tonight, the headliner kind of reminder of the past, that past four weeks and one day ago, president biden is the headliner tonight cnn's kevin liptack is leading us off kevin, look, this is a huge week for democrats. it is now here it is, beginning. and while the whole week as a party for harris tonight is president biden's night. what do we know about what he plans to say? >> yeah. and we know he's been taking this speech incredibly seriously. he spent the entire weekend at camp david revising exactly what he wanted to say. and i don't think the weight of this moment is lost on president biden. you know, he came to his first democratic convention back in 1972. then he was a long shot candidate to become the youngest member. for if the senate tonight is the end of that political arc, he's the oldest sitting president handing off to his vice president has chosen successor. and i think his goal, according to biden's aides, is to really present harris as the best inheritor of

the legacy and the best person to carry on what he started in office kamala harris harris will be in this arena while biden is speaking, she thought that was very important, but after that, the biden's head off to vacation in california and essentially turn the keys of this convention over to kamala harris. and when you look at the program that democrats have organized, you really do see this effort of two different themes. one is to try and re-introduce or introduce kamala harris to an american public that may not have been paying attention until now. and she'll have a lot of help on that front. there to former president's on the speaking agenda, former first ladies, certainly a lot of high-profile democrats to make the case for kamala harris, the other goal is to try and frame the stakes of this election and really make that warning about the risk of a second trump presidency. and we are learning new information on that front as well. democrats have given high high-profile speaking slots to

members of the congressional committee that investigated january and you already six, as well as a police officer who was injured in that riot. of course, this will all culminate on thursday evening, that high profile address from kamala harris herself. she is working on this speech this week. listen to what she said yesterday about her speech preparations much of like you probably heard me talk about before in terms of just what i believe to be the promise of the fact that there's obviously a lot at stake, but there's also a lot to feel good in terms of the future country. >> so they will be a lot that is about what sleep is a way forward a new way forward so there's no question that harris is entering this convention with a swell of momentum. >> polls have shown her taking a slight lead, but make no question. this is still a very tight race and we talked to harris aides. they acknowledge that the real work will begin after this convention end so

kevin went with president biden. he's given speeches even when they are about donald trump. sometimes he doesn't actually say trump's name hill, say things like the former president and a former guy. do you know how much he's going to be speaking about donald trump tonight? >> well i think that's a major underpinning of his address. remember, his whole theme of his presidency was restoring the soul of america. a lot of democrats question to that. he is no longer the democratic nominee, but that is certainly a thrust and sort of a driving compassion that he has made as he heads into this convention. sir certainly that will be a huge factor in his speeches trying to warn the country about the risk of another donald trump presidency what a difference, what 28 days makes from the time that he announced that he was not going to candace like 28,000 years literally. does kevin liptack. thank you so much for reporting for us this morning. now why the democrats celebrate here in chicago, donald trump and j.d. vance, of course, looking to steal the spotlight hitting

battleground states every single day this week, traveling from pennsylvania to arizona. and touching on a different theme every day, a senior trump campaign official tells cnn the message that we're trying to send, other than continuing to define kamala harris and tim walz halls send a very clear signal that there will be no free shots on goal if the democrats are gonna be out campaigning, then we're gonna be out campaigning every single day. alright. our kristen holmes joining us now for more on what's happening on the other side, which is hoping to sort of steal the limelight. i don't know how successful they will be what is the campaign planning? >> well, i don't know if it's necessarily still the limelight because they do know that this is kamala harris is weak, but it's trying to get as much media attention as possible, which they don't necessarily think is going to be a lot, but keep in mind, donald trump is a master of trying to manipulate the media narrative. so for example, this week, all of his events are at 3pm. normally there in the evening, there's a reason they're at 3pm. they

know they're not going to break through in the evening when those high-profile speakers like president joe biden, like hillary clinton are speaking. so instead, they are going to try and seize the media narrative earlier in the day. so let's take a look at where he's going to be monday. he's going to be in york, pennsylvania. this is being billed as an economic speech tuesday, howell, michigan. that is a suburb of detroit. they're going to be talking about crime and safety wednesday, asheboro, north carolina thursday. he's going to be south of tucson on the border. there. obviously an issue talking about immigration. and then friday, these are billed as two different events. one in las vegas talking about the economy and one in glendale, arizona now have all of these only that one on friday evening is a rally. the rest of them are what are being called internally messaging events. these are smaller venues these are smaller crowds, and it is meant to keep donald trump on topic. obviously, donald trump will do what donald trump wants to do, but they are trying to create a scenario in which he can at least give him the runway to stay on topic now over the weekend part of a

