over 7 inches of rain in the last 48 hours in brownsville, texas. which is more then they would normally see in the month of september. starting to see the heavy bands spread across louisiana. heavy rain is forecast along the gulf coast and pretty far inland, cities like atlanta, birmingham and memphis looking at 4-6 inches possibly out of this system over the next several days as it slowly makes its way inland. storm surge is going to be a big factor. and south of morgan city, 5-10 feet of storm surge is affected. damaging wind and water sponsor louisiana and portions of western florida. it was at this time 23 years ago this september 11 attacks began shaking the

wants a second debate and despite former president donald trump saying it was his best debate ever more people are saying things like rupert murdoch owned wall street journal editorial board which said kamala harris won the debate because she came in with a strategy to taunt and goad us to trump and to diving down rabbit holes of personal grievance and vanity that left her policies and history largely untouched. he also took the bait and ms. harris set the trap. you are not running against joe biden you are running against me. >> vice president kamala harris made that point again and again she met former president trump for the first time. in a red-hot philadelphia debate with dueling rivals trying to break the deadlock in the final two months of the race for the white house. >> she is biden, the worst inflation we have ever had, a horrible economy because inflation has made it so bad

afterwards. north carolina is a key swing state harris is trying to win. he said on abortion and healthcare, this will move the needle in his estate. we shall see if that is amplified in other states or if it comes to pass. one indication of confidence, moments after the debate, the harris campaign said we want to do another one in october. as of now, former president donald trump has not agreed to do so. you put it all out there for those who do not see the debate last night they sat in your piece, i appreciate it. with us now is the governor of new hampshire paul milliken chris sununu. i know you lost your mother a few days ago kind of a towering figure in new hampshire politics. want you to know we are thinking about you. >> thank you. >> who won the debate last night? >> kamala harris won the debate. there is no question about that. what does that mean? what does that mean to the 10% of swing voters. if you pull the swing voters they want

results it is the cost of living, the border, who will be the change agent. neither of them connected empathetically. kamala harris had a great strategy of i do not want to get tied into reliving the last three years. she had confidence in her answers and took the last 30 seconds of almost every question and hit him with a personal attack knowing it would get under his skin. a very effective measure and i give her a lot of credit. it kept him on the defensive and ultimately definitely stylistically she openly won the debate. for those 10% of swing voters i think one or 2% i think you will see the needle move a bit but, the majority of the swing voters are still results driven they did not hear how are you going to lower my prices and pay my rent? let's not forget we still have almost 60 days to go. the rent

will come due, the electricity bills will come in, the credit card bills will keep coming in. that is one of the best messaging tools the trump campaign has to pay things are not as good as they were four years ago. that was a number 1 question when they said are things better than they are four years ago she immediately avoided the question. but trump missed his marks he should've thought about -- an hour without even talking about inflation and those are real issues for people. >> how prepared are seen? >> i think he had been told hundred thousand times just look at the camera and do not engage her personally. i think he was trying to be very disciplined and he was for a while. but she knew that and took advantage and that is why she kept turning to him. she kept jabbing at him knowing he was told to do your best to stay in your lane and keep composed. i think he had a decent amount of composure considering what we have seen in the past. but the dog and cat line. those moments will not be forgotten. they will make social media means and that does not help them at all.

>> if he can be rattled by kamala harris talking about crowd size, what does that say about what foreign leaders can do, adversaries can do to him? >> i will say this i that on the issues of foreign policy, that is a strength he has that he has not exploited in this campaign. there is chaos in ukraine, chaos in israel. a lot of pressure going on in taiwan. let's not forget about that and let's not forget about afghanistan. there was more world peace under his -- >> he didn't say he wanted ukraine to win. >> there was more peace when he was there but showing the contrast is what he has to do more of. it wasn't about if she can value or leaders can he has already been president he did not get rattled on the international stage as resident. i think he needs to keep going back to the international issues. >> you were a big supporter of nikki haley, no bigger supporter. >> can you imagine what nikki

