what's going on. >> let me start with jeff, who joins me live from the debate site in philadelphia. jeff, what is the latest you're hearing about what we can expect from the to candidates tonight well, if one of former president donald trump's overarching goals is to slow the summertime rise of vice president kamala harris. think about this. it has been 51 days since she has risen to the top of this democratic ticket. of course, she has raised $651 million since then last month tripling nearly tripling donald trump's fundraising alone. this is an entirely different race for the next 56 days. but tonight, i am told advisers to the former president say a chief objective is to try and paint her as a san francisco liberal as we've seen him, tried to do in television ads and also tie her to the biden administration on inflation on immigration, on the economy, on crime and other matters the

harris campaign has been intensely preparing for this moment. the vice president, i'm told, has been watching all of those hours of old debate tapes. no one has debated more than donald trump in a general election setting tonight will be his seventh. she's been watching all of those talking with hillary clinton, talking with joe biden. >> she is intending to present herself as a candidate of change, someone to move beyond this trump era so wolf, for all of the back-and-forth between these candidates in the last six weeks, this is a new moment, a new evening. >> this is not going to be a repeat of the 2016 debates with hillary clinton, the vice president has no interest. i'm told and going after the former president for massages mystic uk comments and racist comments, we've seen per say it's time to move on. that old playbook simply won't work, but it's those personal attacks obviously, can be so unscripted. so this will be the biggest unscripted moments so far of the vice president's a

riser as a presidential candidate. but wolf playing out against the backdrop in pennsylvania, the most important swing-state on the map yeah, lots of tension and excitement here in philadelphia. >> jeff zeleny. thank you very much. kristen holmes is also joining us right now. kristen, what is the trump campaign's strategy going into tonight? >> well, in addition to what we have reported before that, donald trump has held these policy sessions to try and focus on immigration, on the economy, on crime, and also pivoting away from to fix issues like abortion to talk about those three issues, i outlined the issues his campaign believes are core to his success in november and his success tonight. in addition to that, one of the things that we are told that the campaign has focused on is the optics of this they are trying to mimic the results of what we saw when it was donald trump up against president joe biden down to the optics, that means the podium is in the exact same location that it means that donald trump

will be on the same side of the stage. it means that they've had a team here in place for over a week who have been looking for every single detail to breathe the former president on before he arrives. obviously, the president himself is known for his fixation on objects and that has gone down to his entire team, who even spent the day-to-day measuring the podiums themselves, the distance it's between podiums, the angles, noticing where every single camera was going to be. again, these are things they think that will help him in this debate and something that they believe helped him in the last debate focusing on those facial expressions. now one of the things i was told when it comes to facial expressions is they've been prepping donald trump on not reacting, or at least not verbally reacting to any kind of goading from kamala harris. they believe that there's going to be an attempt by the vice president to get on under donald trump's skin. he obviously is notoriously reactive. in fact, allies have told me that they would rather him respond. they've told him

this as well with facial expressions rather than any verbal attacks, any kind of personal insults. and that is something we have heard from republicans across the board. they believed donald trump can do a good job tonight if he stays focused and just talks about the issues, but wolf but as we have seen, time and time again, it is unclear even with any amount of preparation, which donald trump is going to show up on that stage tonight, there is only one person who can say who, who's going to be there? it's donald trump himself. and we'll see for ourselves later tonight sure. >> we will. kristen holmes reporting for us. kristen, thank you very much. aaron back to you. >> all right. wolf and everyone's here with me now. kristen, listening to kristen holmes talking about what's at stake here and how what trump they want, what trump's team wants him to do on the harris side, you say that she actually needs to focus on trump voters and a very, very specific small segment of trump voters. if she were to target who she needs to win over, who are they?

