breaking news hurricane milton is closing in on florida as a catastrophic category five storm. it is poised to be one of the most destructive natural disasters in florida is history. officials at just forecast the storm will hit as a category four along the west coast hosts tampa, st petersburg, sarasota. you can see down to fort myers all on the path big population centers, all extraordinarily vulnerable predicted huge storm surge. the outer bands are now being felt. bridges are some barrier islands have already been shut down. officials say if you can get out, get out but that window is closing. cnn has stationed along the coast first, let's get the new forecast or meteorologist derek van dam. derek, tell us what you're seeing yeah john we are less than 24 hours away from one of the most powerful top ten atlantic basin hurricanes

to ever form, that will impact western and southwestern portions of florida. >> this did not weaken overnight and those are sobering words because we're only a matter of hours until we experienced it's tropical storm force winds in this region. and it's only a matter of hours before we start to see the water levels start to come up. the latest track from the national hurricane center does show a category four major hurricane making landfall late tonight into early thursday morning the exact location of that most powerful right front quadrant of the hurricane is so important, we know this is a game of miles, right? one computer model is still showing a worst-case scenario for tampa bay, but there are other computer models that bring it to the south. we should expect these types of wobbles with this type of an intensity of this magnitude, these storms tend to wobble back-and-forth. and that again determines who will see the worst impacts. >> for sure, the catastrophic winds will not be confined just

to the coastline. >> they will stretch far inland and notice this updated map, this has extreme catastrophic winds that's major hurricane force from hillsborough county into lee county, including charlotte as well as sarasota. now, in terms of this unsurvivable storm surge, again, it is that right front quadrant that is so critical, ten to 15 feet. you can see that includes sarasota, the port charlotte region. we are watching the satellite depicting every moment in its track as so critical on whether or not this has a suddenly component or a northerly component. and who gets the worst impacts? flooding rain will be a concern from this, john. we're talking about over two to three months of rain falling from the sky through the duration of the storm. it's already been raining. we've already seen tornadoes spinning up in miami dade county earlier this morning. and that will increase through the course of the day today. hey, i'm going to leave you with this, john. we have a rare risk of excessive rainfall leading to flash flooding where you see that shading of pink

remember if we've learned anything from hurricane helene, it is these rare high risks that cause the most destruction and also the most deaths there is so much to be concerned about, so much we have to pay attention to derek van dam were to keep coming back to you throughout the morning to get the very latest forecast because every little movement, every little wobble impacts millions. >> let's get to randi kaye, who is in sarasota, florida right now, right in the center of this path, randi, what are you seeing this morning? >> yeah. good morning, john. it has been raining steadily here this morning. we know that conditions are expected to get much worse here because we are as you heard potentially in the bullseye for this storm, we are on south shore drive here in sarasota. you can see there there's a dock behind me and some water and that boat. we don't know so how long that boat will remain there? we're also seeing some lightning here in the area as well, but we are expecting a potentially record breaking storm surge of ten to 15 feet here. they thought helene was record-breaking. it's seven feet here, so

certainly they are very concerned. they're also concerned about the winds that are expected to pick up this afternoon about 40 miles per hour and up starting with the tropical storm force winds this afternoon, we're hearing some thunder in the area as well. people, john have been evacuating here they know what helene did. they see the debris around the neighborhoods. people have emptied out their homes. one woman told me she spent 15 hours cleaning debris out of her home after it was basically destroyed by helene. so there's debris all over the neighborhoods that can potentially turn into projectiles. but there's also people boarding up their businesses, their homes, the restaurants are closed here. we spoke to one woman who told me that her husband rode out the storm on siesta key, one of those barrier islands that is now shut down. he was chest-deep in water. he wrote out helene there and they are still phil staying to ride out hurricane milton. here's what she told me now, as this hurricane is barreling down directly on our community, it feels like maybe helene was it's just a rehearsal for

what's to come there talking possible 15 foot storm surge. >> none of us in 100 years have seen anything like this. it is talking hurricane milton on the ninth floor of a condo building in downtown sarasota that is built to withstand a cat five hurricane. >> so they hope to be safe. >> john, randy, the thunder, lightening all around you just the beginning of what will be a chaotic day, please stay safe. they've let's get right to isabel rosales, who is in tampa now tampa, i know bracing for the worst-case scenario. we can see the rain falling on you starting to feel those outer bands are rain is starting to pick up and moments there's a little bit of a gas, but we know these conditions are only going to get worse, right now. we're in front of tampa general hospital. we're keeping an eye on the hillsborough bay we know that from helene, the storm surge got so bad here that the water is actually touched and got several feet

