by going on offense today, by being aggressive voters are we know they're tuned end. we know that they heard some of this during the debate. they're open to hearing more by not being afraid to go on offense today, even with some of the quotes historically kind of in her past. she's not just advocating the issue and that's march doesn't have to win the race on the issue. she just has to draw the margins down a little bit. >> the problem isn't that she hasn't visited the border, isn't that they didn't secure the border and kamala harris in 2019 told us what she believed. she believed we need to get rid of ice or re-imagined it arrive you serve her b-school buzzwords but she has a vulnerability here because the jobs has been wrong. the voters are right, the biden-harris administration did not secure the border. it's the worst we've ever had. i think it's a big mistake to go right now because october is a lot about agenda control and campaign. you want voters focused on issues that favor you. she's walking right into the vote. the issue that everybody wants. >> the last word, but it is 7:00 a.m. fortunately, i'm going to have to put you guys
4:01 am
very much for being here. have a wonderful weekend. thanks to all of you for joining us. i'm kasie hunt. don't go anywhere cnn new central starts right now all right. >> the breaking news water rescues underway across several states right now in life and death situation, after hurricane helene made landfall as the strongest hurricane on record to hit florida's big ben. >> i'm john berman in tallahassee, florida this morning where it's mostly just messy this city did not see the worst of it the storm made landfall near harry about an hour from now as a category four storm with 140 mile per hour winds, it is now a tropical storm as it moves over georgia this is affecting so many states in as everyone wakes up this morning, we're only beginning to get a sense of the impact this morning.
4:02 am
first, responders they are seeing scenes like this. this was south pasadena, florida, flooded home on fire dumpsters gloating through the floodwaters and steen steinhatchee, florida a house just voted away on the way water just part of the aftermath. so just the record breaking storm surge that has impacted coastal communities nine feet in some areas this morning nine feet of storm surge and overnight deputies and leake county began going out to check on people who stayed behind at least four deaths now has been reported from helene to end georgia, one in florida, one in north carolina. power is out for nearly 3 million people in florida, georgia, and the
4:03 am
carolinas happening now, dozens of airboat rescues are underway in citrus county, florida. thatt is about 170 miles from where i am and talent it's between tampa and cedar key with us now is sheriff mike brenda grass the sheriff of citrus county sheriff. thank you so much for being with us. i understand water rescues have been taking place all night long. give us a sense of what's happening now. >> water rescues have been taking place at surface county says about 2:00 a.m. this morning and we've affected over a hot that rescue that were community. >> we've been doing many. >> thanks western approach that goes from the southern border to the north for the border of accounting bosco also rescued about 50 deaths. and we have about kanye calls from service, were arrested pending and we've got 60 county sheriff's office assets out there. we have county fire rescue assets out
4:04 am
there. we also have one of our partner agencies to suffolk county sheriff's office they've got their here about out here helping us out for rescue. well, and just a short while ago, the fish and wildlife conservation commission folks, they showed up, they started helping us out. with some of the water rescues as well. >> right now where i'm standing. >> this is beyond the location where hurricane idalia's storm surge ended up last year in fact reports are sheriff sheriff, your audio went out. if you can step a little closer to the camera, we might be able to hear you better can you, hear me all right. we lost sheriff mike prendergast the important thing to know about where he is, it's about 170 miles from where i am. it is not where the storm made landfall, not even
4:05 am
close, but the storm surge in the amount of rain you had water pushing into crystal river and a huge amount of rain coming down on crystal rer. so, so many people in that county stranded as you heard him described the water rescues taking place. again, what's so interesting water rescue south of me also water rescues north in atlanta. atlanta, georgia. let's get right to cnn senior national correspondent ryan young, who is there, ryan, give me a sense of what you're seeing pounded by rain right now, this is probably the heaviest amount of rain that we've received in the last four or five hours or so, we believe that rain total now is above eight inches with the last 48 hours or so, this was a very dry city for the last 60 days. >> we've got a cold front that came through, dropped a lot of rain, and now we have this additional rain coming from the storm. want to point at a distance here you can see we're at an apartment complex. that is it dealt with flooding issues and you can see those cars over there that are underwater that gives you just
4:06 am