>> that's right. so when you look at donald trump's voters, most of them, almost all of them liked donald trump. and if you're somebody out there who likes donald trump, you're voting for him, period. but there is about 7% of donald trump's vote that says, i don't like the guy. i know feel favorably toward him, but they like his policies for them kamala harris needs to come out tonight and give them an excuse to say, you know what, maybe i don't have to vote for the guy i don't like. but in order to do that, she has to make a very strong and persuasive case, not just that she is more moderate than 2019. kamala harris on a bunch of policy issues, but also that she is not just going to carry on the biden agenda that these voters also don't necessarily like. all right, so bakari, it's unclear whether she'll do that, but if she tries to and of walk that line and nod towards moderation on some issues, whether it be immigration or fracking, right? >> i mean, obviously that's going to come up tonight the question is how she does it here is how she has handled questions before when given the opportunity. here's just a

couple exams the most important and most significant aspect of my policy perspective and decisions is my values have not changed you mentioned the green new deal i have always believed and i've worked on it that the climate crisis is real, that it is an urgent matter to which we should apply metrics that include holding ourselves two deadlines around time we did that with the inflation reduction act. we have set goals for the united states of america. and by extension, the globe around when we should meet certain standards for reduction of greenhouse gas emissions. as an example, that value has not changed my value around what we need to do to secure our border. that value has not changed is that enough to sort of nod to something? >> but then say my value has not changed. you expect that tonight. >> but i thought that was a good answer, but also, i expect her tonight's be able to simply look in the camera and say, i've grown as a leader

since 2019. i've grown as a leader. i mean, i think the best example you can give is on immigration. you have the immigration bill that she says that she will sign when she's president of the united states. it was put forth by the most conservative united states senator in the chamber senator lankford, from oklahoma. and i had to make sure it got there right so but it was like conjunction junction, how a bill becomes a law the united states congress came together, the house and senate. they put, they had a compromise. that came out. that's the way government is supposed to work and that's where the american people are. she's going to govern where the american people are. i don't think that's difficult, and i'm going to make the harris campaign mad right now because i'm one throw out all the talk points, like i'm not going to lower the bar for kamala harris right now. i'm not going a level set and had these expectations i expected to come out and dominate this debate tonight. i think a lot of americans have been waiting for a long period of time for her to get on stage with donald trump. she's going to prove him to be a 78-year-old diminished man. make him look small and she's going to look presidential. i don't want to

do the whole we're going to shrink the expectation game. i think she's going to die how many, how the media covers it's something else, but she's going to be good tonight. >> but do you think she can she can dominate i mean, so far this situation that trump has been in over these past couple of months, it's been the first time that people have really seen him on his back feet at times. honestly else. >> i think she's not have a good start, but faking it is hard to do and she's trying to fake a centrism that she doesn't believe she told us what she would believe when she ran in 2020, her campaign was very intentional. she took every liberal position possible from decriminalizing border border crossings to getting rid of gasoline cars and trucks are going to sic so i think she'll she'll start out strong on her prepared talking points, but if she can get thrown off off her game, that's where we'll see the real comprehensive again, the harris campaign just released a an ad today hours before the debate going after what they are trying to, the contrast they're trying to set up, which is old versus new here or there? there's a 78-year-old billionaire who has not stopped whining about his

problems she had a big crowd audit crowd, this weird obsession with crowd sizes since this is a pg show i'll let, let the east coast but look, i think the point is, it is not hard to get under donald trump's skin and i think this whole conversation is back-and-forth around the microphones. i was in parliament to do that. right. he's the one he was fine to have it, but his team decided that that would be dangerous because we don't know what he might say. but the thing i would remind us is that in life when you're a leader, there's no mute button. if you can let's be there for 90 minutes and answer questions, put forward a thoughtful rational agenda, which so far we've not seen donald trump be able to do even that event they did in front of bedminster with the groceries behind him that

