of president biden but also supplied no evidence whatsoever that his father did anything wrong. which takes us back to speaker mccarthy and his 2019 tweet complaining about nancy pelosi's decision to launch impeachment proceedings against the former president of ukraine. quoting this time from 0. 3, four dams this is all about politics, not about facts. well, keeping them honest, by that point, the skill effect of
9:05 pm
the scandal had already been known for several weeks. namely that the former president and issued a veiled threat to withhold military aid from ukraine unless president zelenskyy said he was launching an investigation to smear joe biden. this time, republicans have found no evidence tying president biden to any wrongdoing. so what is speaker mccarthy doing what he's doing? one answer infect the answer might be fun and video back in january. on the right, congressman mccarthy during his marathon to when the speakership. on the left is former congressman matt gaetz, who changed his vote from present to us on the fifth ballot. and exchange, mccarthy agreed to a series of concessions to pregnant lawmakers, including a provision to enable a single member to vote to oust him. for weeks now, members including matt gaetz have been pushing for impeachment. last night, congressman gaetz said he would be speaking to the house floor and attacked the speaker for not complying with parts of that deal. today, despite what certainly appears to be an effort to appease him and other conservative members, gaetz did just that dismissing the impeachment talk as a baby
9:06 pm
step. joining us now is colorado republican congressman can block. congressman, thank you so much for being with us. two days ago you said the time for impeachment is when there is evidence linking president biden to a high crime or misdemeanor. you said, quote, that doesn't exist right now. do you still feel that way tonight? >> i have not seen any evidence that links president biden to hunter biden's activities at this point. i will be getting a briefing later in the week and i'm looking forward to understanding more of what the oversight committee has uncovered, but, at this, point i have not seen that evidence. >> so, speaker mccarthy certainly does not have to hold a full house vote to authorize the impeachment inquiry, but he has always said that he would. he said so two fridays ago. is it clear to you what changed other than the threat from the matt gaetz is? >> what changed is that he doesn't have the votes in the republican votes to pass a resolution open an antitrust inquiry. they have been trying to get those votes, but i don't believe they have the votes. >> why is he doing this?
9:07 pm
>> well, because, that is a great question. why is he doing it. the three committees, the oversight committee, the judiciary committee, and the ways and means committee are investigating and they're invite skating under biden's activities. they should be investigating, there uncovering interesting information. like i said, they haven't found that link yet to joe biden if it exists, but what speaker mccarthy is doing is that he has biden on the one hand, i'm sorry president trump on the one hand who is demanding that the house open an impeachment inquiry and begin an impeachment of president biden and, on the other hand, he has spending bills that are coming up and he needs to support members of the republican conference to help get that continuing resolution passed and appropriations bills. >> in your opinion does this impeachment inquiry take away focus and house on government spending in a government shutdown? >> i believe it does and i think it wasn't shiny objects from the beginning and i think it was a mistake just are talking about the impeachment inquiry. it's a good thing that we're
9:08 pm
not voting on the floor because we've got a lot of work to do if we're going to pass a continuing resolution by september 30th and avert a government shutdown. >> so but not doing it on the floor, it does allow you to continue on the continued resolution? >> exactly. it allows us to focus on spending rather than other issues like the impeachment, yes. >> congressman gaetz today downplayed what mccarthy has done, he downplayed the impeachment announcement as a baby step and renewed his -- to secret mccarthy's renewal if the speaker doesn't come into what the speaker comes into immediate total compliant with the, and, quote the speakership in the first place. do you know what that even means and do you think mccarthy survives this a speaker? >> i think kevin mccarthy survives for several reasons. the main one being that nobody else wants to be speaker in this place. but i do think -- >> that's not a great job description there. >> no, it's not, i guarantee that you won't see speaker back in the same sentence. but i do think that he survives this, it is important that we make sure that we get funding
9:09 pm
for the next ear and that kevin mccarthy is the only person that most republicans are going to support in that process. >> you mentioned that cnn reporting that former president trump spoke today with -- about the impeachment strategy. is, he, is he really the one driving this? >> i don't know whether he is driving it directly or indirectly. certainly as he participates in social media and talked about this on social media he is driving the activists to call caught members of congress and get involved. so whether he called kevin murkowski directly or whether he is just sort of getting the troops riled up, i am not sure which way it happened. but certainly members of congress are hearing about it. >> so what happens now in the spending? on the continued resolution? >> first thing is we are going to try to pass a few spending bills, appropriations bills this week and next week, so we would like to get to three or four bills done by the end of next week and then will focus
9:10 pm
on the continuing resolution following week and hopefully, by september 30th, we will have a deal. >> congressman, bakari shaker time tonight. >> thank you. >> yesterday jamie raskin, ranking democrat on the house putting out a memo rebutting allegations about president biden. quoting from a portion of, it said this is a transfer an effort to boost gems campaign by establishing a false moral cleveland state between trump, the former indicted president now facing night when federal and state charges, versus a mountain of damning evidence for a shocking range of felonies including lying to the fbi, endangering national security by illegally keeping classified documents, and conspiring to subvert the u.s. constitution and president biden, against whom there's precisely zero evidence of any wrongdoing whatsoever. congressman raskin joins us now so, thank you for being with us. you heard congressman block and what is your reaction to speaker mccarthy launching this impeachment inquiry? >> well, it is ridiculous, of course. you've got people who voted not
