i'm erin burnett live in tel aviv. we're following several breaking stories, of course in maine, loud blasts have been heard at the home of the gunmen who police say killed 18 innocent people. here in israel, israeli troops are preparing to enter gaza again after what hours ago was the biggest incursion in the 25 mile long gaza strip in a decade. a huge development here in israel. but first, live pictures out of maine, where the intense manhunt for 40-year-old robert card is hitting 24 hours. after the state's deadliest mass shooting on record. hundreds of officers, local, state and federal agencies are combing the largely rural area, by land, air, and see, according to police card's rampage started at seven pm eastern at a bowling at polley, minutes later a second attack at a restaurant, 18 innocent people were killed, murdered. 13 others are being treated for injuries. we have a new picture from the

central maine medical center of doctors treating patients who were rushed into the hospital after the bashir ding. this hour it is a terror, residents in several times order to shelter in place, the college on lock down out of the border canadian officials have issued an armed and dangerous alert to officers there. tonight adding to the worries, law enforcement officials tell cnn that card is a certified firearms instructor and a member of the u.s. army reserve. he said he struggled with his mental how, those officials say they he spent two weeks in a psychiatric facility after making statements about hearing voices. nonetheless, he had the means to cal. a team of reporters are standing by, omar jimenez is upfront live, josh campbell is live working his sources, pamela brown and tom foreman are with us with every angle of this developing story covered at this hour. i want to begin with you, omar, you've been there covering the latest development and the man

hunt as we now understand it. what is the very latest or learning on the ground there tonight? >>, while it was exactly 24 hours ago right now that the suspect whatever making his way to the location just behind me at this checkpoint, continue a shooting spree across multiple locations according to police. 24 hours later, this remains an active management, or following up on as many leads as they can we know there are fbi agents that address associated with the suspect. senator susan collins of maine said there are around 80 fbi average agents assisting with the search, the coast guard is assisting with the surge from the air and from the water, all of them trying to get closer to finding this person. police say they killed at least 18 people and shattered the lives -- >> tonight a multi agency manhunt is underway for the suspect and two mass shootings and maine. >> i'm profoundly saddened to

received a call identifying the shooter as 40 year old robert card, former army reservist, by 9:56 pm investigators found card's car near a boat launch there a community of lisbon, where authorities are now actively searching for. >> we've had everything from people calling about noises in basements, noises in the woods, suspicious people, of gunshots all night long since the incident in lewiston. we have our whole department working. >> an entire community is under lockdown being told to shelter in place. >> it's very unnerving right now seeing the cops coming around here, it makes me feel 1 million times better. and the situation like this i wish i had a firearm. >> look, the sun has gone down into another night with the shooter still being out there. you drive across town, people

are listening to the shelter in place orders that have been in effect. restaurants, convenience stores that you think would be packed on a thursday night are completely empty or closed. schools will continue to be closed into friday as well as -- continue to ask the question, when will this suspect because. >> omar, thank you very much. now let's go to josh campbell, he's been working the sources since the story -- josh, center of this what are you learning from your sources about what is going on behind the scenes in the search, it's terrifying, this is a person that was willing to kill 18 people and a whole lot more who is on the loose right now. who knows how much firepower -- ? >> authorities worry the suspect in contact at chanel violence if he's not found. i'm told what is happening behind the scenes, the scene and unseen, the fury of police activity there, multiple

agencies, and behind the scenes i'm told that law enforcement has set up a social media exploitation team pouring over the suspects online accounts, trying to look for any information that about his intentions, china edited by any law against to help geolocating the whereabouts. and identify any potential associates that could be used that was witnesses. a lot of action taking place behind the scenes, it's worth noting, erin, that our colleague reported that authorities recovered a firearm in the suspect's vehicle. they're working to determine if that was the firearm that was used in this attack, we know this was an individual who's a firearms instructor and had multiple weapons. even if it turns out to be the gun that was using the mass shooting, authorities say they continue to treat him as armed and dangerous, erin. >> maybe don't know what you don't now. josh, the man hunt is massive year. they are so worried that the top is clicking, you have law enforcement flooding the area