prompts were right there and he couldn't stay on message. and i think the challenge tonight for for donald trump will be the not talk about crowd size, but actually to see if he can try to stay on point at what minute mark or do you start to get really stressed every time he opens his mouth from i guess trust when i wake up every morning to see if a tweet came out, it has nothing to do with what he's saying. i get stressed before i come on television to see you. the tweet coming. but i would let's say this, you know, i think the challenge for president trump is a lot less than it is for harris. i mean, he's this is his seventh debate. people know and people have already decided whether he's offensive or whether it matters like you said, it's only 7% of the voters who liked his trump's policies, but are offended by his behavior. i think this debate is primarily about kamala harris. and if trump can concisely finish the picture, this is a san francisco liberal. you see that in the new york times poll, you see that in the cnn poll in a san francisco has liberals or values outside of the mainstream of america, and they are in the more and more you go into those details to more and more it showed, especially in

pennsylvania, she wants to do a mandatory gun buyback program. pennsylvania is not is a proud second amendment state they have some pockets where obviously they're not that, but that is outside the mainstream that, that san francisco values outside the mainstream of pennsylvania it's astonishing to listen to this because what you are hearing is that kamala harris has this huge bar to rise to. >> she's like the ginger rogers of candidates just to do it backwards and heels while you're just saying donald trump has to basically show up and appear normal and so, you know, already there is these two different expectations that i think we don't really discuss in the way that we should kamala harris has a lot to prove. of course, this has been a short runway for her, but she has been vice president for three me and a half years. donald trump is constantly saying that she's stupid, that she's, you know, all these different types of literally he's you, he said literally he's apparently worse than private. the new york times has reported and so what i think needs to happen here is that this is not just a testament of

policies. this is also a testament of who has the character. and i think that's what she has to run on because poll after poll shows that if that is the playing field, she wins. if you play on his playing field, it's going to be one, then there's the optics, right when you talk about dominating, right? you're talking about intellectually and in the substance. but then there's also the optics here, which is that he's six foot three ish he said six, but okay. so okay i don't want to talk i tell you what taller than she is the podiums are closed. there is a height difference. you know, when you layer that on top of all these other issues, does that matter? >> it does matter. and one of the things that i've that i've said, this may be very superficial, but people pay attention to it when you're talking about things like strength is, you know, be sure that you don't shake hands. like i don't want her that close to the president of the united states because although sheet her presence is huge, she's just not tall and staff, you think that that image doesn't. >> of course, i mean, people

pay attention to that. >> his facial expressions, right? you know, he's going to be been out of shape when she actually hits him with a jab or said something that's amenable. that's meaningful. and also the mics are huge. as you said it, the mics are huge because he's going to mumble all types of and you are right as well. all types of obscenities about are calling her all types of names under his breath, whether or not it's audible or not is going to be there. so those things matter. but at the end of the day, she's going to come out and exude that strength and she's going to look stunning in new. and he's going to look 78-years-old when donald trump, that's absolutely the other dynamic that trump has to be wary of is to not repeat what he did at nabj when lindsey davis is asking him, fair? but tough questions because as we saw, he lost it and was very mean to i thought he was mean. he thought she was mean and the response to rachel scott questioning and so that's the other thing i will be looking to see is how, because i completely agree this about character, because about temperament and character,

gamesmanship is clearly underway as aaron was just pointing out there back and forth all day long they campaigns have been taunting one another trolling one another. >> but when the two candidates meet for the first time on the debate stage, they will be not having any prompts of the kind. they will not be speaking with any written notes, it is just the two candidates and both sides are sort of telegraphing their chief objectives here. for the former president he is going to try and define vice president harris. of course, she is only 51 days into a presidential candidacy. it's extraordinary when you think about the rapid attorney turn of events since he last appeared on the debate stage in june, but trying to define her in trying to point out some of the contradictions, perhaps since her 2019 brief presidential candidacy, when she was on the left of her party to a how she has evolved to be a more centrist. but for harris, she is going to also point out some flip-flops that former president has made. i'm