9:11 pm
to impeach donald trump for inciting a violent insurrection against the union, either because they don't think that is a crime, or because they don't think that the evidence was there, even though the evidence was overwhelming. we did have ten republicans who joined us in the house and several republicans who voted to convict in the senate. in any case you've got all these republicans who can't bring themselves to vote to impeach donald trump who tried to overthrow a presidential election and attacked our constitutional order. now moving to impeach joe biden for reasons unstated. now, so i think that is absurd. i applaud congressman budd from colorado who is a district attorney and was the chief of the criminal division of the u.s. attorney's office in colorado. he understands the criminal law and understands the constitutional law and knows that the whole thing is absurd. there is no evidence of treason, bribery, or high crimes in misdemeanors. there is no evidence of any crime at all by joe biden and
9:12 pm
so all of this is clearly being driven by donald trump, who want to establish this counterfeit, moral equivalency between the two of them just so that he can say that he's running against another impeached president. so it is really silly and they are extracting this as their price for going along, it least this week with not trying to shut the government down. but i think a lot of the inside critics of what is happening in the republican conference will tell you that they really do intend to try to shut the government down before than of september. >> what you think changed? mccarthy was saying that merck earth he would launch an impeachment inquiry through a full house vote. is it pressure from the former president, essentially, and gates and others? >> it is a combination of that escalating political pressure within the gop, but also enough of them coming forward and saying that they will not -- the budget this week, unless he launches the impeachment
9:13 pm
inquiry. now they are not satisfied with what mccarthy has done on either front, on the impeachment side. all he is really said is that the three committees, ways and means, judiciary, and the committee i serve on now as the ranking democrat oversight, will continue to do what they have been doing. it is not forming a new impeachment committee. the oversight is supposed to be leading, but each going to do their own work. i think very quickly the mark matt gaetz, marjorie taylor greene, caucus is going to grow frustrated with that. it is not going to be enough for them and they are also, you know, in this rule or ruin mindset, really hoping to get the republicans to drive the economy into a ditch and shut the government down again, which of course they did a few years ago. so we will see whether mccarthy will actually be able to subdue
9:14 pm
the tumultuous-ness going on within the republican conference. >> you really believe the republicans want to drive the economy into a ditch for political purposes? and because, when there is a government shutdown, doesn't it hurt the folks on capitol hill who made it happen? >> well, i'm not sure that you can always rationalize the behavior of the maga caucus. they are constantly pushing for the most extremist and fanatical actions. there is no program really that unifies the republican conference ever since donald trump took everything over. they literally had no platform for four years and their real platform consists of whatever don't trump tells them to do. so, i think that they do have a rule or ruin mentality. if they're not going to be in charge of their drug going to try to create as much trouble as possible. they didn't work with us on the 1.2 trillion dollar infrastructure investment package, they didn't work with us on the inflation reduction
9:15 pm
act, and inflation is down from 9% to 3% and we have this massive investment in climate action as well as lowering everybody's prescription drug prices. we didn't get a single republican vote for any of that. they are not interested in making progress unless they are in control and, of course, when they're in control, progress is just massive tax cuts to the wealthiest people in the country and treating women out of their constitutional rights. >> republican senator mitt romney who obviously voted to convict trump in both the impeachment trials he was quoted today saying, this is, quote the fact the white house has been singularly silent and coddle to hunter biden suggests an inquiry is not appropriate. you can't really paint him as a maga extremist, do you think the white house should have, could have handled the hunter biden saga better? >> you know, i am not closely watching the white house. what i am doing is engaged in the work of the oversight committee. so, for seven months, we have watched the publicans on the
9:16 pm
oversight committee get all the witnesses they want, all the documents they, want more than 12,000 pages of documents and there is no evidence of any criminality or wrongdoing by joe biden. there is 91 criminal charges against donald trump right now, 13 criminal charges against congressman santos who is just on the show a few moments ago. they have nothing to say about that, there are no charges against joe biden and they want to impeach the guy. that is obviously coming from donald trump. it is sort of like a january 6th. january 6th would not have happened if it on trump had not got all the right wing groups to change their permits from the national park service from january 20th, where they are just going to have an inaugural protest, january 6th. it's the same thing here, if known trump were not demanding impeachment does anybody think that this would be going on? >> congressman raskin, we appreciate your time tonight. >> thank you for having. me >> coming up next, the latest on the hunt for an escaped killer who is now armed as well. and also what our gary tuchman sought from a storm chaser