haley would've done in that debate? it would've been lights out. >> she never had a chance to debate against former president donald trump. did it make you think about how she would've performed? >> yes but primaries are different. they are kind of breaking apart the spectrum within your own party. they can be pretty vicious obviously we are going to -- most folks do in the primary. -- knowing that nikki haley wasn't going to take it. >> i think it would've been similar. it would've been impactful because it has a different impact within the demographics of the republican primary voter. she came close to new hampshire, as you know. ab it would've been a difference maker, maybe not. it is not about the overall it is always about the swing voters. folks are talking about

memorial plaza in lower manhattan for the commemoration ceremony to observe the 23rd anniversary of the 9/11 terror attacks will be getting underway this hour. families are arriving to once again read the names of their loved ones, lives lost in this 9/11 also lands smack dab in the middle of the presidential election. today is not only huge for that reason but it comes after the hugely consequential presidential debate between the two people vying to be the next commander in chief. just hours ago, they were on the debate stage together. today, kamala harris and former president donald trump will be here in lower manhattan to attend the 9/11 ceremonies. we saw former president donald trump and jd vance arrived a short time ago. we will be following the live moments throughout the morning. not clear if these rivals, if

discuss is cnn senior political commentator scott jennings and democratic -- christine quinn. i want to start with one of the first, it wasn't the first thing. were kamala harris was asked about her flip-flops. both candidates to be fair have done some flip-flopping and their political lives. she was asked about several things. did she answer the question well and, why didn't former president donald trump try to capitalize on it? >> your second question gives away the answer of course she did not answer them well. there is no good answer. ever single thing she ran in 2019 she now claims to be against and it is her right to change positions that is not mean you have to be convinced by it. i agree trump failed to go back to the well on that or go back to the well on the central issue he has to run on which is if you do not like what you are getting out of the current administration you cannot leave the same

people in charge. he did it in his closing statement but it took a long time to get there. even though i thought trump won the first 15 minutes largely about the economy the rest of the debate she was evasive but controlled the flow. >> a different experience than the debate in june. >> thank god. >> she just brought it. >> what do you think matters most from what happened last night? >> i think what happens, what matters most is it is a positive jump out of the debate into the longer homestretch of winning the election. is you see the correspondence that has come out of the campaign the heading on most of them is, debates do not win elections. >> that is the subject line on the email blast that went out overnight. >> i think that is smart because averagely she won the debate. no question even trump consultants say that but if you rest on those laurels you open up your flank for attacks and you lose your energy. we have a

good bump like we did out of the convention were keeping it going but we have to get down to the swing states, the critical electoral college states and win on the ground. >> i am curious about were you surprised when former president donald trump said he did not have a plan on healthcare? he literally said he was going to keep obamacare. it took me back you almost never hear a candidate say they don't have a plan even if they do not admitting that they don't. >> not really. did i expect him to show up and give you chapter and verse presentation about a specific plan, how to rewrite the american economy? no. and harris says she has plans for everything and what trump failed to do is she -- other than saying she has a plan. most republicans think today that the debate was set up by the moderators to be a lot more of a trial trump than a debate between two entities. that is no excuse you cannot complain

about the referees when you are not making your own jump shots. on that topic they drilled down on trump but not harris as much when she was evasive. >> yet they are talking about the refs even though they did not make their own jump shots. it is so classically trump. i won that last election even though he lost the election, i really won this debate if it wasn't for these mean, nasty moderators who, i thought did a good job of moderating but were very low key as moderators go. it is classic trump. the dog ate my homework over and over again. >> i will say that -- writes for the atlantic put out a tweet on moderators last night saying david muir and lindsay davis i work with both of them they are friends but alberta writes abc moderates -- 2 to 3 times and harris zero times another way to look at it abc

