ammunition for the conflict in ukraine and north korea is looking to do a deal in exchange for satellite and nuclear submarine technology. and kim jung-un vowed to stand by russia as the conflict grinds on. >> translator: russia is engaged in a fight for justice to defend security interests against hegemonic forces. i will always be standing with russia. i'm using this opportunity to make it clear. >> it was a marathon multiday journey for kim jung-un in his armored train from pyongyang to see you beer isiberia. and matthew chance is live for us in moscow.you siberia. and matthew chance is live for us in moscow. so what are the tangible deliverables coming out of this meeting? >> reporter: well, in terms of tangible deliverables, there haven't been any. there is a shroud of secrecy

over the whole process. we didn't know where kim jung-un the reclusive north korean leader was actually located. and then he popped up at this co cosmo drone in the far east of russia where they met and discussed behind closed doors a whole range of issues from food supplies to military interaction to the issues of space. putin hinted that russia would help north korea achieve their objective of getting satellites into space. they tried and failed over the past several months to do that. and of course you heard the supportive words from kim jun jung-un, and there has been no

specific deal. they haven't signed anything. and any deal that they have done has been done behind closed doors and is secret. but it doesn't mean that they haven't discussed the delivery of weapons. russia of course guessdesammuni. and north korea could transfer it to russia within a matter of days if the deal is done. but of course what could russia give north korea in return? there has already been two rocket launches from north korea into the sea of japan, further kind of threatening or destabilizing the korean peninsula area. and if it gets ammunition from north korea, what will russia give north korea in return. >> that is the big question, right? what comes out of this. you heard the north korean

leader say that it was a clear manifestation of north korea prioritizing the strategic importance of that relationship. >> and it defends what they agreed behind closed doors and it may never be made public or certainly not for the foreseeable future. but they are looking to russia to provide them with technological know how so that they can improve their missile technology, they can improve their ability to get satellite into space. but of course we all know that the launch vehicle is also technology that can be applied to missiles as well. and that is what the big geopolitical concern is around the region and around the globe. that this sort of alliance if you like between north korea and russia may have negative consequences both in the region and also on the battlefield in ukraine as well.

>> matthew chance, thank you. let's talk about the significance developments overnight. and todadavid sanger is here. what does it mean, all of this language? because they are saying a lot, both sides, about this meeting. >> they are. first of all, what a meeting of pariah states, right? can you think of two countries that are more sanctioned by the west at this point than north korea and russia? hard to come up with a list. so they have one unifying concept. the second thing i think that we've learned out of this is that a little more than 18 months into this war, the war itself has become the central organizing principle of vladimir putin's foreign policy. he was not planning to having to deal with some issue in the middle of 2023. he thought that it would be, you

know, well in the rearview mirror. instead, he is searching around for the arms he needs and north korea has a number of advantages. a lot of aging stocks of tanks, artillery, mines, and remember he's lost a lot and so he needs replacement. may not be the highest tech stuff, but at least something to put back on the battle field. and kim as matthew pointed out has had a very difficult time getting satellites up into the air. we don't know exactly why he's had this much trouble. in the past the united states and others have run operations to complicate their missile launches. we don't know if that happened in this case. but he needs help. >> and to that point, this is one of those moments where people are trying to read the

tea leaves including where they actually were. being at the cosmodrone. russia is notoriously very tight and hold close to the vest their technology particularly on weapons systems. do we have any sense right now of what they might be willing to transfer given kind of their desperation when it comes to what they need from north korea? >> that is the big mystery. over the year, the north korean missile fleet has been very heavily focused on weapons based technology. they have gotten some stuff from the chinese, but mostly russia. and that has made a significant difference to them. the question is what else is kim ready to give them -- sorry, is you poo continue ready to give them including satellite technology, something that kim needs a good deal of.

so clearly there are agreements not made public, so i'm sure that is the focus of american and other intelligence agencies now. >> absolutely. david sanger, thank you iyou for insights. and kevin mccarthy is moving to open a formal a impeachment inquiry in on president biden and that is rattling washington. it will have widespread repercussions around the country heading in to 2024. this comes less than two weeks after mccarthy said he would not open an official probe without a floor vote. mccarthy has been facing pressure however from hard line conservatives for weeks and this appears to be his attempt to keep members from rebelling ahead of the critical government shutdown deadline . lauren fox is joining us. felt like this was moving in this direction. i think that the big question is do republicans you are talking to feel like they actually have the evidence to move forward