how dangerous this has been recently. but we want to show you this video from an early morning water rescue that has taken place just in the last hour or so. we know 25 rescues have been performed by the london fire department. they've had boats to go rescue citizens from their homes or their apartments. we know that they've had to get pets. they've had to get infants out because this rain is falling so fast and it's accumulating. there have been several creekside of overflow. it is creating a pooling situations with the rain. and so when you put that on top of the idea that we have all this large trees in the area. that we're been dry for quite some time. several trees have fallen throughout the atlanta area, creating power outages throughout the metro. but the real concern right now is the fast-moving water in fact, just in the distance here we've had seen several people trying to use gps to get to friends who live in this apartment complex. and now they're trying to back out, but you see how heavy and how fast the water is accumulating here on the ground. there trying to tell
4:07 am
people to stay home, mostly the roads are clear, but there have been people who've been venturing out in the last half hour or so john to see what's going on obviously, you want to tell people to stay home until at least first light. so you can see the roads ahead of you because this area here, you would not know what was flooding until you're right up on the water so that is the situation right now in atlanta with the water continuing to fall. the good news here so far, not heavy winds that were anticipated so kate it to come through here. there have been gusts above 25 miles per hour, but not the consistent 25 to 35 mile-per-hour winds that with the combination of the rain and the rain could knock down trees in the city that has a great tree cover all over the area also talking about the airport, we know there's more than 100 canceled flights so far, but this is a fast-moving storm. there is a belief that maybe by this afternoon and this will push its way through this area. right now, there are real concern are the rescues that are going on with first responders getting out here at night, saving people from their homes. john ryan, it's so
4:08 am
interesting. you just it's brought up the wind because hurricane helene, it maintained hurricane force strength winds until about 5:00 a.m. as it was pushing up through ultimately, it has slowed down some as a tropical storm, but it just shows you how big and how strong it was as it moved out over land. go ahead, ryan. >> yeah john that's a great point and a lot of times, especially as this far in north georgia, we do not deal with tropical force winds in this area. that was the real concern. it's been a long time since the city of atlanta had to deal with a tropical storm, got to think about how far we away from the coast? we were several hours away from where you are so the impact could still be seen in terms of the winds and the constant rain over the next few hours again water rescues were ryan young is in atlanta, georgia but you also ryan. >> thank you very much. water rescues in citrus county, 170 miles south of where i am in tallahassee. i believe we have sheriff mike prendergast back
4:09 am
with us now, the sheriff of citrus county, sheriff thank you so much for sticking with us. just give me a sense of what's causing this flooding. is this the storm surge or is this the rainfall into the crystal river no this is all storm surge. >> it's a little bit more than what we saw during hurricane azalea back in 2023, about 13 months ago in fact, i think we're going to have about ten feet or so of storm surge and the national weather service gets out a survey where it's going down a little bit. we're approaching the load. take but the way the wind is blown right now and i'm looking off to my east and the wind is still flowing at a northerly direction and we're anticipate a little bit later this morning a shift was all coming out of the west, which will mean that that water will stay into our base, into our rivers. and abortion, this very flooded streak that i'm standing here right now, which is our major east-west artery entirety of the county and shorts on the
4:10 am
u.s. side over there in suffolk county and its role of commerce comes off of interstate 75 in all those roads that are out there we have an airboat approach. you're right now that's been out. and it's going to get pretty loud. >> sum it up. >> we've done over 100 water rescues citizens. >> you brought it back 50 pets and we've got twitching calls waiting and we know that this ward is going to be here for a long, long time later, office reporting all goes back up no reports of serious zachary. >> thank god. were posting a lot of other information out there who's called 911, it's not a rescue stuff thanks. object to
4:11 am
never seen so we're losing your audio again, it's, it's it's hard to understand you, but we got the gist of it, 100 water rescues still very much in it. >> thank you so much for what you're doing. thank you for speaking with us. best of luck to you and your entire team that i know is in mourning all night long, sir. thank sheriff get right to cnn meteorologist allison chinchar. let's get to allison chinchar to get a sense of where the storm is now in who can expect what else? >> right? that's right. and i want to emphasize here, john, this storm has made landfall, but this does not mean it's over. in fact, for some of these areas, portions of georgia and the carolinas, the worst is actually yet to come. you can see now the bulk of the storm starting to spread into the carolinas still has sustained winds of 70 miles per hour. and that's what's triggering a signal. mythical number of power outages here
4:12 am