very, very long speech that he gave in pennsylvania was attacking harris. take a listen her plan is very dangerous because it may sound good politically and that's the problem. >> and we have to be very careful because when somebody gets up and says, we're gonna give you everything 25,000 for a house. >> we're going to give you all sorts of little goodies, free healthcare were going to give you everything universal health care sounds so beautiful now, that was the part where he talked about policy. the other part there were personal attacks. he said he was more good looking than harris. he once again went after her intelligence. so clearly here he is having a hard time threading the needle as he has been told by his allies and by his campaign to focus on the issue she was yet he can't help himself right? >> kristen holmes for us following donald trump. and what will be a busy week for the trump-vance campaign. thank you both. very much. both. kristen holmes, both smaller

go right to cnn's jim sciutto, who is live this morning in tel aviv. first jim, the very latest on the explosion in what is now being said about it well john to be frank, it's a deeply damaging development in the midst of these quite sensitive high-stake talks over a ceasefire in gaza, the explosion took place not far from where we are now in central tel aviv on a busy street it was sunday night and now this morning, hamas's military wing is claiming responsibility for it, calling it a martyrdom operation. >> it appears the explosion, the explosive might have set off early the bomber was caught on cctv footage prior carrying a backpack. he was the only victim of this attack, although there was someone injured by shrapnel. so the question is, how much worse this could have been had he reached what might have been his target. and it's

listen, it's not what these negotiators certainly would not. what anthony blinken wanted to see in the midst of these talks. and of course it happened pretty much as blinken was arriving here to do to carry out what he hopes to be the final steps of reaching an agreement between the parties yeah. >> and the secretary state doesn't travel to talks like this are moments like this, unless he or she thinks that there is a real chance of success here. so jim, what is the status the secretary just met with the israeli prime minister well, he doesn't travel unless he thinks there's a chance of success or unless he believes it's absolutely necessary. and this may be the last chance and that's how he's describing this moment as an inflection point in these talks. and perhaps the last chance for israel and hamas to reach some sort of ceasefire deal in exchange of hostages, hostages. he has been expressing some cautious optimism as have israeli officials, but hamas also last night as blinken was

arriving here, released a statement saying that israel is introducing new demands into these talks, including about control. quite a sensitive issue, control of the border between gaza and egypt, as well as security movements internally in gaza. hamas describing that as new conditions in these talks and saying that israel wants to prolong the war. so the signs at this point are not quite as hopeful as the optimism we heard at the end of last week. let's get into the gauche station. john, sometimes it could look darkest before the dawn but the combination of that hamas statement and this attempted terror attack right here in tel aviv certainly does not bode particularly well as these talks continue, blinken will go from here to cairo later this week to meet with the other parties. they are still making every effort cnn anchor and chief national security analyst jim sciutto in tel aviv. great to have you there, jim, thanks so much for being with us kate incredible sight and wisconsin airport is the good stuff this morning,

moments that shaped our culture coming this fall on cnn five good things. >>ereverou get your poasts breaking overnight, torrential rain and flash flooding just rocked the northeast in connecticut. it's being called a one and 200 years storm. some areas seeing nearly ten inches of rain in just hours, which very quickly created understandably very dangerous conditions for drivers. and everyone really excuse crews carried out emergency water rescues through the day and the night. roads, even some bridges were washed out mudslides, complicated things even further connecticut's governor it says search and rescue teams evacuated at least 100 people cnn's derek van dam is tracking all of this for it, for us. derek and more rain is still expected yeah. that is some dramatic video that you're showing there. and yes,

there's even a low in the activity now, but it's great to pick up an intensity once again today so with this type of moisture held into the soil of places like connecticut, into massachusetts, even vermont and new hampshire. the threat of flash flooding still exist today. this is one of the scenes unfolding yesterday in oxford, just incredible to see that river of water just flowing over what would normally be a roadway. now, some of the highest rainfall totals we've seen in connecticut, new york they have topped nine inches even approaching that ten inch mark in some locations. so like i said, i lost in the activity, you can see how it's exited new york, connecticut, much of rhode island, just a few showers remain across cape cod and into martha's vineyard. and then we get a break, bit of cloud cover. but later today that's when things we expect to pick up an intensity. once again, this is how much rain has fallen. you can see some of those pockets across western connecticut that indicates anywhere from six to ten inches. that's why we still have ongoing flood warnings in place for that area. look at the uptick in activity this afternoon and evening right around that evening rush hour

think we can even you, we can all agree has been unprecedented. we have not seen this kind of shift. but what does she need to do to keep this going? because already republicans are on the attack trying to stop this from, from flowing. >> absolutely. that's a great question, sara, because i have always said that even if we see a poll that has hour person who's now kamala harris and tim walz, ten points ahead, they need to run like they're ten points behind especially now, right? we are now in the home stretch. there is an opportunity for her to continue to define herself with the american people, but we also know republicans are trying to do the same. i think she has tremendous momentum, as you said, i think she has great advantages with the electorate and you can see it in these polls as well. she is more trusted on personal values she is seen as somebody who understands the every everyday issues that americans are going through. she is somebody who is seen as focused on the future,

