start with five things to know for this thursday september 21st. this breaking news. overnight russia bombard be kyiv and cities across ukraine before president zelenskyy meets with congress and president biden. and the pentagon now sending 800 new active duty troops to the southern border as migrant crossings surge, and the white house gives nearly half a million venezuelan civilians protection. and an urgent manhunt for a murder suspect under way after mistakenly set free due to a clerical issue after two days after his arrest. and the president's infamous speech on the ellipse, rudy giuliani charged with groping an aide. he denies it. and "cnn this morning" starts right now.

you know, so notable, as you have these critical meetings for president zelenskyy in washington. both president and congress, kyiv just being bombarded by russia. >> kyiv's being bombarded. ukraine is now, seems to be striking back, and all through the lens of, they need more and made clear they need more and where zelenskyy will visit today, a place not sure they're going to give them more. capitol hill. >> not even the majority of the american people. breaking news we start with this morning. bombardment of kyiv and other cities, we should note, across ukraine as president volodymyr zelenskyy will be on capitol hill today. the widespread strikes come just hours before zelenskyy will meet with lawmakers, he will plead, as phil said, for more weapons and aid. his visit to washington comes at a very fraught time. house republicans in chaos and the government hurdling towards a shutdown potentially nine days away and conservative hard-liners want to cut off aid for ukraine.

>> zelenskyy has a packed schedule today. in a few hours a closed doctor d closed-door meeting and after that visiting the pentagon and this afternoon headed to the white house for talks with president biden. team coverage here at home and also overseas as well. we have lauren fox in washington, d.c. fred pleitgen on the ground in ukraine and, fred, start with you. widespread missile strikes seemingly very intentional given what zelenskyy is doing today. what's your sense what's happening on the ground? >> reporter: first of all you're right. intentional and very much fitting into the season we have here in ukraine. some things going on, on the battlefield as well. ukrainians saying the massive strikes started in early morning hours of today targeting civilian infrastructure and ukraine's energy infrastructure as well. something that is absolutely significant, because ukrainians say they haven't seen strikes on this scale here in this country on the energy infrastructure in

the past six months. it comes as the weather getting colder in ukraine and we're moving towards heating season. ukrainians say the russians could be setting up for massive attacks on ukraine's energy infrastructure right as the heart of winter approaches here in this country. obviously devastating for the civilian population. the ukrainians say there were ten strategic bombers russians launched and fired 43 cruise missiles towards the territory of ukraine. ukrainians said with the air defenses they have, they were able to shoot down 36 of those cruise missiles. obviously some came through hitting targets first and foremost in the west of the country and the central part of the country. big power outages in those parts of the country and also one hotel was hit wounding a lot of people. that's where we get to president zelenskyy's visit to washington, d.c. today. of course, one of the things zelenskyy has talked about, ukrainians need more air defense saying especially the u.s. systems around here in ukraine, performing really well.

patriot systems, nasim systems, ukrainians saying they need more of that and certainly today is definitely a case in point for them when they say they definitely need more protection of their skies to be more successful on the battlefield, also to prevent things we saw this morning. >> fred, glad you're there. thank you for the reporting. turn to washington, lauren fox is in the nation's capital. lauren, watching this spending cut go on for days and days. is zelenskyy's visit expected to change dynamics now? >> reporter: when zelenskyy comes to capitol hill, phil, walking into a discussion with the house speaker who just announced last night in his conference meeting he was going to be moving forward with a short-term spending wabill that will not include any funding for ukraine. mccarthy is in a bitter fight to get votes he need to avert a government shutdown. that's the dynamics at play when zelenskyy visits hill.

[ applause ] >> thank you so much. >> reporter: ukraine's president volodymyr zelenskyy returning to capitol hill for the second time in less than a year. only this time, the political landscape in washington has shifted. >> the first thing i'll tell you is, no money in the house right knew for ukraine. it's not a good time for him to be here, quite frankly. that's just a reality. >> reporter: while there is still broad bipartisan support to fund that war effort in ukraine, republicans in the house are bitterly divided, as they debate a path forward to avert a government shutdown. building for months. in july 70 house republicans voted to strip ukraine of all u.s. military aid as part of the debate on the defense bill. while senate gop leader mitch mcconnell has been a dogged supporter of funding the war. >> these people in ukraine who are fighting for their independence are taking on one of the two big adversaries we have, russia and china.

vacate the chair, thereby, you know, removing him from the speakership, i mean, we are making day-to-day decisions or not making day-to-day decisions because one guy wants to keep his job. >> reporter: as the war in ukraine rages on even republicans who may back the effort say they want more accountability. >> this administration has both accountability and transparency issues to address before they deserve another penny. >> reporter: on tuesday president joe biden made his impassioned plea to the united nations warning of the cost of inaction. >> if you allow ukraine to be carved up, the is the independence of any nation secure? >> reporter: over in the senate, more bipartisan support for ukraine, already signs if they try to move a short-term spending bill that includes that funding they may run into issues. senator rand paul firing off this on twitter warning he will slow walk any bill that includes ukraine aid.

