one of the most dependable goal distributors in america. i'm larry madowo in port-au-prince, haiti. and this is cnn closed captioning is brought to you by sokoloff law mesothelial a victims call now $30 billion in trust money has been set aside. you may be entitled to a portion of that money all when 808 5-9, 2,400. that's when 800. 5-9, 2,400 it could happen at any moment, vice president kamala harris and getting set to pick a running mate, the biggest decision of her presidential campaign coming down to the final hours there's the campaign prepares for this week's battleground, state blitz. >> and fear and loathing on wall street, the markets plunges fears grow that the u.s. is headed before a recession we're going to check on stocks. we're going to check if that's a big worry
12:02 pm
and what could be driving this huge sell off today and warnings of a potential once in 1,000 years rain event as debby nears afforded georgia border coastal states bracing for the worst we're following these major developing stories and many more all coming in right here to cnn news central we are standing by and we will continue to standby to standby. >> that's right for an incredibly important announcement that could come at any moment because that's how these things work. presumptive democratic presidential nominee kamala harris, poised to pick her running mate as soon as today, among the final top three contenders pennsylvania governor josh shapiro, arizona senator mark kelly, and minnesota governor tim walz. all three met separately with harris on sunday and tomorrow. >> harris and her newly minted running mate, whoever that may be, will hold a joint rally in
12:03 pm
pennsylvania. it'll be the first stop in a weeklong campaign blitz through seven battleground states for the very latest, let's bring in mj lee in philadelphia where harris and that vice presidential pick it will hold their first joint campaign rally tomorrow mj, i know you're standing by to standing by to stand by. but what are what are you hearing from the camps, right now yeah, we're certainly in the very final countdown. >> we are probably hours away from finding out who vice president kamala harris is going to be two dizzying as her vice presidential running mate at least as of this morning, i am told that the vice president had not made that consequential decision yet, but once she does, of course she is going to be informing a very small group of advisers on the campaign. and then she's going to be making that phone call to her eventful running mate. sources have caution just on timing. this is going to be he the vice president's decision to make and hers alone. and that timing decision, the timing of that decision rather could always
12:04 pm
slip into tomorrow. now, yesterday, as you mentioned, the vice president was back in washington, dc the meeting with some of these finalists, all of the names you mentioned shapiro, walz, kelly, those were people that she actually took the time to sit down together as she is in the final stages. and based on all of our reporting, it would be a huge shock to the polls political world if her the person that she chose did not end up being one of those three people. two of the big questions that she has been asking, of course, is who could help her win and also who could help her govern. but also the vice president has when presented with just a ton of data and vetting materials and pulling as well from her team to really get a sense and a full picture of who would be an addition to her ticket. now, the thing that we really can't put down on paper, of course, is just the question of personal chemistry. who does she mesh well with? who does she like? spending time with those are questions, of course that again all just sort of
12:05 pm
gets to the point of how all of this ultimately comes down to a decision-making process for the vice president and her alone tomorrow night, we are going to see the two of them, the vice president and her eventual running mate at a joint campaign rally for the first time together here in philadelphia and then they're going to hit the road together traveling to a number of battleground states seven cities total as they really hit the ground running and really present themselves as a joint ticket to the rest of the country. now, in 15 days, we have really seen the vice president transforming the democratic ticket. and this is one decision where the campaign is really hoping that by pushing forward to the decision that is to come, they can really keep up the momentum and keep that energy going after what has been really an extraordinary last 15 days yeah really has been and you're ready for it. mj there in philadelphia standing by ahead of this announcement and this big event kickoff tomorrow, mj. thank you. let's bring in
12:06 pm
cnn's jeff zeleny for a closer look at these three apparent finalists. alright, tell us about these guys. >> well, mj was talking about chemistry, and that is one of the central calculations here going into it. but talking to a senior advisor over the weekend, they said three cs are guiding this chemistry competence in core values. but of course, the three finalists that the vice president met with over the weekend, let's look at some of them one-by-one minister sort of governor tim walz has come on a fairly strongly here at the end, getting a lot of attention. he's 60 60-years-old. he's been at the minnesota governor since 2019. you served for 24 years in the army national guard. he was in congress for about 12 years, elected six times from a former republican district. and then he wanted to have that he's a former high school social studies teacher. he also is a native of nebraska, and he moved to minnesota to be a social studies instructor, had to get that in there. i had to get that in there. my fellow state and another midwestern are there on the list. pennsylvania
12:07 pm