over 3 million people spread out from florida, georgia, and into the carolinas. all without power as of now. and it's not surprising when you look at some of these wind gusts, perry, florida, not far from where the storm made landfall 99 miles per hour. but here's an interesting point. douglas, georgia, more than 90 miles away from the coast just also had a 90 mile per hour wind gust. so that's why you're seeing these power outages even very far inland in some of these communities right now, you've still got several areas, augusta gusting up to 60 miles an hour, atlanta, around 40 miles per hour charlotte, about 45 to 50 mile per hour wind gust. so you're going to continue to see those power outage numbers. unfortunately, generally go up in the next couple of hours. rain has also been a huge concern here. you can see the bulk of it's still across portions of georgia now spreading into tennessee lot of heavy rain still across the carolinas and even some tornado warnings that we still have valid these watches are in effect for a few more hours and they could even expand northward just because that's where the threat is going to be today. but flooding by far is
4:13 am
the greatest threat that we have for a lot of these areas. the green is a flood watch where the potential exists for flooding. the red areas. this is where we have flash flooding ongoing flooding concerns right now, anywhere you see these white boxes including the one around atlanta and then sever in western north carolina. these are flash flood emergencies. that is the highest level of threat that you can possibly get in terms of a flooding scale and look at this, all of these white boxes in and around western north carolina this area has had over ten inches of rain. some areas over a foot of rain in the last 48 hours and it's all come down quickly. there had been reports of landslides. there have been reports of numerous car water rescues, not to mention how many streets in these areas that are just entirely underwater. the unfortunate part is for these areas, more rain is on the way and will be for hours. john, this is not just another 30 minutes. there will be hours more of rainfall on top of these communities this is such
4:14 am
a big storm was so many people being affected. >> allison chinchar. thank you very much here in tallahassee, they were prepared for a direct hit. it didn't happen. the storm passed east of here, the wind gust got you about 67 miles per hour last night sara, that's not quite hurricane strike, but eight inches of rain over the last day or so certainly an impact even here in the capital city, sir. >> john, i'm glad you're out there is definitely a water event more than a wind event at this point. thank you so much for the reporting out there and we do season i'm threes and down over there. it's hard to see though the breadth of the impact helene has brought here are just some of the images from the storm. florida's gulf coast seeing unprecedented storm surge, the wind gusts literally dragging boats across the water. one resident telling cnn he fears that it will take days for emergency officials to reach his home, island of cedar key, forcing him to stay behind rescue is elderly neighbors, who simply were unable to
4:15 am
evacuate the gulf is rising up to swallow the island. during hurricane dahlia a year ago, we got about seven foot of storm surge and it completely devastated the island. we're looking at between 12 and possibly 20 feet of storm surge. luckily, i'm in a house at the top of a tall hill. i think i'll be okay. >> but i don't know that cedar key as we know, it will exist in the morning. i know of at least a half dozen, maybe ten elderly people that just refused to leave the minute that it's safe enough to get out there. we're going to go start trying to pull people off roofs and hopefully, hopefully there live people and not bodies. i stayed to to help island as best i could, i think it'll be days and days before anyone from the outside can get here. so we're on our own. and i was unwilling to leave my neighbors without any help it is a terrifying prospect. there. we are going to be able to see some of that sun in the morning light, the storm, also walking areas of georgia leading to massive rescue
4:16 am
efforts this morning, his entire families remain trapped in their homes from high floodwaters in florida. you can also see roads and bridges. you're seeing there virtually impassable. it's important to remember the florida gulf coast was rocked by hurricane dahlia. you just heard there just a year ago, some residents still trying to recover from that storm now, facing a similar scenario all over again we didn't. even think this one was going to be that big, but holy cow, that storm surge the whole lower level of my home is still with water. i ended up hopping on to one of my little kayaks to float around in my living room. we knew we have the second level of our house here and that we're up high and dry. but this has been just a heck of a storm surge. it's wiped out all my neighbors. i see just the destruction going all down the road just looks terrifying. are right. even though helene is now a tropical storm, it is still extremely dangerous. and we have yet to see its full impact ahead. we'll speak to a mom in

