highlights. >> polls don't elect presidents. voters elect presidents. and we'll take the case to the people in the early states, we'll do it in a state by state direction. and as reagan said, this is our time for choosing. >> this is where president trump went wrong. he focused on trade with china, he didn't focus on the fact that they were buying up our farm land or that they were killing americans. he didn't focus on the fact that they were stealing $600 billion in intellectual property. he didn't focus on the fact that they put a spy case off our shores in cuba. >> whenever even other ceo k3nd paed into the chinese market, we opened a subsidiary in china. but what was different than every other company? we got the hell out of there. and when i started my company -- >> we'll stand up for the rights of parents and we'll pass a federal ban on transgender chemical or surgical surgery anywhere in the country. we've got to protect our kids from this radical gender

ideology agenda. >> if we give you ukraine, next will be poland. this is a guy in 1991 who said that was the darkest moment in world history when the soviet union fell. listen, everybody, he wants to put the old band back together and only america can stop it. >> more now from cnn's jeff zeleny. >> reporter: the republican candidates tangled furiously during a two hour debate wednesday night here at the reagan library in see me valley, california. time is clearly running out for many of these candidates to break through and emerge as a leading alternative to former president trump. that was clear from florida governor ron desantis who early on in the debate directly confronted the former president. >> you know who else is missing in action? donald trump is missing in action. he should be on this stage tonight. he owes it to you to defend his record where they added 7.8 trillion to the debt, that set the stage for the inflation that

we have. >> reporter: short time later former new jersey governor chris christie followed suit. of course he has been building his candidacy off of a critique of the former president. his indictments were not mentioned at all during the debate. but the former new jersey governor said this -- >> donald, i know you're watching. you can't help yourself. i know you're watching. okay? and you are not here tonight. not because of polls and not because of your indictments, you are not here tonight because you are afraid of being on this stage and defending your record. >> reporter: tim scott had one of the strongest moments of the debate when he talked about the history of race in america. >> our nation continues to go in the right direction. it is why i can say i have been discriminated against. but america is not a racist country. never ever doubt who we are. we are the greatest country on god's green earth and frankly, the city on the hill needs a brand new leader.

>> reporter: as the evening wore on, a spirited debate broke out between tim scott and fellow south carolinian nikki haley, former governor of the state who actually appointed him to a senate seat in the first place. they tangled for one of the first times in the presidential campaign going after their histories of spending and other matters. clearly this debate was a sign where these candidates are trying to emerge as the second place in this race against donald trump. there were common discussions on ukraine, china, tiktok, abortion policy and again not mentioned indictment against the former president. so seven candidates on stage, but the one who was not, donald trump, may have benefited the most of all. jeff zeleny, cnn, simi valley, california. >> as jeff mentioned, donald trump chose to skip the second gop debate as he did the first one. instead the former president traveled to the swing state of michigan to campaign amid the ongoing autoworkers strike.

>> unlike president biden who joined the union picket line the day before, trump toured a nonunion facility not a strike. here is? of what he told them. >> yesterday joe biden came to michigan to pose for photos at the picket line. [ boos ] but it is his policies that sent michigan autoworkers to the unemployment line. i s i sided with the auto workers of america and those who want to make america great again and i always will. >> trump has support in michigan including some of the union members, but the head of the uament wiua m w had this to say -- >> i don't see any point in working with him because he doesn't care with what the working class stands for. he serves a billionaire class. >> thomas gift is director of the center on university politics at the university college of london.

he is joining us from harrisburg, pennsylvania. thanks for joining us. what do you think of this idea that the winner of the debate wasn't even there? >> well, i think that that is absolutely right. donald trump won last night because nothing disturbed the equib librium where he is declared frontrunner. and nothing would happen that would make donald trump to second guess his decision to bow out of future debates. and that is all that matters. but it is hard to parse winners and losers like this because it is really not a typical debate. the guy that is dominating the polls isn't there. most of trump's rivals save chris christie and to a lesser extent ron desantis are essentially pretending that he doesn't exist. usually we can assume that candidates are at least trying to knock out the leader. but donald trump's achilles' heel s the criminal indictments weren't even brought up. and that is really something. so i think the debate really felt something like a diversion.

