>> today, house speaker mike johnson shot go to work with a smaller republican majority than the already slim one he had yesterday. it now stands at a mere six seats after democrats flipped the vacancy he left behind by disgraced former republican congressman george santos. so how tight are these margins and what are the implications yesterday, the republicans historic impeachment of homeland security secretary alejandro mayorkas passed by he is single vote. >> today. those speaker johnson and other republicans downplayed the consequences of this democratic pickup, making it clear they still will not play ball on that latest bipartisan senate bill that they have the option to look at. cnn's lauren fox is tracking all of us from capitol hill. lauren, what are you hearing today from republicans? >> yeah. essentially, they're casting blame on a series of different factors related to this new york special election

to turnout the day of the election. they argue that they were unable to make up ground for that reason, you but also are hearing from some republicans who are casting blame pointing fingers at their republican colleagues who worked to oust george santos saying that was a mistake because santos was a reliable republican vote. i think one of the key questions moving forward is how does this narrow majority affect legislation? if you look down the pipe, what you have coming up is a spending deadline that's a bill that republicans and democrats are going to have to work together on. but you also have looming questions like, what does this mean for republicans effort to try and impeach president biden this is a very, very narrow majority and you already are seeing a lot of republicans uncomfortable well with the idea of moving forward with something like that. i

think that is the question moving ahead. and it certainly is going to be difficult for republicans to put up controversial issues and then rely on all of their members to be unified. because as we've seen over the course of the last several months republican unity sometimes it's really hard to find, it's especially hard when you have such a thin majority, which speaker johnson is working with boris, the more and as for the impeachment of secretary mayorkas from the beginning, it seemed largely symbolic because the senate isn't really going to take this up, are they? >> well, the senate is going to have to do something with it precisely what that looks like still remains to be seen. we expect that when they get back from the break, they will receive those articles of impeachment from the house of representatives. then it's really an open question precisely how they proceed. >> one >> of their options as they could move too quickly dismiss this, that would obviously save them from a drawn-out trial. certainly senate democrats are

it seems the trump campaign is now trying to downplay. what seemed like an invasion petition from the former president >> they are i think down pipe, but they're also not shying away from some of these comments you heard donald trump himself doubled down on what he said on truth, soc arguing that he's made nato stronger. he's been pushing them to pay up and meet their spending obligations you do see his campaign and other allies trying to downplay this as well. they're saying, look, you have to take donald trump seriously, but not literally. and i think it's really interesting to see how the party has been rallying around him in light of these comments, arguing you know, you heard the top republican on the senate foreign relations committee, marco rubio saying that this is zero concern. you heard lynda the graham, another top republican on that committee, arguing that this is donald trump being trump, and that he's never invaded another country before. this is his way of just trying to get these nato member countries to pay enough. but i do think there's a lot of concern within the party, but again, you're seeing

his republican allies, particularly those on the hill, contained you to rally around him. it's similar to those comments he made about nikki haley's husband. a lot of people obviously very frustrated, concerned about those comments, him going after a man who was deployed currently in africa, but donald trump continued to double down on that on social media. he's argued that nikki is an imbalance erin or nikki haley is an embarrassment to her husband that he should come back and help her campaign again, just really not shying away from that very incendiary rhetoric. and when it comes to nikki haley, i do just want to point out for some brianna that donald trump and his team are very competent about how he's going to perform in south carolina. he's got to be here tonight there's a big crowd expected. they do think they're going to win that primary by big margins, but it's very clear that nikki haley's continuing to get under his skin. he's been very frustrated by her refusing to drop out. he does see her as standing in the way of him