and we heard omar talking about the look in the water, where his car was parked by the doc, what more can you tell us? >> a multitude of agencies, when you look at this list we have the state police in maine or leaving the investigation along with local law enforcement. there are other agencies with specialties in firearm analysis, with specialties and fugitive apprehension, the u.s. coast guard is they're searching the waterways to try identify the individual, and a host of other agencies from the department of homeland security all bringing resources to bear. bringing the assistance as the manhunt continues into our 24, trying to find this person and get him off the streets, aaron. >> it's been exactly 24 hours on the run. he still far alluded law enforcement. thank you very much, josh, let's go to former fbi counter terrorism special agent, tim clemente, and former fbi rob d'amico, thank you to both of you and we've spoken to you through the years. obviously, with the boston

bomber as well, tim, you're a former squad member, 24 hours and what are you doing right now if you're part of this manhunt? >> first of all, we're being as careful as we cannot going as quickly as possible but -- utmost importance in a situation like this. this is an active shooter that hasn't been active for 24 hours but he is still a mass murderer. the fact that he is on the latest put anyone in the community in danger of where he might be. his willingness to go into a bowling alley and obliterate the place, kill as many people as a could, means there's probably no safe spot for anyone right now in that vicinity. law enforcement needs to act as if he's standing in front of the target about to pull the trigger, they need to move quickly, they need to be as safe as they can, the population needs to be maintain their safety first. >>, robbery looking for him and do you read anything into the

car at the boat dock? >> i do. i think most of it was planned beforehand. he probably went through this a number of times. there is a reason that that car was there. but it could be he had about, he had a car, he knew cars where there had keys left in it, there is a reason that that was there. the biggest thing is to determine did he get in another vehicle, did he go on foot, did he go by water, that really dictates how the man hunt will be. time and space, does he have a vehicle, he could be further away, if you went on foot, it gets more dangerous, but you can use technology to help separate and try to detect him at a safer distance instead of putting patrol officers and teams compromised. >> cam, what do you make of the fact that it appears that he had an exit plan? these incidents unfortunately are horrific in america, they

happen which is unacceptable and yet real. he had an exit plan, what does that say to you? >> well, erin, as we've covered in so many of these tragedies over the years, a lot of these situations and what the murderer committing suicide or suicide by cop. it's clear at least at the outset that that wasn't his immediate plan. it doesn't mean that he hasn't gone unchallenged shot himself ahead in the quarter, it may be the eventuality that we find in this case. the fact that he fled, didn't stay for a standoff with police, didn't tell him self a mediately on the scene, it's happened so many times, it tells me has the will to live. we don't have a motive yet as to why he went into those places, that will to live means he'll fight against law enforcement if he encounters them. >> tim and rob, stay with me, i want to go to brian todd, he's near the home where card was loan to last the scene, a lot of activity it seems they

returned to the home. brian, we have issues with lighting here but you could see, tell us what you're seeing right now? >> right, karen, the reason why you have issues with lighting is police have come into positions wearing almond told me to turn off our lights, or creating a dangerous situation for law enforcement if we had our lights on. our lights are off, all step away from the camera, what we've just seen is multiple, multiple law enforcement vehicles coming up to the last known address of the suspect, robert card, it's to the left aware the flashing lights are, between the two sets of flashing lights to the left, i know you can't see anything between those two, that's where it is, there's a lot of fbi and law enforcement evidence trucks that have pulled into here. earlier are team witnessed the fbi and other law enforcement approach the house and use flashbacks to enter the house. that is standard procedure according to john miller and josh carroll we, josh campbell,

it's standard procedure at any cases where they try to approach a house and they are not sure whether the suspect might be in there or not. they use flash bags for the shock effect, the speed to get into the house. we after that they wear their processing staff, and then vehicles left and of course now they have just come back. that is what you're seeing. there is someone speaking on a loudspeaker, i can't make out what he is saying. my colleague said that he said, walk outside with your hand up. so,, erin, that's what i can tell you what we're witnessing right now. >> let's keep these pictures up, brian, while you're with us if you can, tim, walk outside with your hands up, flash bangs, they think he's in there right now? >> they think he's somewhere

second floor window of the house they said you're under our russ, come out with your hands up and they've spoken his name. do you have any sense, brian, where you're standing right now, you said multiple, multiple law enforcement is there a ring of them, i know it start, they asked you to -- standing there in the dark. any sense of how many there are? >> we don't really, erin, we know there were several vehicles. i'm trying to make out what he is saying. >> yes, yes. [inaudible] aaron, and they told him to walk outside. and asked if there was anyone else in there.

