>> 5:00 a.m. on the east coast. a live look at clearwater, florida as hurricane helene is making its way through the gulf of mexico gaining strength before it's set to hit american soil. tonight all right good morning, everyone. i'm kasie hunt. it's wonderful to have you with us time is running short for residents along florida's gulf coast to get ready for hurricane helene powerful storm expected to make landfall later tonight, potentially as a major category four hurricane. meaning they're just hours left to fill sandbags, board up your windows tampa general hospital is preparing with a flood barrier to help protect against storm surge. some places along florida's big bend are forecast to get up to 20 feet of storm surge. that threat prompting evacuation orders up and down florida's gulf coast local officials are urging residents to take these orders seriously because of

this surge and you need to have a plan and he needs to get out now if you don't have a plan, you need to get one and you need to get out now let's get to our meteorologist, allison chinchar with the latest she is tracking the storm for us all morning. allison, what are we looking at right now? >> right. so kasie, we actually just got an update at the very top of the hour at 5:00. so we now have sustained winds of 90 miles per hour with forward movement and of 12 miles per hour, that's actually going to pick up both of them actually will as it moves into the gulf of mexico, it's going to move into incredibly warm waters. and when it does, it's going to end up intensifying even more because this is fuel for that type of stuff. norm. it's expected to still make landfall sometime late this evening on the big bend region of florida. now one thing to note though, is, as it does, it's still anticipated to get to a major hurricane before it makes landfall. the forward feet is also expected to pick back up. it could be making landfall in

forward speed to 25 miles per hour. this is very important because that means it can make it pretty far inland before it's able to weaken back down to a tropical storms, you're talking to these lana nashville, and even greenville, spartanburg cities that are hundreds of miles away from the coast are likely to have significant it can impacts from this particular storm. we've talked about the storm surge numbers. taking a look at some of those you're looking at the big bend area, about 15 to 20 feet at the highest level. so pretty significant storm surge, but really up and down the entire west coast of the florida peninsula. you're going to have some and type of storm surge to even tampa, which is not near the landfall location, still likely to have storm surge of five to eight feet now the winds again, this is expected to be a major hurricanes. you're looking at wins that are going to be well in excess of 100 miles per hour so a lot of those are really going to ramp but once we get past noon today, you'll start to see a lot of those wind speeds begin to tick up, up and down the west coast. then it makes landfall. but even on the other side, cities that are on the coast of the atlantic ocean, not the gulf of mexico

also looking at some pretty substantial wind gusts, places like savannah, charleston, and it obviously inland, even a city like atlanta, georgia, very far away from the coast could end up having some of those winds up to 60 to 80 miles per hour. and then eventually it will continue to make its way off to the north. rainfall is also going to be a big factor or so flooding is going to be a big concern today and tomorrow. kasie okay. >> wow, we're looking at quite a bit here. allison chinchar for us this morning. allison. thank you very much. we'll see you throughout the next couple of hours as we keep tracking this. alright, let's turn now to this. both kamala harris and donald trump spending this week focused on the economy. the two candidates holding competing we campaign events in battleground states harris was in pennsylvania focusing on policies aimed at strengthening the middle class. she says, trump was in north carolina, emphasizing his plans to try to keep manufacturing jobs in the u.s recent polling of likely voters shows just 40 days out from the election. harris and trump are virtually tied but that same poll released earlier this week also shows trump

ahead of harris when voters were asked who they trusted more to handle the economy now, it's up to harris to clarify her economic messaging in final stretch of the campaign i believe we have an extraordinary opportunity to make our middle class the engine of america's prosperity. >> i grew up in a middle-class family. i have pledged that building a strong middle class will be a defining goal of my presidency. >> trump's vice presidential pick, j.d. vance criticized harris on her pitch to the middle-class, arguing her backgrounds not relevant kamala will say, well, did you know that i grew up in a middle-class family very nice lawn back there in berkeley, california is like, well, that might be true. >> what the hell is that have to do with lowering inflation all right, joining us now, national political reporter for the hill, julia manchester. >> julia, good morning struck a

little bit by j.d. vance, who has made quite a bit out of his a very humble beginning and his own political story in terms of leveling that criticism at kamala harris. but look big picture, this is the issue that voters say that they care the most about. and harris went to pittsburgh to lay out this plan in the heart of the rust belt. obviously affected by manufacturing, their plans are in fact very different because donald trump is out they're pitching these heightened tariffs. what are we seeing out there this week looks so you have donald trump like he said, talking about foreign competition and us not bowing to that foreign competition. then, but harris seems to have much more of a domestic focus plan to talking about building out the middle class, talking about raising taxes on corporations are people making over $400,000? so definitely pushing that message. i don't think that's necessarily new, but i think there are a lot of questions still about her economic plan. a lot of this could depend on who controls