governor josh shapiro, he was born in kansas city, missouri. he's 51-years-old he's in his first term as governor of pennsylvania. he was the attorney general. he would be the first jewish vice president. of course, he's the second one. if he was course, central to him there and also he has won three times statewide when he was elected governor, he won by 15 percentage points. that is huge, of course. and one of the biggest battleground states of all that has 19 electoral votes going on to arizona senator mark kelly. of course, he is an astronaut 60-years-old. he's been a senator for 20 since 2020, a retired navy pilot, he had 39 combat missions under his belt, but it's that astronauts spending more than 50 days in space on the endeavor. and the discovery there, which certainly sets him apart from any politician and he's also married to former congresswoman gabby gifford. so
12:08 pm
those are the three finalists. but again, all eyes are on these governor's. it is the each bring some different strengths and biography and geography as well. i'm told to not read anything in as we've talked about before, that pennsylvania is the first spot because her second spot, he's looking at me is nearly minnesota. it's just a stone's throw away in okay. clare, wisconsin, not far from minnesota. so those two are a lot of democrats are watching, but it's her choice and the timing is as well. and until they're going to try and keep it under the best as closely as long as possible, because they want to release a video online engagement, have people sign up? we'll see if it holds. it often does not yeah, we will see i'm glad you got the nebraska reference in there because i didn't know that about tim walz you ever asked there we go. >> i and you. have the specifics jeff, good to see you, amanda. >> good to see you. >> all right. i want to bring in a talk more about this. is this pending vice presidential pick is pennsylvania lieutenant governor austin davis. thanks for being here. lieutenant governor. now, look as we've talked about, we expect these
12:09 pm
vp pick to happen any moment tomorrow. harris and her new running mate will be in your state for a joint rally. do you have have any insight into who that pick will be or who you want it to be well, first, thank you so much for having me. >> i don't have any special insight. i know. i'll come ice president harris is going to make her her her announcement, but i can tell you, i have a great governor in josh shapiro and he's been a tremendous leader here in pennsylvania and i think it makes a lot of sense that he's on that list and look, this weekend politico reported, though that your predecessor as pennsylvania lieutenant governor now senator john fetterman, has concerns about josh shapiro as a potential vp pick stemming from a long running rivalry as they described, it seemed to two reportedly saying shapiro is too focused on his own personal ambitions. >> one, have you had conversations with senator fetterman about that? >> i have not had any conversations with senator fetterman and unfortunately, it just seems like petty politics, but the voters of pennsylvania
12:10 pm
overwhelmingly elected josh shapiro as our governor and he has been leading us in a tremendous way. i'm proud to serve with him as his governing partner to move pennsylvania forward. and so i don't believe those are the thoughts of the vast majority of pennsylvania's or pennsylvania voters have you spoken to governor shapiro since his reported interview with harris this weekend? you know i i talked to the governor a lot. we talk pretty regularly, but i will tell you the conversations that he and i have, our private and they'll remain private any sense of mood? i got i got to pry here a little bit. any sense of mood, anything you can share yeah. >> look, i think we're all fired up to elect kamala harris as our next president. i think governor shapiro has been campaigning all across pennsylvania to help make sure we achieved that goal at the end. the day. we all have said that this is a deeply personal decision that the vice president's going to have to
12:11 pm
make and she's going to make it on her timeline. and whoever she picks. we look forward to supporting through november non-victory and look, pennsylvania, i don't have to tell you is obviously a key battleground state in this election. we've got a lot of options on the table. do you think harris can win your state with a running mate who comes from a different state with no disrespect. of course to your current governor yeah. >> look, i think the important thing about this election is not necessarily going to be the running mate. i think it's going to be the vision that vice president harris lays out for america, how she's going to help work to reduce costs, how we're going to make our community safer, and how we're going to create ladders of opportunities for folks so succeed, i believe the contrast between her and donald trump is clear. she has a vision to move america forward he wants to take us backwards, and so ultimately i think the vision that she put forward is going to be what seals the deal on this on this election. and i'm confident come november, she's
12:12 pm
going to be our president-elect and look on those points. you represent pennsylvania, you know, pennsylvania. what is it going to take to win and sylvania yeah. >> look, pennsylvania is a big, diverse state and a lot of ways we are representative of america. i think it's going to take showing up, particularly in communities where sometimes it's not as easy to be a democrat oftentimes have written off rural communities. we cannot do that. we can't take any vote for granted. and we have to lay out a vision that people can get behind, that people can recognize how it's going to positively impact them in their families and their neighbors. i think if we do that, i think if we show up if we show up with our ideas, if we engage people i think we will be victorious and i think that's what josh shapiro and i did when we ran for governor and lieutenant governor. and that's what kamala harris is going to have to do in this campaign lieutenant governor austin davis really appreciate you being here as folks know tomorrow we're expecting that first rally with whoever her pick is to be there in your state. >> thanks for coming.