can somebody help me attach this? >> as we're watching this, cam, anything stand out about how they're handling this right now? >> i can see they have an armored vehicle, i imagine they're using that for cover and the police armrests that aren't in that armored vehicle are using the doors are engine blocks for cover, this guys got an ar, he's gotten affective range of 600 meters, they're well within the range. they have an overwhelming firepower but it doesn't mean you can't harm one of them. they're obviously losing this to cover, calling him out rather than going in after him. this could end up being a long standoff where he make him up quickly, but i doubt very much that anyone will enter the building other than maybe using another armored vehicle to ram the structure we, that's the only way i see it briefing the situation. >> rob, what do you see again,

remind everyone what you're seeing, bleak darkness, the means to the police have asked the media to turn it off. we're listening. >> i've had cases like this. they could've seen something, sent a robot, something in that they're not sure if it's a person. they're gonna talk about like it's a person until they can prove otherwise. they're not gonna go into the house, there's all kinds of reasons not to but they're gonna start using technology, they'll use robots, fly drones in, it's too dangerous right now to put everyone inside. they'll keep talking to him, they'll have dialogue like he is listening and he is in there, even if he's not. but something cute him that they think a person or him isn't there. they're gonna keep talking to him, they have the time, there's no hostages that they know of that they risked their lives to do. >> tom, is there any sense they

would've used something like sensory technology, sorry, go ahead, brian? >> one thing we heard was, i heard an instruction come out, follow my instructions is about one of the law enforcement officer said. he mentioned something about a truck in the driveway, i believe he directed it toward walk out of the driveway, follow the instructions, that's the last thing that we heard but. >> erin, you hear the loudspeaker, yes, i could. >> they're saying anyone in the house, we don't want anyone to get hurt, we don't want to hurt anyone, please come out and walk to the front of the truck, we assume that we can't see the pickup truck or whatever truck is in the driveway. we assume there is one there of course. these were just more instructions for whoever is in that house. >> all right, brian, we're watching this, tim, it sounds from what they're saying, follow my instructions, truck in the driveway, the way that they are talking, it seems very sure that there is someone in there? >> erin, as rob decide whether there is they need to treat it as if he's there and this is the suspect that they are talking to you. any movement in the house could be a curtain blowing, anything that might lead them to believe that someone isn't there, they need to treat it as if it is an armed and dangerous aspect is the person there.

it may be a law enforcement trunk of the driveway, they're asking him to go towards the out, i doubt they have him go towards his own vehicle, there's a vehicle positioned in the driveway and they want him to move towards that, the instructions they will get have is, hands visible, up above your head, come out slowly, they'll have them turn around and walked backwards, lift up his shirt or jacket slowly with his left hand if he's right handed. does it appear -- yesterday. and make sure he isn't carrying a weapon anywhere on him, make sure he doesn't have a suicide was -- having get on his knees or before they approach on while they're still covering themselves from the -- another threat in the house or anyone near the house. they're gonna take this as rob said, very slowly, and there's no taking clock on this if there are no innocence that may be at risk directly around him

forsman has an address of a potential fugitive they will set up surveillance on the location whether it's physical surveillance, electronic surveillance, just in case someone surfaces or they come back. it was curious that we heard the activity earlier today, we didn't see a flurry of law enforcement activity but now is brian has reported, they're going so far as have media kill the lights in order to not illuminate, not put a spotlight on police officers and back light as they're attempting to resolve whatever is taking place here. it shows up we don't know if they got a new piece of intelligence that the suspect maybe there, or i should note, this could be precautionary. we've seen in this era where the fbi s.w.a.t. teams have shifted somewhat, we're used to these past dynamic injury is where they go in, they knock down a door if they have a warrant, that shifted in the last couple of years. or an fbi squad to doing more with a call, call outs, which we're seeing right now.

