world. rupert murdoch steps down at fox. so what pushed him over the edge? who takes over, and will anything really change? and like a wolf closing in on the prey, and will rudy giuliani hear the footsteps. what cassidy jeffers says happened to her on january 6th. i'm kate bolduan along with sara sidner and john berman. this is cnn "news central." happening as we speak, the ukrainian president volodymyr zelenskyy is on capitol hill meeting with the lawmakers behind closed doors and pleading for more aid as russia unleases on his country in ukraine. five cities were targeted in a deadly wave of russian attacks including the capital kyiv where the officials say that over 1,000 hours of air raid sirens

have now been logged since russia's initial invasion in february. just south of kyiv, this is a ter fig scene as the rescuers were pulling out the victims from the fiery scene. this as zelenskyy is hoping to leave washington with the promising effort to ease this war. we saw system of zelenskyy going down the walls there. lauren, who is zelenskyy meeting with as we speak? we are looking at him and jeffries walking through the halls of congress. >> yes, that meeting with the house members are breaking up. i spoke with house leader kevin mccarthy how the meeting with zelenskyy went, and he said well, but he did not stop to give is further details of what they spoke about. this is going to be the most important meeting that zelenskyy had on capitol hill this

morning, and that is because this meeting in which house leaders was an opportunity to make the appeal directly to kevin mccarthy who will ultimately decide whether or not more funding for ukraine will get a vote on the floor of the house of representatives. that is a call that so far, he has signaled is not going to be part of the negotiation on this must-pass spending bill. he revealed to the conference new details around a plan to get conservative votes, but it did not include additional money for ukraine. now, zelenskyy is going to head to the u.s. senate where he is going be meeting with the full united states senate as well as the leadership which is obviously a contrast from the smaller meeting in the house. again, this is a very different political landscape that zelenskyy is heading into capitol hill today. a year ago, house speaker nancy pelosi was in charge, and all of the members were invited to the

session of congress, and today, a smaller meeting of the house, and pushback from the conservatives who is arguing that more money is not necessary, and that where he stands today. also, there is the package from the white house they announced in which there is going to be more money from anti-aircraft defense systems as well as more artillery and anti-missile systems and aircraft. >> you come back to us, lauren, if anything new happens. than thank you. and now, coming to join us is the ambassador the ukraine, and thank you for joining us, and as president zelenskyy is in washington, and we are looking will at the live picture there from the capitol as the representatives are getting ready for the meeting, but russia has launched an and attak

across the breadth of the country, and why is putin doing this today with zelenskyy today? >> well, first of all remember that russia is attacking ukraine not just today, but it is everyday. sometimes it is air raids or kyiv or odesa, and sometimes on the front lines, but today, it is a little bit more and a little bit more widespread, because he is trying to convince the lawmakers in washington that it is futile. don't give aid to ukraine, because ukraine is never going to win. that is the message that he shtrying sh -- he is trying to send, because it is a message out of weakness. but he is doing this as a signal to try to recover his own position. >> again, live pictures of the u.s. senators and membersf both parties entering room where this meeting is going to take place with president zelenskyy, and when he gets into the room, what

does president zelenskyy need to do? >> well, the first thing is to make clear that he appreciates and understands that americans are providing support to ukraine. it is american taxpayer dollars. it is a risk to the united states as well that we are willing to bear and show appreciation for that and that he understands that. the second is to show that he cares and he is committed to accountability. there should be no question about loss of funds that the u.s. provides, about corruption, about anything going awry here. he takes his responsibility for accountability for this aid seriously, and third thing is to show that they have no choice but to fight. it is their homes they are fighting and defending just as we would fight and defend our own homes, and that he will continue to fight no matter what, and the more the u.s. can provide and more quickly, the sooner this war will end.

