this morning ukrainian president volodymyr zelenskyy is in washington to make an urgent plea for help as russia rains missile strikes across his entire country but some republican hard liners here are ready to cut the money off. a potential break through in hollywood, could we be looking at the end of the strike going on for more than 140 days now. new allegations from the young woman whose testimony played a key role in the january 6th investigation. she said on january 6th, cassidy hutchinson saying rudy giuliani groped her. i'm sara sidner with john berman and kate bolduan. this is cnn "news central." happening now.

an extraordinary split screen. ukrainian president volodymyr zelenskyy is in d.c. visiting the capitol, the white house for a series of critical closed door meetings asking for more in help to push back against russia's invasion. at this moment russia is launching missile attacks across the entire breadth of ukraine. this morning five cities across the entire nation targeted as officials describe a, quote, terrible night of shelling. ukraine said it shot down 36 out of 43 missiles fired but several deaths and injuries are being reported. this is what zelenskyy has left at home as he faces u.s. lawmakers today, including republicans in the house, some of whom are threatening a shutdown over the u.s. government if congress tries to give him any more financial help. we are seeing live pictures of zelenskyy -- see if i can see on

the screen somewhere. zelenskyy arriving at the u.s. capitol, with the democratic leader hakeem jeffries there. which is notable because the republican house speaker, kevin mccarthy is not hosting a larger forum with zelenskyy with house members. that was the democratic leader, hakeem jeffries walking alongside zelenskyy. we have team coverage this morning all over washington and ukraine. let's go to lauren fox first on capitol hill where president zelenskyy just arrived. lauren? >> reporter: and this is an important meeting in part because he is going to be making his case for why ukraine needs more support from the united states at a critical time when house speaker kevin mccarthy has made clear that he is not necessarily committed to moving any short term spending bill with ukraine aid. in fact, the plan that was revealed last night in republican conference doesn't include any of that supplemental request from the white house,

$24 billion in additional humanitarian and military support. it isn't going to be the same picture we saw last year when zelenskyy came to capitol hill, was hosted by house speaker nancy pelosi at the time, and a joint meeting of congress was held. you saw, at that time, so many members standing in support with ukraine, now the political landscape has shifted. with mccarthy in charge facing his own rebellion on his right flank, there are questions whether zelenskyy is going to get the aid he's asking for. here's what he's facing among house republicans. >> the first thing i'll tell you is, no money in the house right now for ukraine. it's not a good time for him to be here, quite frankly. that's the reality. >> reporter: there is bipartisan support for more money for ukraine. if it were to come to the house floor, it would likely pass, it would pass in the united states senate. but it is a critical question as

to whether or not kevin mccarthy is going to be willing to put it on the floor. that's why this first meeting in the house of representatives is so essential for zelenskyy. then at 10:00 a.m., he's going to meet with republican and democratic leaders as well as all of the members of the senate. everyone is invited, its's up to individual members if they attend o attend. it shows you the stark contrast in the house. in the senate, an opportunity for zelenskyy to speak to everyone. >> lauren fox, thank you very much. let's get a sense of the situation on the ground in ukraine. frederik pleitgen is in zaporizhzhia. >> reporter: it was a massive aerial attack the ukrainians faced today. they say the targets were civilian infrastructure but also energy infrastructure. and that's something that is significant. the ukrainians are saying it's the first time that the russians have launched a massive aerial

attack on the energy infrastructure here in the country in the past six months. of course, it comes as fall is progressing and we're reaching the heating season here in ukraine so something that will become significant. ukrainians say the russians use strategic bombers launched from a base in western russia. those bombers fired cruise missiles towards the territory of ukraine. the staff is saying they managed to take down 36 of 43 cruise missiles fired. but, of course, some of them did reach some of the areas here in ukraine and the damage is especially extensive they say in the west of the country and the central parts of the country. also in one place a hotel was hit and injured people there as well, guys. >> frederik pleitgen outside zaporizhzhia. you and your team please stay safe. let's get the latest now on where the current aid package to ukraine stands. natasha bertrand.