possible that they have this information already? >> there's different technology can use to see if there is a human type of thing. also, they could've had cellular data that if you still had his phone, something along those lines. there's so many things, they're gonna treat it like he is in there and they're gonna get to a point where after a while, you'll send a robot and maybe a dog, that would be after the robot, like i said you can get drones into the windows, and have night vision, and we can fly drones into the house so that we can look for somebody. there was one case where the subject took one shot and we all thought that he killed himself, he was laying on the floor like he had killed him self, it turns out he was alive and waiting to come in to

ambush him. >> brian, can you see any of the police, i know you said it's hard because of the darkness, to censor state of alertness, readiness to give any kind of gauge of what might be about to happen era? >> you know, we can see the numbers, erin. we know we saw personnel fanning out, there was a field adjacent to the house, we assume that they've surrounded at. one of the drones came down, it may or may not mean anything, we don't get a sense of the sheer numbers, it's so pitch black, all we could see are the vehicles that are at the foot of the driveway and up the street a little bit. again, they're being very patient, very calm in their appeals to person or persons inside their. >> tim clemente, as you look at this, this is obviously his

house, they saw the car at the boat dock, it's a place that's under total surveillance since it happened, if he is in their how do you think he got back in there? >> as rob said, he may have staged a vehicle, the vehicle was found in the river he got into a boat or went into the river, went to foot from there, he could've had another vehicle or stolen a vehicle, donna carjacking, anything is possible at this point. and he could've easily taken himself back to his residents and another alcohol, parked in a block away so it wouldn't be connected to him in any way, or to that location. he could've gone back there to resupply, the fact that they are there again after having done a search warrant or something on the residents early with the flash blank. -- it tells me that they searched the residents and they didn't search every place, or they

went and looking for evidence that may have supported his act, and then something alerted them to the fact that he may have returned after they were there, that's also a possibility he could have been hiding in the woods, they get a search warrant executed from the house, found evidence, left the residents when they were gone, return to the house then. >> brian, i hear helicopter or is that a drone, i can see the light in your shot to. >> yeah, there is a helicopter that is flying now nearby, crossing into the area where the personnel are, there are two drones that have been launched into the air, one of them is descending but, yeah, they're both up and they're both moving around. there does seem to be movement there but i, kindly don't want to read too much into it.

it could be for their own positioning to see if they can get a look at anyone who may be narrow window or something. the chopper move past the area. >> it's interesting, erin, the person on the megaphone i would say every 20 to 30 seconds would say in appeal to the person inside. we haven't heard the person on the megaphone for several minutes. and of course we don't know what that means. >> josh, we're looking at the spotlight that has steadily been on the one window of the house. we can see the drones, anyone watching the drones are those red dots, each of the drones are two red dots, one of them is invisible at least from my view of what we're looking at. one of them, what do you see

here, josh, when you see these drones going up at this is obviously happening in complete darkness now? >> it's so interesting, erin, we've been covering the man hunt over 24 hours, up into this point we've been discussing how the cover of darkness provides benefit to the suspect. obviously, the man hunt went overnight making it difficult for law enforcement. we really start to see the resources come in, flatten earnest during the daylight as they were doing graded searches. if it turns out the individual is in this house, interestingly, it could shift the benefit now to law enforcement. there are a number of different ways that the fbi another tactical teams, and number of pieces of technology which i won't get into much detail, they can use to determine whether there is a person in their under the cover of darkness that allows authorities to get closer to that residents without being spotted. we've been talking about since the reporting from last night,

this is someone with tactical proficiency, a four far former firearms instructor, according to law enforcement sources it's been a concern, even if they came across some somewhat that amount of accuracy could pose a deadly threat to those officers searching for an even from a distance. but here under the cover of darkness, allstate what we don't know, if there is someone in this house that turns out to be the case, we could start to see a shift, how the cover of darkness can benefit law enforcement. the final thing i'll point out, erin, we're seeing because it's dark more limited in the number of police assets we can say. this is somewhat of a rural area. if police have, if they're confident enough that they've surrounded the area you're not gonna continue to see pouring resources in, a diminishing return, if they have the perimeter lockdown we may not see exactly what they're doing as they make an approach, it appears the light may have gone out or maybe the shot there.