crime, the things that they think will help propel donald trump back to the white house in november if he can stick to those issues now, obviously, as we have reported, donald trump's team says he doesn't do preparation that essentially everything that he does in the campaign trail serves at some for some kind of preparation for the actual debate they talked about him answering questions the new york economic club, as well as taking questions from voters in pennsylvania during a fox town hall, they say that is his version of preparation, but in addition to that, we also know so that he meets regularly with his senior advisors of what they call policy time or policy sessions and during that time, they have gone over specifics on what questions could be asked, how to pivot away from topics like abortion, which they expect to come up tonight. two things like immigration, like crime, like the economy. they want him focused on the issue she's but i will tell you if i had spoken to a number of trump allies of republicans who are deeply concerned that donald trump is going to devolve into personal attacks against kamala harris. and that's something his team has

warned him against. do they believe that she was going to try and get under his skin something that we have seen is not that difficult to do. they want him not really reacting to that, but only talking about policy, talking about the issues. but will again, as we have seen, time and time before, no matter what level of preparation donald trump has before he gets on that stage, one, if she is able to get under his skin, it is likely we will see him react. he is notoriously reacted, but two, we don't know what version of donald trump is going to show up tonight. they have urged him to maintain the same in posture he did during that first debate against president joe biden. however again what kind of donald trump, what version of him shows up tonight is only up to one person that is trump himself we will find out fairly soon at kristen holmes reporting for us kristen, thank you very much. erin, back to you. all right. well all right. >> so kristen's reporting brian, i'm curious she saying that they're encouraging him

real time. and so i think it's going to be very significant. >> think also to the question that you're asking brian, that goes to discipline. can he be disciplined on this stage? we want leaders who we believe can be disciplined, whether they are meeting with foreign leaders, whether they are handling the pandemic. i think that has been donald trump's achilles heel for some time. he is not a discipline candidate and that kind of worked for him in 2016 because people could sort of kept waiting for this pivot will now we know the pivot that is not coming. this is who he is and so when you have that side-by-side, if kamala harris is out there laying out her vision, talking specifics, which by the trump doesn't talk a lot of specifics. i think that also will make the lack of discipline and the old versus young much more stark. >> what does it say, bakari though? and i know you can take a look at a number any way you want, but just, you know, when harry was over there at the wall and he was saying that 60% of the people who have not made up their decision described themselves as moderate and i was saying a lot of people would say, how could that be, how could you do self-describe

as a moderate and not be sure in this that people might say that seems odd. what does that say to you? >> i mean i i've always envisioned the country not to be like us, right? i mean, i, they think they thank you, brian doesn't like heat, so awareness really good out there, not like guess i mean, they just they have these 95 they work they make the country go. >> i mean, they're focused on making sure their kids it picked up and whether or not j.d. vance, once they grandmother's to take care of them or whether or not they actually have to pay for childcare out-of-pocket. i mean, these are real decisions and so they'll tune in tonight and they'll, they'll watch and they'll see who they liked best. one of the things about this test that donald trump has, and i don't think anybody has articulated this yet. is that kamala harris? we'll get an opportunity to question donald trump that is not something prohibited tonight in the moderators will allow that to happen. so when she answers a question, when she punches and then she turns and looks at him and articulate a clear

question. and linsey davis and david muir will sit back and say, well, mr. trump, he has to respond there's no facial there's no facial response. he literally has to verbally respond and i'm not sure he's prepared for that. joe biden could not do that as much as i love them. he couldn't do that. >> kamala harris can think about this term, moderate in two different ways. there's moderate in terms of right versus left. and on that question, the new york times poll that came out this week shows that donald trump winds on that, that he is not viewed as too conservative, but she is viewed as too liberal. but there's another way to think about moderate. and that's temperament, correct? and cnn's own polling asked, do you think of this person has more extreme or more mainstream? and on that harris did have a slight edge in the battleground states. while harris really has to convey to voters, i promise you, i'm not as liberal as donald trump says. donald trump has to convey, i promise i'm not as extreme. and wild and i'm not the mad man that harris is going to portray me, but that is within his own control as well. how he presents himself. >> but voters have already accepted the things they don't like about donald trump. they,