phil? >> lauren, before i let you go i want to ask, the senate confirmed its first major military nominee in moss. tommy tuberville continues to stand in the way of hundreds of other promotions, any sense tuberville is about to pull back? >> reporter: absolutely not, phil. yesterday when chuck schumer went down to the floor to make the decision he was going to put these three top brass military nominations to a vote, it was a massive surprise. that is because he had been saying for months that this was republican leaders' responsibility to find a way forward with tuberville, but tush vule used a rarely deployed tactic on the floor to advance these nominees himself. argument i'm hearing, no other choice. 59 this point tommy tuberville feeling he had a victory forcing schumer to put these nominees on the floor. e. and capitol building in need of multiple breakthroughs none on the horizon right now. lauren fox, thank you.

the white house sending 800 new active duty troops to the southern border, this out of eagle pass, texas. crowds of migrants under a bridge. the mayor saying 2,500 people crossed the border yesterday alone. arlette saenz joins us at the white house. this joins another move made by the administration, that in a moment. is there a sense this will make a significant difference? already they have thousands of active duty troops down there? >> reporter: yeah. images that you see, the number of people who have been coming to the u.s.-mexico border suggest there's a strain on some capacities and abilities of the enforcement already down there, but the department of defense will be sending 800 active duty military personnel down to the u.s.-mexico border. this son top of about 2,500 national guard already working there, and you have 24,000 cbp agents and other non-uniformed agents and law enforcement

personnel dealing with an uptick in border crossings. earlier in the week, figures of 8,000 migrants coming to the u.s.-mexico border, akin to before the lifting of title 42. in the city of eagle pass, texas, the mayor declared -- issued an emergency declaration due to the increase. there are approximately 3,000 migrants who were processed there just yesterday. the fact that the white house, the department of defense, will be deploying additional personnel down there, it's not unprecedented, but shows how they are trying to get an additional handle on this emerging situation. >> interesting. timing this as the administration make as move to give temporary protective status under the ability to those already in the united states. coming with context of a lot of criticisms even from mayor adamseer in new york, democrat, about the migrant crisis here.

talk to us what it will mean for the migrants and change? >> reporter: in addition to strains on the border, cities discussing how there are strains on their own systems dealing with an influx of migrants. extending the new temporary protective status to these venezuelans apply to those in the country before july and expected, dhs says, to apply to about 472,000 venezuelanss, already tps extended to those arrived before then. s they will prevent their removal from the country, and it will also issue some work authorizations for them forgoing some, the oftentimes months-long processes that it takes inrd other to get work authorization. something that some democrats called for including new york city mayor eric adams. they have didn't dealing with a large population of venezuelans coming into their city. you've heard some democrats from new york overnight praising the administration for this

this morning we are learning details by a any allegation made by former aide cassidy hutchinson. she claims at the ellipse january 6th rudy giuliani groped her. providing crucial testimony to the house january 6 committee. the scene on that day near the capitol where trump and giuliani spoke telling them to "fight like hell before storming the capitol" delaying the presidential election. back story, hutchinson said he approached her with a stack of so-called evidence then said, i feel his stack of documents press into the small of my back, lower my eyes and watch his

desantis race early on, has fundamentally changed to trump versus everyone else. you're going to see basically sort- of like a doggy pile of everyone trying to go over each other in the debate next wednesday. helping donald trump, if not a clear viable alternative to him. >> good point. >> looking at the abortion numbers in this poll what it found in new hampshire, voters who support trump, 78% supported nationwide ban after 15 weeks. that is not something trump has said he supports. he's actually said everything all over the map. criticizing the way republicans handled this. criticizing desantis's six-week ban after previously supporting the previous 15-week ban in florida. i think it's interesting that the "wall street journal" editorial board, headline is, why is donald trump afraid to debate? number one issue why they say he should is because of his stance on abortion. >> trump team will point to last weekend, right, as a reason why he shouldn't debate.

right? we had a scoop yesterday of bloomberg, not planning to debate in the third debate. thinking he probably would given it was in miami, florida, et cetera. look at what happened. kind of stuck his head out of the ground, went to main stream media, answered questions, policy questions. we saw first time desantis even though his campaign is struggling, he pounced on that opportunity. right? to really draw a contrast with trump on policy. he's always had this strategy of out-flanking trump to the right. you saw in a. iowa governor kim reynolds took a swipe at trump as well. he gave his opponent grist with which to attack him. the reason you don't want to see him on a debate stage if you're -- >> wonder if it gives opponents openings there? >> good question. talking about the abc interview saying in a normal republican primary is a really bad moment and dangerous moment.