>> so you do know that there are republicans in congress, and forgive me that i keep looking down at the screen to see if i can get zelenskyy walking n but there are members of congress adamantly opposed to further aid to ukraine and senator rand paul says there is no national security for us in ukraine, and if there were it would be trum thapd we have no money, and marjorie taylor greene says heavily funded against us, and this one says that there is only combatants and we must reach a peace agreement immediately, and then with mitch mcconnell, the senate majority leader, and he says there is bipartisan support among the leadership. >> what is your message -- >> president zelenskyy, is your message getting through?

they continue to walk down the hall there, and enter together, and clearly not answering the questions burk inside of that room, he is going to have to convince the people in the senate who say that rand paul, and basically hell, no, to more aid, and how do you change his mind? >> well, people need to understand that the money spent on the defense of ukraine is fraction of the budget. it is less than 5% of the annual u.s. defense budget, and this is the result of crippling one of america's major adversariadversd so it is a very efficient use of the funding if you rare talking about at the national defense. if russia allowed to succeed, he will do it again. this is vladimir putin's desire to rebuild the russian empire. and not by anybody else's

volition, but vladimir putin's. and some of it may be the allies like baltic states and lithuania and others. and so we are far better to help the ukrainians and help them with their war on their own territory. >> and this is the argument that he is going to be ik maing to the -- to be making to the representatives and senators. >> >> yes, and they came in with bipartisan applause. >> yes, and you can see chris murphy with debbie stabenow and so there is bipartisan world. and big news in the media

world. rupert murdoch has announced that he is stepping down as media leader of fox. so let me get over to sara fisher who is the senior media report fer for axios. and oliver, what do you know more about the explanation that rue bert mur dock is laying out as he resigning. >> yeah, kate, it is important for if viewers to understand that he is not only a powerful media figure, but one of the most powerful political figures in not only media, but the world. and as the chairman of the fox corp and fox news which publics the new york journal and washington post, and he is matched by only a very select few, and so him stepping down has consequences for what happens in the political arena particularly as we gear up for the 2024 election, but if anyone is thinking that him stepping

down is going to change the editorial bent of these media outlets, they might be mistaken given what he is saying in the memo. i want to read part of what he says. he says and talks about the battle of the freedom of speech and ultimately the freedom of thought has never been more intense. and his lonson lachlan is commid to freedom and self-serving bureaucracies are self-serving and elites who have open contempt for those not members of the revered class, and so on and so forth, and he saysdoch i continue the fight at places like fox news. >> and the news that rupert murdoch would one day step down, but what are you hearing in the memo and statement from rupert? >> yes, of course, he is 92 years old and so it is not

shocking when i talk to folks around fox news and fox corp, and nobody is feeling surprised by this announcement, but to big biggify this, he bought fox mercury fox and sold the assets for $791 billion for a massive, massive return, and so it is not just major newspapers here in the u.s., but in the u.k., and he owns 70% of the newspapers in australia where he is originally from, and so it is a huge moment for business community, and coming at a huge time for the news and hollywood businesses. hollywood continues to be on strike, and fox corp has a broadcast corp that does a lot of entertainment programming, and at the same time artificial intelligence is coming for the publishing and oso fox corp and

fox news having a change of leadership is a big deal for many keys. >> and this is true, so many industries. it does not mean that fox news is going to change its direction, and that for sure. you can hear that in the statement, sara, but what do you think that all of those outside the news and media industry, what they need to take from this moment and the impact that murdoch has had on so many industries? >> well, the big thing is that oliver's point, lachlan is going to be take over, and he does not divert much from his father viewing politically, but the murdochs have said things that are discouraging against donald trump, but it does not mean they will make a drastic pivot to the center, but the next horizon is succession of the company, and

when murrupert murdoch passes a, the split among the four children, and not all of them agree on the future of the company. and james in particular has a more progressive view. so what is going to be happening with the future, and the fact that he is stepping out from the emeritus role makes one wonder what will happen when that does happen. >> thank you, sara. and now, the battle on the hill is far from over, because speaker kevin mccarthy has a plan to stop a government shutdown to happen in nine days if they don't get it together. members of his own party are saying no deal. could democrats vote him out. and also, could a deal bring the hollywood writers' strike to

