right. 5:00 a.m. on the east coast. a live look at capitol hill on this tuesday morning. good morning, everyone. i'm kasie hunt. it's wonderful to have you with us, donald trump recount seeing the moment a second apparent attempt was made on his life. it was the second in just two months in an x spaces conversation, formerly known as twitter, that platform, the former president praising law enforcement and the secret service for their quick action i was playing golf with some of my friends who was on a sunday morning and very peaceful, very beautiful weather. everything was beautiful. those nice place to be. and all of a sudden we heard shots being fired in the air. and i guess probably four or five and it sounded like bullets. i was with an agent and the agent did a fantastic

job. there was no question that we were off that course. i would have loved to have sank that last putt but we decided, let's get out of here. >> according to officials, a secret service agent saw a rifle barrel with a scope sticking out of the fence of the golf course. just one hole away from trump investigators say at no direct view of the president. the former president, a secret service agent, fired at the suspect in the bushes and he took off cell phone data shows ryan, wesley, ruth may have spent nearly 12 hours in those bushes sunday and new body cam footage shows the moment that ruth was apprehended. suspect is facing two charges, possession of a firearm as a convicted felon, and possession of a firearm with an obliterated serial number. joining me now is dave aronberg, the state attorney for palm beach county. dave,

it's always nice to see you glad to see you again. of course, the circumstances extraordinarily unfortunate. what can you tell us about the very, very latest on where this investigation stands? >> good to be with you, kasie right now. he's facing those two serious charges facing up to ten years in prison for being an ex felon and possession of a firearm. and the obliteration statute obliterating the serial number of get you up to five years in prison but i'm not so sure that's the end of the charges. in fact, i think there's a probability that you'll see more as the investigation progresses, like perhaps aggravated assault with a firearm against a federal law enforcement officer that's when he allegedly pointed that rifle at the secret service agent that can get you up to 20 years in prison. there's a statute against threatening a former president that can get you up to five years in prison. but it depends what's in his writings, his social media the oppose, what's in the bag, what's in the car. so the investigation continues at the federal level, who have taken complete control over this case. originally, my office was involved going to, file some

paperwork, some warrants pretrial detention, motion to keep him behind bars. but then the feds came in and they took over the case and we stood down so dave what do we know this is kind of your home area. you really understand kind of the way that this is all laid out and we've been learning of course, that he in weight apparently for 12 hours. i'm curious. what connection that may have to any future charges, but also the location of where he was waiting on this golf course, apparently one that's known as a place where paparazzi congregate. what more texture can you give us on that kasie, the golf course, about ten to 15 minutes away from mar-a-lago. >> mar-a-lago is pretty protected because it's over a bridge on the island of palm beach. it's garden on one side, bite water, and it's much easier to close down roads around mar-a-lago. in fact, there's a road right in front of mar-a-lago that's closed down even when the former

president is not there, that happened after the first that's the sas nation attempt to the consternation of local residents. but when it comes to the golf course, that's in west palm beach, it's a budded by two major roads and swords very difficult to block the traffic, to control people in and out of that area, especially when you have such a large property, its a larger property than mar-a-lago and you have these big brush bushes there where people have been known to go in and out to take pictures of the former president while he is golfing paparazzi. the media usually they asked secret service and if they don't, they'll shoot away. and even if they do, they're often shoot away. but i suspect next time they're going to be a little stricter about people in that area. maybe we'll have more patrols there. but even if they did, it's really hard to control that area. and if you want to hide out in the middle of the night and hang there for 12 hours. >> you could still remain unnoticed we've never seen this type of situation before

where instead of a camera, there's a rifle pointed, which shows you how impressive the secret service was to do that work to see that guy. >> and then open fire because as of now, there's no evidence that the attempted shooter actually shot bullets it was the secret service who shot at him they've do we know how i mean, how do we learn that he was there for 12 hours and is there any other tidbits of information that are coming out here that might paint a more full picture of why he was there in the first place. a cell phone data, it was a cell phone data that shows he was in that area for about 12 data 12 hours. we don't know how long yet he has been in florida or whether he purchased the gun in florida or north carolina at 80, bring it down. there are still a lot of things that are happening with him the investigation and the federal authorities keep a lot of these details close to the vest, but they had a press conference yesterday. i was not at the press conference yesterday, but the sheriff was there and they

from london. max, good morning to you as we of course, have heard more and more from volodymyr zelenskyy about the challenges that are facing him at this critical juncture. this cannot come as welcome news that the u.s. is just simply having trouble getting the weapons out the door for a pretty complicated set of reasons, what impact does this have? >> or what is holding them back? certainly that pushing into russia on one front and trying to defend against russia on another front within ukraine, they just don't have the equipment that they need to continue with that battle, particularly going into the winter when it's going to get a lot wetter, so it's a real problem for them and, you know, we've talked kasie about how hard it's been for the white house or the pentagon to convince congress to give it all the money it needs to send to ukraine. the problem now is actually in the us, but as you say, they've got $6 billion, they need to spend by the end of september and they can't actually get there because i

