13, 9:00 a.m. in london, 5:00 p.m. in eastern russia where after days of speculation and mystery and secretsity, kim jung-un and vladimir putin have finally met in pattern for t-- person for the first time since 2019. >> and russia signaled a willingness to assist in defiance of international sanctions and the two toured the space center and launch site before their talks that lasted more than an hour. highly choreographed visit carefully broadcast from the kremlin media has been full of interesting details. >> like kim jung-un signing a guest book his powerful sister looking over his shoulder. also for the first time north korea fired off two missiles while their leader was outside the country, but no word whether they discussed weapons and possible transfer of technology as had been expected. kristie lu stout is following this live from hong kong. interesting to see how the russians handled this, it really

feels as though a full diplomatic event with the red carpet rolled out. >> red carpet treatment, cameras rolling. kim jung-un and vladimir putin have met at the cosmic drone. talks ended after an hour and ahead of the meeting putin said kim jung-un showed an immense interest in space and rocket engineering. at the summit kim jung-un pledged support for the russian president and i want you to take a listen to what he said. >> translator: there are many issues that our two countries need to cooperate and for us to receive help on in our war of independence as the people of our country's anticipate. in this situation, i believe that this moment will serve to raise our bilateral relation to the next step to a new height. >> the summit took place just hours after north korea fired

two short range ballistic missiles into the waters off the east coast of the korean peninsula. and lists say this is the first time with kim jung-un out of the country, but keep in mind this is a leader who very rarely travels overseas. this meeting also comes after the united states and officials there warned that the two are actively advancing their talks over another potential arms deal. now, kim in russia is joined by some of north korea's leading officials, his top military leaders as well as his chief diplomat. the united states has said it remains concerned that north korea will provide arms to russia and what does north korea want in exchange? reportedly it is seeking advanced technology for satellites for nuclear powered submarines, also seeking desperately needed food aid. the relationship shas been deepening for month, but is this

a significant is it even with this summit at this russian spaceport. back to you. >> okay. thank you. and a senior research fellow on south korea is with us. wonderful to have you on the program. thanks for joining us. >> good to be here. >> so putin's rise to power did herald warmer ties again with north korea. but between then and now, russia has condemned north korea, they have sanctioned north korea. do you think without russia's invasion of ukraine that this renewed deepening of ties wouldn't be happening? >> yes, i totally degree. if there would be a major deal signed today, it would be a departure from the entire russian policy.

there are no major deals. the trade balance for 2022 between the countries is zero by south korea estimates. so if something happens, it would be really, really major development. >> what does this -- we're looking at the pictures that are quite extraordinary. do you think it speaks to the west as much as it does to these two countries? >> i think the major purposes of the meeting is a show of -- [ inaudible ] being quite isolated by the international community. they still have each other. and remain relatively important. and so warfare like green peoples army is one of the

largest armies. and so yes, it is a bit of a show of force i think of diplomatic force. >> necessity is bringing these two leaders together on both sides. but what do we know of the personal relationship between the two men? [ inaudible ]. >> i think that -- such a shame because i was really interested to hear the answer. >> we'll try to update you if we can. let's turn to u.s. politics. despite having no direct evidence of wrongdoing, kevin mccarthy has ordered a formal impeachment probe into president joe biden over allegations that he profited from his son's business deals. >> these are allegations of abuse of power, obstruction, and

corruption. and they warrant further investigation by the house of representatives. that is why today i am directing our house committee to open a formal impeachment inquiry into president joe biden. i do not make this decision lig lightly. regardless of your party or who you voted for, these facts should concern all americans. >> the move comes amid increasing pressure from far right republicans in the house who have threatened to remove mccarthy from his leadership role and his need to secure votes to avoid a looming government shutdown. more now from manu raju in washington. >> reporter: in a lee reversal n mccarthy indicating that he would move forward with the inquiry without a formal vote in the united states house. just 11 days ago mccarthy said that there would be a vote in the house. he said not one person can simply declare an impeachment

inquiry would a place and indicated that was his plan. but he ran into a problem, he lacked votes to open up an inquiry and in fact a number of republicans that i've spoken with are skeptical of supporting an impeachment inquiry. so mccarthy directed his key committees to continue to investigate allegations that joe biden as vice president acted inappropriately, perhaps officially to help his son hunter's business dealings overseas. but they don't have the proof yet to make that central allegation. it has been part of their investigations that have been ongoing for much of the year but still not proven direct link between joe biden, hunter biden, and not proven whether joe biden actually tnks financially benef. and this is as kevin mccarthy is facing growing pressure from his hard right including on the issue of funding the federal government. that is his immediate problem in the weeks ahead. a number said that they are not satisfied with an impeachment inquiry being launched and said