becoming the republican nominee, something that he wants to do as soon as possible. and you're seeing that play out in his rhetoric on the campaign trail in congressman trump's advisers are characterizing the nato comments of trump is off the cuff remarks. and yet, i don't think that that's how many nato countries are seeing it. i don't think that's how many people inside of the eu west who had been following trump are seeing and how do you see it >> no. i mean, yeah. talk to cup >> everything he says is off the cuff. it's not thought through. it's all about him. and so at a moment he was feeling somehow offended. it's like when you put nikki haley's husband up against him, he feels like much less oh, man, so he has to lash out at him. and this is just what he actually look all i have to do is say what is the reaction in our nato allies where it matters? and it's important to remind people. the only time article five, which is the mutual defense treaty, was ever

invoked by nato, was for us after 911 i've been in it led to a 20 year commitment by nato to afghanistan on behalf of the united states to fight terror if you look at what our european allies are saying, this is freaking them out, not because now they're going to be called to account for their 2%. europe has actually been drastically increasing defense spending even at a rake or equal to or greater than the united states but you look at how this is being celebrated in the russian media ecosystem. the state controlled media ecosystem. it's being celebrated. the only thing that prevents nato and russia from going to war is russia's belief that the article five the treaty will be a vague, and that's the reason he doesn't attack nato countries. so this creates a people tried to pretend that donald trump is some anti-war guy. the truth is, he is a war monger in how he speaking because he makes more far more likely just by his comments bakari, i'm

curious to get your perspective on something related to what the former congressman is laying out here. nikki haley is now slamming trump for mocking her husband, who's deployed overseas. her super pac came out with an ad laying out some of trump's comments historically about veterans. let's listen to a portion of it. >> another trump did it again, this time attacking nikki haley's husband. >> what happened to her husband? where is he's gotten it's a sick pattern visiting military graves and saying, i don't get it. what was in it for them? calling dead soldiers suckers? and losers donald trump's sick or clueless, it's time to turn the page >> yet it doesn't seem to move the needle within the party. bakari well, it doesn't move the needle because the person who said it still will vote for donald trump. >> i mean, look, >> you have to have some level afforded to nikki haley asked the question, who's going to

vote for someone if they get convicted of any of these felonies, an indictment of donald trump's accused up. in fact, she's already said out of her own mouth he would vote for him. and so you had these people, particularly on the right side of the aisle, who play these political games, who tried to mislead or in this case, not lead the american public. and it just doesn't work. we know that donald trump doesn't have respect for our military. we know he does not have respect for pows we've seen him in seoul, john mccain, we've seen him in so individuals and military gravesites and burials. we've seen him in. so michael haley, who's actually deployed overseas. this is not new. in fact, the flip and comments he made about our nato allies, this is not new. there's nothing that donald trump says that will be new or something type of newly inflammatory rhetoric. all of these things, he has beaten that horse to death but the question is whether or not the american public wants to double back whether or not they want to be browbeat by this rhetoric again

and again in this chaos again and again. or if they're exhausted from it, i bet they're exhausted from it and want some of the normalcy that was or is joe biden. and so that's what we're looking at. and when you have a great ad like this, that nikki haley super pac put out, all you have to do is look at the candidate in the candidate still going to vote for donald trump? so the ad, the ad don't mean a whole lot of nothing >> congressman, you're a veteran. i wonder what you think about this episode >> get sick, it's just it's just again the only thing i can figure in trying to get in donald trump's mind is he obviously has no self-esteem. let's be clear about that in his brash loudness and attacking people is actually an outflow of the fact that he has no self-esteem and i don't celebrate saying that i wish he did have self-esteem >> but when you put people that would be willing to get, think about this >> give your wife. we call giving your life the ultimate sacrifice. but i think sometimes we glaze over that

he, he slammed the republican congressional candidate mazi philip essentially saying that she wasn't maga enough and that's why she lost what do you make of him making that statement >> look, we've heard that type of rhetoric from donald trump before. i think new york was obviously a different type of race, a different district. of course, you had tom, susie who had run in before he had great name id, but a lot of republicans, i should say in congress has lauren fox pointed out earlier, downplaying that and playing up just the dynamics of that race. but look, donald trump very much does believe that his endorsement, kairys, a lot of weight that those who back him are more successful. and then on the other side of that, you have a lot of republicans who note that in 2022, a lot of republicans did not win their races including trump backed republican candidates. and so i think that is definitely a concern for a lot of people looking forward to this election. if donald trump is on

