12:02 pm
there live as we follow these major developing stories and many more all coming in right here to cnn news central hour sean diddy combs is going to be he asking for bail again from the judge overseeing his racketeering and sex trafficking case. he's appealing a different judges bail denial yesterday forcing diddy to spend the night inside the same squalid jail that once held other famous defendants like r. kelly and ghislaine maxwell yesterday holmes pleaded not guilty to serious and salacious allegations that for years he forced women into sex parties with male prostitutes. and as part of a new bail proposal, his attorneys are offering to let more restrictions be placed on their client, including one that would bar most women from visiting the music magnate whose net worth forbes us
12:03 pm
estimates, estimates is it at least $400 million? we have cnn correspondent kara scannell standing by outside the new york federal courthouse. kara, what are you learning about the hearing happening minutes from now? >> well, brianna, sean comes as attorneys arrived just a few moments ago heading up those stairs into the courthouse. and when this gets underway shortly, his lawyers are expected to argue again for combs's released this, as you said, is going to be before the judge who will be the overseeing this trial yesterday's was before the magistrate judge she denied him bail in part because she said the crimes he alleged to have committed occurred behind closed doors and she could think of no conditions that would satisfy her that they would not continue to happen behind closed doors, that any monitoring and that's what you see in this proposed bail package today, combs is attorneys trying to address that one of the main things that he's proposing is home detention, a $50 million bond, but also the restriction on any females visiting him. and that would be female those that are not the mother of his children
12:04 pm
or any relatives he's also proposing to have no visitors come to the home unless their caretakers, family members, or friends who are not coconspirators in this racketeering conspiracy also suggesting that you have weekly drug testing and that a visitor log the maintained at his homes and get it it's a pretrial services at the end of every day, so they could check who is coming and going. the prosecutors are likely to oppose this. they strenuously opposed giving him any valley yesterday saying is a danger to the community based on the charges that he's facing their violent charges of sexual assault charges, but also because they say he has a cat, a cache of weapons in his home but they found when when the agents from the homeland security investigations searched his la and miami homes earlier this year and also because they say he's already reaching out to witnesses who've been subpoenaed by the grand jury and trying to influence their testimony, telling the judge yesterday that he was feeding certain witnesses a false narrative to tell investigators that's one of their key concern. is that
12:05 pm
he would be obstructing this investigation, which the u.s. attorney's that is active and ongoing. so this will all be unfolding shortly combs will be brought back into the courtroom. he will face the judge who will be over seeing this case and the lawyers will go back and forth, ultimately be up to the judge to decide whether he thinks there are any conditions that would assure that combs would return to future court appearances and that would not continue to as the prosecutors put it, obstruct this investigation will be in the hands of that, judge. we'll see how it plays out shortly. brianna. >> all right. kara scannell, live for us in new york. thank you. boris. >> we're following some breaking news and aggressive move by the federal reserve, cutting interest rates by half a percentage point fed chairman jerome powell spoke just moments ago, making it clear that in phage, inflation has improved enough that it can now take a back seat. and the fed will make the jobs market its first priority. listen the labour market is actually in solid condition and our intention with our policy move today is to keep it there.