moderators fact checked trump 2 to 3 times instead of 500 times. but several times they asked harris direct questions about the economy they asked her if she thought they bore any responsibility for inflation. why did you wait three and half years to do anything on immigration why did you wait until six months before the election. she blew completely passed it with no pushback from the moderators. they did the same to trump and you might say they should or shouldn't do that but you have to pick one and two at about. >> trump took five minutes more it was not like they did not give him a chance to talk. >> he said before the debate he was going to let her talk. >> he can't and that could said about me too but he can't not talk, it is genetic. >> you talk about debates not winning elections is an issue but moving forward, what can she take from the debate that she should now do more. we have not seen a lot of her we have a cnn interview but no other interviews. should she do

interviews where she uses a lot of the lines she used last night. what do you think she will do differently now? >> i hope she will be more in the media but maybe not with national outlets but more local outlets in the swing states. she is really good in a town hall setting. kind of with one person asking questions from the crowd. she should do more of those. they are a comfort area for her. although we saw really encouraging numbers with the independent out of last night, we still know that too many americans do not know her, local press and those kind of town halls will get her known in a very positive way. >> i'm curious what you think scott about relitigating 2020. it came up and he went there. >> the only thing he needs to relitigate are the decisions of biden/harris for the last three and half years. this is a simple election a change election. the new york times showed people do want change and they believe him to be the

and shaking hands as they are now standing very close to where we are here as the ceremony is about to begin. quite a moment to see and probably a moment a lot of people want to see which is at least kindness and being cordial to one another in the face of this somber hallowed place. ground zero. as the ceremony is about to get underway. here with me watching this is senior law enforcement analyst john miller. as we talk about the things related to security and the evolution and in the 20+ years since 9/11. seeing that it is not a day about politics or politicians. the families have always made that clear. seeing that is something >> one of the, on the terrible day, 9/11, one of the things that came out of it is it

brought the country together. it brought people together, it brought competitors and even enemies together because of the nature of the event. it is good to see because the question that lingers is, how long is long enough to forget? this morning two people who were going at it last night about politics can put that on a shelf for a minute. >> i was thinking about that this morning. not only does this anniversary land in the thick of the election season it also comes the morning after the hugely consequential and contentious debate. i was thinking back to 2008 when you have barack obama and john mccain. who were in the thick of an election as well, set it aside on this anniversary morning and walk together, side-by-side and laid flowers together, roses together. really, the embodiment of

putting politics aside for the moment. i thought this morning there is no way we would see anything like that in this day and age and how contentious politics is but, they shook hands. >> maybe a tribute to the day or maybe a tribute to mike bloomberg as a guy who can bring people together. if you think about that debate last night, one of the things that barely got a mention was the specter of terrorism, they talked about afghanistan and the withdrawal that not about the current threat to the united states. >> that is something you have been tracking, there have been so many big bold names in security spaces talking about all of the lights blinking red right now. how do you see and what do your sources say about the threat landscape today? >> i look to people like the former deputy director of the cia and the terrorism expert from harvard and they say we are in a september 10, 2001

moment here which is at its simplest, when terrorist organizations tell you they're going to do something, it usually means they intend to do it. it is not code for a track. we have been seeing the reemergence of i.s.i.s. extolling people to attack the united states. we are seeing directive plots in places like moscow where people were killed in a shopping mall burned to the ground or even ironic were i.s.i.s. attacked the funeral of another terrorist leader. the idea of terrorism in the post-9/11 world after the wars in the places has been put to rest or is under control is something i would caution against. this is a time where on that issue we have to have our left-hand high. >> i had the secretary of homeland security standing with me speaking this morning. i.t. department created as lessons learned in the post 9/11 world.

breaking news brand new numbers on inflation the consumer price index just out with us now. everyone looking at this because the fed meets next week talking about interest rates. >> the numbers show we saw a big drop from the prior month. the lowest level of price rises we have seen since february 2021. it is still painful for people but this is great news. what is continuing to keep pressure up you can probably tell me better than i can tell you, rental costs, housing. simply putting a roof over your head. that was the big contributor to the numbers but