story. this video appearing to show major damage that ukraine has done to russia's navy. ukrainians say that they're footage here, captures today's sinking of a russian warship, the caesar kunikov, just off of crimea. the military says the worship and these other vessels are among 26 that ukraine has taken down claiming their forces have disabled one-third of russia's black sea fleet. today's attack, according to officials, was carried out by sea drone, which have been critical since ukraine has no navy navy, and yet taking out it says one-third of the black sea fleet, the kremlin not commenting on today's incident and cnn cannot verify ukraine's account. let's turn now to retired army lieutenant general mark hertling. he's a former commander of the us army, europe and the seventh army. he is a cnn military analyst as well. put this into perspective for us if you would, general ukraine saying it's destroyed one-third of the black sea fleet. how

significant is that overall, when we know that things have really stalled out on the battleground yeah grant i'll do my best is an army guy commenting on maybe operations. but when we're talking about the black sea fleet, that is the pride of the russian navy. and as ukrainians have said, they've destroyed i heard 25. you just said 26, but they also said they have put out of action with need for repair garden additional 15 the black sea fleet has about 80 ships. and since the start of this conflict, the ones that ukraine has said, obviously early on, the muska, the one today that clinic cough the gornyak, the minsk all troop carrying large, very large troop carrying ships, which are important the black sea, because there are other countries that russia tries to influence with potential attacks, but they've also sought the rostov-on don, a submarine, tug boats, missile carriers and cruisers, a corvette. so these are not

small vessels that ukrainian let's call them the ukrainian navy. they're actually unmanned vehicles. unmanned ships have been sinking, but this is a significant effect. all of these boats and ships are going to cost in the hundreds of millions of dollars. so they've taken out quite a bit of russia capability on the black sea. >> yeah, and let's put up, we have a map of the black so we can look at this. i mean, you called it the navy, but you hesitate because to borrow a term from my colleague, alex marquardt, these are kind of like souped up jetskis. i mean, this is like a fleet of commercially available. these are not these are not military souped up jetskis. these are commercially repurposed vehicles that are being used in groups to take on these ships. >> but what >> is the objective? what does this achieve when they do this?

>> it does a couple of things. first of all, it affects the russians ability to resupply in the area. again, the shift, the kunichoff that was hit this morning, it has a crew of 87, but it also carries things like troop formations, hundreds of troops vehicles supplies, equipment, well for ukraine can affect the logistics capability of the russian navy to resupply by c, it's a significant advantage, but secondly, it's just screwing with truthfully that the russian capability to have affects on land because he ships dock somewhere and they support them. but it's also confounding the russian navy in this body of water, what they call their russian lake. what's interesting though, is it will affect other countries in the area when you take a look at the boundaries of the black sea, you have romania, bulgaria, moldova, ukraine, turkey, and russia has said that there's limited number of ships they can come into these

waters not so fast. the other thing is ukraine is doing this with, as you said, a ship that's a little bit bigger than a jetski, it's about the size of a c do filled with 500 kilograms of ammunition that can blow a large hole in a ship. ukrainians are not the first ones to do this but they have perfected it a gap at it by putting these ships under the control of remotely piloted capabilities from the shore, traveling a couple of hundred miles, they hit these ships. and what's most interesting to me his in many of the cases, the russian navy has not attempted to defend themselves against these ships yes, we see us ships in the red sea and the gulf of aden defending themselves against a radian remotely piloted vehicles. it doesn't seem like russia has been capable of shooting these ships out of the water, which is pretty significant. >> yeah, it's it's pretty strange stuff. and i wonder because the benefit here is