12:06 pm
>> you can say that about the whole economy, the u.s. economy is in good shape. growing at a solid pace inflation is coming down. the labour market is in a strong pace. >> we want to keep it there. >> that's what we're doing cnn business editor at large and host of quest means business. >> richard quest is here to break it all down for us. richard, what did you make of pals assessment of the economy and how the fed is now going to handle it oh ron it's interesting, isn't it? i mean, a quarter point was expected, a half a point. it's not panic, but it is concern on its, the fed basically saying things are okay, but we are more worried about the unemployment side, the job site the full employment side. of all mandate than we are about inflation, which is coming down very nicely. and what to hit target next year and one other point, boris, they are expecting multiple cuts this year. if you look at the so-called dot plot,
12:07 pm
the feds just getting started in this era of easing, which begins today whether or not you think the fed is being timely and trying to prevent being behind the curve as jerome powell says, or today is actually, are reflection of being behind the governor really won't know for a bit longer, but certainly, i think you summed it up aggressive is the word and richard, we initially saw a big response from the stock market. how they look now well, you know, the the initial reaction from the stock market is a classic children with sugar rush candy. >> i mean, that's literally what you saw hey, the candy, the sugars arrive off, we go to the races and then laurel chore reflection while anger on as he sick tingling that things are a bit more tougher than we expected. are things going to be a bit more sluggish? is the economy going to slow down more than we realised? and that's
12:08 pm
why sober comments and outcoming in overall, what does this mean for you, boris? means that if you're borrowing money, that will get cheaper, if you're saving money your interest rate will get less. but overall the u.s. economy is by far in the best condition of any of the major global, western economies. >> richard quest, appreciate you breaking that down for us and specifically what it means for me personally to i appreciate it, richard, thanks so much so lower interest rates. good news for the housing market. let's discuss with josh flagg, real estate agent and the star of million dollar listing, los angeles. josh, thanks so much for being with us how does this affect homebuyers fantastic because now it's cheaper to borrow money. >> and what does that translate to it means that people can afford to now buy houses with mortgage rates lower the only
12:09 pm
this could be a very good thing the only thing that would not make this a good thing is if sellers start to think, oh, well great mortgage rates are cheaper. i can just raise the price on my house. that's not going to work and that's what people are going to immediately think, or they're going to think, oh, well, you know, prices have been fair to this whole time. people just couldn't afford it, but now they can so let's keep it at the price. people just need to it come down a little bit and not be a selfish, i'm talking about sellers. and then the buyers will come and house inventory right now because you have to consider that as well with interest rates for how the housing market is for prospective buyers well, that's the thing. >> i mean, this is the first time we've ever had a downmarket where there's been relatively no inventory. >> i mean, ironically, i mean, when you have a downmarket, you know, there's usually more inventory than this. there's usually like, you know, people that are desperate or, you know, it's just inventory and that's the problem. so hopefully, now that
12:10 pm
prices are, hopefully now that the rates have gone down a little bit, it will now make sellers that didn't want to put their houses on the market because they think that they can sell their house. now it'll make them put their houses on the market it has only good things can happen from this, we've taken a long time yeah. >> what about folks that are considering selling their homes? how does this now affect them when they tried to weigh that calculus of whether they can potentially increase the price you're saying it's about idea no, it's a horrible idea because they're already at the houses are overpriced. the problem in los angeles specifically as there's not a line around the block for people to buy houses and the sellers are still not reducing their prices to what market rate is there. in fact, they're overpriced. so if anything i mean, worst-case scenario leave the price as is, but really what they should do is lower the prices, but raising the prices would make absolutely no sense because it's not that it's not that houses are all
12:11 pm
of a sudden undervalued when the when the interest rates go down because there's more buyers, they just weren't priced correctly to begin with they now peopling to take advantage of this and just become real sellers. that's the problem we have is we don't have realistic sellers. there's, and the problem is that we don't have buyers because it's been on affordable yes. >> fair market value. they have to do an honest assessment of what that is for people who did decide at the height of these interest rates, you know what? i don't have a choice. maybe they were moving military families, for example, don't have a choice. maybe they had to buy and they, they're kind of stuck with that interest rate. when do you think they might be looking at getting a break from not tough interest rate? >> well, i would assume relatively soon then they're going to be able to refinance their homes. i mean, this is not going to be the only cut. there's going to be more cuts, you know, coming along to so you know, it's very shortly, i