are other aspects, other counties because i should say that we're impacted more severely than we were and, you know, john, we were just learning minutes ago that there's been a fourth storm-related deaths confirmed. we're talking about a four-year-old girl in north carolina. we also know there was one death here in florida, to others in georgia. so this was definitely a powerful storm, a historic one, a devastating one. and now we're also learning a deadly one is. >> so unfortunate for dead so far i do expect, unfortunately that number to rise over the next several hours particularly from what we understand are just catastrophic floods hitting the north carolina area and memorable gonzalez here in tallahassee. thank you. >> very much all right. this is our special live coverage of hurricane helene. some of the impacts only now coming to light as the sun is coming up

4:30 am
fell so far they expect major river flooding. there also threats of landslides. cnn's isabel rosales is in asheville, north carolina. isabel give us a sense of what you're seeing and i understand the worst if it's not going to come for some time still couple of hours. good morning to you yeah. what we're experiencing right now is moments of torrential rain. rain coming at you sideways, just slapping you in the face and then these heavy wind gusts now, i'm just a couple of blocks away from the swannanoa river here in asheville and here in the past our the county has just issued a mandatory evacuation order for people living around the river. and in fact, if we push in our camera right down that way, you can see even despite the fact that we're a couple of blocks away from the river already all of this flooding is coming up. we can see police officers shutting and down several roads
4:31 am
especially around biltmore village, an area that so many tourists know and love that is known to be a flood zone area. now, the national weather service has been warding people for at least a day or two. now, to expect one of the most significant weather events in modern times for this region, this is a very serious situation well, and there's a major wind gusts right there for folks living here in asheville of the flooding from two major rivers reaching ten feet already, they're expecting another ten feet since wednesday, they've had rainfall not from helene, from a different weather system reaching eight inches. they're expecting by the end of helene that to go to over 20 inches. so the worst is yet to come really for residents here in buncombe county and asheville. i spoke with the fire chief yesterday about what's really keeping him up at night. listen here are some of the firefighters in the country when it comes to water rescue
4:32 am
and their skill set because we live in an area where there on the water a lot so i'm not worried about that. i am worried about potential building falling and collapses and landslides and stuff like that. >> you're concerned actual buildings would perhaps as a result of their foundations being undermined from the soil saturation. and the the other events that caused that and a shifting of the ground. we're absolutely very concerned right. >> so you heard from the fire chief there worries about buildings collapsing people in their homes if they as they have been sleeping, that is what has kept him up at night clearly a very dangerous situation. he told me that there's a fema team here of experts in search and rescue that are on standby in case they need some extra help with that, hopefully that is not what happens here. he also gave me a better understanding of asheville, the geography john hao with the blue ridge mountains. that's 4,000 feet of elevation where all of this rainfall just goes down, down, down, down to the very bottom.
4:33 am
that's asheville. he says that that's a catch basin in all of this rainfall. it has nowhere to go oh john it is such a beautiful city, but also a >> in quickly to get back up to speed zero they must. thank you so much, john, to you and your crew out there right now, hurricane helene hitting georgia, we will speak with a mom writing out in the storm with her small children and our next guests saw hurricane helene, like no one else the view from inside the storm, that's ahead

>> you know, i really don't. i can tell you that i've got a vote footing in the road in front of me right now and fish in our yard we've never had a lottery than come out to this house like this. >> and it was it was coming up. our patio stuff since it got very, very close to coming in a boat floating in the road outside your house and fish in the yard. >> i think that does tell quite a. story how many people stayed behind in steen hatchie do have a sense if people are okay or if they're facing emergencies even now. >> no, i believe that there definitely are some people still facing emergencies even now. i was reading overnight. there were people saying that they were stuck in their house and water so there's definitely still people out there in need of rescuing. i'm not sure how many of us actually stayed, but it was more than with
4:42 am
it's going to be a big risk. >> here. do how did he overnight in this situation? the kid did great this is like than six hurricane for my fueled ones. the third now for my baby with the year-old so they were europe hanging out with us. we all got a couple of hours of sleep, but we're too scared voice. >> jewels the exhaustion. i know you've been through several storms before. where does this rank in terms of of the ones you been through this is by far the worst the worst i've ever seen happened would you do it again? i know you had your reasons for staying behind, but would you do it again
4:43 am