time is on their side if they believe this individual is in the house. all stipulate as we said before, it is not unusual for law enforcement if they get attempt that someone is in a location or this is precautionary. they still go through the same safety procedures to make a call out, even if there isn't a person in there. they're trying to go through all the steps to rule this out, no need to rush and if there isn't eminent nate danger. >> brian, they did appear from the picture that you in the photojournalists team have taken the spotlight off of that window, is that the case? >> yeah, erin, we believe they have, it's hard to make out to be honest, they have shifted the spotlight, i can see something over there that looks like a spotlight, i'm not sure what it is. we actually, i can see the

spotlight shifting right now, it's on a tree, and it seems to be on part of the house, there is a chopper flying nearby and a drone. the drone is not airborne, now it is, it's getting up there. but they have clearly shifted the spotlight, aaron. we don't know what that means. >> all right, we're watching this, we're obviously not going anywhere, casey jordan joins the conversation, a profile. casey, you see this, the point that's made in clear here, they believe he may be in there, they may know for sure isn't there, they made to be doing this because it's possibilities in there and they have a tap, but they're not 100 percent sure. what is it say to you if he is indeed after all of this, evading laufman to 24 hours and imminent after he killed 18

people, willing to callum anymore, would've gone possibly back to his home which is what we're looking at right now. >> it's fascinating to me, erin, that they are there now, 24 hours later, once they had the identity of the shooter yesterday they would've gone to that house. if he would've gotten inside, swept, it looked for him there. the idea that they're back 24 hours later really may suggest that he returned there or perhaps he was hiding there and they didn't detect in the first time around. i have a hard time believing that. but were fascinated by the white suv that was left by the boat on because increasingly that could be a red herring. i heard a rumor that's family said his boat was missing, it's almost like was he trying to make law enforcement think he had escaped in about, on down the river, gone to see, we have the coast guard surging, when in fact with the recent

activity, air, and it looks like he's been hiding in plain sight. we do know it can mean nothing, it could be as someone suggested with this fantastic reporting, the shifting of a shadow, shutter of occurred and, they're not going to stop until they ruled out every possibility that he's in there. as everyone pointed out, we have time on our side, unless they believe there is a living hostage inside there going to wait, continue making demands from whoever's inside to come outside, with their hands up, promise their safety is insured and guaranteed if they come out and cooperate. the shifting of the light, different windows to different places in the house, it makes me wonder if they do see some sign of activity inside. this is all unfolding in realtime, the psychology of the shooter is a big question mark of course because we learned today that a note had been left, we don't know the contents of the note, perhaps there was something in the know that they discovered that took them back

before can you piece together what could be happening? >> sure, i, erin, disagree with one thing josh campbell side, we own the night, we the federal agency, the fbi have the technology to own the night. it may be that they turned off the spotlight because illuminated the window for the naked eye to see, but if they're using night vision tech knowledge-y, infrared, for something, drones on the vehicles are individual persons that are there, they can see more if the natural light isn't overwhelming them. it may be that there is movement they want to look forward, particularly with jones or a helicopter above. the fbi choppers have a great deal of technology, a lot of classified that's used for national security cases. the technology could be a play right now and it gives law enforcement a tremendous advantage over any individual anywhere. >> we did hear helicopters,

we're seeing drowns, i, gannon as you're looking at the screen when you see -- each of them having to red dots. we saw for. now that you can see the spotlight, that's the home on the left side of the screen, it's partially illuminated below where the light is cutting off what some sort of shadow. it's the window that have been illuminated. josh, as we look at this is there anything you can tell us about the type of drone and technology they could be using here? and what it could be telling them, sorry, tim, do you know anything about that? >> i'm sorry, erin, i didn't hero the full question what technology they're using? >> i was asking about the drone specifically, i was describing them to any watching, the drones are two red lights, we saw two drones, for red lights, i don't know where they are right now but what those drones may be equipped with are able to do?

>> i am imagine they have cameras, most likely an infrared camera that can see in the dark. they may have other forward looking infrared, there is a vast array of different levels of infrared technology and thermal imagery that can be used, and used on a drone. it gives them the ability if they feel if the spotlight moves towards the trays, maybe there's movement in the woods where they heard something in the woods, the fact that they heard something maybe why they're not speaking on the loudspeaker anymore, they want to be able to monitor the sounds in the woods more closely to see if there is movement there. having infrared, thermal imagery technology allows them to reheat the source, it could be a suspect or an animal, the temperature imagery of a large animal, warm animal, and a human being are similar. the more advanced technology will be able to identify the personally more than a simple infrared image. >> brian todd, i know you're