12:12 pm
would assume that people are going to it's going to become more affordable for especially the people that have already purchased all right. josh, thank you so much. i know this is on the minds of so many people who, you know, they need, they're going to that next house. they've been stymied by this market or their perspective first-time homebuyers. and we appreciate your insights yeah, it's not that it was such a huge thing that happened today. it's only a huge because it's showing that that's the way we're going. that's why it's important. this is the first time since before covid, there has been a cut like this. >> yeah, it's the trajectory, maybe not this particular singular step thanks josh. we appreciate it and still ahead, wireless devices exploding in lebanon for the second straight day yesterday was pagers now at least 14 people killed and walkie talkie explosions. we are live tracking the aftermath plus sean diddy combs back in court this hour fighting to get out of jail after being denied on racketeering and sex trafficking charges, we're

12:18 pm
retirees. let's talk about it with cnn's kayla tausche. tausche. kayla, this is something that hasn't happened in decades it hasn't happened since 1996, brianna and you mentioned that this was unions were a critical component of president biden's winning coalition back in 2020. >> and democrats had hoped that once again, especially after the policies put forth by the biden-harris administration, that it would be an easy win for for vice president harris. now, she has secured the endorsements for most major union leaders, but this one was always outstanding. and around the time of the republican national convention, when sean o'brien, the leader of the teamsters took the stage to deliver remarks. stake holders at the time were suggesting that teamsters officials have been saying behind the scenes that they could remain neutral in this year's race. remember union leademselves have a political calculus to make within their own organisations. they are elected. in many cases and they have to keep their membership happy. and in many of these cases, they've waited
12:19 pm
until their own internal polls showed exactly how their rank and file members felt before they came out with their endorsement. and many of those polls were conducted in recent months, the teamsters poll, which was conducted over the course of six months with sort of a fast-track in the last month when harris became the candidate, showed overwhelming support for former president trump in many cases. but in the statement that the teamsters put out just a few moments ago, they not into specific proposals that they were unable to clinch with either candidate as the reason for remaining neutral, sean o'brien, who's the president of the teamster saying, unfortunately neither major candidate was able to make serious commitments to our union to ensure the interests of working people are always put before big business. he goes on to say we sought commitments from both trump and harris not to interfere in critical union campaigns or core teamsters industries, and to honour our members right to strike but were unable to secure those pledges to many following this situation is it's not necessarily a surprise given that this position had been more or less

telegraph for the last few months, but they had dangled the possibility of a change in that stance, inviting vice president harris too many roundtables with rank-and-file members to try to have these discussions with her only to have the end conclusion be the same. brianna kayla tausche, live for us at the white house. >> thank you. boris we have new developments now out of lebanon were health officials say at least 14 people have died and more than 450 are injured. >> after walkie talkies exploded across the country new video obtained by cnn shows anger spilling out onto the streets in the aftermath of the blast. as people were throwing rocks at vehicles belonging to unifil, the united nations interim force in lebanon. this is the second day in a row that wireless devices have detonated. there yesterday, hundreds of pagers exploded in a complex operation against hezbollah, killing a dozen and injuring thousands. earlier, israel appear to give its first public acknowledgement that its security forces were behind the

pager blasts the country's defence minister yoav galant's saying, quote, we are at the beginning of a new era in this war, and we need to adapt cnn senior international correspondent, ben wedeman joins us now, live from beirut. ben, what more can you tell us about these walkie talkie explosions? >> yeah, these began in mid-afternoon, not long ago just about 24 hours after all of those simultaneous pager explosions that happened across the country. in fact, we were at a hospital waiting for the lebanese prime minister and health minister to take us into one of those hospitals when news started to come i'm out and suddenly their visit was cancelled and lebanese authorities are scrambling to try to get a handle on what is going on we understand that there were somewhere between 15 and 20 explosions reported in
12:22 pm
southern beirut, an area where there's very strong hezbollah presence, as well as in the southern part of the country. the big because valley and in the far north of lebanon, as well and as a result of these mysterious blasts that have been happening with such frequency, people are getting extremely nervous i'm nervous, not just about the public danger, the risk to public safety, but for instance, we heard the lebanese foreign minister tell christiane amanpour this evening that in light of the events of the last two days, he fears that war with israel is coming. boris ben wedeman live for us in beirut. >> ben, thank you so much. brianna, joining us now for some perspective, is douglas london. >> he's a retired senior cia operations officer, is also the author of the report cruder spying in the lost art of