energetic and now that biden is no longer in the race, it's donald trump that has seen as old and feeble and the past. >> and hers is also in fortunetly the politics of joy versus the politics of fear, the politics of division, the politics of retribution. >> and i think we all know we've talked for so long about how democrats have historically been the party of having ten point plans, right? ten point policy papers we all know at the end of the day that voters vote with their gut, they vote based on how a candidate makes you feel from what we are seeing. kamala harris makes people feel good, makes people feel hopeful, makes people feel optimistic that i think is more than lightning in a bottle for a day. i think it's something that she can sustain till november. >> you're talking about age as an aside, i think i just read that today is bill clinton's 78th birthday milken was president when i was in college

now and that'll trump and president biden are older than bill clint. it's just, it's just an astounding thing to think about. shermichael that was an aside all right there, but maria talking about age, what is the democratic national convention that you think republicans fear the most fear, the most would be a five-point bump coming out of this. but how but like doing what like present. >> well, i mean, we've seen 28 days synergy with women. we've seen the vice president improve her numbers with hispanic voters, black voters. she still has some room to go there, not enough for democrat i think overall though, if you're looking at this race from the republican's perspective, the big question at least for me, is, can she improve the margins in the battleground states? those for that made the difference less than 100,000 votes in 2020. if those numbers continue to shift, john, then you become incredibly nervous. because what that showcases is that it's just no longer about

policies. this has really become a cultural phenomenon. >> and attempting to develop a strategy to attack that becomes difficult because to maria's point, that's not about white papers or well, the economy should be here. >> people aren't feeling it. this is, are you excited? but a moment that could change history. and that's very difficult to compete against. and i have to be honest about that. >> i have never heard a lot of an exactly an am. eye, some nih, she's not there. i got to be honest i got it. >> ten to the former president, stick to the issues of the economy, immigration, because you do have an advantage. there is, there, is this a moment? do you think she has achieved what you were just talking about yet it being a cultural moment yet i think so. >> i think is it the obama esque moment? but i'm not certain yet, but i would be objective to say i think it has the potential to get them in. look. >> this is a once in a lifetime opportunity before black woman

to potentially be the president. exactly. there's another exactly. i think that's exactly right because it's different than obama. obama had his moment. everyone talks about, is this another obama moment? i think this is the kamala harris moment, right? first, black woman, first woman of asian descent, first daughter of immigrants. this is a first-generation american who was about to ascend to the presidency. that is historic for so many of the groups of the coalitions of voters that make up nine just a democratic party. but this country, one of the things that i have been hearing from the voters that i work with is the excitement that she understands what it's like to come to this country to struggle, to know that for the reason you came here for a better future for yourself and for your children and your look to a candidate who not only welcomes you, but gives you the tools to be able to give your family that better life as an immigrant. that's

exactly why my family came to this country. and i can see in her the exact type of optimism and hope and dream and vision that brought my parents here. and i think that speaks volumes, especially to all the new voters that we have in the electorate among the latino latino community. there 6 million new voters among gen z. there are more than 10 million new voters she can speak to that in a way that i don't think donald trump and that's why republicans need to have an affirmation of city on the hill type message. we can delineate the battalion from deliver that though. i mean, it's been so negative. yes. i mean, sarah, if the former president wants to win, he's going to have to figure out a way how and that's why so many republicans are warning him. it's not enough to draw the contrast that the american people aren't really feeling the economic vibes, if you will, that vice president harris will say all of these successes under the biden-harris administration but what's the republican message to say? you're not feeling it? this is how we're going to fix it. and this is how we're going to provide an economic prosperity

to the american people. this is how we're going to secure the border so that your communities are safe. this is how a we're going to make sure that the u.s. leads internationally. so we're not sending your sons and daughters to fight and foreign conflicts. week you need to have that message to draw that contrast that gives people hope to the future and not necessarily looking back to the past isn't say maria, can you speak it? >> there is something that has been sort of sitting on me thinking about what it would be like to be in president biden shoes. we talked about at the very beginning. he's the first speaker, is on the first night, right now he would normally 30 days ago, 30 days ago. he would have been basically the last week, right? right. to accept the nomination how hard is it going to be for him today to stand up on that stage and say, okay, the baton has completely at highest there's no question that that has got to be an emotional moment for the president of the united states, who as we all know for so along, this has been what he has wanted to do but at the

by the president when it comes to his son, hunter's business dealings in the past, it stopped short of alleging any criminal wrongdoing. it also covers familiar ground that has been tried before, seen as marshall cohen has been combing through this one for us, he joins us now. so marshall, explain what's in this report and what happens with it now kate, good morning. so after a year of digging, republicans really didn't move the ball forward all that much. their nearly 300 page report, it's full of very strong accusations and lofty claims like you mentioned. but here's the political reality. number one, the republicans still don't have the votes to impeach joe biden. and number two, with commonly harris as the new democratic nominee. many republican lawmakers are just moving on. so what's actually in this report? it reads like a greatest hits of recycled talking points. it's heavy on innuendo and circumstantial evidence but it's light on proof so as you mentioned, the republicans looked at the foreign business dealings of