high up to the walls of tampa general hospital. the region's only level one trauma center with milton. we're looking at worst-case scenario, double that storm search. so ten feet on up. so this is a precarious situation. we're keeping our eyes on. and of course you have florida officials telling folks that if you haven't already, please evacuate or seek shelter. we heard from sheriff chad chronister of hillsborough county saying that this is the 11th hour, please get out. this is your shortening window. time to leave the area. another matter of concern here is once these winds reached about 40 miles per hour, this is a community of bridges. you're going to start seeing the sunshine skyway, the howard franklin, the corny campbell causeway, these bridges beginning to shut down also first responders, not as willing to go out for their personal safety over in treasure island in pinellas county, one of the one of the barrier islands residents heard this listen

south of tampa in hillsborough county still cleaning up. look at this video. still cleaning up piles of wreckage from helene. and now basically a ghost town as many people, so many people have cleared out the hillsborough county sheriff, chad chronister has warned anyone thinking about staying and riding it out do not gamble with your lives and share chronister joins us now, sheriff. thank you very much. it's just basically brace for impact is kind of described these coming hours. we you've heard what the mayor said, your warnings have been very specific as well, the mayor saying if you choose to ride this out in these evacuation areas of the county, you're going to die do you agree the threat is that serious here i think there's too many variables. >> the storm continues to wobble. we know is going to be a lot of rain, a lot of flash flooding, a lot of wind, a lot of downed trees already saturated areas. and then we always have to talk about the deadliest of them all, the storm surge, and we don't know what that's going to be like why gamble, why would you gamble with your life for the

lives of your loved ones? >> you get out, even if it's outside the evacuation area to a hotel, to a friend's house. >> we know it's an inconvenience. we know you're going to be uncomfortable, but you'll be alive that is quite, quite something sheriff than that is so true. how are evacuations going? i mean, do you have a sense of how many people you think are staying behind versus ever people by people listening to the evacuation orders this and i'm very happy, i think is going phenomenally well, two days ago issue to evacuation orders and we saw the traffic on major highways with individuals leaving. >> we even work with the highway patrol and open up the emergency lane, help give those individuals who wanted to leave the ability to do so? >> all the long lines at gas stations. i saw the long lines at grocery store and supply areas where people were getting those essential needs list i think a lot of people did heed the warning with a little help of hurricane helene. they saw

how horrible it can be. and this is going to be a lot worse. >> do you think hurricane helene was a wake-up call for everybody? mean you guys know storm's florida no storms, but just the serious turn the deadly turn that these storms are now taking it absolutely was a lot of years. we talk about hurricanes come in two years ago catastrophic worst hurricane in the history of florida was coming right for tampa bay and it changed and it went to the fort myers, naples area. >> these storms are unpredictable. that's why they call him the cone of uncertainty, because of the uncertainty. i think everyone saw during and helene, when they this time, they called for seven feet, storm surge and we got every inch of that storm surge. now they're being prepared. we knew then that lot of people didn't heed the warnings. they almost became a little too complacent the good part was as the wins never became too too sustained over 40 miles an hour and we never had to suspend service we conducted over our thousand rescues with armed fabius vehicles are marine unit with

air, air, airboats. this storm is going to be different when it becomes too dangerous. we're going to have to suspend services just too risky for our personnel who will be prepared and ready for that after storm response. >> so imagenet sickening feeling that i can't even think about when you figure it out. like, hey, i shouldn't be here. hey, i need help and helps not coming because at some point, people need to understand it's too dangerous for your teams to go out. >> they have to hunker down just like everyone else. there's a period of time when you are on your own in these deadly storms i saw officials in orange county have actually told residents that they want them to be finished with preps and hunkering down by 90. today. what what what's your advice is that what you want to see with folks? >> i think that's great advice. i know the county a lot of people are putting it out that hey, listen, be where you're going to be by 7:00 a.m. today. uh, benefit that came with the storm slowing down a little bit? yes, it's more powerful and there's a lot of disadvantages was that it allowed us the opportunity