here or was this purely kevin mccarthy trying to survive another day? >> well, certainly this moved much more quickly than anyone had thought it would. we expected that by the end of the week house speaker kevin mccarthy would make it clear to his conference that he supported he opening this inquiry but doing so just hours before the house came back into session was certainly a very big development. the other thing that was so interesting is that you had a number of republicans getting back into washington, some of whom had not supported the idea of moving forward with this impeachment inquiry having to sort of get their arms around the new idea that this is the direction that the house is moving. like you noted, house speaker kevin mccarthy made it clear to his members that he thought that he would bring a vote to the floor of the house if he moved forward with this step. making the announcement was obviously something very different. emerging from his office on

capitol hill, speaker of the house delivered this declaration. >> today i'm directing our house committee to open a formal impeachment inquiry into president biden. >> reporter: speaker kevin mccarthy claims that there are questions about whether president biden financially benefited from his son hunter biden's foreign business deals. and answers are needed. >> these are allegations of abuse of power, obstruction, and corruption. and they warrant further investigation by the house of representatives. the american people deserve to know that the public offices are not for sale. and that the federal government is not being used to cover up the actions of a politically associated family. >> reporter: the white house firing back immediately. >> the truth is that the president did nothing wrong, that the republicans in the house are wasting millions and millions of taxpayer dollars.

>> reporter: house testimon dem also quick to respond. >> not a shred of evidence that president biden has committed a crime. this is and i will legitimate impeachment inquiry. period. full stop. >> reporter: while the house-led gop investigations have yet to provide any direct evidence of wrong doing by the president, mccarthy's move is seen by many testimonies as caving to pressure from his right flank. >> this is a purely political partisan game that they are playing at the behest of donald trump to protect him, to distract from him and try to help him in the election in 2024. >> reporter: on the republican side? not all members are on the same page. including one key member of the house judiciary committee. >> i have not seen any links of joe biden and hunter biden activities. i'm looking forward to understanding more of what the oversight committee has uncovered, but at this point, i

have not seen that evidence. >> reporter: the inquiry comes as a september 30th deadline to keep the government funded looms. and it also coincides with threats to bring forward a motion to remove mccarthy as speaker. >> we have do the to seize the init initiative, that means forcing votes on impeachment and if kevin mccarthy stands in our way, he may not have the job long. >> reporter: and house conservatives did not waste anytime making it clear that opening this impeachment inquiry was not going to help kevin mccarthy when it came to trying to figure out a path forward to fund the government. you had the house freedom caucus holding an hour long press conference yesterday making it clear that they will not support a short term spending bill and some of the members threatening to oust mccarthy if he try it is bring one to the floor. >> and if you coulkcould stick me. there are 18 republicans and narrow majority that represent

districts won by president biden. they are all up for re-election in 2024 and top line targets for democrats. where are they on this? >> yeah, i spoke with one republican member don bacon yesterday. and he has been on the fence about opening this inquiry. and he said i'd feel differently if i saw direct evidence. he thought the committees on judiciary and oversight were doing good work but his argument is that you have to have direct evidence tying the president to his son's business dealings and there are a lot of republicans like ken buck in that piece who are making it clear that they do not see the evidence yet. you can expect that the oversight committees, judiciary committee staffs, they will be doing their work to try to educate members on what they have found so far, but a lot of republicans still have questions about what direct evidence there is. and at this point, there has not been any that those committees have uncovered. >> a critical point. this is a new day in washington

welcome back. police in pennsylvania warning convicted killer who escaped from prison two weeks ago is armed and extremely dangerous. homeowner reported firing shots at someone that matched danelo cavalcante's description after that person stole a rifle from his garage in what police are calling a crime of opportunity. they believe he is desperate enough to use it. danny freeman is joining us with more. what are police saying? >> reporter: police are still at this point focused on the latest perimeter here in south coventry township. but the latest is that danelo cavalcante is still armed and dangerous and still on the loose. we did see some police activity overnight, but no confirmed sighting. we expect to see fresh law enforcement coming in as the shift change begins.

and the show of force is after the two big sightings monday evening. first was at 8:00 p.m. where a woman driving along a road in the search area says she thought she saw cavalcante crouched on the road. and officers found footprints and also his prison shoes. and then of course the second sighting a little less than two hours later when he stole that rifle from an open garage and evaded gunfire from the owner of that home. but i want to bring up new reporting that came yesterday from the "new york times." the "new york times" went out to a rural area of brazil and they were able to interview cavalcante's mother. and his mother came into play because earlier in the investigation she actually recorded a recording of herself speaking in portuguese urging cavalcante to surrendericopters message from above. and "new york times" interviewed her and shed to them that

basically cavalcante at this point is just fighting to survive. her quote being that his training was his suffering. it was going to sleep hungry, waking up as i wondered what to feed them. she says that they grew up poor. her children. and grew up always working. and those challenges and those hardships have led to this continued escape here. again, though, we're on day 14 right now. police still saying that they are holding the perimeter and we're waiting to see if a capture comes out of this. >> fascinating to hear what his mother had to say and how it might lead to, being caught. and category 3 storm with sustained wind of 115 miles per hour. and derek van dam is tracking