there was some in-fighting, some psycho dramas among the candidates that were there, but no one is really budging in the polls and i think that is to terrorism's advantage. >> do you think that any of the candidates other than the former president of course, those that were participating last night, improved their chances at all by their participation? >> i really don't. and i think right now you almost have to say that these debates look largely peripheral bordering on irrelevant. they are pro forma, they may determine who is the second place candidate or maybe even who trump's vice presidential pick is, but trump is 40 percentage points up. you can't ignore that. the underlying pretense of these debates is that there is a real competition, but there is not a real competition. i think by refusing to show up, trump is just reinforcing his main message which is that this is a coronation, not a primary. and trump's entire candidacy is built around this era of

inevitability that his nomination is somehow pre-ordained, that it is self-fulfilling. and i think that that looks right. it is hard to look at the data and make any other projection. and, you know, contemporaneous to that the fact that trump is running so close to biden in national polls. basically defies this electability argument that so many of trump's opponents have been making against him. >> and quite an interesting row between haley and ramaswamy around tiktok. my kids have been pointing out tiktoks and links to the election and it is all ramaswamy. they all know who he is and they don't know who any of the other candidates are apart from donald trump. i mean, what do you make of that? i mean, it will be difficult getting young voters out of course, but he's a bit of a star in the online world. >> yeah, vivek ramaswamy is all over tiktok, he is all over twitter. i follow him and i think that he is quite effective at delivering

his message in these kind of bite sized segments. he is very enthusiastic. he is rhetorically very impressive. just watching him talk, he was referred to as the chatgpt candidate by chris christie in one of the earlier debates. but you know, i'm not sure if the young vote is really who is going to determine this election. so i think to a large extent ramaswamy is building up his profile. maybe setting himself up for a position in cabinet if trump were to win or maybe even teeing himself up for 2028. but, yeah, it is certainly interesting and he is reaching voters where they are. >> one of the moderators donna perino asked which one of the candidates should be voted off the island. obviously trump is on far ahead in the polls, but clearly candidates would need to drop out if there was even a theoretical possibility of somebody else winning the nomination. who do you think that person might be?

>> well, i think what these debates don't seem to be doing is clearing the field and the only way that trump is going to face a real primary is if he is forced to go head to head with a single opponent. whether that is desantis or haley or someone else, that does mean other candidates dropping out. either in the coming weeks or right before iowa and new hampshire. because right now this is the trump versus even else primary. it is a huge fractured field. everyone is splitting the anti-trump votes. and winner take all or even proportional primary, trump can essentially amass all the delegates with that formula. he has about 55% of the party's vote at the moment. only way to beat that is one-on-one. but there is a collective action problem which is dropping out might be good for the broader effort to challenge trump, but it is not good for the candidates individually and no one wants to self sacrifice, no one wants to be that first mover. so i think to a large extent there will be pressure on some of these candidates that are just lingering in the single

digits. but, you know, who is actually willing to bow out first, i'm not sure if i -- laparticularlyf donald trump is going to run away with it, why not just stay in the race. >> thomas gift, always great to hear from you. thank you for joining us from pennsylvania. donald trump's civil trial is set to begin monday in new york on charges of widespread business fraud, a case that could pose an existential threat to trump's real estate empire. >> and it follows several major setbacks. the wednesday in the election interference case firmly rejected calls to recuse herself. >> she said her past statements this trump were not evidence of bias as trump alleged. in her 20 page ruling chutkan said that she's never taken the position that trump should be prosecuted and imprisoned and trump's lawyers could not show that she ever said anything like

that. only a few days remain before the u.s. government will be forced to shut down again due to a stalemate in congress over how to keep the lights on. unless congress acts decisively very soon, federal agencies are set to run out of money at midnight on saturday night. >> but many republicans are wary of the political costs that they could incur from a lengthy shutdown. here is what some lawmakers had to say about the dysfunction within their party. >> at the end of the day leadership proceed crassity natured and created a mess. now we got to find our way through it. if that means staying a couple extra weeks with a shutdown, that is fine. >> tactics it takes to shut the damn thing down doesn't benefit the conservative platform. this is not a paralleling or supporting a conservative platform by any stretch of the imagination. >> if you make a deal, you got to stick to the deal. i understand that the speaker has a lot of pressures on him, so i don't want to judge why he's doing what he's doing, but