right now, we're looking at anywhere between eight to 12 feet of storm surge depending on exactly where this hurricane ends up tracking everything here behind me along the kaluza hatchie is going to flood if these forecasted storm surge a holds a large part of the reason that this takes place is because the kaluza hatchie river runs from lake okeechobee in central florida out into the gulf of mexico. and so that kind of topography really allows itself. it lends itself for the fact that when all of this water begins to rush in from the gulf of mexico, when you add in all of the rainfall that's expected to hit this part of southwest florida. and then you throw in a high tide that water has nowhere to go. and so the river itself serves as a funnel and then at some point without anywhere else to go, the water is just going to move inland. yesterday, we were live about two blocks from where we are here in the general direction of downtown fort myers because that's really the entertainment

district. that's where a lot of businesses and some apartment and some hotels are. and they were the ones that we're trying to get ready for this storm surge. they had sandbags out, they had plywood up along the windows there, just about everyone that we spoke to yesterday told me thus, that they expect their homes and their businesses to flood now over and cape coral to the north of me, charlotte harbor is the same kind of lay out, the same kind of topography. they've also got a rubber, a river rather that runs from central florida out into the gulf of mexico. and so those folks are going to see the same thing that we're seeing. and that of course the further north you get, you're going to get into tampa in the tampa bay area. and so as we get ready for this hurricane to continue on the path that it is on, that is kind of the overall sense out here. yesterday, i did drive around parts of southwest florida that were hit pretty hard by hurricane ian, including fort myers beach and john, i had to tell it was pretty much a ghost town. most of the folks there had to leave yesterday because there was a

moments that shaped our culture. >> sunday at nine on cnn one of the biggest concerns with hurricane milton is storm surge. >> the national weather service is forecasting life-threatening storm surge levels here. so the basics, a storm surge is a rapid rise in water for levels caused by strong winds pushing water onshore in parts of florida, we're talking 12 to 15 feet of water from this storm in a surge. and i want to give you an idea of what that really means beyond just the numbers this shows you a storm surge of about two feet at this level, low-lying coastal roads would be inundated with water. the next stage would be a surge of five to eight feet. this is enough to submerged cars. >> but remember more milton is expected to bring much worse storm surge of ten plus feet in places. >> and this is taller than his event, a city bus, the average first floor of a commercial building is typically around 14

feet high. and milton storm surge could reach a foot higher than that? so it is impossible to know with certainty at this point where this is all going to hit. and when. but the places that are facing these catastrophic levels of surge from tampa on south, we're talking sarasota venice, port charlotte, punta gorda. this is how high it could get there and when you see he's a surge, this surge in relation to just an average human in a in a normal-sized room it is clear why officials are saying get out now all right, kate, thanks so much for that with me now is transportation secretary pete buttigieg. we are standing in what would be underwater in kate's demonstration right there, secretary what do people need to know about the roads in the airports, the transportation system. now, and what will they need to know tomorrow and going forward. >> so by far the most important thing to note is if you're under evacuation orders, get

out listen to those who are warn you in areas where it's not safe. and so many responders are doing their part to facilitate that process. we're working through our federal highway administration with florida's dot and local officials scholes, things like making sure that the shoulder can be used to effectively add a lay-in on i4 or i75 anything to facilitate that process? when it comes to airports, the airlines have added capacity and capped fares going out of the affected airports. but most of those are either close or they're about to close. so mainly we're talking about surface transportation now when it comes to evacuation sometimes by the way, the evacuations are shorter than you would think. it's a matter of just a few miles to get from a place that would be totally inundated to a shelter or a place that's centered safe. but again, if you're under those evacuation orders, listen to them, then you've got the maritime piece that's mainly a

story for of course, after the storm has passed, but we're very focused on things like port tampa bay. we're about 40% of refined petroleum that comes in serving the state of florida comes through. we just won't know until the damage assessments through how long it's going to take to get that port back up and running. >> have you had a deployment like this or preparations like this for anything you've seen before, we'll look as i speak, we're in the middle of the response to hurricane helene that continues to be a major efforts spanning multiple states. and again, that's everybody from federal highways to the federal aviation administration involved. i remember seeing the wreckage of hurricane ian flying up with the coast guard when that hit florida, a couple of years ago. but i have never seen a storm with the destructor at least since i've had this assignment with destructive potential, were talking about with milton, one of the things that everyone is dealing with now, particularly the government in its response to helene and preparations for milton misinformation, you had an interesting conversation with elon musk just a few days ago about misinformation that he was spreading?