what we've heard over the loudspeaker, conveyed to anyone that maybe inside the homeless, follow my instructions come to the truck outside the driveway, walk out, put your hands up in the air, we know this may be intimidating for you, you won't be heard if you come outside, those sorts of messages repeatedly. but it's been as brian said about 15 minutes or so since we heard that lap last over the loudspeaker. >> we've been waiting and watching with baited breath to see if someone comes out. i'm not the expert on the strategy, you'll have to go back to josh, tim, and rob on this, it does appear to me that they are shifting strategies or that they have shifted around the other side of the house to turn the lights off because they are trying to use a tactic to get inside oversee inside more clearly. they convey completely a means

of sucking out who maybe inside by switching tactics, taking the spotlight outside the house, trying to make them relax and lower their guard a little bit for what could be the next stage of this. i do agree, they're not gonna risk a life and limb to go crashing through the front door knowing a man with an ar-15 maybe inside. technology, time are on our side here, this could take hours, this could take hours. they do take everything that is happening and process it, analyze, that and come up with a next step. there is a textbook way of handling these things but it's a bit like a flow chart as things happen, or don't happen, they may move on to another option or opportunity for what is the best strategy next. you need to think fast on your feet, you need to take on it all the variables, it's quite amazing you get to witness this. >> it certainly is. josh campbell, former fbi

special agent reporting on this, josh, what are you learning right now? >> we're hearing from the main department of public safety spokesperson, they're saying they're not positive that robert card's in this house, they're doing due diligence what we've been saying all along, there's no 100% indication that the suspect is there. if they got any type of indication through intelligence, or through some other means from an individual, witness, they can launch resources and short order. according to authorities in maine, they're not positive that he is day, they're doing their due diligence, it's important to point out that we've been saying throughout the evening this area is some raw role, they have plenty of assets they can lodge in and around the area, all repeat what i was saying earlier about last night authorities who were there on the ground, they were analyzing this from afar, authorities on the ground were saying it was difficult for them in the evening when the

suspect was on the run. if you get him located in a particular place like this, authorities have a lot more leeway in how they bring assets toward the residents. they're doing all of that due diligence right now, we saw the launching of drones, other technology that can easily move in to location. as i mentioned earlier, i was saying throughout the day since we had those flash bangs, don't read too much into that, law enforcement will take particular precautions, particularly we've seen incidences where they go to arrest someone, someone who's violent, someone who may have experienced a firearm proficiency, or incendiary devices to be on the lookout for that suspect. or behind the traps for example, authorities are conservative in how they make the entry, it doesn't mean there's someone inside, the steps they need to go through. final point here, time is on the side of the authorities we need to keep saying that, we need to know what this says, we'll see resolution there are

all right. you are looking live at obviously what appears to be a dark screen, but this is the home of robert card in bowdoin, maine. there has been a mass law enforcement presence surrounding that home. obviously, hugely significant that after a statewide search, warnings all the way up in canada. search for the coast guard and the water, they are now back around his home. they have been instructing anyone inside over a loud

speaker to come out with their hands up. they have been given these instructions repeatedly. this all started two or three minutes past 7:00 eastern time. and then there is that red there is a drone going up. the instruction on a loudspeaker continued fobber 15 or 20 minutes, but we haven't heard any of those since there had been a spotlight, but right now the house is not illuminated. it is in darkness. brian todd is in this picture right on the side looking at this darkness. i know they had instructed all the media to turn off their lights, that this could interfere with any action of what's going on there. brian, what are you seeing right snow. >> so, erin, we have seen movement of a vehicle. and i have to be very careful not to be specific about what we've seen that vehicle do. but again, i have to stress, it does not seem to be moving with urgency. a vehicle has moved. as you mentioned, the spotlight has been shifting. we don't see the spotlight trained on any particular thing,

but there is some kind of an illumination of a tree or something next to the house. so there has been movement. there are air assets in the air. buzzing around this area. and we don't want to give too many specifics about those either. they seem to be drones that are positioning themselves at various times. and that's what i can tell you right now. and again, i think a very important point to mention here is we've not heard dialogue from law enforcement officer on that loudspeaker who was trying to communicate with whoever was inside, maybe inside. we have not heard any dialogue, any commands, any pleas for probably more than 30 minutes now. >> yes. and brian, as you're speaking, i want everyone to understand, it may have been jarring to some viewers that the shot seemed to change. you saw the lightness of the sky above the tree line. i just want to be clear, our