is in washington, what are you learning? >> reporter: the aid package expected to be announced by president biden will include artillery, anti-armor, anti-aircraft. capabilities that are so important given russia's ongoing missile barrages against ukraine and targeting critical infrastructure just as the winter is going to be beginning soon. obviously it's going to be very critical for the ukrainians to fend off the russian attacks on critical infrastructure across the entire country and president zelenskyy said today during his meetings today in washington, air defense capabilities are going to be a top priority. he said, quote, the goal is to work to deprive russia of its terrorist potential in the entirety. the missile attacks across the country that we've seen have not abated at all. one thing that president zelenskyy and ukraine are

expected to be disappointed by in the package is they do not include the long-range missiles that ukraine and zelenskyy have been begging for the last several months. we reported that president biden is expected to decide soon on whether to send ukraine those missiles which the u.s. has been reluctant to do over the last several months and really since the war began because of the potential risk for an escalation with russia, they can reach far across russian territory if ukrainians were to use them in that way and the fact that u.s. stock piles of these somes are not infinite they are running short at this moment. so expect that to be a topic of discussion between president biden and zelenskyy today. he's going to be asking for those. but of course he told our wolf blitzer earlier this week, if zelenskyy and ukraine does not come away with the long-range systems he's going to be extremely disappointed, john. >> a long day for president

a shot at the elites, which is always a fascinating kind of juxtaposition. because he's definition of a media elite, you can say. but he ends this by talking about, in my new role. is there a new role? effectively he is going into retirement or taking on a different project from here on out? >> i don't think anyone is going to say that rupert pmurdoch is going into retirement. those are words he's not capable of uttering. this is probably as close as we get to announcing he is stepping down from these roles. he's 92. so while people say he is in great health, he has had some health scares over the years. i imagine even if you're an incredibly healthy 92-year-old, running these companies is a huge task. so you need someone able to devote, you know, the full attention that it takes to run these massive media companies.

with now nine days until the government shuts down, house speaker kevin mccarthy has a new plan in place that he's going to try to avoid just that, the government shutting down. you can call it short-term funding bill 2.0 or call it kicking the can down the road 2.0. this version of a hail mary by mccarthy gives in to republican hard liners more and demands of deeper spending cuts and additional border security members but leaves out ukraine aid and disaster relief money meaning it will be rejected by the senate and if it makes it there, the white house. but that is not mccarthy's problem clearly right now. his problem is his own party and the reality he may still not have the votes for whatever he's putting out there. mccarthy can only afford to lose four republican votes, remember, if democrats stick together and

vote against them. yesterday as many as seven republican hard liners said they won't vote for any short-term spending bill no matter what's in it. so there's that. mccarthy is stuck between a rock and a hard place by his own design with what he's up against. but now a bipartisan proposal is emerging. a different type of hail mary. the house problem solvers caucus came out with a bill that would fund the government not just one more month but through january 11th, but is something in this situation. this one is bipartisan. so it could pass without having to convince the far right or far left in the house to get on board. one difference notice details, which one includes money for ukraine and includes money for disaster relief. sounds like a solution potentially. the complication there if mccarthy is seen as working with democrats on this, his entire

up, a very difficult situation, mccarthy is going to see if he can get the votes to pass his short-term funding bill. all that would do is fund the government from october 1st to november 1st, it's not a long-term solution while giving the house more time to pass the appropriations bill. he has to see if he can do that. if he can't, he's in a jam because he has to go to democrats then and at that point the conservative critics, seven or ten or 12 republicans on the right who dislike mccarthy for a variety of reasons will try to take him out as speaker. they're expected to make a move against him at that point. that's what he's trying to prevent. he wants to fund the government and keep his job at the same time. he may not be able to do both. >> i am curious. you write a great article about this mess, if you will. mccarthy's leadership is