this morning, kevin mccarthy has a new plan to keep the government open before it runs out of money in nine days. mccarthy ironed out the term of the deal in an emergency caucus meeting yesterday and catering to the most conservative members, and now he needs to get it passed. mccarthy is hoping to get it done this weekend. and melanie zanona is joining us from capitol hill this morning. there is also a bipartisan proposal considered. tell us about this, because this other proposal could go to heck in a hand basket, if you will. >> i think that is safe to say.

these bipartisan talks have been picking up steam in the recent days as chaos and frustration has been growing inside of the gop. mccarthy's plan may not have the votes to pass the house, and even if it does, it is dead on arrival in the senate. the reality is that democratic votes are going to be needed to fund the government. this group called problem-solvers caucus made up of democrats and republicans hatched their own plan to fund the government, and funded the government to january and disaster aid and ukrainian aid which is not included in the kevin mccarthy plan, and some border security provision. so listen to don bacon who is representing a biden swing district, and he is a republican, and this is what he had to say about working across the aisle. >> failure is not an option. we will do everything that we can to prevent a shutdown, and we have that message. >> and some of the hardliners

are moving in your direction? >> if not, we will work across the aisle and get it done. >> reporter: now, getting a plan like this to the floor is complicated, because they are looking at some procedural mechanisms to go around the leadership's head, but other things is if they will cut a deal with kevin mccarthy, and if he agrees to put a bipartisan deal on the floor, they will agree to save his speakership, because if he were to do that, he would face a potential vote to remove him from the hardliners, but right now, kevin mccarthy is not willing to go that route, and that why it is looking increasingly likely that we are barreling toward a government shutdown. >> it is unfortunate for everyone, melanie zanona, thank you. and now, joining us is a member of the problem solvers caucus representative dan k

kildee. and what is your buy-in around this bipartisan proposal. >> there is interest, but of course, we don't control what goes to floor of the house. if we put our bipartisan plan on the floor, it would pass with big number, s. if we took the debt ceiling deal and just passed that, it would pass in big numbers. so there is keeping it open through the art of compromise, but the speaker is going to negotiate only with people who will never vote for the ultimate deal to keep the government open and fund it for the next year. let's make sure we are clear on that. the people he is negotiating with, and empowering are the people who have absolutely zero intention of voting for what will actually go to the president's desk. i think that is just malpractice on his part. if he wants a deal, he should talk to the people who are willing to make one. >> so you told cnn colleagues on

the hill this, and i think it is yesterday, congressman, if the democrats are asked to be helpful, it is not just going to have to be out of the kindness of our hearts. so what do you have in mind? what is demand on the other side? >> well, it would have to be a discussion and a compromise. anybody who has been around this place knows that the way you get things done is by negotiating and arriving at a compromise wherein not everybody is happy. right now, all of the discussion is battle between conservative and really conservative members, some of whom are completely committed to dysfunction and not a conversation with those of us in the governing middle who want to be a part of the solution. so there could be a give-and-take, and i don't want to negotiate publicly, but some prior tis -- priorities that are important to us that have to be

included. if you can't get support from your plan of the most intransient members of the house, we will give you the vote, we won't do that, because we have to have a seat of the table, and we are in the minority, but we have to have some reflection of the priorities if there is a compromise. >> you are in the minority, but a minority with some leverage now for sure. and i wanted to ask you about system of the great reporting from melanie zanona of what could potentially happen, and i know we are in the realm of the hypothetical, and part of the you work with kevin mccarthy, then some of members say they will pull the trump card and pull his speakership, so if he is not able to move this direction, the speakership, and the fate is on the line, and would you be open, and is this how this ends up going, this strange upside world of kevin mccarthy agrees to put something on the floor that is a