the house and the senate and how she he'd be able to get a lot of this stuff through congress. but overall, kasie, i think this comes as you're starting to see maybe the gap between harris and trump on the economy start to narrow. this is an issue she that trump and republicans have generally leaned on bud of recent ap-norc poll shows her starting to close the gap maybe two or three points behind him they're so i think she's really trying to drill in on that message as she's going to face more questions about this plan. >> but one of the things we saw julia was that they put out this policy book. it's like at some pages this as long which i'm sure we will now hear them say if they're faced with criticism of not having policy pleasant, they'll point to and say, hey, here it is do you think voters are going to buy that because you mentioned the polling that says that this gap may be closing on the economy. what are the other things we heard from voters after the debate, for example, was we won't know more about what she would do exactly and pointing to that book while that's great, they need to go into detail and they have to come up with a clear and concise message that voters are going

to be able to essentially digests. and right now, i think there's still a lot of questions i'm only about our policies, but also the state of the economy. you have the biden administration repeatedly talking about lowering unemployment rates and the fact that inflation hasn't ticked down the problem is though there is still this perception among americans that the prices of goods and services are still high, so still some skepticism there and on the tariffs question for donald trump. >> i mean, he was criticized in all street journal yesterday for threatening these john deere tariffs. is this effective there are a number of economists several economists who have come out against that, saying that putting tariffs on these companies could end up with a number of companies rising prices on their services and their goods which could impact the american consumer. >> so i think there is certainly some skepticism to that plan. you're starting to see like he said, more

think about it the voters still trying to make up their mind. they probably imagine a person who is highly likely to vote, but uncertain about whether to support harris trump or a third party candidate could it both political parties, however, are more focused on a different and much larger group of undecideds potential voters who are highly likely to support for harris or trump. but i'm sure if they were vote at all. and ron brownstein, cnn senior political analyst, senior editor at the atlantic, joins us now, run for morning. >> i do think think there are a lot of people out there who look around and they're like how do you not know exactly right in his election, pollsters ask all sorts of questions trying to figure for out how many people are undecided in the election. >> and if you look at some of the recent national polling that comes out, they will go as far as saying roughly one in six people are either undecided or have left open, the possibility of switching to the other candidate i don't think there's anyone in either party who believes the numbers anywhere near that high. if

we're talking about persuadable voters, people who are very likely to vote, but unsure who they're going to vote for it's probably something like four or five, 6% of the electorate in the battleground states clustered among kind of white-collar republicans are resistant the trump, but having trouble getting to haley and a lot of younger non-white harris not having harris but there really is a much bigger group of people who for undecided, who are not so much undecided between harris or trump, they have a pretty good idea who they would vote for. their really deciding between participating and staying on the couch. don't forget even in 2020, when we have the highest turnout since before women had the right to vote 80 million eligible voters did not vote. and that is the real prize for both campaigns. i think in terms of undecided voters between now and the end can they get voters who lean in their direction but are uncertain whether it makes sense to participate. can they get them off the couch and into the voting booth?

>> who do you think the couch is more dangerous for? right now? >> i think it's really dangerous for both. i mean, trump, you know, trump is trump's superpower really as a national candidate has been, has been his ability to turnout low propensity or irregular voters, white, non-college in particular, not rural voters. this time, if you look at his gains in polls among non-white voters, among black and latino voters, especially men they're primarily among low propensity voters. so the question we'll be, does the republican party of pennsylvania have the experience and the infrastructure to find the 220 7-year-old black eyes on a block and philip sophia, who want to vote for trump, or in detroit and harris of course, has that traditional challenge for democrats are a lot of younger, non-white voters who would be leaning and herder action, who don't vote you know, 40%, roughly 40% of both non-college whites and non-whites who are eligible

didn't vote in 20 in 20. and that gives you since catalysts the democratic targeting firm you know, gave me access to some numbers that are very rarely discussed in public. you show and it shows that 70% or more of the voters they model is likely trump voters who are irregular, not guaranteed to show up. our non-college whites. whereas for harris, particularly in the sunbelt, it's mostly people of color. >> yeah, that's fascinating. yeah. so ron, obviously the he has been front and center in the campaign all the way along. but especially this week with both trump and harris focused on it, harris giving that speech yesterday hey, in pittsburgh, justice sat down for an interview with stephanie ruhle on msnbc here's what she said about trump. and this back-and-forth that they're having over economic policy watch well, part of it is you don't just throw around the idea of just tariffs across the board and that's part of the problem with donald trump frankly and i say this in all