undermined by the person he has stood behind, donald trump. what happened there? >> trump sad last night that mccarthy should not pass the short-term funding bill, it's known the parlance is a continued resolution or c.r. trump wants to defund the justice department because trump has been indicted by federal prosecutors in two different cases. and trump wants chaos, he really does. that's where he's seeking if it looks bad for biden, if the government is shutdown, that's good for trump. and remember, trump went through the longest government shutdown in american history that, you know, that he caused back in 2018 into 2019 over the situation at the u.s./mexico border and he got nothing, a five-week partial government shutdown. he tried the shutdowns didn't work for him, but he wants to cause problems for democrats and

biden. >> you said he enjoys chaos. i'm wondering if the folks in the freedom caucus, that are sort of after mccarthy, really don't care if they p burn it all down because they want a smaller government anyway. is that the sentiment you hear? >> these are the guys that force mccarthy, dragged him over the hot coals in january trying to become speaker, four days, 15 votes, got these concessions from mccarthy but then in may he cut a deal with biden to try to avoid a debt limit crisis and since then they've blockaded the floor, he's not been able to do anything on government funding. and he's dragged it out now. mccarthy's whole concept since he wanted to be speaker, i just keep moving. i try to go from one problem to the next. just keep dancing. it feels like right now this is going to catch up with him. right now, even if they pass the short term funding bill, able to pass it on saturday, we may have

a half months. let's show you who was in the room yesterday. our oliver darcy is reporting that the executives from top studios, here they are, netflix, disney, universal, warner brothers, discovery, and, of course, the amptp representing all of the studios, the writers guild of america. so the ceos were in the room. there's a lot of pressure now. this has been going on for much longer than the strike in 2007, 2008. and here are some of the points that they are trying to go through as far as yesterday's talks. they are meeting again today. as you said, the talks were described as encouraging that the four studios met with the unions. the goal is to reach the deal before winter. there are plenty of people i talked to, very concerned this is going to drag through the holidays. in fact, the rank and file members who were not in the room, even hearing the reporting

that this was encouraging, they told me they were skeptical because of how unsuccessful previous talks have been. and at the same time, we're not just talking about writers and actors who were out of work. we are talking about an entire industry brought to a halt, that means everyone who has provided catering, food for these productions, cleans their offices, provided props, all of these ancillary businesses have been at a stop. people out of work. i spoke to a prop house owner this week who was very upset at having to layoff half her staff. here she is. >> i'm the one who, you know, worries at night about -- about what's going to happen. because, you know, you don't lay somebody off without thinking i'm not just taking their job. they're going to lose their home, their apartment, because nobody makes enough to live in los angeles, this is an

there are new allegations that rudy giuliani is being forced to face today. former white house aide, cassidy hutchinson is now claiming giuliani groped her at a january 6th rally. she is well known as the aide to mark meadows who became the star witness by the january 6th congressional committee. she's laying out the explosive claim for the first time in her memoir, which is titled "enough" in there hutchinson compares giuliani to a wolf closing in on its prey that day. writing it started with giuliani excited and claiming to have real evidence of voter fraud, then writes this, rudy wraps one arm around my body. i feel his stack of documents press into my back we lower my

eyes and ch watch his free hand reach for my blazer. by the way, he says i'm loving this leather jacket on you. his hand slips under my blazer and then my skirt. she said she felt his fingers trail up her thighs, trails his chin up, my eyes go to john eastman who flashes a grin. she then left the area. in response to this, giuliani's team said these allegations are, as they put it, a disgusting lie, questioning the timing of these allegations and claiming it's marketing for her book. an attorney for eastman called the claims libelous. for giuliani this adds to the mounting troubles he's in,

including the charges in the georgia case, a lawsuit over unpaid legal bills and a sexual harassment lawsuit from a personal assistant of giuliani's rudy giuliani has denied all of the allegations. >> indeed he has. he even did it on tv last night. listen. >> absolutely false. totally absurd. she claims i groped her in a tent on january 6th where all the people went in that were very, very cold as a result of the president's speech, et cetera. i'm going to grope somebody with 100 people -- first of all, i'm not going to grope somebody at all. and number two, in front of like 100 people? >> joined now by former federal prosecutor for the southern district of new york jessica roth. thank you for being here. i want to take this in parts if i can.

