dollars of assistance from the united states, that is surely alarming. looking around at who may be able to assist him when these depleted ammunition on the frontline, north korea is a suitable option. they have ammunition, they have quite storm production capacity in north korea, and the ammunition, some of it will fit directly into russian weaponry. so if it is put into russian weaponry, it will work immediately. not the issue is going to be transportation. taking this up in a, taking this ammunition from the where they currently are. nearby, it is 5700 miles from moscow, let alone the ukraine frontline. getting this other weight down to the frontline is going to be extremely challenging. and, probably an old railway transportation that is really not that suitable, not that stable. nonetheless this is key in terms of messaging. if you look at what putin is projecting, here it is confidence, it is showing he is not isolated, albeit aligned with what are the most isolated

countries in the world. it is also showing just yesterday announced today every unification, and includes several of these new territories of donetsk, kherson, zaporizhzhia, various highly controversial in ukraine -- pushes back and says they are their own territory. russia saying, with putin, that this is their territory, this is the more they are still, winning the war that they still have confidence, in and this ally -- renewing of such ammunition with north korea is a way of achieving that. >> well, now to you, you have been watching this since -- set foot in russia, i wonder what you are thinking no. you see this live footage, and the fact that putin is talking about this space technology, things like satellites, and that kim john moon is saying intently, this is a country that a times could not feed its

needs to happen right now. so the chances of finding -- so otherwise, we are dealing with you, know thousands of families uprooted from houses. so they have to live and displacement, not for a short period of time, and we are talking about long term displacement, given the status of the infrastructure, i think the reconstruction needs time. so with the community, and the agency is needed to be prepared to give long-term displacement. >> in terms of not long from displacement, how difficult will that be given the political structure in libya? as you have, said even when they try to sort out of the rescues, try to help people who likely arnaud stranded, wonder where their next meal is going to come, or perhaps -- how do you deal with all of that in the weeks and months to come? the politics, the complicated political system? >> well, obviously there is

different reasons why it was -- voted by the congress two years, ago and i do think that the political first illogically, coming from the political context, but also from -- the economic model, so you have several elements, to how it is being defined. the other thing, why libya is important to deal with, is that there is a lot of -- at this stage, it does not make sense for -- liberated only -- hand telescopes are still around. there has been -- a lot of sacrifice their lives, and this does not mean that the problem is -- terrorist groups are rapidly,

former special envoy, he joins me now from washington. all of this adds up to a lot of expertise. we are happy to have, you especially given the kinds of meetings and intelligence briefings you have sat in on that last few decades. help us out here, how can you frame this relationship for us with both of putin and kim. really, what has happened to them in last years is completely different than the last few years in 2019. >> well, first of, all again, paula, thank you for the invitation. we can see that there is some opportunity here on both sides, and i think a degree of the desperation, and the dprk side, certainly a degree on the russian side. and this very much for now at, least a marriage of convenience. and, potentially some strategic impact going down the road. >> we want to get to some of those strategic impacts.

what are you looking for out of this meaning? what would indicate this relationship would go beyond lets a trade issues? >> well, i would imagine that there will be some positive signals on the shared values, the shared view of the need to challenge the u.s.-led western international border, some ideological bedfellow type of talk, supporting each other, and supporting each other's sovereign rights to engage in behavior. and, beyond that, in what we would expect some concrete deals, the russians will probably get some type of military assistance they have been seeking. and, in exchange, when you look at a delegation that the dprk has taken, the heavy military presence -- some from the foreign ministry, some from --

there might be some areas where they are able to secure some type of -- for whatever military assistance they are going to provide. i do not think it is going to lead to a major transformation of the relationship. i hope, and i'm so confident that some of the worst case scenarios we would see open support to the dprk nuclear or missile programs, being publicly committed, or even -- committed. that would be something that would surprise me, and something more serious. and, i think longer term, is evolving here. >> and so if i read, you you are seeing that vladimir putin does not want to try and advance north korea's nuclear program in any way, but that leads me to my other question, china. what do you think it is making of this meeting? perhaps the forging of any closer bond between russia and north korea? >> china for all we --

in terms of its recent unwillingness to cooperate with united states and security council to punish and respond in north korea's reported security council resolution violations, china prefers a status quo. it is part of their talking points. above all else, they want stability in the region. i think there's many ways in which improved relationship at a personal level between volodymyr putin and kim jong-un, and a -- somehow gives kim jong-un a stance he has a greenlight, or at least a flash in yellow to engage in more aggressive behaviors towards south korean, more dangerous developments, and investments of his, program and it seems that china cannot be happy with these developments and i have occurrences early on, and the