they don't have the russian threat to their commerce as close as it was before. so that's something that the ukrainians can continue to do. they can continue to ship grain and the like out into the black sea i wonder though, if this also does this send a message and maybe it doesn't. but i wonder if this ends a message to allies here in the us as aid for ukraine is hung up. this is ukraine saying, look we're doing what we can with what we have, but we need more. does it send any message that is heard here >> it's my belief that certainly does. it has sending that message that, hey, we're still fighting, we're trying to survive. we are using adaptability and these kind of inexpensive and expensive pieces of equipment to continue to inflict damage on the russia, you should support us. but the other thing i'd say brown, i'd go one step further and to say this is helping

ukraine pause the gap. >> and >> what i mean by that is they are trying to bridge when the west is giving them their equipment versus the future. and when they might start receiving it again, if there's a delay and continuing to equip the land force, the things that are required from for maneuver, and to retake ground versus just blow things up at sea. this will be a good strategy to just delay and begged for more space for the hi, until they get new manufacturing plants up within ukraine new ammunition and pieces of equipment from the west. this is a bridging strategy in my view, from the ukrainian government. >> how is ukraine's military getting by overall, we've heard of course word that they're running out of artillery, they're running out from bullets there on the front lines. what does this mean for their objectives >> yeah, it's fascinating brown. as you know, i've been watching this from the very

beginning and there were some very good victories early on. it has slowed a little bit. i still think, and still no, that ukrainian forces are fighting very vehemently when with a lot of energy against the russians. but they had been depleted in terms of their ammunition and their personnel. and they were throwing a lot of things together, new equipment, new forces on the battlefield against the russian force. it seemingly should have been prepared. but truthfully, because russia's forces were so bad early on, they ukraine was able to take an advantage. >> now, >> it's, it's paused because ukraine is trying to get new mobilization of forces improved maneuver capabilities with new aspects, more ammunition. they're asking for everything. they literally have to to get everything on the ground because the key purpose, remember, is not necessarily to blow up ships on the black sea. that certainly helps from a logistics standpoint, but their

that the laundries knew about their daughter's murder, but kept it a secret. cnn's jean casarez has reviewed the filings. jean, what did they reveal >> it's very interesting to look at the facts, what they are alleging under oath, and also their state of mind. this is a civil case is going to trial in may. and as part of that civil case, they take depositions of the parties and they have been released he's now publicly these are the depositions that i'm going to read from from christopher laundry, roberta laundrie. so it's august 29. and conceivably, the couple is still in the grand tetons and wyoming. gabby's mother had heard from a couple of days before didn't hear from her right at that time period. one more texts the following day, but they think it was false that they don't think it was gavi. but there's was a phone call from brian to his mother that day. they talked for almost an hour at the very andy just sounded frantic, so they hung up the phone and she told her husband, christopher call him up. he what's going on and

here's christopher laundry under oath. he says, quote i asked him, you know, how is he doing? and he, you know, he was not calm. and he got very excited and told me things have gabby's gone and he got very frantic. everything was frantic and quick. another part of the deposition, he said he didn't know what to do. he said, you know, can you help me? you know, any might need a lawyer and then finally, i asked him again and he just said just helped me and then roberta laundrie in her deposition was asked once she had heard this new about this, what were her thoughts? here's what she said under oath. quote, a lot of things cross my mind. and one of them was that maybe they got an a fight light and maybe she's going to press charges against him for maybe he hit her or something the attorney then asked, but the fact that maybe he murdered her went through your mind, didn't it?

this? >> well, this is a civil case and a couple of things. the laundries have just filed motions for summary judgments. they want to get rid of this case. there were some settlement notice of a settlement proposal from the laundries, didn't go anywhere last fall. so now they want to have a summary judgment case over done and then there's a mediation conference in a couple of weeks which will be interesting, but the petito's have filed this. they have remained strong, steadfast because they want answers. and i think in their mind they believe this civil case is what can bring them justice. >> so awful the details in their gene. thank you for taking us through that. we do appreciate it for us. >> thank in a new court filing, new jersey, senator bob menendez, his wife, nadine, was allegedly given a diamond engagement ring that's part of what prosecutors claim is an extensive list of bribes the