first, just a reminder of the role cassidy hutchinson could play in the january 6th case. >> so i think it's very likely that cassidy hutchinson would be called as a witness in the special counsel's january 6th case. she testified before congress in relation to the events of january 6th and gave powerful testimony about the events leading up to the insurrection at the capital and the aftermath, including the lack of any effort on the part of the former president and mark meadow, who was her boss, to stop the violence. i think she's going to be a key witness at that trial. it's possible she could be a witness for fani willis' case as well we don't know as much about that. but if she has information about the lead ups for the efforts to certify the false electors she could be a cwitness in this cas as well. >> in georgia, giuliani is charged. >> yes. >> so the allegation that

cassidy hutchinson makes in her book, what's the likelihood that it could come up in that trial, if cassidy hutchinson were on the stand? >> i think, based on the reporting thus far, that it is unlikely that the testimony about this alleged sexual misconduct would be admitted in that trial. because this is -- neither case, the january 6th case by the special counsel or the georgia case alleging interference allege allegations of the sexual misconduct. it's a rico conspiracy but neither involves allegations of the sexual crimes or sexual misconduct. it would be extremely, i think, prej prejudicial for allegations to be heard by the injury and he would have an argument there's not probative value of the charges in in the case to outweigh that danger of extreme prejudice. >> is that the case even if part

of his defense -- we don't know what his defense will be. but if it goes down the line of i'm america's mayor, i'm a hero to so many. my character is unimpeachable. if that were part of his defense, could then the cassidy hutchinson allegation come into play? >> it is possible if his defense went down the road this is a way he could be opening the door to especially cross-examination by him of such conduct. it's also possible if he said he wasn't there, her allegations put him there. and establish the proximity of him with john eastman and the connection of him having a trove of documents showing election fraud. there's a way one could show how it's connected to the events in the case but i don't see how it comes in unless the defense opens the door in a misguided

effort to impeach here. >> there's a defamation case for rudy giuliani for which he was deemed liable. in federal court it was ruled that giuliani and the two accusers need to be in the courtroom in december to determine the damages for this. what's that going to be like for giuliani? >> it's already been adjudicated that he's liable. he's lost on the most important point now it's a question of how much money he's going to pay. so it's going to add to his legal troubles, his financial troubles which we know are mounting. he has legal debts related to that case and other cases. he's also sued by a former assistant for allegations of sexual misconduct and cassidy hutchinson's allegations could be important in that case. so he's facing debt that puts pressure on him.

it includes like her calling out republicans for some of the republicans that the country is facing right now. calling out republicans on i would say being misleading on abortion policy or what they can pull off. and also on calling republicans out for being part of the problem when it comes to the nation's deficits and debt. and i'm wondering, in seeing that if she's starting to carve a lane for herself here. >> i don't know if that's the reason she's getting pickup in the polls because she's echoing chris christie, talking about the party, the ability to come up with ideas and a strategy to lead the whole nation, which is traditionally what you do. the challenge for both of them, it's such a polarized climate and the republican voters, the reason they're gravitating to trump is they like the attitude, the combativeness, they like he has proven he can win because he won in 2016.

crossing, they are seeing is it rise again and causing anxiety in the administration and causing officials to take action and sending 800 new active duty personnel to the mexico border to serve a supporting role and something they have done before. the u.s. customs and border patrol is adding capacity as well where the migrants are taken in and processed as they move in through the process, and too, we cannot overstate it enough, the administration announced they will provide or expand the number of venezuelans who are eligible for temporary protected status. it is a status to allow the venezuelans to work in the united states and be provided deportation protections. in addition to 172,000 venezuelans will be eligible to