haven't got the inventory to send to ukraine and it takes years to build it up max. >> what kind of impact does this have on zelenskyy's ability to me clearly, his move into the kursk region was designed to be this sort of surprising show of force. but it's clear that without more of these weapons, he's going to be more limited in those abilities. and of course this comes as he is pressing the u.s. to be allowed to use what weapons he does have from america. in a more aggressive way inside russian territory so you know, the big weapons that they need to hurl into russia and getting permission for that is one thing that's going to time too. >> have time to get there, then they got permission from the u.s. to use it quite yet. but they've also holding the front lines that they are defending within ukraine so much more basic equipment needed there so you mentioned earlier on about these hundred and 55 millimeter

cyclone eight. i hadn't formed those tropical characteristics of what we would normally see within a hurricane or a tropical storm for instance. but sure early it did, it's damage and you can see what it did here along the beaches of north carolina. this is coming out of carolina beach. this is called catastrophic flooding. that was extremely emily rare. we're talking about 18 inches in a 12-hour period. that's preliminary total. but the likelihood of that occurring one and 1,000 years. so this is a significant event that impacted southern north carolina just south of the wilmington, right about there. there's carolina beach. now the storm system is moving inland. it's bringing a lot of its heavier rain to the north, the outer banks currently getting hit very hard with some heavy rain at the moment, we have a flash flood warning for this location. flood watch she's in linn for parts of virginia and northern north carolina. this is where we expect the heaviest rainfall today nothing like what we experienced yesterday, but there certainly the risks it's gov some localized flooding across this area. so here's the flash flood watches, or flood watches, norfolk southward

political leaders to try to turn down the temperature i worry about what's being said online about many, many people, not just as the former president and he should be doing if he were really a leader he should be doing what he can to calm the waters, not try to just continue to throw red meat out there to get people riled up. all right, joining us now to discuss all of this, margaret talev, senior contributor to axios and the director of the institute for democracy, journalism and citizenship at syracuse university. margaret, good morning. thanks so much for being here. there is a lot of rhetoric about the rhetoric in the wake of what happened with donald trump here. and while after the first attempt, he, trump himself largely steered clear of he let his supporters and allies lay political blame. he is not shying away from it this time. i what do you make

of how he is handling this and how democrats are handling it? >> it's really interesting because there's so many layers to unpack here. on the one hand, there is evidence from research researchers over time that says that when you. amp-up fears about the other party. and the idea that the other party is anti-democratic. you do actually have the ability to further polarize people emotionally. it presents a real problem for democrats who actually can feel that donald threat donald trump is a threat to democracy, right? and so how do you, what is the safe way to talk about that? what is the correct way to share your concerns with american voters without a kind of fear mongering that becomes dangerous. on the other hand, you see former president trump himself using much more violent and pointed language consistently over time. and so the idea that he's asking the other party to embrace an

approach that he himself has not embraced. that goes to the idea of the violence the there is an element of there are two stories going on at the same time. one is that there was another apparent attempt on his life and the other is the fear mongering out around immigration issues, which has a violent bent to it itself. and so these two things are conflating at this critical time in the race and the backdrop is that the polling shows him nationally falling behind harris needing to do something to change that dynamic. >> and margaret, his running mate, trump's running mate, j.d. vance, went farther than trump has gone in talking about this. i want to show you what he had to say hey, and then we'll talk about it. watch you know, the big difference between conservatives and liberals is that we no one has tried to kill kamala harris in the last couple of months and two people now have tried to kill donald trump in the last couple of months, i'd say that's pretty strong evidence that the left needs to tone

down the rhetoric it needs to cut this crap out. >> somebody is gonna get hurt by it. and it's gonna destroy this country does that rhetoric that we hear from j.d. >> vance not potentially raise the stakes and on kamala harris getting hurt, correct? >> so that would not be an example of toning down the violet rhetoric to dispel fearmongering both sides. and the issue here is we talk about polarization a lot has been a long conversation in this country. it even predates donald trump, a particular over the course of the last eight years, polarization there's two. kinds of polarization. there's ideological polarization where people truly have different views and the parties, his espouse them. and then there's the more emotional kind of polarization, the political scientists call it effective polarization. that is the kind that people who study civil society and disruptive behavior and the rise of violent rhetoric in politics. that is what they're thinking about. the idea that if you ask people, how do you feel on issues, people who align with

expected to be processed in a manhattan court after he was arrested last night, a source telling cnn, the music producer was arrested by homeland security agents at a manhattan hotel and right now, the charges he's facing are still not known. but an indictment is expected to be unsealed. field later on this morning comes as lawyer says, he temporarily relocated to new york in anticipation of these charges, the arrest comes after months of scandal for combs. he was the target of a months-long human trafficking probe and was hit with multiple lawsuits accusing him of sexual assault including from his ex girlfriend, cassie. cnn legal analyst, and criminal defense attorney, joey jackson joins me now. joey. good morning to you this of course came after there was released by cnn of a video of diddy the being violent toward cassie after of course, that was settled out of court. it was her lawsuit that seemed to spark all of this unraveling for him. what more do we know about what he faces here?