would do it again knowing this especially now knowing this house made it through this, i don't know aside from the cat five, i don't think you'd get much worse than this yeah, i would do it again. >> i want to be around here for rescue efforts and, you know, like i said, this town is like family so it's kind of hard to leave a whole town full of people who feel like family well, we heard you last night talking to kaitlan. >> i'm so glad you and your family made it through the night. it is nice to hear your voice this morning, although a tie heard voice it's gonna be a long day for you ahead, i think at some of that water recedes and maybe you clean up the fish on the lawn jules carl, best to you. thank you so much for being with us thank you right. with us now is nick underwood and engineer and hurricane hunter with noah. you actually filmed this storm from the inside, just a huge storm. tell us what you saw and what
4:44 am
you saw that indicates sort of what we're seeing on the ground now? >> oh, yeah. >> our crews were flying into the storm all week collecting data that's said the forecast models are specifically with flying into the storm yesterday as it was rapidly intensifying collecting all of that data, seeing that massive, i really seeing the wind start row but altitude really just an impressive storm things that you were able to tell us in the 24 hours in advance was how much this was strengthening to go from a one to four. >> and the time that it did the rapid intensification and then just the sheer size all of it, which we now can see the impact of that when we've got flash flooding all the way down south of tampa, all the way north to asheville, north carolina right now >> really just an impressively sides storm. the eye of the
4:45 am
storm is very large. yesterday was about 36 nautical miles across when our crew was flying through. and this is why our work is so important because there are a lot of impacts even outside of that center core of the storm. and so the better data so that we can collect up in the air, the better this forecast models are going to be in the earlier, we can warn people that the effects are going to come their way long when you're in the storm, nick, how long are you incited? a typical mission flight for us as about eight hours in length and about six of that is usually in the storm environment down, usually between eight to 10,000 feet, right in the storm hitting all of the turbulence flying through the eyewall collecting as much data as we can right. >> nick underwood. thank you so much for being with us. the work that you did was essential and getting the warning out to people, the storm has been deadly at least four deaths recorded so far, but without your work, it's possible it
4:46 am
could have been even more so. thank you very much for being with us. >> we're proud and happy to do it. thank you all right. >> again, you're looking at pictures right now from atlanta, 270 miles or you wore a second ago, 270 miles from where i am. you could just see water covering the streets there. a local reporter out there in it. now, this is a dangerous, dangerous, developing situation. sara obviously will say on it all morning. >> you mentioned some of the places midtown. i mean, this is a really people need to be paying attention to all the warnings out there and get out of the way if they can, john berman. thank you so much this morning, we are moving now to what is happening in the world. israeli prime minister benjamin netanyahu was going to the address the united nations general assembly as fears of a regional war grow, israel says it intercepted. are they are about ten projectiles that hezbollah had fire toward the city of haifa earlier. today, you can hear those deaths funny sounds. it says it later
4:47 am
destroyed the long shirt that had been used to do that. this follows what the u.s. and other allies thought was a major breakthrough in a possible ceasefire plan. but now there's a lot of confusion surrounding that. cnn chief national security correspondent, alex marquardt joining us now outside the un what are your sources telling you about where this potential ceasefire that everyone has been waiting for stands well, sara, it certainly doesn't appear imminent and there is some disappointment and frustration among us officials about what we've been hearing from netanyahu's since this war was announced. >> but frankly, there shouldn't be very much surprised. we have seen time and time again over the past 11 months that netanyahu has been willing to publicly and repeatedly defy the biden administration, but it was just about 36 hours ago when white house officials almost triumphantly announced this 21 day plan and for a ceasefire or a truce to get to a peace, a
4:48 am
temporary peace. so that a more permanent ceasefire could be negotiated and this was put out by the us and ten other allies and it appeared that israel, hezbollah, and the lebanese, we're all on board. and then netanyahu very quickly dashed those hopes, saying that they would continue to hit hezbollah with all of their mics. so how to reconcile this. it's particularly confusing because israeli officials were very much involved in those discussions, not just any israeli officials, but netanyahu's closest aide, ron dermer, he was speaking with national security advisor, jake sullivan, and others and the white house actually conceded yesterday that they would not have put this plan out so publicly if they did not believe that the israelis were not on board, but they do not appear to yet be on board. we have heard from the prime minister's office just last night trying to smooth the waters, essentially saying that they do share the aims of this us led initiative and that
4:49 am