i think if he struck with the original deal, but that was going to be impossible too from what we hear from the house. >> for more now on why a shutdown now may seem more likely than ever, here is cnn's john lawrence. >> reporter: this october might be a little more spooky than usual in the u.s. >> do you think a government shutdown is inevitable? >> i don't believe anything anymore in politics. >> reporter: funding for the government expires on sunday, and right now there is no plan in place to prevent that. >> every day i have confidence because we're america. we will solve the problems before us and every day will be better than the day before. some days you stumble and some days you get better. >> reporter: the white house is calling on house republicans to back the bipartisan stopgap bill that would temporarily keep the government running. >> speaker mccarthy needs to stop letting the maga radicals drive his decisions and do the

sensible thing, follow the senate's lead and pass a bipartisan cr to prevent this reckless shutdown. >> reporter: but 134 some membef the house gop aren't showing signs of compromise. >> if they want somebody to just keep coming voting for continuing resolutions, they have had other choices but i'm here to fight. >> reporter: among the potential impacts of a shutdown? active military members and border patrol agents will go without pay. i'm john lawrence reporting. indicted u.s. senator bob menendez plans to address his fellow senate democrats later today as calls mount for him to resign. menendez and his wife are facing multiple corruption and bribery charges involving three businessmen and the government of egypt. at least 30 democratic senators are depandimanding that he step. >> menendez was arraigned on wednesday in federal court.

present his, quote, biggest fight yet. more than two months after this american soldier made a mad dash into north korea, he is back on u.s. soil. we'll have a live report on his return. plus an apology after canadian lawmakers cheered a ukrainian veteran who fought with the nazis in world war ii. and rough night in philadelphia as what police are calling criminal opportunists smash into retailers in the city center.

a u.s. soldier held in north korea is back on american soil. travis king flew to san antonio and being examined at a medical center. >> king was released after, quote, against diplomacy but they insist that no concessions were made. >> travis king first yocrossed e border and they rejected our direct approaches, ended up talking to sweden and sweden talked to us and helped negotiate this transfer. but i would not see this as a sign of some breakthrough. i think it is a oneoff being willing to return this private. >> it is unclear what disciplinary action king may face. authorities say that he willful

and without authorization crossed into north korea during a tour of the dmz. mark stewart is covering this live from beijing for us. mark, now that travis king is back on u.s. soil, what is the priority for him and also the u.s. government? >> reporter: i think that there is really two priorities. one is health, the second would be helpful information. let's first talk about health. u.s. officials want to make sure that he is in physical and emotionally good state of mind. and so it has been made clear that upon his arrival he will be examined by a very experienced team in these matters. among the potential stops he may make during this very well orchestrated arrival, he may be enlisted in the department of defense program that helps people who have been held in captivity who have been held far away from home.

basically reassimilate and get used to life once again out of these at times challenging conditions. it is something that brittany fwr griner experienced. and then there is this other issue of helpful information. it is very rare for an american to be held in north korea as well as being released. so he will likely face questions about where he was taken, what questions he asked, what kind of information that he volunteered back. it is all part of this big protocol when someone who he was held in a compromising situation arrives back in the united states. so when we saw a team of people meet that plane, it was no surprise, no coincidence. >> mark, just remind us what have we learned about travis king and the motivation that may have encouraged him to take this action to cross into north korea? all right indeed there is a back

story here. he was enlisted in the army. he had an incident in 2022 in south korea where he was involved in some kind of altercation at a club in seoul. he was set to return to the united states to face potential disciplinary action by the united states military. he was dropped off at the airport, set it board a flight, but then was able to leave the airport and then ended up in the demilitarized zone and then the very dramatic set of events unfold. and according to his current status, a lot of that will fend on how his examination goes once these question and answer sessions have taken place, we'll get a better idea as to where some of the administrative issues will go and how they will be handled. >> mark stewart, thank you very much. president zelenskyy met the british defense minister while he was on a surprise visit to ukraine and discussed protecting ukrainian skies during the