not normal republican primary, up by 40%, 10, 15 points state-wide. think about iowa. evangelical voters, cover the republican primary. an opening anyone else in the primary can take advantage of? >> if there is it's dwindling. we won't know until caucusgoers show up. trump is heavily campaigning there trying to cut off the legs of anybody trying to getmentum . other issues too. marriage, marriages, don't really dovetail with evangelical values, he's still very popular and beloved in the evangelical community. >> really is. so interesting. compared to mike pence, who shares a lot of those values and has had the consistent position on abortion for his entire political career.

have been including yesterday increasingly frustrated with merrick garland. not just republicans upset with him. people in the white house as well, because they essentially think merrick garland in an attempt to placate people like jim gordon, operating in bad faith, never placate him. effort to do that essentiallyious sourced every different political decision to special counsels. you have a case where the most politically-fraught cases, documents case against joe biden. the hunter biden case and cases against donald trump are all now outsourced to special counsels. ag promised to give independence has no control and going to an election where all, the ag does not have control of the most politically sensitive cases. this is what has frustrated some folks in the white house, and biden allies as well. >> interesting to hear that. we've talked about that very topic here. seems to be merrick garland's go-to, fall-back procedure. pick a special counsel.

ukraine's president volodymyr zelenskyy will be in washington today. he is trying to convince lawmakers that the united states should keep providing this level of military assistance and funding to ukraine. the last time he was in washington was in december of last year. he addressed that joint session of congress. was met with loud applause from both sides. this year, kevin mccarthy did not invite zelenskyy to address the house and he will meet with, mccarthy, i note, behind closed doors. what the house speaker said in march of last year versus just this week. >> this is an unwarranted war that they did not ask for, but they're willing to defend the right of freedom. we should stand with anyone who's willing to defend freedom. >> i think that room is divided to defend and help ukraine get the weaponry they need to defend themselves. >> is zelenskyy elected to congress, our president? i don't think i have to commit anything. vie questions for him.

wheres the atability already sent? what is the plan for victory? >> the freedom house's board of trustees jane harman. good to have you here and on a day when mccarthy's proposal here to keep the government running has no, you know, additional funding for ukraine in it. >> majority of american people, not by a lot, but 55%, do not support increased aid to ukraine. where do you think this goes? >> well, i think they don't support more reckless spending. that's the bottom line here. they want to rein in the budget but this is not the way to do it. supporting ukraine is essential to freedom in the rest of the world. if russia doesn't stop in ukraine, russia moves into europe. putin's already said that and threatens other parts of the world, too. why the nato alliance is growing stronger and talking about expanding in ways to asia and so important that the biden administration is shoring up other parts of the world. so let's start there. the funding is the right thing

recent years why the u.s. needs to be engaged in the world. growing, sadly, isolationist sentiment on the right of the republican party and a few democrats don't get it either. i think biden is doing a good job of selling it. i think his tony blinken and he and jake sullivan all explained why u.s. engagement matters and he's walking the walk. h he has helped to revive nato. ukraine the impetus for that brut now a strong alliance and pay about 50% funding for nato's operations in ukraine and i hope the other countries will step up more. i agree with donald trump about that. might be one of the if you things i agree with him about. biden is selling it well. mitch mcconnell has to differentiate himself from biding because he leading in the senate. an institutionalist and strongly supports ukraine funding and i commend him for that. >> turn to israel.

yesterday? >> has to be a connection between u.s. and israel. understand we were the first country in 1948 to recognize the existence of a pluralist democracy and homeland for jews in the middle east. i think all of us appreciate that, and there's been strong bipartisan support for israel forever. certain moves of his administration are troubling certainly to me, personally. i think maintaining pluralist is essential and there are protesters every weekend. hundreds of thousands of protest protesting peacefully in the country. that is evidence of a democracy. but at any rate i think that the future here is to keep the relationship, quietly coax bibi to perhaps change a few directions, also if this deal between saudi arabia and israel ever happens there will be some requirements, certainly i think there will be, on both sides but

on the saudi side and the arab side. israel will have to find a way to take active steps to promote a palestinian state. not applauding leadership of the palestinian authority. i think it is corrupt and needs, i would hope they would change to something nor modern and democratic. over time the two-state solution is the best protection for israel and i think bibi's far-right government is not open to that. maybe, just maybe, that coalition will change in israel, coalition will change in the palestinian authority, and some more steps taken by the arab neighbors and they'll be a more peaceful region. i think that's biden's vision, our policy is to support a two-state solution. it still is. i think that's the right policy. >> not the reality on the ground. right now at this point. >> not now. >> former democratic congressman, thanks for being at the table.