12:23 pm
american intelligence douglas just looking at what has played out over the last two days, how are you seeing this? >> well, thanks, brianna, you know, apart from al-qaeda, hezbollah has killed more americans than any other terrorist group. that this was an extraordinary operational accomplishment but one has to ask a few important questions. namely, did whoever was behind this consider the indiscriminate nature of where these things are going to explode in the possibility of civilian collateral, as we've seen, because they've undermine the possibility somebody might have taken one of these devices on an aeroplane fundamentally, what was the design of the operation is a prelude to a significant military offensive. every hour that passes takes away that that to jews. and from what i've seen, there's no evidence that israel has staged forces to prepare for such a massive invasion as an intelligence professional, i'm thinking what did amazingly wasted opportunity to have had access to all these supply
12:24 pm
chains to be able to introduce items such as pagers and two-way radios that could find objection as gps trackers providing signals intelligence on conversations literally allow whomever had spotted this to wire track and map every facility, every individual for strategic value. and yet using it for this purpose makes one wonder what ultimately was thought as the strategic objective. >> well, so let's talk about what may have been sought because the effect of this is that there must be a lot of paranoia. and we know that the head of hezbollah, hassan nasrallah, just a few months ago, had told operatives in the terrorist group that their cell phones we're collaborators with israel, that they should take their cell phones, the phones of their wives, of their kids lock him up barium, put them in an iron chest he was pretty paranoid about cell phones and this seem to funnel
12:25 pm
operatives into using these pagers and more rudimentary communications it's tools. what do you think the effect is on how they won are communicating? and two operatives are seeing the guidance of their leadership it's profoundly disruptive and that's certainly a success. when israel assassinated fu'ad shukr, who also somebody united states was already my chapter for his role in the attacks in beirut against our embassy and the marine barracks in 1983, they apparently from what one can see, hacked into his vowels network for to be able to contact him to go to a specific location where they were to strike him with a missile. >> so the existence of this paranoia and fear, i think israel has already well established based on its basically running a clinic on how to do leadership decapitation and hunt down senior hezbollah perkins. >> but some of these gains are short term and value. clearly,
12:26 pm
his balah, which surprisingly didn't lock down anything that might have come from the same vendors and supply chain, which would include the radios. and i've seen reports smartwatches and what have you certainly they're going to start thinking about right now, operations security right now, there's clearly chaos and disarray which would make a great deal of sense if israel or whomever is behind this plant and immediate follow through. but again, as every hour passes, his vow is going to hardness defensive, be more reactive and make it much more difficult for whomever was behind it to stage any other sort of operation? in an attack on their supply chain for greater strategic value. >> douglas, you mentioned the potentially indiscriminate nature of this because these attacks were near simultaneous. and we've seen videos of people in markets one in particular, after you see a man near, i think it was like a fruit stand inside of a grocery store. you then see a woman
12:27 pm
nearby picking up a small child. it's kind of arresting. you can tv impact that this, this is the one i'm talking about here. you'll see her pick up a small child right after this. are us officials as an ally of israel okay, with this, how do they see this? >> the actions that you see being played out, the fact that civilians are being killed the mere fact there's indiscriminate the law of armed conflict, and they should ask to retreat two, which we're all signed ease in which guys all of our warfighting, if you would, requires target discrimination proportionality, know a human suffering basically, it has to be a valid military target. and whoever was behind this couldn't really be certain that the pager, the radio, whatever device was in the hands of a valid military targets, it could be in the room. i've carried radios and pagers lot of time you leave them, you come home there around family tempers. so this doesn't necessarily line obviously within tasha lot, but
12:28 pm
i don't think you really see a lot of preaching in terms of partners, but you do see impact in terms of the leahy act. and americans ability to provide security and defence support to israel should it be behind this? if in fact these actions weren't indiscriminate and lead to disproportionate civilian casualties all important things to consider. douglas london, really interesting insights. thank you so much thanks, brianna still ahead. did he do in court in just minutes hoping to get bail in his sex trafficking case. we're following the latest plus bill nye says, it's too hot, not to vote, will have the science guy joining us ahead on the, edge premieres sunday at nine on cnn hi, my name is damian clark. if he had both medicare and medicaid, i have some really encouraging news that you'll definitely want to