shimon prokupecz is at a different angle, a different team look at the house. you can see the illumination of the tree. that's probably shimon's head there. illumination of the tree, and back to where brian todd is standing much closer, as they are describing it. so, brian, you say the description right now is that there hasn't been any urgency in terms of the movement, but that that spotlight is still shifting. to remind anyone, tell anyone just joining, that spotlight had been on the actual house, which is right in the center of that darkness, illuminating very clearly one window. >> that's right. and you got the impression when they had that window illuminated, erin, that they -- and at that same time, they were communicating with someone who could have been inside. they were giving commands and pleas and appeals for the person to come out with their hands in the air with nothing in their hands, saying they could guarantee their safety. they said they could understand

this could be intimidating for them, but they needed to person to come out with nothing in their hands and walk to the front of a truck in the driveway and follow instructions. those were some of the things that we heard a law enforcement officer on a loudspeaker say while that spotlight was trained on the front of the house. the spotlight, as you mentioned, have been shifting. vehicles have been shifting. air assets like drones have been moving around and positioning. you know, putting it all together, it just seems like they are trying to, number one, be patient with whatever they're doing and not endanger anybody. but also, to possibly position assets so that they can get a better look or feel for what is inside that house. >> pamela brown joins us now, our chief investigative correspondent. pamela, what are you learning? >> well, erin, my colleague evan perez is getting some information from law enforcement officials who says that

investigators detected something inside or near the home which prompted the activity we are currently seeing. they don't know, you know, what or who it is in terms of what could be going on inside that home. but clearly, as we've been reporting, police were there earlier today. they have returned, and they're very focused on the home right now. they're using all kinds of different technology, as we've been talking about, to try to sort out what could be going on. as you've been pointing out, erin, there is technology like heat sensor technology. they have robots. they have all sorts of tools at their disposal that they're using right now at nightfall as they try to find the suspect. but according to my colleague evan perez, they did detect something inside or near the home. of course, it is worth noting, though, as we've been talking, this home would also be under surveillance by law enforcement throughout the day. so it does raise the question of if the suspect is back in the home, how would that happen? we also are hearing from other officials that they're just doing their due diligence, that

they don't have any guarantees the suspect is inside the home, but they're doing their due diligence. this hour, all we know, erin, is the suspect remains on the loose and not in custody of police. >> right. and brian todd, just to emphasize, as we see the lights go on and off, this is his home. they have had a statewide search. so the fact that they're returning to this, would to many seem unusual. it would almost seem the first place you would check and clear. >> right, erin. we have to emphasize a few hours ago they were here and there were flash-bangs, and they seem to have been approaching the house at least and trying to go inside and gather evidence. and then they very calmly left the scene. i can tell you now that i'm seeing other things shift, which you're probably viewing right now. there are other assets moving around. there is a vehicle moving i'm

warrant announcements when executing a warrant to ensure safety of all involved. so keying on that word, "standard search warrant announcements," they continue to say it is not known whether robert card is in any of the homes that are currently being searched. law enforcement doing their due diligence by tracking down every lead in an effort to locate him. so, again, what we've been saying, whether he is there or whether he is not, they go through the same process. authorities going out of their way to say just because we're seeing this, just because we're hearing this doesn't mean he is there. they're following all these tips as this manhunt continues, not just where we're looking at on our screen, but across this large area, erin. >> and tim, this is what you've been saying. they don't know whether he is there or not. what does that signify to you, that you would be putting this much into one specific spot. in the reality, of course, it is possible this individual is here or actually somewhere very far away. >> well, erin, what i just saw the movement in brian's camera

image was a lbearcat armored vehicle. they control the armored market. that was a heavily armored personnel carrier. it has a battering ram attachment on the front you saw stick out from the front of the vehicle. it also has a gas injection device that allows them to puncture through the outside of the structure, insert gas into the building, and my guess would be that's the next step. there is a possibility he is in there, they want to control him. they're giving him the opportunity to come out. he didn't take advantage of that opportunity. now rather than breaching the building, they will breach the building and inject cs gas into the building, forcing him to come out. if he is in there, he'll come out one way or another, or he will die inside there. but i think that's what their next move is. >> that is incredible to watch, as you point at that vehicle to the right of your screen, the one tim is referring to with the battering ram on the front.