perhaps they could try to push to oust mccarthy from the speaker ship if he does not agree to the demands to cut spending ahead of the critical deadline, september 30th, to keep the government open. >> the speaker has violated the agreements practice in january repeatedly. and i'm prepared to support a change in leadership through the mechanism to vacate the chair. >> i think that he has a path to choose. does he pass republican legislation that advances our policies and cuts spending with republican majority, republican votes, or is does he pass with democrat votes that lets down the american peel. >> we blew the hell out of it with the ridiculous deal. would we've been clear and now the job is to get it done in september. or we'll see what happens. >> reporter: this is as he faces threats from congressman matt gaetz who said that he would actually call for a vote seeking mccarthy's ouster because of gaetz accusation that mccarthy backed away from the deal that they cut back in january in

order for mccarthy to become speaker. among his concerns spending for the federal government. gaetz says if mccarthy puts a short term spending bill on the floor to keep the government open past september 30th, that would be enough to call for a vote seeking mccarthy's ouster and would require all democrats to push mccarthy out and five republicans. gaetz says he will keep trying to force the vote over and over again until mccarthy is out of office. manu raju, cnn, capitol hill. reaction now on the impeachment inquiry from both sides of the political aisle. >> i support him as speaker. i want him to navigate through this and i know that he is trying to do his best there. and there has to be an investigation. whenever you have the questions about the president's own financing, whether he had a benefit from his son's dealings, that is a legitimate question

and purpose of inquiry. but pre-made schur to put the label impeachment on it. >> it is ridiculous of course. you've got people who voted not to impeach donald trump for inciting a violent insurrection against the union either because they don't think that that is a crime or because they don't think that the evidence was there even though the evidence was overwhelming. we did have ten republicans who joined us in the onhouse and sen voted to convict in the senate. but you have all these republicans who could not bring themselves to vote to impeach touchdown who tried to overthrow a presidential election and attacked our constitutional order. now moving to impeach joe biden for reasons unstated. pennsylvania state police have set up a new perimeter in their search for the escaped murderer. >> the story keeps getting more dramatic. they believe that he is armed with a rifle and are urging residents to secure their homes and vehicles. brian todd has the latest on the

manhunt. >> reporter: new urgency in the pennsylvania manhunt, convicted murderer danelo cavalcante now armed with a .22 caliber rifle and shots have been fired. >> he's killed two people previously. i'd expect that he is desperate enough to use that weapon. >> reporter: he entered a garage and grabbed a rifle. the homeowner was there at the time and shot at the intruder several times with a handgun. but he escaped. >> with this weapon, that will increase the risk of carjacking. >> reporter: the rifle he took also had a scope and a flashlight attached. >> what is most concerning is with the rifle and the scope, that he could set up an ambush or if he sees the officers coming through the woods, he is able to pre-position and get ready. >> reporter: there is no evidence that the fugitive was injured by the shots fired at him. >> what the state police has put out to the search team, if you encounter him and he does anything other than surrender

peacefully, you have a green light to use deadly force. >> reporter: he stole the gun just two hours after yet another reported roadside sighting. police responded within minutes but found only matching footprints in the mud and discarded prison shoes. a pair of boots were stolen from a porch. locals say many residents know how to use firearms against a trespasser. >> god help him if he tries to -- you know, anything like that. >> reporter: upwards of 500 officers are involved in the search working shifts as long as 20 hours. the search area 8 to 10 miles. and over the weekend, he managed to steal a van from a dairy farm and ring the doorbells of two former work associates. residents receiving this warning -- >> lock all external doors and window, secure vehicles and remain indoors. >> reporter: one school district closing tuesday, three others

keeping kids inside. >> we do not have evidence at this time that there is assistance being rendered to this individual. in fact quite the contrary. we've had wonderful cooperation from the public. if you do anything, anything, to try to assist this individual, we will hold you accountable. >> reporter: cavalcante was sentenced to life in prison without parole for killing his former girlfriend in 2021. he is also wanted in his native brazil in a 2017 homicide case. >> it is a possibility that he will attack the police to try to get away. it is a possibility that he would attack a civilian, a possibility that it would be a suicide by cop. >> reporter: one of the possible advantages that danelo cavalcante has, police say that he has been in this area before and he is familiar with at least some of it. one of his possible disadvantages? he could be moving around shirtless. police say that he ditched a green hoodie and white t-shirt at the foot of the drive way of the home where he was fired upon byowner and no reason to believe that he had other clothing on him.

