give so much to our country so the bible teaches us whatever you do, work at it with all your heart. as if you were working for the lord and everything she did. sheila jackson lee worked with all her heart as a member of the united states senate and the congressional black caucus, i had the honor to work directly with sheila on many issues over the years and to observe firsthand her leadership and she truly was a force of nature when it came to her constituents, there was no task too big or too small for the congresswoman. if it needed to be done, she made sure it was done and done right? when it came to crafting policy there was no detail to minor or points of order to obscure it needed to be understood. the

congresswoman make sure would make sure everyone understood it and understood it well and used it to the benefit of the people she served to know her was to marvel at her mastery of the legislative process we were talking about it backstage, sheila jackson lee was one of those smartest and most strategic legislators in washington dc and i will say and we all who have worked with her and had the blessing of work with her know. she was also one of the most unrelenting as those of us who were her colleagues can attest there was never a trite or trivial conversation with sheila jackson lee now, there were times i will admit if i saw her walking down the hall i

would almost want to hide because in knew whatever else may be on my mind sheila jackson lee would require a very serious and specific conversation with you about what she had on her mind and then she would tell you exactly what she needed you to do to help her get it done and sheila jackson lee she never lost an opportunity to fight for the people she's served. and her fight her fight was born out of love. she had a big, big heart very few people have loved the people of houston more than sheila jackson, lee in the community. she was ubiquitous and omnipresent what was the

funerals and memorial services, or the birthday parties are block parties? she's celebrated with the people she mourned with the people she stood with the people always and you may not know, but sheila and doug, my husband, struck up a fast friendship in recent years and they did a number of events together, including with the jewish community here in houston because sheila, of course, was also a coalition builder and she fought for everybody knowing that the vast majority of us have so much more in common than what separates us and as folks in this city can attest, if you were having trouble getting your va benefits or your social security or if a family member had an issue with their visa,

you called the congresswoman even if you did not live in her district in fact, i suspect she gave nearly every person here herself phone number at one time or another and when you called sheila jackson, lee would always find a way to help even if she needed to get a little creative as some of you may remember, a number of years ago, the city of houston faced a budget shortfall. >> and to save money, decided to close a number of public pools in the middle of an historic heat wave well, sheila jackson lee, one hand in that and so she called around as the story goes two business leaders across houston and convince them to donate more than 300 $350,000. and those pools then

stayed open. all summer long the congresswoman was a leader for houston and she was a national leader. she was a national leader she touched the lives of pupil all over our country as a champion for women's rights. she helped reauthorize the violence against women act as a fighter for lgbtq rights, for support helped repealed, don't ask, don't tell as a lifelong advocate for our nation's children, she founded the congressional children's caucus. and as a leader who believed deeply that america's true and full history must be acknowledged and honored. it was sheila jackson lee, who's bill make, juneteenth, a federal holiday the united states senator i was proud to co-sponsor. and then as

with. they were both members and in her eulogy said, she said that sheila jackson lee had been a great friend to both her and her husband, second gentleman, doug emhoff, know she used these remarks to really prays yes and leaves a legacy here in the state of texas and nationwide. she said that she was a champion for justice. harris also talked about how smart and relentless of a legislator she was working for her district here in texas. of course, she has been an advocate for progressive issues here's as well as black americans in the country. sheila jackson lee was among those working on that legislation to make juneteenth a federal holiday. that is something that president biden signed into hello. during his time in office. now, for vice president kamalaharris, was also an interesting view into the role that she can play as consoler in chief. that is something we have often seen president biden step into. and it's something that she could also have to adopt, especially issue if she is elected in

>> finally, this proposal by the russians, i'm told in mid-july that was conveyed to the u.s. intelligence community. just a few weeks ago. and this took so many twists and turns earns boris and brianna. what was made clear, i was told in november of 2023, so almost a year ago, was that the russians would not accept any deal without vadim krasikov, that fsb colonel who carried out that assassination of a chechen in berlin the u.s. i. tried all different kinds of combinations to have a deal in which they would in which russia would get back a couple of their spies from other countries, the u.s. would get it back. gershkovich and paul whelan, that wasn't going to happen according to the russians. so that discussions continued throughout this year the name election navalny was floated. of course, the biggest russian opposition figure he was in russian custody. the germans wanted him out. so that was being discussed, but then he died in russian prison in