12:34 pm
diddy's attorney is putting forward to the judge considering the fact that diddy has shown even while facing legal action, he has a propensity to reach out to witnesses or potential witness this is right. >> so the defence is putting together another package with more restrictions to propose for the judge in this appeal, which is actually before the district court judge, that will be overseeing the entirety of this case look, they want to add some additional restrictions so that it shows and further is their argument that diddy will the two parameters that really matter, is he a flight risk? will he show up for his next appearances and number two, is he a danger? and that's not just a danger to society. that relates to being a danger in the sense that he might communicate with witnesses that there could be some obstetric should us behaviour as prosecutors have argued, so they're doing their best to put together something more, but under the circumstances,
12:35 pm
it's unlikely to be successful. i think we're going to see upholding the bail determination from yesterday misty, what do you make of this letter? part of the letter that the defence team wrote to the judge outlining the rough conditions in this detention centre that diddy is going to be held and they outlined that there was a murder. they were a few months ago that for people had died by suicide in the last few years generally that other courts in that district have found it's in rough shape. is that going to help him much? >> well, the metropolitan detention center that we're talking about is something that we've heard many times. ghislaine maxwell complaining about the conditions other defendants who have spent time there the reason that you see the defence raising that as another issue in the case, because there are of course, asking for house arrest it's, because in with respect to these particular very severe
12:36 pm
charges, there's what's called a presumption of detention, meaning that defence has the burden to tell the judge and to overcome a presumption that favours the prosecution and favours holding combs injured jail pending trial because of that anything and everything, including these new conditions that are being proposed to limit who he would have contact with if he were to be on house arrest in addition to the conditions that have been the subject of criticism in this particular detention centre. there he was anything in everything they have in order to overcome that presumption. >> misty, let's talk about this case and how it could shape up. this is what combs's attorney said about a plea deal is there any chance sean combs takes a plea deal? >> i don't see it happening i do not see it happening he he's he's innocent. i believe he's innocent, i believe he's
12:37 pm
innocent of the charges. and he is going to go to trial. and i believe he's going to win i wonder what you think about that. >> misty considering that we've heard at least described by the prosecutors, and i'm sure it's normal to sound confident about the case you have but they say that he videotaped his transgressions reason that you're hearing the defence attorneys say that a plea deal is very unlikely to happen. >> is because of exactly what you pointed out. there's video evidence. we don't know what else was taken from all of that. all of those electronics that were that were taken in the raid and were reviewed as evidenced for this case, we heard prosecutors say they interviewed up to 50 witnesses. we know that there's a conspiracy element of this, right? we have racketeering that there might be others were involved. i think what the defence is really saying is, okay. we're going good to take it to trial because any plea deal would be unlikely to be so
12:38 pm
favourable, we're talking about charges that carry a minimum of 15 years. so the idea that a plea deal is going to be something that will have a not so severe punishment is just really not in the cards for this particular case. >> yeah, really interesting. misty marris. thank you so much. we do appreciate it and still ahead. bill nye, the science guy boris's favourite scientists, live on news central. what he's hoping to accomplish this election year with the too hot not to vote campaign earhart, be impractical. >> sugars some travellers. belong in the history books in practical jokers, all new thursday's attack on tbs set your dvr now, pods biggest sale of the summer is ending up to 25% on moving in storage until

though, told me about hands-free sketches slipping area. >> that's money is spent. alia butt-lift demonstrates. let beings, i address step in and try sketches, slipping a new study out today from climate central shows that 2024 broke a 50 year heat record around the globe with a whopping 70 countries seeing their hottest summers here in the united states, phoenix just ended its historic streak of 113 consecutive days of triple digit highs folks are not just dealing with extreme heat, but people in coastal north carolina are now cleaning up after floodwater surged into homes, stranded vehicles, and forced water rescues earlier this week, this was a 1,000 year rain event that was caused by an unnamed storm we're joined now by bill nye, the science guy who is a legendary science educator. bill, your reaction to this study and what you make of all these extreme weather events, is there any doubt in your mind that this is
12:44 pm