12:13 pm
>> no, thanks for having me. >> of course alright. >> still ahead, president biden and vice president harris are holding a critical meeting with national security officials in the situation room as iran warns, it's determined to punish israel in response to the killing of a hamas leader in tehran last week. and right now, tropical storm debby is slowly turning near the florida georgia border. we're going to bring you the latest updates on the storm, those stories and much more coming up on cnn news central stay with the earth with liev schreiber back-to-back episodes saturday at nine on cnn, work play link relief, work play, blinking really, the only three and one extended release formula for dry eyes thank he always had trouble losing weight and keeping same discover the power of week-old in amman what

security officials as the middle east braces for an expected iran and you can strike on israel, iran says it wants to punish israel claiming that leaders there assassinated top hamas political leader ismail haniyeh in tehran last week, the u.s. >> is now working to prevent that potential strike from spiraling the region into widespread war. by speaking with regional leaders and also moving us military assets that's into position. cnn's kayla tausche, she is monitoring developments from the white house. he'll have you gotten any details about what's going on right now in the situation room? >> brianna, we know that meeting began last hour, the goings on in the high security complex, just below the oval office still closely held as the president and the vice president convened their national security team to discuss the most current intelligence about the region, as well as recent developments on the ground. we know for more than a week the us has been moving to safeguard its assets in the region and reallocate its military footprint in
12:19 pm
preparation for what could come. and we also know that behind the scenes, the u.s. has been engaging in some furious diplomacy, a call between president biden and israeli prime minister benjamin netanyahu described as incredibly tense that took place yesterday and a call with king abdullah of jordan and president biden today focused on efforts to de-escalate tensions in the region this comes as this meeting in the situation room has some parallels with the situation that unfolded in the middle of april, the last time president biden convened this team aim for this very reason, the expectation of the potential for retaliatory strikes by iran, the strikes that unfolded, then were seen as more limited nature true, but the scope of the potential at this moment is still unclear of course, it's been the priority of the administration to refrain from this situation in the middle east day becoming a wider war. and that has been the goal for nearly a year at this point. and that certainly
12:20 pm
remains the goal as the president his top advisers huddle in the situation room where we expect that we will get some conclusion or a readout, a once that meeting is finished, guys. >> all right. we'll be looking for that, kayla tausche live for course, the white house. thank you israel remains on high alert as the threat of an iranian attack deepens. now, the iran-backed lebanese militant group, hezbollah, claimed that it launched a drone strike overnight that hit a military target in northern israel. >> and the idf says the attack injured an officer and a soldier. cnn's jeremy jeremy diamond joins us now from haifa, israel. so jeremy, how are the israelis preparing for any further attacks from iran or its proxies well, omar, there's no question that the israeli military is on a heightened state of alert tonight as we appear to now be in the window or certainly entering the window of a potential iranian strike on israel in retaliation for the assassination last week of
12:21 pm
hamas's political leader in the iranian capital. >> iran has been very clear that it will retaliate for that assassination. and it's also raising the possibility of attacks on israel via its proxies certainly hezbollah is also inclined to retaliate against israel, not only for the killing of hamas leader, but also for the killing a senior hezbollah commander last week, we know that the israeli military is not only preparing to ready its air defense assets in the event of a strike on israel. but it is also beginning to plan for potential retaliatory actions. we know that the israeli military's top general, general herzi halevi today was reviewing proving operational plans for the israeli military, not only defensive ones, but potential offensive action as well. we've heard similar language from the israeli defense minister yoav golan, and the israeli prime minister benjamin netanyahu over the weekend vowing that iran will pay a very heavy price should it carry out an attack on israel as of now? he
12:22 pm
guidance to israeli civilians from the home front command remains unchanged but we do know that several cities in israel, including haifa, where we are now, have instructed their residents to begin making preparations to ensure that their bomb shelters are stocked and ready to go. should they be needed. there is a flurry of debris plummeted activity in the region right now to try and prevent a major iranian attack on israel, or at least to ensure that what follows will not escalate regional attention. that seems unlikely at the sour. and so instead, what we are seeing is not only those military preparations that israel is making, but also the top us general first for the region general kurilla meeting today with a top israeli generals as well as the defense minister talking about readying that international coalition that helped defend israel against those 300 drones and missiles back in april to try and get that coalition back together in the event of another iranian attack. >> all right. jeremy diamond,