february. so then the u.s. started applying pressure to the germans to try to figure out what they could do, what or who they could, who else could be released? to the russians in order for the germans to release krasikov, they eventually got to this extraordinary deal that we're seeing take place today, some 24 detainees from seven different countries all being exchanged on the tarmac at ankara airport. just a tremendous feat of diplomacy of alliances as jake sullivan just said, at the white house, a truly historic moment, not just in terms of the size of the number of prisoners being released today, but also the number of countries involved. boris, brianna josh, what does this mean for vladimir putin right? >> well, to be sure, putin and his regime will count this as a win. >> they'll conclude and tried to spread propaganda to the

effect that they've successfully traded what they considered obese vice for spies. of course, that's not true because putin is a liar and because if you just look at the people that he released journalists, political dissidents against the people that he wanted murderers, thieves, and thugs. you can see the difference between who each side values the american side valued people that spoke up for human rights, including people who spoke up for human rights inside russia. and putin valued spies, murderers, and thieves and so you can expect putin to try to spin this as a wind. but i think for any fair-minded person who's not consuming russian propagandas pretty clear what makes our two countries so different on this very important day. >> and these are live pictures from moscow where you see vladimir putin, the detainees arriving he is their plane side

to welcome them. obviously reveling in the moment. we're continuing to watch this steve. it's an interesting point that josh made there. i mean this sort of crown jewel of this prisoner release for vladimir putin was someone who basically, i mean, it was a targeted killing of a former chechen fighter in germany in the middle of the day in an area where there were, you know, moms and babies and toddlers and that is the big get for him in all of this yeah. >> i mean, the guy was an assassin. he was a thug and that's, you know, what vladimir putin values. and the reason he values that there's two reasons actually, the first is because of course, they're cut from the same cloth. you know, putin is a former intelligence officer himself, as though it's important for him to burn bring one of his own home. but it's also a

really important message to future assassins and in future russian assassination and liquidation teams. and that is go off, do what it is that i tell you to do in a foreign country which they've been doing quite frequently over the past couple of years. and if you get caught and even if you're sentenced by a legitimate judicial process don't worry about it. we will be able to get you out. just hanging tough. so this is this is a really chilling reminder of what we're dealing with when we're talking about russia these days, truly a pariah state involved in all sorts of violations not only of international law, but just moral violations. and this is the type of thing that putin values. >> and we're watching live images as vladimir putin is saluting those who are getting off of this plane. these detainees that were being held in countries around the world returning to russia. alex, i want to go back to you because jake sullivan, the national security adviser, had to answer questions about criticism over

this deal to the point that critics have argued it boost the idea that hostile governments around the world, whether any iran or russia or venezuela can abduct americans and essentially hold them hostage yeah, boris, before i answer that, let me just note an interesting thing right there. >> you can see two children. we know that among the 20 24 released today, there are in addition to children we don't know. i don't think who's who their parents are, but a number of the russian spies who are being released today from countries like slovenia, norway, and poland. they were working as what we call illegals. they had some kind of cover, whether it was as a journalist or some other kind of official not non-official, of course, vary non-official cover and oftentimes posing as someone from a different country. so those children right there with vladimir

putin, with bouquets of flowers in their arms. we believe that they are the children of at least two of the spies. i believe who are coming home to russia today now, to your question, yes, there is. there's all kinds of debate about whether russia is collecting hostages in order to be able to make trades like this to get people like krasikov out, to get people like viktor boot those so-called merchant of death death who was, who was traded for wnba, nba star brittany griner. a couple of years ago and when griner was traded for boot, there was a lot of resistance within the biden ministration specifically from the department of justice who saw this as a way of incentivizing the kidnapping of people like paul whelan and evan gershkovich. now, we did hear jake sullivan pushed back against that today. he actually said that he doesn't believe there is any real evidence to