couple received in exchange for the senator's influence. menendez, his wife, and three co-defendants have all pleaded not guilty. cnn's kara scannell joins us now, live. so kara walk us through what's in these filings yeah, boris. so a new detail here, a new element of >> this bribery scheme and that menendez, his wife, had received a diamond engagement ring. so prosecutors are saying that this was a part of the bribe where if menendez, his wife would have received this diamond ring and the luxury mercedes-benz convertible menendez was going to help now a criminal case involving car insurance fraud of somebody who is not even attached to the scheme, as we currently know it, according to prosecutors, though menendez was swindled as part of this because he was supposed the businessman was supposed to buy a diamond engagement ring worth $35,000 instead, what a diamond ring worth 12,000? some dollars and nadine menendez later found out about that when she brought the ring to a jeweler. now, this is all coming out because menendez

is trying to suppress the evidence that was that was obtained through search warrants. menendez homes in dc and new jersey. that was the gold bars, the cash stuffed, and menendez's jacket, and other material girls that they found. they're trying to suppress that, saying that prosecutors hid information from the judges who signed off on the search warrants. why we're seeing this material now, is that prosecutors saying no, this is what the judges were told. there was probable cause to search these houses. this is all part of an aggressive defense being mounted by menendez. he has pleaded not guilty to these charges as his everyone now housed in the case, he's also trying to sever his case from any of the other defendants, in particular his wife because he is trying to say that in order for him to testify in his own defense at the trial, he can't reveal marital communications that are usually protected and prosecutors are opposing that. menendez also wants to have this case moved to new jersey jersey, saying it should be new jersey residents who decide the fate of their senior senator, not new york city residents.

allegations of kidnapping he says he is going to govern for all the people of indonesia. >> brianna as we are heading into a highly polarizing election season, the us marshall service is warning that there has been a surge in threats against federal judges and prosecutors. authorities say the rate of threats has more than doubled in just the last three year's, cnn justice correspondent jessica schneider is joining us now with more details on this. you're the director of the us marshall service testifying on capitol hill today. and this was pretty alarming what we heard. yeah. i mean, he really spelled it out saying that we're seeing this rapid rise in threats. this came from the marshals director ronald davis and he put the numbers out there. i mean, you can see them. it was 224 threats in 2021, then more than doubling over the past three years to 457 threats. members of congress really spelled out the details, the specifics of these threats. it was just in july that the chief justice of the supreme court, john roberts he received a threatening voice

message. the man responsible for that has since pleaded guilty, and then there's been a number of threats related to judges that are overseeing some of the former president donald trump, his criminal and civil cases. we saw a texas woman who left three threatening voicemail messages for the federal judge, overseeing the classified documents case down in florida. she recently got three years in prison, and then other judges who are overseeing various cases involving the former president. they have also received threats. judges in colorado who issued that decision out of the colorado supreme court, taking donald trump off the ballot. there sure. also threats to judges in new york and here in washington dc. so the director of the us marshall service, he spelled it out a little bit more. here's what he was saying >> i must stay in stark terms that the current and evolving threat environment facing the judiciary constitutes a substantial risks to our democracy >> and you know, brianna, as a

result of this, many of these judges have been receiving increased security. and another thing that the director said he said it's not just these specific threats and voice messages or in writing or in phone calls. it's also just the general threats on social media. those have increased. so while they might not be targeting a specific judge, there's still alarm over that, too, because the rhetoric online has this become, in some senses, very violent as well? >> do they need more protection? we've seen certain efforts, but it seems to be more of a state-by-state basis to address this. but do they need more protection? >> well, that might be an issue for congress to take up the last time we really saw a congress act was in 2022 when they pass that bill restricting the information that the public can get online about various judges. that was after that violent attack on the judge in new jersey. it ended up killing her son. so yes, probably congress needs to do more more on that. might've been part of the aim of having the director of the us marshall service testified today
