care that they need. and that is why we're out here for our patients. >> live from london, this is "cnn newsroom" with max foster and bianca nobilo. >> it is thursday re, october 5 and the fallout of kevin mccarthy is rattling capitol hill. >> the race is on to find his replacement after tuesday's stunning vote removed him from the top leadership post. several names of possible successors have emerged but so far only steve scalise and representative jim jordan have officially jumped into the race. until a new leader is chosen, house business is on hold. >> and anger is building among some republicans over the chaos caused by mccarthy's ouster.

>> you have eight people that say they stand on principle and policy and it is really all about self-promotion. it is beyond frustrating. i would have a hard time actually saying that they are true republicans. they are about promoting themselves. they are a republican by name and registration only. if they are for the party, they would have done what was best for the party. now we are not able to do anything. >> manu raju has more from washington. >> reporter: the unprecedented move to oust kevin mccarthy as speaker has set up a leadership scramble. his successors are trying to see if they can unite a badly divided house republican conference. one in which there are raw emotions and bad will mostly directed toward matt gaetz, someone who led the charge to oust kevin mccarthy and got the support of seven other republicans, eight in total

voting with democrats to push mccarthy out of the speakership, something never done before in american history. and right now the house is in a state of paralysis, it cannot move forward until a speaker is named meaning no legislative action at all. the house is out of session until next week. in the meantime behind the scenes two gidscandidate have emerged, one of them steve scalise and along with jim jordan. both of whom are trying to secure enough support to become the conference's nominee to be elected speaker. once they have a majority of votes, next week we expect that vote to happen and then there will be a vote on the house floor. but that is the tricky part, getting 218 votes in the house. more than four republicans could be enough to scuttle that entire effort. that is the problem that kevin mccarthy ran into time and time againhe narrowly divided

house. but many members pointing fingers at those eight for the state of chaos that they warn could come back to haunt them in november 2024. >> i think it makes the house republican rebels look foolish, like they are more interested in fighting than governing. >> mr. gaetz is only doing this for himself and i believe that he should be looked at for an expulsion. i have not made up my mind, but if i would vote to expel him, this guy doesn't have his ducks in a row. >> what do you think the chances of retaining control of the house next year? >> i think it will be incredibly tough. >> reporter: as part of the discussions for speaker is the issue of the motion to vacate. one member can call for a vote seeking the speaker's ouster. a lot want to raise the threshold, to make it harder to

force such a vote warning keeping it at one member creates a period of instability that their party cannot afford. but some of the hardliners who have threatened to use that tactic and align themselves with matt gaetz say they would not support a speaker candidate that did that. the other big issue, a policy issue, ukraine aid. jim jordan told me he does not support moor funding for ukraine. a big question mark for ukraine especially if jordan becomes elected speaker. amid divisions among house republicans on how to move forward and where to provide aid to ukraine, all showing how much concern there is and how much divide there is among the gop about simply how to govern at this time when there is no speaker. the house is in a state of paralysis and republicans are badly divided about how to move forward from here. manu raju, cnn, capitol hill. the mood in donald trump's civil fraud trial might be a bit calmer today because he won't be in court. he left new york wednesday

afternoon and returned to his mar-a-lago resort in florida. >> and dump trined his tirade against attorney general latitia james and for the first time she fired back calling his appearance at the trial a political stunt. and referring to his departure adding, quote, that the donald trump show is over. kara scannell reports from new york. >> reporter: outside and inside the courtroom on wednesday the rhetoric was rising. trump arrived for the third day in a row and he took every opportunity to lash out at the judge, the new york attorney general and her case. here is what he said. >> the. >> translator: latitia james, is incompetent. i'm getting sued by a political animal. we are a vogue judge. t -- rogue judge. >> reporter: and the attorney general decided to respond for the first time since the trilg began to all the comments that trump has been making. >> mr. trump's comments were offensive, they were baseless,

they were void of any facts or he evidence. what they were are comments that fomented violence, comments that i would describe as race-baiting, comments unfortunately that appeals to the bottom of our humanity. this case was brought simply because it was a case where individuals have engaged in a pattern and practice of fraud. and i will not sit idly by and allow anyone to subvert the law. lastly, i will not be bullied. so mr. trump is no longer here, the donald trump show is over. >> reporter: inside the courtroom tensions were rising. the judge became so frustrated with the cross-examination techniques of one of trump's attorneys that he slammed his hand on the bench and said this is ridiculous, you are not allowed to waste time. after the lunch break, the temperature inside the courtroom came way down. there was even some levity. the judge wished one of the state attorneys a happy birthday