>> yeah. i'm a big believer in picking up the phone. so i saw information that he was putting out that didn't seem right to me. it suggested that the faa was preventing emergency flights, which is definitely not the case so i encouraged him to talk to me. that's what i i would do with any major business leader who's encountering a problem and we spoke and found that there was an issue. it wasn't that the faa or female was preventing emergency operations, but there were some coordination issues on the ground. we've talked about it and got the information that was needed and that issue was resolved. so i guess the moral of the story for me is for taking to twitter, getting online, work through things, through credible sources and often the most credible sources in these disastrous scenarios. in addition, of course, to fema, is folks on the ground, your local first responders? >> has that may miss information go away? has elon musk stop spreading? >> unfortunately, no, we have a massive misinformation problem and this is something that

actively harms the ability of responders to do their job. i think a lot of it's driven by politics. some of it's just the internet doing what it seems to do lately u.n and amplify the loudest or strangest thing that is being said. but this is, this is a real problem with life and death implications because one of the most important things you need in any disaster scenario, you need power you need water, you need transportation, you need information. good accurate information. that's what this administration will provide and that's what we're also of course, counting on the media to make sure it gets out. the information is part of the infrastructure of disaster relief it really is the new york times had a story out today, and this is part of the helene response that now is part of this misinformation that's been spread. >> there are anti-semitic and violent attacks being posted about officials involved in the response they were running about the mayor of asheville, north carolina who is jewish and fema director of public affairs, who's jewish post that question, ms rothenberg, as the fema director of public

heard from the hillsborough county sheriff who's so don't gamble with arrives it's going to get a lot more gross for sure. fall thank you so much. lot more to come, john all right. >> new this morning, cnn has learned about allegations of sexual assault that are plaguing the cia results from an internal survey show 28% of respondents experience at least one instance of sexually hostile environment while employed, there. cnn's katie bo lillis is with us now this is an exclusive katie, what have you learned john, i've been doing a lot of reporting on this series of allegations of sexual assault. >> that's kind of spilled out in public court mostly and misdemeanor court in virginia and i'd started hearing from some of my sources about some particularly egregious allegations of assault at the agency that hadn't been publicly reported. one, especially upsetting story involved a young female employee who as alleged that a more senior officer came to her house with a gun demanding sexual relations. that person

has since been fired from the cia, but i got to i got to be wondering how widespread is this problem at the agency, right? do they have a uniquely high incidence rate of sexual assault at the agency or are they struggling with rafah? plead the same problem that broader society and other sort of large traditional organizations are struggling with. and i came to find out that the agency had recently done this internal survey and they found that of the 25% of its workforce that responded. so we should emphasize that there's some of this data is limited. they found that of the 25% of the workforce that responded, 7% it reported experiencing some form of unwanted sexual contact, contact, or assault during the course of their entire career at the agency. so this could potentially be conduct that spans decades. that's compared to just a little under 6% of u.s. women across the nation. the agency also found that 1% of its respondents express periods to this in the last year. that's dramatically lower than the u.s. military,

for example, which has really publicly struggled with its challenges with sexual assault what is the cia doing about this? katie yeah, the agency has sparred, sparked a really kind of widespread and major reform effort over the course of the past year. >> one of the unique challenges that the agency has is that in many instances, both the accused and the alleged victim are undercover. so their very eyes identities are classified as well as sometimes even the location of the alleged assault, right. so this poses like a big logistical hurdle for the agency when it comes to reporting allegations of sexual assault to state and local and federal law enforcement. so one of the big things that they've done is higher a dedicated federal law enforcement officer whose job it is to facilitate some of these interactions with local law enforcement in large part because victims have alleged that at least in the past the agency had sometimes discouraged them from going to law enforcement, but i talked to chief operating officer more burns who said, look, we

residents racing to evacuate before hurricane milton lakes land makes landfall in these gas stations, gas stations are running out of fuel, seen as max egan is with us now, how bad is this? >> yeah, john, this is a significant problem where people are running out of time to get out of the wave, the hurricane, and some of these gas stations are running out of fuel as of 11:00 p.m. last night, roughly one in five gas stations across florida had no fuel that amounts to just over 1,600 hundred gas stations. and this isn't even bigger problem as you can imagine, in some of the areas that are facing evacuation orders in the fort myers region roughly, a third of the gas stations last night were out of fuel and almost a half of the gas stations in the tampa region had no fuel, no gas gasbuddy says that fuel is flowing, but this stations are just having a hard time keeping up with all of this demand from one people evacuating into from people filling up tanks because they want to be able to power their generators. the best bet if you're looking for fuel right now, where to go to the