-- rates are coming down you can see the trend. i mentioned it, the big drivers of the ongoing price increases we saw half a% on shelter, 3.9% on airfares, late summer travel despite five months of declines. something everybody keeps talking to me about the sheer cost of car insurance going up again despite the drop in used cars and trucks we have seen. to the downside all about gasoline and energy prices and the big drops we have seen. 6/10 of 1% in the month this year. aaa, average gallon of gas price down 17% over the past year. and even in the last week oil prices are falling again. this gives you a sense. overall bottom line what does this mean for the fed? quarter-point rate cut next week i will go out on a limb and say it. they could do more.

>> inflation slowing. >> it is still painful for people out there and we cannot hide from that but it is getting better. >> that number a lot closer to the 2% the fed likes to see. think the saying goes debates do not win elections necessarily both the trump and harris campaigns are spinning the campaign -- debate as a win for their candidates. we want to know what debate watchers have to say. >> i have not worn this suit in years it is brand-new for you and i wanted to match you. >> a tan suit, either way we are matching. what did you find as far as how this was received? >> i'm going to use a scientific term and that is that the vice president crushed former president donald trump. how did the vice president crushed him? the first debate when it margins she won by a 26 point margin nearly matching trump's margin over biden in june when he won by 34 points.

very similar to the joe biden margin over former president donald trump back in 2020 of 32 points and higher than the 2016 arjun hillary clinton had over former president donald trump in their first debate. the bottom line, debate watchers leaned a little bit more republican in the nation as a whole belief vice president kamala harris easily won the debate. the scientific debate was she crushed former president former president donald trump. >> we see a change in the polls, a rise or a bump for harris? >> i think the most likely scenario is that you will in fact see a rise in the polls. take a look at the last four times we had a first debate. look at those winners, they see a rise in the polls? yes mitt romney into 2012 hillary clinton in 2016, joe biden in 2020 and former president donald trump earlier this year also rises in the polls of 2 points or more. given how close this race is nationally and in the swing states do not be surprised if kamala harris

jumps out to a lead nationally do not be surprised if she jumps out to a slight small lead in the key battleground states that should still probably be a close race but no doubt, at least based upon history we should expect vice president kamala harris to receive a polling bump. >> the question is historically what does this mean for the potential of winning in november because there have been debates people have lost but have won the election. >> that is the key question. you may get a momentary polling dump but does that mean you will win the election? not necessarily because the fact is the election is all away in november and by my calendar we are in september. lost the first debate but won the election george w. bush in 2004 lost the first debate to john kerry and won in the fall. barack obama and we mentioned mitt romney earlier that romney won that first debate that barack obama one in the fall. former president donald trump in 2016 he lost that first

debate to hillary clinton but went on to win in the fall. the bottom line is yes last night was good news for kamala harris she won the debate in the minds of debate watchers and based upon history she jersey a polling bump but that is not sincerely mean she will in come november. >> there's a big difference whether or not there will be a second day. we heard former president donald trump again saying he doesn't think there needs to be one because he thinks he won decisively but that is not what the voters have said. >>[ music ] >> minutes after the debate, taylor swift announced in an instagram post that she has endorsed kamala harris and tim walz. she signed off as a childless cat lady a job at jd vance. let's get right to elizabeth with the details. what are we learning about how this happened and why it

happened now. >> taylor does what she wants when she wants and clearly this was a huge moment for her to come out with this huge endorsement right after the debate. obviously, this is perhaps the biggest celebrity endorsement you can get. taylor swift, no doubt, the biggest star on the planet. the woman moves little economies, she certainly can move voters. we know that back in 2020 she endorsed the biden/harris ticket. is is not the biggest surprise the surprise is whether she was going to endorse at all and she did. just this morning about an hour ago, trump was asked about this on fox news, let's take a look. >> actually i like brittany the homes better i was not a taylor swift van it was just a question of time you cannot possibly endorse haydn but she's a very liberal person.