and the trump's own lawyers objected less to some of the questions asked by the state. when trump's lawyers were cross-examining the state's first witness, trump's long time accountant donald bender, that is expected to continue thursday and it could last all day. kara scannell, cnn, new york. now to a cnn clexclusive. sources say hunter biden has wrapped up more than 10 million in legal bills and could face more. he is set to be weighing his fundraising options. >> legal fees include even lawsuits he's brought against his plit dolitical detractors. >> here is what i'll say about that. you've heard it, the president loves his son. he will continue to support him as he rebuilds his life. not going to speak to any private conversations that this president has with any member of his family. that is private.

and just to remind you all as you know, you guys reported on this, this is an independent department of justice investigation. it has been. and which has been led by one of the prosecutors from the last administration. and so we're just not going to comment on the investigation specifically. >> hunter biden was in a federal court in delaware tuesday where he pleaded not guilty to three gun charges. industrial action is expanding. first came strikes in the entertainment industry and then it was auto workers. >> and now health care employees are hitting the picket lines. a record number of staff members at kaiser permanente skipped work on wednesday. brian todd picks up the story. >> reporter: striking employees of kaiser permanen anentpermane

picket lines. more than 75,000 have walked off the job making it the largest health care worker strike in u.s. history. >> we're overworked, stretched thin. >> reporter: workers say they have been hard pressed since the crushing covid pandemic. >> they are working 14, 16 hours so they are tired. >> reporter: their gee hands? improved staffing levels and better pay and benefits. >> we want wages that keep up with the cost of living. >> reporter: kaiser says it has offered a wage bump and plan to staff up, but no deal yet. kaiser permanente serves 12.7 million people in the u.s. and the company says some patients could see non-emergency and elective services affected. >> you may have trouble getting a prescription or trouble getting access to health care, they may have appointments that will be canceled. >> reporter: and kaiser workers are not the only ones on strike right now. the united autoworkers are in their third week of strikes

against ford, gm and stellantis which makes vehicles under chrysler, jeep and dodge brands. 25,000 workers at dozens of locations. their demands? higher wages, better benefit, better job security. the automakers say they have already made generous offers including a wage increase of 10% to start and reaching 20% by your fear. >> they are struggling to get enough workers so workers have the power. they can leave, quit, go on strike, ask for a working wage. >> reporter: and while the writers strike in hollywood has been resolved with they willing significant advances and late night talk shows resuming, the standoff between the actors union and hollywood studios continues so the production of new shows and movies is at a stands standstill. is it hurting the economy? >> they are not helping but they are not damaging to a huge extent. the u.s. economy is truly huge. what would be damaging in a

bigger sense would be the longer the strikes go on. and the more there are of them. >> reporter: while the kaiser strike is temporary, there could be a longer more contentious in november if a deal isn't reached. and there is also another potential strike on the horizon that could affect a wide swathe of the country -- possible airline pilot strike in the coming months. brian todd, cnn, washington. 120,000 americans will get their break on their student loan payments. >> president biden announced a new round of debt relief on wednesday which comes just days after federal student loan payments restarted following a three year pause. about $9 billion worth of student debt will be forgiven. mr. biden says it is also good news for the economy. >> i'm announcing my administration's approved an additional $9 billion relief for 125,000 borrowers. in just the past few weeks under that program. with the latest debt

cancellation in total, my administration has canceled $127 billion in student debts for nearly 3.6 million americans. this kind of relief is life-changing for individuals and their families. but it is good for our economy as a whole as well. by freeing millions of americans from the crushing burden of student debt, it means that they can get their lives in order. they can think about buying a house, they can start a business, they can be starting a family. >> the biden administration has been finding alternative ways to provide debt relief after the supreme court struck down the president's hallmark student loan forgiveness program. the new debt cancellations come through what the white house sfri fixes to three debt relief programs. still to come, after months of record-breaking heat, much of the u.s. is in store for a major cooldown this weekend, but some areas are also keeping an eye on an approaching tropical storm. and plus no congressional funding for ukraine. no problem.