debby brought into the town of cedar key a wonderful reason that the far away in three words, so hard to put it back together after i dahlia cnn meteorologist chad myers is tracking debby and it's the one-two punch of this chat. it's just so tough for folks who have seen this come through, has this reached georgia yet? >> there's some of the rain has, yes. and the wind for sure, valdosta has been getting hammered with rain sideways rain 65 mile per hour, winds, and is still blowing around at 65 miles per hour and omar, as you said, this thing has slowed down and it will continue to slow down as we work our way into tomorrow and even into wednesday, not as much conviction right now. we still have obviously tropical storm warnings because there are tropical storm conditions out there. but a lot of that convection has at least lessened in intensity for now, we know in the south, in the afternoon, when did heats up
12:30 pm
that the rain gets harder and then storms get bigger and we're expecting that even if tornado watch in effect until 4:00 here, not seeing any tornadoes lately, but there have been a few reported today. if i zoom in right here, if you would see a pink box, you would see a tornado warning. and we have none that is good as these storms come on shore, the whole system is rotating so mean one of these storms can also rotate. talk about purple boxes everywhere that you see purple on this map is greater than ten inches of rainfall measured either by the radar or by people on the ground. there are spots now that we're looking at a foot and a half of rain, flash, flood emergency. the west of lake city at this point. but now how the rain and the wind and the saltwater starting to come onshore in savannah and charleston very, very heavy rainfall and the potential the high risk of flooding because the saltwater wants to go this way because that's the way the wind is blowing and the rain wants to go downhill because that's how the rivers run. they clash right there, and it doesn't
12:31 pm
work out very well. so, yes, we are going to have significant amounts of rain and i'm even looking at a couple of models that by the weekend, we could have five or seven inches of rain along long island as this thing continues to toured to the north and to the northeast are we record breaking yet know by no stretch of the imagination by any tropical cyclone standard florida, over a tropical cyclone 45 inches of rain would be needed in one spot to break that record and talk about houston to the west over there. that would be 60 and harvey not where they worried about that, but north carolina 35, south carolina 29, the grand strand all the way down to charleston, all the way down to tybee and savannah. that's the area that i'm worried about with this onshore flow with the storm surge from the really the wrong direction, we have a lot of surge here. we had four to six feet of surge here. do we get four to six feet here or that'd be a problem because he places like garden city up in south carolina, they will flood on king tide, let alone a real tide, a real surge and then water trying to run downhill. so yes, big problems when the

but we were very blessed that we didn't get what was worked yeah. no, certainly. and you declared a mandatory evacuation for coastal and low-lying areas. do you have a sense of how many people stayed and have any of them been in touch? >> well, we were very fortunate that most people did evacuated. we only had a very few that decided to stay in their homes obviously that since i dahlia is fresh on everybody's mind they had that sense of caution and safety to go ahead. who about you mentioned a dahlia because adele, you made landfall in taylor county just about a year ago. >> so if people think they've heard of steen hatchie before, they have and it wasn't all that long ago. residents were you are still recovering from that? how concerned are you about that 12 punch? and what do you need to recover a second

12:40 pm
important these last few minutes of the trading day what are you, looking for here you're asking exactly the right question. >> very important is the answer because this really helps us set the tone not only for what happens overnight, but perhaps what we'll see tomorrow when the u.s. markets open up again. so what i'm looking for, and i mentioned this to you an hour or so ago. are we seeing buying or selling into the close and actually for the dow that you're showing, there we're actually seeing more selling pressure into the close, which is, which is not a good sign. if you look at the nasdaq, however, which is the tech heavy sector, that's actually off the lows and that's where a lot of the heaviest selling pressure in those big tech names has been focused. so that's a bit of a better sign. the the other thing i'm going to watch overnight is what happens in asia and that japanese stock market. remember we saw the japanese stocks falling a monster 12% overnight. did they bounce back or do we see more selling pressure? because again, that's going to set the tone for what we see in the u.s. markets tomorrow. and the one caveat allowed if people are looking at there for one kazan
12:41 pm
thinking this is an awful day. it is that has a lot of people that might be thinking there's opportunity to buy here. but that's not the kind of thing you do if you're worried about some kind of event between iran and israel, perhaps over the next 24 to 48 hours. so that can also keep people out of here and add to some of the fear factor that thing at this moment, there's just a lot to consider, guys. >> yeah, certainly is. and should americans be worried about a recession, julia another good question. >> no one is talking at this moment about an imminent recession in the united states. what they're talking about, particularly after that jobs data that we got on friday in some of the weakness in the matter in a fracturing sector last week, that the risks are rising, i think that's very clear, and that led to the finger-pointing over just why the fed hasn't started to cut rates yet. and i think that's a reasonable question to be asking but we have to take a step back. the u.s. economy is still adding overall jobs and