>> yeah. >> you're absolutely right. kasie, good morning to you. and so there's a lot we don't know, but some we do, we do know that there was a grand jury that convened and that indicted him. now the significance of that is that a grand jury doesn't condemn anybody to guilt what it does is show two things is reason to believe that a crime was committed in to the subject of that investigation before the grand jury committed them. now, in inconsistent with that, what happens is they don't that is grand jurors vote by unanimous consent to get an indictment. it's a majority and standards of proof are far different, however, what i believe is that consistent with what we do know is that there were raids on his homes in california and in miami during those raids, what we know is that the federal government seize many things certainly evidenced that'll be used here, and certainly evidence before the grand jury. third thing in addition to whatever they see is perhaps a potential video and other evidence which would be suggestive of potential crimes

that people have to go and testify before the grand jury. that means give testimony relevant to factual allegations and assertions finally, what allegations may they be? there are several lawsuits as you just mentioned, and i think those lawsuits kasie served as a treasure trove and a roadmap with respect to potential drug you know, drug issues, violent issues. again, all allegations, issues consistent with commercial sexual exploitation of various parties and other things where people may have been exploited, perhaps some under age issues, and so again, all of these allegations, all of these noted in the lawsuits we'll see what they do in terms of appearing in this indictment that will be unsealed later this morning so joey very briefly, is it unusual for someone to relocate to a jurisdiction like this in order to be arrested. >> like why did he do that? >> so i think what happens is is that a centerpiece of what he's been saying both for public relations purposes and i think at trial will be as look, i have nothing to hide. i've

to when he talks about the paradigm shift from reacted to this adl, i'm not really sure because they know that the women and men of the secret service, whether they're agents or officers, have always been ready with challenge in addressing a threat fire. >> but. i think that the acting director is trying to get to is that we are living in a very dynamic and almost unpredictable threat fireman that is changing very quickly for the secret service. just take a former president donald trump, for instance, you know, he does not fit the typical model of a former president's such as obama, clinton, or bush, where their threat proud profile, diminishes the further they get away from the office of the presidency former president trump, on the other hand, his threat profile almost seemingly has increased since he has left office. why? because he's continuously in the public eye. he is running for office again and he has this lingering threat from iran

that is trying to a seek retaliation for actions that he took while he was in office all of that threat profile of the former president needs to be addressed in how the secret service actually applies the, its protective methodologies in protective model to the former president. so the assistant, the director of the secret service is right and saying, hey, there needs to be a recalibration here, but that recalibration has to be done very quickly because we see how dynamic this threat environment actually is. and when these threats can materialize so jonathan we've seen a number of democrats come out and say, including biden, the president calling on congress to give them more money, to be able to do more if from your understanding of what it's like to do this job to try to protect a president or a former president, or a nominee, any one of the various protectees what does that money most

usefully applied to to prevent stuff like this? well, it's applied in three ways. it's applied it to people process and technology more funding will allow for more hiring of officers and agents who execute the mission every single day to technology is right now, we're seeing our adversaries utilizing advanced technology to try to launch a text, the secret service needs to develop the countermeasures you to thwart those types of attacks such as drones, for instance then process, you'll really thinking about what is the strategy of the secret service moving forward, and how does it not react to the changing threat environment? but how does it anticipate the threat environment changing for our protectees and put the right structures in place. so we're not back on our heels were more leaning into what we face on a day-to-day basis. so secret service, since i joined in 2001, today has always been

under-resourced, but this is the moment. this is a seminal moment for the secret service to really change the way that it operates in, get more resources that are necessary for the front-line agents and officers that are out there who are charged with this remarkable responsibility. protecting our national leaders. >> but jonathan briefly, gerald ford faced two assassination attempts in a very short period of time. what is different about the environment now than the environment that we saw. then? >> well listen you know, there's a phrase in the secret service that our policies are born out of blood. i know that's a little graphic, but it actually is true when you think about assassination attempts in the past, the secret service, in those moments had to change its protective model. we saw that going all the way back to kennedy and the difference between then and now is that we have the resources, we have the capabilities to get a better