bipartisan deal which would be good for the country, and democrats then move to support him to save his speakership? could you see yourself voting for kevin mccarthy as speaker? >> well, i don't want to project what we might do if that circumstance arises, but to be clear if there is a vote, it is to take that issue up or not, and there is a motion to table, and the question we have the face, and i'm not ready to answer that yet, but the question we would have to face is if we want to be a party to the dysfunction introduced into this building by some of the nuttiest people ever elected to congress. that is what it comes down to plain words. first the speaker has to realize he is the speaker of the whole house and not speaker of the republican conference, and if he wants to get something done, and that includes a broader understanding of going forward, he has to pick up the telephone

and make that call. >> as far as you know, that phone call, if you will, has not happened? >> it has not. i mean, i will say this, leader jeffries and speaker mccarthy have a reasonable relationship with one another, and they are able to speak to one another, but when it is coming to legislating, the speaker decides what to do and go to floor, but to pass something and keep the government open, and prevent the families from across the country to feel the pain of a shutdown and this is not a victimless crime. if they do this, people will hurt, and the speaker has to understand, there is a consequence to this game that he is playing. and it is not just about whether or not he is the speaker, but it is whether or not people will rely on the institutions of government for the basics they need every single day. >> it does seem one thing is clear that the problem solving caucus is living up true to its name to solve this problem which

is a real one. we have been tracking president zel enskyy moving through the house, and meeting with members of the senate, and the question is funding, and the future of funding coming from congress. debating funding is one thing for sure for anything, but do you see the congress rejecting further future aid to ukraine? do you see that happening? >> if speaker mccarthy has his way, it could, because he is listening to the most outrageous members of the congress, and i saw some reports on your air yesterday about members of the republican conference who are saying that there is no money here for the people of ukraine to defend against this outrageous attack by vladimir putin and his forces. look, we have a lot at stake in this and the peace of the planet is at stake, and somehow, because they are bored with it that they would no long proer

because of how long this has gone on 4 1/2 months where they have seen the previous so-called developments turn out to be disappointing, so they are not holding their breath. but who was in the room? the ceos showed up for warner brothers discovery, disney and netflix, and nbc universal and of course, the writers themselves and the amtp representing all of the studios. they will continue the talks today, so yes, it was described encouraging. and this is a hope that maybe something could be resolved before the holiday season, but there are some folks who have talked to me about how they feel like there is a possibility that is going to drag on until the end of the year, and that going to leave some people continued to be out of work, and not just the writers and actors, but the people providing the props for productions, and the people who would have catered food for

them, the people cleaning their offices have been out of work for months, and layoffs. in fact, the bureau of labor, the u.s. bureau of labor and statistics and just in the motion picture and sound recording industries between may and august, there have been 34,800 jobs lost in that time just in this industry, and not counting the ancillary business that would have served the productions. so that is extremely crushing for the people currently on unemployment, and not sure when they can pick up their work again, john. >> natasha, if there is a breakthrough today, and miraculously walk out with a deal, when could we all see new stuff on the screens? >> right. it is not going to be immediate. even if there is an agreement, and people go back to work at the studios and go back to work at the writer's rooms, it is going to take some time for each show, and each production to get up to full speed.

so there are new allegations that rudy giuliani is forced to face today. the former white house aide cassidy hutchinson is claiming that giuliani groped her when they were backstage at the big rally on january 6th. hutchinson is well known of course now as the aide to trump's chief of staff mark meadows who became the star witness in the investigation by the january 6th congressional committee. she is laying out this explosive

new claim for the first time in her new memoir en"enough." she compares rudy giuliani as a wolf closing in on the prey. and giuliani is saying he had real evidence of voter fraud in hand, and then she says rudy wraps one arm around my body and closing space that was separating us, and i feel the documents press into the small of my back and i close my eyes and watch his free hand reach for the hem of my blazer, and she says fingering the fabric and i am loving this leather jacket on you, and then slips his hand underneath my skirt. i feel his frozen fingers up my thigh, and the whites of his eyes are looking jaundiced and i