reliant on china, relying on china's assistance, rely on china for oil, for any kind of military aid or diplomatic cover at the united nations. now, he has two superpowers, regional powers in russia. russia can supply oil, russia can supply military assistance, that the north koreans need, so where does this now leave beijing in the equation, because north korea has been seeing so much of a compliance day of china for so long, that whole dynamic seems to be in flux for now. >> yeah, this is an interesting point, how is beijing watching this? you know beijing is watching this meeting and oil is happening right now in vostochny at the space center very closely. but officially, what we have heard from beijing is a very cool message. we heard from the ministry of foreign affairs spokesperson, when posed the question on tuesday afternoon, how does beijing regard, at the time, expected meeting between putin and kim? how response was that the dprk leader visit to russia's

interim between the two countries, unquote. but look, china as a very friendly relationship but with north korea. china along with russia has shielded north korea at the united nations. china has blamed the u.s. and its allies in the region for stoking tensions on the korean peninsula. and china was also part of that delegation. that visited north korea when it showed off its armory, showed off its wares in july. you recall the russian defense minister, mr. shoigu was there with the russian delegation, very powerful official on the chinese side, -- he was in the chinese delegation to see what weapons that north korea had an offer. and analysts point out that this is a turn jeweler relationship. you've got russia, north korea, have china. china is the most powerful of the three. china has the most to lose economically. china is watching these events take place with great interest,

great caution, as it looks up for its own interest, john? >> and while officially, we don't know what the leaders will be talking about, it has been widely reported, quoting western officials and western intelligence, particularly american intelligence, that the main discussion between the two leaders will be north korea supplying the russians with some much needed ammunition for their war in ukraine. both sides, ukrainians and russians, have been burning through stockpiles and artillery shells and other ammunitions are an incredible rate. the question is, north korea is a country under a 24-hour, seven days a week, 50 -- do they have the capacity to ramp up production to make the artillery shells and to satisfy or composed to satisfying russia's needs in that respect. will it make any kind of difference through the war in ukraine, and i guess logistically, how can they get this ammunition, the huge stockpile of ammunition, which the russians need to cater to russia? >> that is a good question, john.

in practical terms, at the end of the day, what can north korea offer the russians? russia needs more artillery, more weapons to use. it's more against ukraine, but it's the symbolic value here that no doubt can jump on is really valuing and craving. the pressure of north korean relationship is deep, and it's deepening. we know that joint military exercises are being discussed. this is what we heard announced by the russian defense minister last week. we know that between the two leaders leading up to this moment, they had exchanges extremely warm letters to each other, pledging to build the alliance. pledging to increase cooperation and last year, the u.s. said that north korea was able to deliver rockets and missiles into russia for use by wagner forces, which is something that north korea denies. and this is why the u.s. has been warning of this active

advancement and talks with another rounds of arms talks between the two leaders. they warned that this meeting with take place, which as we see from this footage, that putin and kim are in vostochny, shaking hands, ready to greet each other. a meeting is underway, and the u.s. meanwhile is urging north korea, do not give arms to russia. back to you, john. >> thanks, kristie. a final point here, what is truly interesting is that these allied images of these two leaders at this one point at the same time on essentially a dog and pony show of their facilities, it's incredible that these pictures are coming out live. normally in the past, any information about kim jong-un's whereabouts once it has gone, ultimately the same with vladimir putin. it's exam there, and these are the images that we are now seeing, live images, we believe of these two leaders who are out and about, shaking hands and on a tour.