a cold front sweeping across the u.s. is finally making it feel like autumn. considering how hot it has been, the cool weather could come as a shock to many with temperatures dropping as much as 35 degrees. >> admiring that behind us. lovely. a nice reprieve for the summer heat but won't last long in some areas. chad myers has the forecast. >> finally the cold front is on the way. thursday, friday, saturday and offshore by sunday. really cooling us down, drying out the air, making crisp clear morning lows, clear skies, beautiful out there for most of the weekend. it will be a few things that go wrong in between. temperatures will fall quite rapidly from 71 in chicago, and then all of a sudden by friday we're down into the 60s. 61 for your high. and then down into the 50s and morning lows will be obviously

significantly cooler than this where we'll see 30s and 40s across parts of the upper midwest and into the great lakes. even down to the south. my beagle will like this a lot. morning lows back into the 50s and upper 40s even in atlanta. so here comes the colder air. warmer air in the west. yes, that will warm back up again. the cool air is only in the east for a couple gays, but it is a cold front. something else that will work our way into the weekend is philippe. philippe has been a tropical system in the atlantic for almost two weeks. just kind of floating around out there. but now it is going to try to combine with this cold front and drag rain and wind into new england for saturday and possibly even into sunday as it makes its way up the east coast. winds 40 or 50 miles per hour, a little bit of rainfall coming through and you see that european model, that is more than 2 inches of rainfall in places that certainly don't need anymore rainfall at least for a while.

the chaos in the u.s. congress is prompting concern from the white house for funding to kyiv. it could run out soon. and here is one of the leading candidates to be the new house speaker, republican jim jordan on the prospects of future aid to ukraine. >> what about ukraine, are you willing to move forward with an aid package for ukraine if you are speaker? >> i'm against that. >> president biden is expressing concern in keeping up public pressure on house republicans to pass more funding. >> it does worry me, but i know there are a majority of members in the house and senate in both parties who have said is that they support funding ukraine. i don't think we should let gamesmanship get in the way of blocking it. >> and soldiers are anxious to get their hands on weapons. fred pleitgen reports.

>> reporter: artillery troops need to move fast. russian drones might be in the air, line up, calibrate, fire. three rockets, that is it, even though this grab launcher would be more effective firing large salvos. it is not very precise, this soldier named alex says. it also depends on the weather and range. it would be good to have more precise rockets or guided ones. but the ukrainians are running short on even these unguided soviet era rockets and ammo shortages are a problem across the battlefield here in eastern ukraine. soldiers from the assault brigade have a quick snack and then get ready to fire their western donated howitzer. the american 105 millimeter shells, valuable but increasingly scarce came mod it i. the ukrainians cause it the sniper rifle because it is so accurate.

they have plenty of barrels to fire from, but not enough ammunition to fire. the battery commander telling me the lack of shells mean his forces are badly outgunned here. it is hard to give precise numbers he says, but i think that they fire ten times for every round we fire. sometimes it is one to 100. the russians are constantly taking aim at this area, though the ukrainians say they are making gains pushing vladimir putin's army back even using combat helicopters close to the fron frontline. kyiv says it needs more ammo to sustain its offenses both here in the east and in the south. the u.s. budget impasse could mean further delays. on top of that, nato is warning its members are running dangerously low themselves. >> we started to give away from half or lower warehouses in europe, and therefore the bottom of the barrel is now visible. >> reporter: for troops that means rationing will probably continual while trying to assume

their advancing soldiers on the ground. fred pleitgen, cnn, eastern ukraine. ukraine and russia are reporting intense fighting along the southern front. russia is conducting offensive operations in zaporizhzhia region and bakhmut in the east. >> kyiv claims moscow has sent elite troops to join the battle in zaporizhzhia and more than two dozen russian soldiers have surrendered in the past few days. ukraine is working to hollow out russian defensive units with long range artillery. for the latest on what is happening another frontlines as well as other updates, nada bashir is here. first of all, president zelenskyy has arrived in spain in what is largely an unexpected trip. >> this is a surprise appearance. he will be taking part in the european political community, some meeting with other european officials and counterparts. we've heard from president

welcome back. if you are just joining us, let me bring you up-to-date with the top stories. donald trump's lawyers have appealed a judge's ruling at his civil fraud trial that he is liable for persistent and repeated fraud and the hearing resumes with his long time accountant set to be cross-examined. trump is not expected to be there. the fallout from the ouster of u.s. house speaker kevin mccarthy is rattling capitol hill. the race is on to find his replacement after tuesday's stunning vote removed him from the top leadership post. several names of possible successors have emerged but so far only steve scalise and jim jordan have officially jumped into the race. >> right now the house is essentially paralyzed without a speaker as congress faces a number of key issues in the weeks ahead. tom foreman explains from washington. >> reporter: the house of representatives here in d.c. is