suggest that based on an analysis that he says was carried out by ambassador there, roger carstens, who is the u.s. special envoy for hostage affairs, who does all of this negotiating around the world. so when asked how they can prevent this kind of thing from taking place in the future for americans getting picked up in the future and then eventually having to be traded, they answered this is why americans need to find hello, are suggestions and right now of course, the biggest suggestion for russia is simply don't go there. that is something that is, that it's told to american civilians, to american business people, and to us as journalists as well. it's really drilled into us that you are in danger interests territory if you are in russia, i believe i heard our steve hall say that earlier today that it is a terrible idea. they go there so that you don't end up in a situation like this yeah. >> and alex talk a little bit about the domestic politics at play. i mean, that's, that's the truth in russia as well, is in the u.s. and they're kind of interact ding in a way

you've heard former president trump say that he's the one obviously who can have better relations with a putin. and yet this exchange is happening under the biden administration, as they say, relationships matter, it was really our relationship with germany that helped make this happen well, i think we're seeing an extraordinary scene play out right here. >> i mean, this is one this is playing out on russian state tv. vladimir putin here taking the credit for bringing these people home the the spies that have been brought home today are certainly people that he is going to hold up as as stellar russian citizens. i wouldn't be surprised if they went on to receive awards from the kremlin for their service. now a lot of them were behind the scenes and serving under cover and then vadim krasikov, of course, that assassin who was arrested and sentenced to life in in germany

so putin here through this scene that's playing out, certainly playing using this for his political, domestic benefit but we've been having this discussion about donald trump talking a big game, saying things like, well, only i can get him to release these prisoners taking a lot of credit for us prisoners who have been released certainly during his time, but also laying the groundwork he believed and there is a belief that the russians would like to see donald trump back in office in the fall. so then the question becomes, well, why are they giving this gift to biden right now, because the u.s. is certainly going to take advantage of this as well. and play this up as well and the thing can goes that perhaps putin is saying to trump world, don't, you know, don't think so fast and was willing to broker this deal to get krasikov home and we're going to see a similar scene play out

later today at andrews air force base here, joint base andrews near washington, dc, when the americans come home, the president is going to be there. some of his top officials from the biden administration. i understand the cia director is going to be there as well. so this is this is a historic day. it's a very important day, but it is taking place as you say, against these respective political backdrops. putin, they're trying to play this up for his domestic audience, but also, we in the united states are obviously in the middle of campaign season this is a very important political win for president biden as well yeah. >> and steve, can you just speak a little bit about what we've seen a lot of exchanges. this one is huge, but can you also speak a little bit about your observations? on cia director bill burns is role in this because it really was pretty clutch in as many

figures played a role in this. but his was certainly essential now, we've seen this over the years round of the russians have a strong preference with stuff that is this sensitive stuff that they really don't want leaked or out in the press in any way, shape, or form to do an intelligence service to intelligence service type of relationship to use that as the primary vector for these things. >> and this is of course, one of the reasons why cia has people not only in moscow, but also all over the world, because there is this sense, especially among it's interesting you how it is specifically true months dictators and people who come from an intelligence background, they think, okay, let's use the cia channel 11. use these super secret as they see it very clear clandestine, very protected channels. and that's the best way to do it. the russians demand that in these types of things, they certainly have in the past. it doesn't surprise me that they've that they've done that here, of course, from our perspective, ca is simply going with the national security team

in washington and doing what they are told the director cia is part of that team. but they're not policymakers. they simply act as a conduit and that's the way the russians like it because of the secrecy and keeping it quiet we want to bring into the conversation cnn analyst and historian julian zelizer. >> julian, just from a historical perspective i mean, we haven't seen something of this scale since the cold war put, put it into context for us sure, during the cold war, there were several moments when you had exchanges such as these, whether it was a us pilot, gary powers in 1962 with journalist nicholas daniloff in 1986. >> and these are always important markers. they are usually a measure of success for the administration in diplomacy and here we are again obviously we had the exchange with grenier too. i think this will be part of what president biden will be collecting for

his legacy and his show of what diplomacy still has to offer julian characteristic of russia, is they still retain, of course, americans, they still have bargaining chips and it would be strange for vladimir putin. >> obviously slate to give all of those up correct. >> then it will continue to generate criticism that when you do this, you create incentives for more of this kind of behavior that's traditionally the criticism and putin is very strategic and he's pretty ruthless. >> he will understand that, but that doesn't diminish the importance of exchanging and releasing the prisoners who are now going to be on their way home. it was clear from, his remarks at the white house, julian, that president biden was touting his effort to reinvigorate relationships that