12:42 pm
yes, the data is softening, but i do think the federal reserve does still have time to cut rates and it will decide based on the next few data points that we see. i think just how much they do. so i don't want people panicking about an imminent recession, don't look at twitter and social media and think what's going on here. there is still time for the federal reserve to help support this. we just need more data points on the silver lining as i keep saying to you, we're not talking about if the fed cuts rates, were talking about how much the data will help us tell that over the next few weeks julie chatterley, thanks for guiding us through those numbers because yes, there's a whole lot of red and a lot of people who are likely wondering what is going on really appreciate it. i want to talk more about this with larry sabato, director of the center for politics at the university of virginia so let's start with the economy because it, maybe it's the differences with the market versus the economy. because even when the markets were doing well, we constantly
12:43 pm
heard from americans that they weren't feeling the gains as much in their pockets. and i'm wondering how you read these economic indicators politically, and how it may complicate things for the incumbent administration, which in this case is vice president harris well, omar, it's not good news, obviously for the incumbent administration and for the vice president. >> but it's one day and maybe it turns into one week. >> i don't know how long it's going to last. i don't think anybody does. but that's not how most people measure the economy. it is true that about half the public has some stock investment, even if it's in their ira or other retirement account. but again, that's not how they measure it. they're much more likely to measure the economy and how they feel about the economy from the price of gasoline when they go to fill up their card twice a week they go to the store and look at the price of eggs and milk and bread. that's what determines how people feel. and it's one of the reasons why they have been feeling so badly and they
12:44 pm
interpret even good news as bad news, or they discount a good news and say, i know what i see at the gas station, i know what i see when i go so to the grocery store so those are the feelings, sentiments that vice president harris has to focus on and will no doubt and i just want to expand on that because look, some might say the economy overall is in good shape, as you mentioned, this is one day. >> sure, it could turn into one week, but are you surprised that this is the economy that's upset? so many or was that initial spike in inflation enough to hurt people's perception to the point that it's just made the impact of these numbers hit differently than maybe they would with a similar economy in a different year. >> yeah. >> the timing of this was awful. that is it extended over years and every time people went to the store or the prices have gone up a little bit more in a little bit more. and so it's cumulative. and if it puts people in a bad mood, if
12:45 pm
they are grumpy about the economy, there only grumpy about the people running the government. but again, there are other factors in an election that will come into play in the general election you know, when economies are going really strongly in the united states and elsewhere, the incumbent party almost always wins another term, whether it's the incumbent running or substitute for the incumbent when there's a bad economy it doesn't guarantee that the incumbent party is going to lose. it just makes it much more difficult. and the incumbent party has to constantly stress the good news outside of the economy let's talk about this substitute for the incumbent because you have former president trump labeling this now the camila crash, she's warning of a great depression of 2024 i wonder what you think of that, but also what you think about the chances of him making this stick to her a substitute for
12:46 pm
the incumbent versus actually joe biden now, briana, it's tougher when you don't have the incumbent to attack and it's one reason why trump has been off his game. he's not sure how much people will agree that kamala harris is responsible for what they may see as joe biden's mistakes. and so far clearly, it hasn't hurt her that much. in fact, she's been gaining speed. she's been gaining ground on trump so yeah, i think it's important that people realize we haven't heard the vice presidential nominee yet. we haven't seen the democratic convention there's a good chance that harris can keep the positive momentum going through the convention and probably all the way to labor day, which used to be. and maybe this year, the actual launch of the general election campaign it's just too early to say oh, this is the end of it. we can call the election now know we can't no,
12:47 pm
we can't also trump if i can add this he is one of the people who may be helping to talk us into a recession, though i agree with the people who've said that's very unlikely. but his language is always apocalyptic and it hurts him in situations like this because the news actually is bad. but he always says it's bad. it's awful. it never would have happened if i had been president, if i were there, i could solve this in one day. you know, even his base must wonder whether that's true yet what he's calling it a depression. >> and it's the question is obviously not the d-word, it's the horror here larry, it's always great to discuss these things with you. thank you so much for being with us. >> thank you both. thank you. >> and still ahead. a major show of sportsmanship by the goat, simone biles, at the paris olympics will show you what happened next.