welcome back. if you are just joining us, these are our top story this is hour. seven republican presidential candidates shared the stage wednesday night in california, but once again donald trump who is leading the gop polls skipped the debate. u.s. house speaker kevin mccarthy is still appearing to lack the votes from members of his own party to stop a government shutdown unless congress acts. federal agencies will run out of money at midnight saturday. >> in 40 years, congress has only delivered a budget on time four times in 40 years. if they don't keep the government open, they should not get paid. no pay, no budget. that is the way we should be. >> nikki haley on stage last night. for more on that, we're joined by alice stewart, republican strategist and cnn political

commentator. other commentators are saying that the debates are redundant without donald trump in them. what are your thoughts? >> that is true. i've worked on four presidential campaigns and the debates are always a very important part of the process to show contrasts with each other in a republican primary because they are very similar on the issues but these are a good opportunity to show how you differentiate yourself and how you can stand your ground and make your case to the american people. but without donald trump there, he was clearly the focus of attack. he is 40, 50 points ahead of the rest of the field that is on the debate stage and they really needed to make their case against him. and while there were many attacks against him on many issues, whether it is his role in increasing the deficit, his evolving position on the a abortion issue, and the fact that he wasn't there, he was called missing in action, he was called donald duck, but all these attacks, nothing hit him.

above it all at the end of the debate, he came out unscathed and it is remarkable given someone who basically is thumbing their nose at the republican primary voters and the subject of attack he didn't -- no one landed a punch. aside from him, all the candidates really made their case also against president biden and what he is doing with regard to the economy and open borders and crime across the country and those attacks really resonated with the republican voters. but for the most part, no matter how much they tried to put a dent in donald trump, i would imagine we're going to see in the next few days and weeks it is not going to hurt the support that party faithful has for former president trump. >> the debate at times was unruly, there were interruptions, quite un-ed ehe d interruptions, quite un-ed guying, didn't seem like any candidate has a particular

victory. there is always friendly fire and potential political damage. results from that, any concern within the republican party that this is just not a good look? >> look, anybody no matter where you are across the globe, you look at that and it is really dumb founding that this is part of the process to select the next president of the united states.founding that this is pa of the process to select the next president of the united states. founding that this is p of the process to select the next president of the united states.this is part of the process to select the next president of the united states. yeah, but there were personed a attacks and yeah, all they needed to make an impact and statement. and at the end of the debate, i think that former south carolina governor and ambassador nikki haley had really the takeaway line of the night where she was talking again directing attacks at vivek ramaswamy and his support and his engagement in the tiktok app. she says every time i hear from you, i feel a little dumber. and it was a personal attack. but again, it was one of those

one liners that people will be talking about in the days and weeks to do that a lot of these candidates, you have to have a takeaway line. you have to have something that people will be talking about. because not many people are going to sit there and watch the entire two hour debate and i can guarantee you after the first 20 or 30 minutes of the chaos, people were turning the channel. so having a good takeaway line is important and i think that nikki haley managed to do that. >> you've obviously studied donald trump like we all have. do you think that there is a point at which he would get involved in the debates and if so when would that be? >> i don't see that happening. when he is 40, 50 points ahead in a lot of these polls, you know, it is political malpractice to share the debate stage with these people. because there is no place to go but down if he were to do that. that is clearly the strategy that the campaign is taking. i don't see him in doing that unless for some unforeseen

reason the polls tighten up. but i don't see that happening. and their idea and their strategy in their mind is to take their message directly to the american people and his counter programming during the debate, going to michigan and speaking with autoworkers, they looked at that as an opportunity to appeal to a working class american. and what he is doing is he is running a general election campaign. he is virtually by passing republican primary candidates and making a general election plea to the american people. he took the opportunity to really go after president biden on his support for electric vehicles and his environmental policies. and former president trump was able to talk about american energy and drill baby drill and these are issues that are important to the republican voters, but ultimately this was his way of saying that i'm going to take my message directly to president biden and based on the poll and support that is not