absolutely facing a freight train right now and that is the calendar, because even if they succeed in coming back next week and the republicans can pick a new speaker of the house next week, then they will have 5 1/2 weeks until we hit the point at which the government will shut down again unless they can settle on a new budget. remember, troubles over settling on a budget led to this crisis in the first place because there are deep divisions even within the party about what money should be spent on and how you should control the deficit, things like that. so they are facing a real time crunch here no matter how you go about it. is there a pro temp speaker? yes, there is. representative foot patrick mch has taken over that position. but this is also unprecedented. a lot of people aren't sure what he can do. research services says he can

call everyone to order, he can advise on rule, he can check on whether there is a quorum, he can spread messages. but basically that is probably the limit of what he can or more importantly will do because as the acting president, everyone is not just going to line up behind him. and all of this affects many, many things that republicans and democrats too might want to deal with. the budget we've already mentioned, funding for military actions out there, funding for ukraine what might continue or not continue there, a lot of debates on that, if any national emergencies came up, this would somehow hammer the government's ability to deal with that immediately. dealing with the u.s. border which has been a big flash point, that also, all of that, all of it, kind of goes on hold. the mcommittees could go ahead with their work, but why go ahead if you can't vote and you

don't have a sense of what the party wants the agenda to be either. it is a real crisis in the congress right now. >> in the federal corruption case against bob menendez, we are now learning his wife struck and killed a pedestrian in 2018 before she married the senator. the previously unreported incident appears to be the origin of the bribery charges now lodged against the couple. charges which they both deny. >> police dash cam video shows an office questions nadine nez about 30 minutes after the fatal crash. >> why was the guy in the middle of the street? >> that is what we're trying to figure out. our job is to investigate everything that happens. that is what we're trying to do. obviously the more information -- >> i didn't do anything wrong. >> look, i understand. i understand. it does expedite our investigation when people can help us out.

but his turn was unavailable so the hearing was delayed for two week. davis is being held without bail and prosecutors say they will ask for him to be kept in jail. >> we'll continue to ask for a no bail setting because we believe under nevada law and the evidence in this case that the proof is evident and presumption is great that he will be convicted of first-degree murder and that allows us to ask for a no bail setting. >> davis has said in the past that he was in the front seat of a car when shots were fired from the back seat into tupac shakur's car in the murder. tupac was a trailblazing rapper, remembered as one of the most influential hip hop artists of all-time. mayor adams is being criticized for his handling of the recent influx of migrants in new york. the uptick comes as the republican governor of texas has been ramping up his

controversial program of busing my grants to democratic led cities. >> adams says migrants are being misinformed saying that they will actually get jobs and good housing. he is on a visit hoping to counter that allegation. but critics say it is a waste of taxpayer money. and meanwhile in chicago the u.s. department of homeland security is helping the city to assess the unprecedented wave of migrants. city officials say more than 3,000 migrants are currently sleeping at police stations and airports. >> hundreds of buses have arrived in the city over the last year bringing 17,000 migrants. mayor johnson says that he plans to visit the southern border soon to assess the situation. pope francis be rates climate skeptics and world leaders for the climate crisis in his strongest comment on the environment yet. we'll have a report from rome. and plus torrential rains and strong winds hit taiwan. we'll have the latest on where the typhoon is heading next.

investigators in italy are still trying to figure out what caused a bus to plunge from an overpass killing at least 21 people and injuring 18 others. >> cameras capture the moment the bus went through the railing. the footage is obviously very disturbing. >> the bus crashed through the guard rails an plunged off this overpass before catching fire. prosecutors told the local cnn affiliate that so far there are no signs that the driver hit the brakes before the crash or that the bus hit another vehicle or had problems with its battery. one doctor says the injured victims are being reunited with their families now. >> translator: the injured are all young people. family members are arriving at the hospital. since all patients are foreign, family members need to come from their countries of origin. they are coming little by

effects of climate change. barbie nadeau, cnn, rome. we're tracking a typhoon through the south china sea. the storm made landfall a few hours ago killing one and injuring 304. while the heaviest rain is falling in the mountainous regions, most of the island is under some sort of advisory. >> it is forecast to skirt the southern coast of china as it loses strength over the weekend. it could reach hong kong as a tropical storm by early next week. and there was catastrophic flash flooding following heavy rains in northeast india. >> more than 100 are missing and at least 26 people injured. >> but rescuers face an uphill battle because at least 11 bridges have been swept away by the flooding and forecasters say the state will not get a break from heavy rains for another two