discussions do continue. so that's where we are. sara, these diplomatic discussions are continuing. it's obviously a big day here at the united nations we are waiting to hear from netanyahu not too long from now, it is possible sara, that the israelis could continue to hit hezbollah for a few more days. they may feel like they've got more to do militarily. and then agreed to this truce. but at the same time, we've seen a real willingness they say to go in on the ground, they are preparing for a ground incursion into law lebanon, which would significantly escalate the situation and raise the possibility of a much broader conflict. >> sara, i mean, at that point, a ground invasion would be a full on war with hezbollah. that if they go into lebanon, alex marquardt. thank you so much for your reporting and all your sources are giving us the very latest information there. all right. this morning, new mayor eric adams will make his first court appearance after being indicted on five federal public corruption charges. the charges include bribery and wire fraud with the indictment allegedly illegal actions
4:50 am
stretching back nearly a decade, adams said he was not surprised by the charges and that he would not be changing his day-to-day smith's abilities in the light of this indictment which is an unfortunate day and it's a painful day but his side of all of that it's a day when we were finally reveal why for ten months, i have gone through this and i look forward to defending myself and defending the people of this city as i've done throughout my entire professional career cnn's gloria pazmino is outside federal court where the mayor is expected to appear today. >> what are you hearing about these charges and certainly, what are you hearing from people about the possibility of him resigning or stepping down? >> well, sorry. that is
4:51 am
certainly part of the conversation that's unfolding here in new york political circles, this morning. but just in a few hours, the mayor is going to show up here to federal court to be formally arraigned and to enter a plea presumably not guilty, as you said, he's been charged with private bribery, corruption related charges, as well as soliciting and accepting illegal campaign donations prosecutors say that atoms that this long before he became mayor, and that when he became mayor, he used his power and his authority to influence city agencies who would then grant favors to these donors. now, adams and his lawyers have said that he's done nothing wrong. some of the gifts he deceived, they said were just that they were just gives some of the airline and free trips that he received were just free airline upgrades. he says that he wants new yorkers to hear his defense. take a listen to the u.s. attorney duty to disclose these gifts on his annual public disclosure forms. >> so that the public could see
4:52 am
who was giving him what but as we allege, year after year after year, he kept the public in the dark. he told the public he received no gifts even though he was secretly being showered with them more than 30 city and state officials have called on the mayor to resign. >> governor kathy hochul does have the power to remove them. that is a power that has never been you used in the city's modern history. she issued a statement last night after reading the details, saying that it was a pattern of disturbing details that has caused unease for new yorkers. she said that she hopes the mayor takes a few days to review the situation. so the fallout of all of this is continuing and oppression is how will he fight these charges while effectively running the city? sara a lot of questions there. gloria pazmino know you'll be all over it. thank you so much for your reporting outside of federal court there in new york any moment now,

4:58 am
where the danger is at this hour, you saw that car submerged there that is normally a street that we are looking at. so hurricane helene slammed the florida panhandle as a category four storm that storm surge was so bad. you can see there it picked up houses and carry them away. people are picking up the pieces this morning and groups like world central kitchen are there to help. there'll be providing food as soon as it is safe to travel into some of these hard hit areas we have a world central kitchen activation manager, john torpey. he is with us this morning in tallahassee, and it is nice to see a sunny day there. now finally in town well, a give me some sense of the difficulties that you all are facing. just trying to figure out where to go and how to get there with people who really need your help yeah. >> so we've been we've been on the ground now for two days. we've done we've had people

5:00 am
response struck it's a four-wheel drive. >> it's a, it's a kitchen that we can send in a remote areas, will have food trucks going out right alongside of me. i have four for your rated trucks already packed with about 50,000 meals ready to go. we'll have we'll have have many, many, many food trucks going out today, will be cooking will be distributing food. we have sprinter vans going out with the food, trying to get to some of these hard hit areas, trying to get to the people that really need it as soon as possible. >> we're seeing some video now of i think that's south pasadena, florida with things that are on fire buildings on fire, it looks like homes on fire at the same time. they're underwater. so you're seeing this event have such a devastating effect. how long do you expect to be there? because there is clearly going to be a need not just in florida, but all over that it's dealing with some of this flooding yes. >> that's correct.