leaving him, he is really by passing the primary process. >> a macmazeamazing, isn't it. thank you so much for joining us from washington. ukraine working to get a full picture of the damage following what it calls a massive russian drone attack. >> kyiv says russia launched several groups of drones overnight which were met by air defenses. officials say more than 30 drones were shot down, but at least ten managed to get through. >> and president volodymyr zelenskyy met the british defense minister during his surprise visit to ukraine. among other things, they talked about bolstering ukraine's air defenses and about possible security guarantees for kyiv. clare is with us. looking at all of this, i mean, what was most interesting about that meeting? >> obviously the uk is a key ally and this is the new defense minister, so i believe this is his first trip to kyiv. so critical to keep that

relationship up. the uk is front and center when it comes to the supply of long range missiles that we've seen ukraine deploy to great effect so far. key topic was air defenses in this meeting and that really is in focus with all of ukraine's alliances as we push ahead to this winter season when the big fear is that russia could step up attacks like it did last winter when ukraine's energy grid. that is why overnight barrages like we saw this morning targeting regions from odesa right into the central regions, a major test. they shut down some 34 out of 44 attacks, but still ten of them hit. and so it is these gaps that what ukraine is trying to plug. so this is why you see zelenskyy still putting the effort into the alliance a salliances. >> what do we know about the wagner mercenaries still fighting in ukraine and how effective a force that continues to be? >> we're hearing accounts from a

ukrainian side that there are wagner fighters, several hundred active on the eastern front. and this is not a sort of wagner 2.0, not a sense that the group has reconstituted as a separate entity, but they have joined the military defense forces as putin had said before and after the m mut mutiny, he said that wagner doesn't exist. so they are painting thises a a sign of russian desperation. but we can't read into it that somehow wagner has gone away. in africa for example they haven't seen any meaningful signs that the group has withdrawn. nor that their relationship with the ministry of defense in moscow has changed. that they have somehow been absorbed. so still a lot of questions around the future of this group. >> clare sebastian, thank you so much. canadian prime minister justin trudeau apologized for

parliament celebration last week at the ukrainian world war ii veteran who actually fought for the nazis. >> the speaker later resigned after he thftedinvited the elde soldier to the parliament while the ukrainian president zelenskyy visited. >> and it was the canadian prime minister's turn to apologize and saying it was a mistake and it deeply embarrassed not just parliament but all of canada. but he acknowledged what a propaganda win this is for russia and the fact that it really harmed the ukrainian effort. listen. >> it is extremely troubling to think that this egregious error is providing false plropaganda. >> acknowledging there that this

is deeply troubling for so many and has harmed the ukrainian effort. more than that, poland has confirmed to cnn that it is looking in to whether or not this man should actually be extradited to poland for crimes that he allegedly may have committed during world war ii. and to that end they say that they will look at their effort. a human rights organization that i spoke to earlier says that the problem is canada hasn't done this sooner and the fact that canada still has not made all its holocaust era records open and trance prnts and for that reason nazis did in some cases live a quiet life in canada. listen now to what they say should happen. >> by not doing the right thing in the past, it led to this absolute international disaster today. and so let's move forward and the government needs to show leadership on this and it needs to be done yesterday. it is really unfair to everyone. and again, least of all to our

vets who fought against the nazis. >> and he makes the point that look, if this had been cleared up, then this incident in parliament would have never happened as canada would have faced its past with the hole koos holocaust in the way that should have been done a long time ago. paula newton, cnn. and more funerals are under way for some of the 100 people killed when flames broke out tuesday fight at that wedding. 150 others injured. but official say the final death toll is yet to be determined. >> 14 people have now been arrested in connection with the fire including the owner of the wedding hall and three people involved in lighting fireworks. authorities say the building did not meet safety standards and the ceiling chanced after the fireworks were set off. officials expect to have the results of the investigation within three days. the father of the groom tells cnn that he blames the hall's owner for the disaster because

police in baltimore have arrested a convicted felon. >> jason billingsley faces first-degree murder charges with the death of pava lapere. he is also a suspect in a separate case of attempted murder, rape and arson last week. >> lapere was the ceo of ecomap technologies. she was reported missing on monday and her body was found hours later with apparent blunt force trauma to her head. her father spoke at a vigil on wednesday. >> he wshe was the definite 234 of daddy's little girl. she had me wrapped and still does. she turned from being daddy's little girl into being a girl boss. and she treated me the same way.