climate change at play? >> no, not in my mind. and this we say it's very difficult to connect any one event, anyone event that's not a heat event with climate change. but in general, when there's a lot of rain that's because of the oceans warmer, the air is warmer and so you can connect rain events to climate change. but all that with all that in mind, there's no question the world is getting warmer. and there's no question that humans are to blame or causing it. i mean, this is as the saying goes, suppose these events were happening these extreme weather events, extreme rain events, and we didn't know why they were happening. it was just a mystery that would be really troubling. >> but it's, it's us yeah. >> that's part of the reason you're getting involved this election season in the too hot, not to vote campaign. tell us about that. >> so, everybody see what you
12:45 pm
will about what your perception of the economy a few years ago, your perception of price of gasoline or eggs, your perception of what may be happening on other parts of the world but there is no question that one party is ignoring climate change and not having any sort of plan at all to deal with it. and as furthermore, beholden to the fossil fuel industry accepting essentially bribes from the fossil fuel industry to keep this status quo going. and i understand that it's hard. it's hard to for a person to change his point of view when his living depends on it. i'm paraphrasing upton sinclair there but the democratic party has been addressing climate change to the extent possible in this contentious time. and is developing plans to carry it
12:46 pm
forward to use renewable energy to curtail a burning of fossil fuels and one more thing, i just remind everybody the u.s. is the most influential culture in the world. now only are is the u.s. the third most populous country, a third of 1 billion people but our culture is everywhere. so the u.s. has to lead the world in addressing climate change. and so i encourage everybody to vote vote with the environment, with climate change in mind. >> now you talked about democrats having a plan and to the extent possible addressing climate change. the vice president has touted both her support for clean energy, but also record levels of domestic oil production in the united states. since taking office i wonder how much oil you think the u.s should be producing under president harris if she were to win. so yeah, of course by from my point of view, we
12:47 pm
want to ultimately not be burning any fossil fuels at all. but practically that's quite difficult. and there's going to be a transition everybody, this is a classic example of picking a specific datum and extrapolate extrapolating, so so-called cherry picking yes. by burning less coal, we are burning more natural gas as the pandemic wound down we. started driving cars again global are countrywide. these two effects make it so that you can pick the datum that were burning reproducing more oil and gas than we did that's good. it's no, it's noteworthy. but the long-term goal would be to transition from coal and gas too, natural gas, and then from natural gas to renewable sources of electricity. that would be the
12:48 pm
long-term goal. now, people who are running for president have to move to the centre. all good and i understand that. but first of all let's vote for a party that's going to do something about climate change. >> bill one last thing because i know you're passionate about working to bring awareness to a condition called ataxia. >> ataxia awareness day is next week. tell us about that so this is something i grew up with this as a ataxia means you can't taxi, you can't get around and so my dad had at my grandmother had at my brother and sister have symptoms and this is where you lose your balance. you have trouble swallowing and this is something we inherited, but the deal is ours has been identified spinal cerebellum ataxia at 27 and so this is a huge first step in my grandmother's day there is no

house, republicans essentially not pass a bill to keep the government open if they don't get everything they want when it comes to this very controversial proposal, this essentially so we prevented non non-citizens from voting from undocumented immigrants, from voting. >> there's already against the law. democrat say it is not necessarily republicans like mike johnson, the speaker, say that it is necessary to add some additional protections, but nevertheless, this is a basic fact. there are not the votes to pass it, even in the republican controlled house let alone the democratic controlled senate. and the reason why it's not going to pass the house tonight, democratic opposition, but also some republicans who are opposed to passing any short-term extension of government funding and not donald trump says on yours, you can see on your screen there he said, if republicans don't get the save act, that is a legislation what i'm referring to, he said every ounce of it, they should not agree to a continuing resolution in any way, shape, or form. now, again, this continuing resolution to keep
12:55 pm
the government open is needed by september 30, if not, then the federal agencies will shut her. mike johnson is proposing to extend government funding for six months, include this carnival job if provision, but it is expected to fail tonight. so now johnson is in a bit of a jam. what will he do? he can actually tried to defy donald trump work with democrats path, a clean continuing resolution without any of these provisions, keep the government open, or you can listen to donald trump and allow the government to shut down in a matter i don't know if days, so a lot of questions here about what mike johnson will do. i asked him earlier today if he agrees with donald trump strategy? he didn't exactly say, guys. >> all right, manu raju live for us on the hill. thank you. and if you're trying to work out more, but miss those sweet it's sugary treats. we have the story for you ahead chyme. >> i can get paid when i want. i couldn't believe it. i can get up to $500 of my pay on my