description libelous. >> and those are disturbing allegations and how it could come into play against rudy giuliani. and we bring in the leader of the january 6th investigation committee tim heaphy. so when you are starting here, and you see the allegations coming out here in a book and they have not been made since, and what is your initial thought, and obviously, giuliani denying these, but you hear her in person testifying. >> yeah. new information. i don't believe she provided this to the select committee and i am not sure that it is relevant or coming into a criminal trial for rudy giuliani that is going to be coming in for a conduct that is going to challenge an election and bad act that is a personal assault that she describes. i am not clear that it is deemed

relevant, but certainly prejudicial, and clearly prosecutors can not introduce general bad act evidence against a defendant absence the specific reason of the relevance, and not sure here what it might be. >> remind us of the role that cassidy hutchinson did play in the investigation, and how she proved to be a credible witness for you. >> yeah, cassidy was in the room where things happened. she worked for mark med dose and worked herway into a position of trust, and she had heard conversations by med dose and others to intentionally disrupt the session, and she is one of the people who was close to the president to provide specific

evidence about his state of mind. a large majority of it was corroborated. we had instance of the testimony that the president was adamant about wanting to go to capitol on january 6th after the ellipse speech, and finding people inside of the president's vehicle that confirmed that he was adamant about wanting to go to the capitol, and so we plugged her into a broad fabric of other information as you do in any other investigation, and she became or emerged as credible information when her information was corroborated. >> and this information would not likely be brought into the case in georgia or any of the other cases, but there does have to be a police report made initially for anything to go forward, is that correct? >> no. not necessarily. a lot of times, thing like this happen and are not reported to the police. did not read the book, and i don't know if she reported.

this police report is not precedent for admissibility, but relevance is more of a question. in any criminal trial, the rules provide that the evidence that bears upon the issues at stake in that trial are admissible, but other stuff that the defendant may or may not have done is not admissible, and so here, the prosecutor would need some theory of how that alleged incident would bear on the issue of the case, and the intentional effort to disrupt the joint session and disrupt the joint transfer of power, and there would have to be a more issue of how this was at issue. >> and rudy giuliani, and given everything that has happened with him and around him at this point, how much sense for the defense to put him on the stand? >> yeah, very hard to say.

i mean, he has been pretty consistent in multiple statements both to the select comm committee, and he did sort of double down on the claim that there was ed that the election was stolen, and he has repeated those allegations publicly, and so for him to become a cooperating witness and to provide information that would in incolpate others is questionable. he might have evidence that could make the case stronger is unknown. and if there are talks with giuliani is unknown. >> there is going to be more coming out in this book, and

being convicted of murdering his wife and one of his sons. dianne gallagher is following this for us. what is happening with this? >> so, this is actually the first time that alex murdaugh has ever officially pleaded guilty to any of the more than 100 crimes that he has been charged with over the past two years. court proceedings are ongoing, and cnn reported on this plea agreement with the federal government that alex murdaugh signed this week essentially admitting to the 22 federal fraud and money laundering charges and agreeing to cooperate and work with the federal government to find his assets and pay restitution to his victims as well as take a policy graph test if required by the government when talking about other financial crimes as well as any attempts to locate some of the money. now, again, the court

proceedings are ongoing, and the judge must accept this plea agreement, and that is what is happening in charleston u.s. district court, and go through each of the charges, and talk to alex murdaugh about these charges. look, he is serving two consecutive life sentences in state court for the murders of his wife maggie and son paul. he is appealing the conviction, but his attorneys this month filed paperwork to suspend the appeal, and they filed asking to do a motion for a new trial, because they are alleging jury tampering by the collins county clerk of court. they are investigating that and nothing has been granted, but even if he receives maximum of these federal sentences, which is what this is to serve a federal sentence concurrent the any state sentence similar to the fraud charge, and kate, he is facing 101 fraud and