welcome back to a special edition of the situation room. vice president kamala harris expected to use tonight's crucial debate to hammer former president donald trump over his muddled messaging on abortion it is an issue that has been crucial in state after state and voters have voted for more choice even in deeply red states, making it a complicated issue for the president, the former president and the first presidential contests in the supreme court overturned roe v. wade two years ago, is obviously where we are tonight and trump appointed the justices who are responsible for that overturning joining me now republican governor of north dakota, doug burgum and governor it's a pleasure to talk to you so let me just ask you about this issue and is obviously going to be crucial tonight. trump at one point said that florida's six-week ban was too much, right? that he he thought that was too draconian then he backtracked. i'm curious, governor, how you see this? i know you have a near total abortion ban in your state. so are you worried that if tonight trump feels that he needs to talk to moderates, that he needs to move more to

substantively, both have made a proper case because they will both be held to a burden of proof, as you know, jamie trump is underwater with female voters now by double-digits, something along those lines, what can he do if anything tonight to change that? >> so as kasie said, self-defeating, trump is famously self-defeating with women voters there is a reason we all know the phrase nasty woman or nasty women because he has used it so many times. and terraces people feel that she triggers him both as a woman and as a woman of color. so one of the things you look for tonight is, does she get under his skin? does she trigger him to go after her as a woman or a woman of color because that can

have an enormous effect on how women voters react. >> you know, it's interesting one of the things i'm going to be curious right the beginning when they both walk out on the stage at this debate, will they actually shake hands? what do you think we've been speaking among ourselves during the commercial break about how in recent debates there hasn't been handshaking if i were advising donald trump and i doubt that he would take the advice. but the first thing i would tell him to do regardless of whatever may have been negotiated in the rules walk across that stage and extend a hand. because i think it would be so important for him to try and demonstrate temperament that is not exactly what people think and might also throw her if there's a magnet dan ives gesture on his part to begin the debate. >> and here in the city of brotherly love that might be appreciated. >> it might be appreciated, yes, we just hope in the city of brotherly love that this campaign has an ending because wolf, i took a look recently, i was reminded of the fact that you made the call on saturday after the last election. i'm worried if it takes that long this time, a lot of

has been that has been remade from the top-down in his image. and a party. whereas at the beginning of his presidency in 2021, there were still so meaningful pockets of resistance where there were still real checks and balances on donald trump from within the gop, that this is now a party that shows no appetite for dissent from him whatsoever. and obviously there are certain cases of that that are more notable than others. >> and i want to talk about those we are just looking to him right now. how is the foreign president just arrived in philadelphia after the debate? so obviously arriving not long for it. his son eric got off the plane after him. we understand that his son, eric and eric's wife, lara, will be attending the debate tonight with the foreign president. but you talk about how that caged elephant and that image and some standout. i know there's a lot of stories in the issue about republicans who bend to trump's will write who said one thing at one time and now we're talking very differently.

mike lee as a supposed champion of constitutional conservatives. and this was really his mo, this was his image, a self-styled tea party insurgent who came to washington in 2010, like so many other reports publicans in that year promising to put the constitution above his fidelity to the republican party. and in fact, in 2016, when trump emerged as the republican nominee, mike lee lead the charge at the convention that summer to literally rewrite the rules of the republican party so that they might stop donald trump from becoming the nominee in cleveland that summer. so here we are, eight years later in the summer of 2024. and when i'm pressing mike lee on how he could have gone from that place in 2016 to now enthusiastically supporting donald trump in 2024 he says to me, well, remember, he did in fact leave office, basically saying that sure. he attempted a coup, but the coup failed. so something here has changed at a