sincerity. he's just not very serious about how he thinks about some of these issues and one must be serious and have a plan any real plan that's not just about some talking point ending in an exclamation at a political rally so what do you make of the plan or lack of one that harris has presented and how it contrasts with trump, right? i mean, there are two issues. one, we have to talk about costs las vegas jobs, and growth, right? on costs. harris is laboring under the frustration of voters about inflation early in biden's term and there's really no way to make that cloud entirely go away. she has a lot of specific policies building more housing challenging pharma on prescription drugs. but i don't think she can get past that lived experience. but she does though, have an important point there. i mean, most economists, not only economists, mitch mcconnell, the other day rejects trump prompts contention that it is

foreign countries that will pay his tariffs in fact multiple analysis, moody's goldman sachs is has a combination of across the board tariffs and mass deportation, which will be very disruptive to the ag industry, to the construction industry trump's agenda is more likely to rekindle inflation than what harris is talking about. so that's on the cost side, the growth side is fascinating, right? because on the one hand you have trump, who is basically all offering a fortress america kind of economic vision with these giant tariff walls were severe immigration restrictions, lower tax rates on people who produced a message that's how he wants to generate more domestic manufacturing. harris is extending what is probably the biggest policy success of the biden administration tax credits to encourage domestic private investment in manufacturing is the highest level in decades, literally hundreds of billions of dollars invested in clean energy. now she wants to extend that to other kids. sectors, and it really is a stark vision between new industrial policy

last time one of the last conversations we had, because this campaign with harris is since her short, it was only, you know, month or a couple of months ago. there was this assumption that donald trump had a major upper hand over joe biden in nevada. he was on track to win the state. harris as clearly put it back on the map. why? >> yeah. i think the vata democrats feel that her strengths are exactly the strengths of their party and of the nevada electorate with younger voters, voters of color were you know, voters, those are the groups that she's doing better with relative to biden. and those are huge voting groups in nevada and about is in the southwest and generals younger than the midwest nevada of all the swing states is majority, minority has the highest percentage other than arizona butina voters. and so those are all groups that they feel like we're not necessarily even supporting trump, but like you talked about in the last segment, you know, going for the couch. and so they feel like she's expanded the electorate in nevada exactly with the kinds of people who have powered elections for democrats in nevada before i honestly union vote in nevada differ from the

union vote in states like the rust belt states like michigan in pennsylvania because it's obviously huge. the culinary workers union in particular is a major driver of, of turnout. and how does that factor in here? >> yeah. i mean, it's not as much that manufacturing right. because the culinary union, as you mentioned, and that's the critical player in democratic politics and nevada, those are hospitality workers. so there's some 60,000 workers who organized through the culinary union you know when you think of vegas, those are waitresses, those are bartenders, those are car dealers. and so for them, the economy is hugely critical and top of mind, and this is also a union that's really, really well organized. they not to million dollars borders for senator catherine cortez masto and 2022, they know how to run a ground game and how to turn out democratic voters. they're really engaged in their own member education and so you see right, former president when at trump making a play for them with some of this, no taxes on tips stuff. but when i talked to the culinary, they don't seem to be particularly worried about keeping margins with their own members strong. >> yeah, that's interesting. you mentioned catherine cortez masto, your cross talking about

senate races and i know you recently writing about the split in this race, which is of course jacky rosen and the head-to-head for jacky rosen. she's up at this is registered voters in nevada, 51% to sam brown's 39%. that is a contrast with how tight the presidential races where we've got kamala harris 49, donald trump, 46 it's what's the story here? >> yeah, it begs the question, right? who is a trump rose and voter? it's hard to imagine who that might be. i think the conventional wisdom is the polls are going to tighten. i think when you talk to both campaigns, they know that this is not going to be an 8910 point race. what it does indicate, i think to both sides is that rosen is winning. she's had a significant financial advantage. she was up on air positively defining and herself negatively defining sam brown before the primary has even finished for sam brown. and so you'll see dc republicans, the national republican senatorial committee. they're going to kick in and they have kicked in millions of dollars in nevada. but i think as they think about it vis-a-vis other states brown can absolutely still win particularly if trump wins