brian 20d,todd, cnn, pennsylvan. death toll in eastern libya has soared to more than 5,000 with another 10,000 people missing according to the red dress sent. within official says that entire residential buildings have been swept away and about a quarter of the town has just disappeared. people are searching for their loved ones but cellphone to you verse been knocked down making communication nearly impossible. some of the images from the disaster zone are graphic. >> too graphic to show really. hospitals no longer functioning. and morgues are full. video shows dead bodies on the sidewalks. some neighborhoods have resorted to mass burials. >> let's go live to eleni giokos who is following the developments for us. this is horrifying the news that we're getting in. how far are efforts for rescue and relief being complicated by

the divisions within the government? >> reporter: it is harrowing to see some of the images and to hear the stories from people on the ground and some of the people that have survived. there are so many that we've spoken to that have family members there that they cannot get a hold of them. communications are down, internet lines are down. rescue efforts currently under way. and we saw on the facebook page calling for more international assistance. the libyan national army which is in control says that they weren't prepared for this type of catastrophe. and hardest hit areas were basically swept away into the sea. you had the two dams that burst as well and that is partly because it wasn't able to handle the amount of water. but also because there was lack of maintenance, because of the political situation playing out in libya. you had the rival government in

the west announcing intervention, they will be sending aid from tripoli, a lot of the international aid is arriving but it is difficult to access the eastern part of the country for people to fly in a lot closer. there have been issues in terms of getting visas and getting access. and you have a political situation that is hampering a lot of the aid that should be going in very fast. you've got turkey, uae, algeria as well, the list is growing. the question is can they coordinate to try to help the people that are still stuck in isolated areas. time of course is running out. you are seeing dead bodies still lying around. morgues are full to capacity. hospitals are not operational right now. and just difficult to access. you have three bridges that collapsed as well. and look, the general commentary

i think for international bodies saying that this is an absolutely sad situation and disastrous catastrophe. now the question becomes how did they miss these weather conditions. how did they not know that this was going to be this serious. this daniel storm moving from greece into libya. huge questions will now start coming through as we start to see the rescue efforts gaining momentum. >> eleni giokos, thank you for your reporting. and in the u.s. more rain is in store for parts of the northeast putting more than 40 million people under flood watches according to the national weather service. states like rhode island are already inundated. rescuers have helped dozens of people trapped in vehicles and buildings as well. flooding in massachusetts has caused sinkholes to open up. chad myers has the latest

forecast. >> it was the amount of rain that fell but also how quickly it fell in some spots. 2.77 inches of rain fell in just one hour. that should happen only one time in 200 years. in some spots now approaching 10 inches of rainfall. not only up to the north, but also down here in rhode island and southern parts of massachusetts saw very heavy rainfall and flash flooding. more flash flood watch, watches all across the board here are in effect because more rainfall is coming. more heavy rainfall that could train again. we hope that this rainfall moves very quickly. that is what the storm this weekend didn't do, it just sat there. but now as the storm moves on by, notice how far it goes offshore, that is some of the good news. there are some yellow spots that indicate 2 to 3 inches of rainfall could still fall. one more thing on the horizon, i know it is still five days away really before it would rain from this, but there is so much potential rainfall from hurricane lee. moving to the north along here and even up maybe eastern rhode

almost time for americans to roll up their sleeves again. centers for disease control and prevention are recommending everyone six months and older get an update covid-19 vaccine.

mountains, this solitary village seemingly abandoned and almost entirely flattened. it is hard to imagine how anyone could have survived the destruction here. but amid the rubble, signs of life. at the gates of what once was their home, this woman and her 11-year-old daughter tell me they can only thank god that their family was uninjured in the quake. but ongoing after shocks mean there is little peace for those who survived. she says a lot of her friends died in this earth quake. she can still see her score at the top of the mountains but she's still afraid of the after shocks that could happen. of course the memories of her friends who have passed away is something that she thinks about

constantly. above the crumbling remnants of this now destroyed village, more than 30 victims lie buried. each grave left unmarked. the smell of death is still heavy in the air. the overwhelming loss of life in this village too much for anyone to bear. zena tells me her best friend is buried here too but she doesn't know which grave is hers. getting aid to 24vthis village taken days and supplies are minimal. there are no homes to return to here. instead families take shelter amid the sprawling olive groves. there aren't enough tents for all of the families impacted so they are not able to have their own tents. there are three to four families now sharing a single tent.