lee and i was asked yesterday by somebody do you know if this is going to hit the east coast and my first response is i'm not derek van dam, but second was people have been watching this, what is the latest on the path? >> consensus now brings a real potential new england strike. so whether or not it will be a landfall, that is still up in question. but we'll certainly feel the impacts from boston to portland. this thing has ballooned since saturday. in fact the radius of the hurricane-force winds has tripled since saturday and the area of hurricane-force winds has increased by over nine times and we expect the storm to continue in its wind field, it spread, its impacts by the weekend as it parallels the east coast. we think that winds will extend about 700 miles across the entire storm, that is the same distance from detroit to boston. so the point being that the impacts will be felt well

somebody. and so it is not too late as a functional matter, but this is a very tough op-ed rooted in reality. rooted in polling. that shows that there is deep dissatisfaction not with biden as a person or president, but the prospects of a second term with kamala harris being his backup. >> i'm interested, sdwicswitchi over to impeachment, historical context here. what is it? >> well, you know i love nerding out on the history, but you have to understand that impeachment in american history is very rare. the fevered season we've had the last few years is hugely unusual. 1860s was the first time. andrew johnson. and then fast forward to richard nixon in the early 1970s. when really this gains real traction for reasons that were established in newspapers, woodward and burnstein

senatorial deforum. but it is like don't throw me in the briar patch. are the questions worthy of investigation, questions about, you know, whether president biden benefitted from his family's fund raising and other things? sure. >> and democrats have indicated that they do have concerns about it in the latest cnn polling. >> yes. but not remotely the level -- there is no evidence to suggest that we're at the place where an impeachment inquiry could begin. so what fetterman is saying there, this is a little ridiculous. this is a bet of a farce. and it is likely to have political blow back that hurts republicans. again depending on what emerges. more information can come out. but democrats are looking and saying this is baseless, this is a sign of weakness by kevin mccarthy because he has to corral his far right and he is doing a disservice to the constitution in the process. >> great context.

>> reporter: zena says a lot of her friends died in the earthquake. and she can still see the top of the mountains but still afraid of the potential after shocks that could happen. of course the memory of her friends who have passed away is something that she thinks about constantly. >> and that is nada bashir on the ground in the disaster zone speaking with a young survive in a tiny village high up in morocco's atlas mountains. officials there say the death toll has ed to nearly 3,000 people as they still try to search for survivors. entire towns and villages were

wiped out. and armed forces are providing relief efforts to earthquake victims. unicef reporting nearly 100,000 children have been affected. tuesday morocco's king visited the hospital meeting with injured and donating blood. sam kiley is about 40 miles to the southeast of marrakech. you can talk to us about not only what you are seeing five days later but also the efforts from the air to bring aid? >> reporter: well, you can see in this town the devastation. we got quite used to seeing the destruction in the village, but is this an urban area. here there is a shop still managing to keep going because the moroccans are showing unbelievable levels of resilience even in the face of the dangerous amount of mason

frmasonry that threatens. in fact that building, it could come down on the people beneath it at anytime. but they are also trying to survive and helping each other out because they are getting aid from private donors, the tents some of them supplied by the government. but most coming from private donors. and that is something that has been a serious problem for these moroccan victims of the earthquake, biggest earthquake in 120 years. but up in those mountains, that is where the problems are most acute. that is why they have dumped aid out of the back of aircraft very often. because some of the villages are on slopes and they can't land a military aircraft to get aid out to people. so military have been throwing aid out of the backs of the helicopters to try to get to people. and of course many of

speed on what is happening. i don't think that they are ignorant and of course they have displayed that before. and i do think that they understand the issues around copyright and power. and also there is a trial going on with google about that, size, danger and markets. >> and let's ask you about that. this case has been more than 20 years sense we've seen something like this. u.s. v microsoft was similar but different. yes google has 91 respect about of the market share on search, but there are so many more competitors than microsoft had and the government has put out there that the evidence they will present against google just is not the same the way that they were able to fight microsoft. where do you think it goes and why does it matter for everyone waking up to the news? ? >> i think narrowing it is a smart idea. microsoft was more powerful than all of them put together.

so a lot of very powerful tech nirms.he number 91% is a lot. and i think that they have a good case in terms of the deals and ways that you default into google. going of course arguing that they are a better product and they don't have any advantages. but this is a size game. and so as you see the competitors fall off, it shows you what happens when someone gets to that percentage of the market. and i think that narrowing it is a smart thing and it is important to really point it out, to point it out over and over again across the globe and other countries have done things about this. it is not that hard to understand that one company shouldn't dominate anything. >> and you have familiar tearity with a guy named elon musk. there is a book coming out -- >> yeah, he's staying with me