welcome back to "cnn newsroom." i'm bianca nobilo. >> i'm max foster. let's bring you up-to-date with the top stories. kevin mccarthy has announced that he will open an impeachment inquiry into president biden by passing a formal vote on the floor. kim jung-un and vladimir putin have finished their rare

face-to-face meeting but no word yet if that included arms talks. the kremlin says the two leaders didn't sign any documents during their visit to remote russian space center. and katie polglase is joining us to discuss this. we're getting word of a state dinner on the bells and whistles for this trip. kim jung-un's dramatic rush to the international stage after four years. but what does vladimir putin get out of it? >> while they may be discussing north korea spis program, economic cooperation, humanitarian cooperation, really for putin there is just one thing and that is ammunition. he needs a am pew nation for t -- ammunition for the war in ukraine and he's been witnessing ukraine get plenty of support from its valleys if you look at the united states with their $1 billion package for ukraine. as well as secretary blinken in town in kyiv last week, all of this showing that ukraine is shoring up support as we head into the winter months in this

counteroffensive. russia needs ammunition. it is depleting its stocks. this war has gone on a lot longer than they anticipated it would. and if you look at the southern front lines, the progress has been marginal. ukraine has been making gains in the recent weeks as we've been discussing. and north korea may fit the bill in terms of solving the issue for them because they have ammunition, they have industrial production capacity in north korea to provide this ammunition. and some of this will actually fit into russia machinery directly. the issue is getting it to the front lines because north korea of course is nows of miles away. most would likely be transported on railways, trains. but this is what the u.s. officials have been warning about for weeks that there is potentially an arms deal on the table. and the concern really is where this takes the war next.

clearly it will prolong the conflict if they get more weaponry, how long for, we don't know and will it significantly change the course of the war. we don't know that either. and it is clear just at this stage that this is the tactic from putin. renewing support, gaining more stocks that are desperately needed from his side. >> great reporting. thank you so much. and more now on u.s. house speaker kevin mccarthy's formal impeachment inquiry into president biden. the white house is calling the move extremal foeal politics at worst. kayla take you shaluche has mor. >> reporter: and moving forward with this inquiry is being seen by the white house of acknowledge of what it expected all along, that speaker mccarthy did not have the votes to move forward and did not have the evidence to garner that support. ian sams, the white house

spokesman, posting this message saying house republicans have been investigating the president for nine months and turned up no evidence of wrongdoing. his own gop members have said that he vowed to hold a vote to open impeachment and now he flip-flopped because he doesn't have support. also trying to tie kevin mccarthy more closely to former president trump issuing this missive saying that kevin mccarthy cemented his role as the super surrogate by turning the house of representatives in to an arm of his presidential campaign. now, the white house and biden campaign are on the defensive, but they are looking to shift into offense. the white house has been hiring dozens of staff members in recent years preparing for the onslaught of investigations and, yes, an impeachment reqinquiry after republicans too control of the house. the expectation that this would reach a fever pitch going into

israel supreme court heard arguments from more than a dozen lawyers on tuesday about the reach and scope of their power. >> a new liaw would limit their authority. but now the court has the difficult task of deciding its own fate. hadas gold reports. >> reporter: never before have all 15 sat together in the supreme court to hear arguments in a case. and what the supreme court was listening to is arguments about its open power, about what the supreme court does and whether it should continue being able to strike down laws as it used to be able to do until this law was passed in july. what happened in july, the israeli parliament now controlled by the right wing coalition, they passed a law that strips the streak of its previous ability to nullify government actions that the supreme court deems

unreasonable. the law was an amendment to a basic law, closest thing that it has to a constitution. the supreme court has never before nullified or struck down a basic law. but that is what they are potentially considering doing as a result of this hearing today. the government was represented actually by private counsel and their argument was that the supreme court should actually have no authority in reviewing basic law and that should rest with the people and who in the people that they democratically elect to the israeli parliament, that the supreme court should have essentially no power to be able to change the basic laws if they are passed by the israeli parliament. the petitioners in this case are arguing that this law damages israeli democracy and that it harms the authority of the judicial branch. keep in mind in israel there, is really no other check on the executive or parliament which are run by the same party usually except for the supreme
