citizens, quote, the enemy from within i think the bigger problem is the enemy from within. >> we have some very bad people. we have some sick people radical left, lunatics. it should be very easily handled by, if necessary, by national guard or if really necessary by the military cnn's kristen holmes is with me now. kristen, we're hearing this rhetoric. it's getting darker as time goes on. what are we expecting to hear today in pennsylvania? >> well, sara expected to just get darker and darker. it's not going to stop ramping up donald trump believes that the issue of immigration, particularly his language around it in 2016, helped propel him to the white house. and there is a belief among him and his team that it could help him, again, going into november 1 of the things that you need to look out and i'm, talking about this morning. is that new polling we've been seeing a series of new polls over the last several days that show a tightening in the race, some even indicating that donald trump is chipping away at any lead. kamala harris
6:04 am
might have hard that is something that donald trump and his team are acutely aware of. and they believe that this messaging in part helps with that. now, today in pennsylvania, dana, it is a town hall is being built on an event about the economy and he will answer questions from voters, but generally supporters about the economy. however, you can expect him to turn at least some of these questions into questions about immigration. he has talked about this at various economic events, trying to say that immigrants are migrants, are taking jobs of working class people. and one thing to keep in mind here, we talk about particularly targeting working class people. donald trump's team believes that the best way for him to win in november is targeting what they call low propensity voters, people that generally don't show up to vote, many of them are working class. they do this through the various pop i guess he has been doing through the youtube streamers that he's been talking two and through this kind of divisive rhetoric, there has been a general belief for the past 12 or so plus years that people who are non

voters in the middle of the country leaned left. they had believed that there has been a shift there that these non-voters lean right? and so they are trying to read beach those voters and drive them out to the polls to try and boost donald trump's electorate, his voting, his popular vote in november. and they believe this rhetoric is going to help him with that whatever we say, we can continue to call it polarizing divisive, dangerous, all of which it is they are seeing a shift that they believe this is working for him as we head into november. >> all right. kristen holmes. thank you so much. live there for us from washington, dc. john, all right. new this morning, vice president harris is calling donald trump's mental health into question. this is during a new interview that just happened with role in martin and it's really part of our outreach to black male voters. but there is also this morning harris campaign has unveiled a new economic plans, specifically targeting black bear voters. cnn's kevin liptak is here with all the details. good morning, kevin yeah. >> and it's a pretty sweeping

economic plan and taken together with her campaign travel this week, you really do get a sense of how urgently the harris campaign is trying to shore corrupt support. specifically among black men. and this economic plan at its core is designed to help black men build wealth, start businesses, protect their assets, includes a proposing new loans for small businesses and for entrepreneurs creating apprenticeship programs, creating a health program specifically looking at ailments that affect black men. she's also reiterating her support for legalizing recreational marijuana and helping black men get involved in leadership positions in the nationwide cannabis industry. and it all sort of lends this sense that the harris campaign is very much focusing on this on this group that democrats have been warning could be slipping away during this election in harris's own advisers acknowledged that some black men have felt marginalized by the democratic party. and this is really her effort to bring them back into
6:07 am
the fold. and you see that also reflected in her campaign travel this week today, she'll be in erie, pennsylvania she'll be visiting a black owned business tomorrow. she's in detroit, she'll be speaking with the radio host charlemagne tha god. radio show is very popular among black millennials. the fear at the harris campaign has not necessarily that harris is going to lose among black men. in fact, she is winning by a wide margin. in pulls the real fear is that she is underperforming previous democratic nominees. and in an election that's this close, that could have an effect on the final result. and so you do see this very concerted effort. you know, we saw it starting last week with barack obama. we're seeing it continued this week with vice president harris really trying thanks to shore up that critical constituency ahead of november's election. >> and she's talking to roll in martin on his digital daily show and actually doubling down on this line of attack that we
6:08 am
really first heard yesterday calling trump weak and unstable yeah, in this is really a concerted effort really trying to sharpen the contrast, really going after donald trump it started over the weekend when she released a letter from her own physician detailing her own health, it was fairly unremarkable. they say she is fit for office. the real point of it was to try and draw the crunch trust with trump who has not released his own health records. and she talked about it yesterday in north carolina. listen to what she said he is not looking out for folks when he is when he was a land lord and would not rent two black families sued for it when he took out a full-page ad in the new york times against those five teenagers, black and latino innocent, saying they should be executed the central park five when you look at the first black president, united states, and he had birther

lines so her argument there, and that was with roland martin, is that essentially donald trump was has been bad for black americans, will be bad for black americans if he's elected president and you can see here really starting to form the contrast, the closing argument as this race reaches its final stretch and notable use of language there. kevin liptak, thank you very much joining us right now is the head of communications for the harris campaign. >> michael tyler, it's good to see you. thank you so much for coming back in. >> we hear what a lot of people are talking about from outside the campaign in terms of the concerted effort to reach out to black voters and specifically black men voters right now, do you think that kamala harris is struggling with black men voters right now? no. listen, good morning. thank you for having me. i think at the end of the day, black man are going to be the strongest cohort for vice president harris ali short of black women but that doesn't mean that we're going to leave any stone unturned as a campaign. and i think our
6:10 am
programmatic efforts down the stretch here are reflective of that. that's why we're continuing to run paid advertising. the targets black men, it's why we have programming on the ground, whether it be black men huddle up series that has conversations during halftime of nfl football games about the vice president's vision, the stakes of this election, whether it's our souls to the polls initiative and make sure that after morning service, people who go exercise their constitutional right to vote, we're not going to leave anything unturned and we're also going to make sure that black voters the fundamental stakes of this election on one side you have is the vice president was saying with roland martin somebody who has repeatedly throughout his life disrespected and denigrated black men to benefit himself and donald trump. on the other side, you have the vice president, who was actually talking about what black men can achieve under her presidency, we think that that is an important distinction and one we're going to talk about over the remaining three weeks of this campaign. >> but michael, this weekend speaking to dana bash, jim clyburn said he was concerned about black men, not showing up, not turning out to vote. are you concerned about that?
6:11 am
that's what i'm trying to get out if you guys aren't concerned, what does this effort about? >> yeah. well, this effort is about making sure that black men understand that there is actually a candidate in this race who sees them, who understands them, and who was not simply focused on the challenges and the obstacles that black men faced in this country. but it's actually focused on what we can achieve. write somebody who understands that black men want to strive to open up and grow small businesses. who wants to take care of their families and want to build wealth. there's one candidate in this race was actually talking about that. that's vice president harris, donald trump's idea of outreach when it's not hawking gold sneakers or t-shirts but photos of his own mug shot on them is all the belt division. it is all about hatred is all about chaos. again, we think that is a stark difference and one that we want to talk about. and again, we're not going to leave any stone untouched when it comes to our efforts to make sure that every single black and man in this country who is eligible is capable of voting in this election down the stretch here, we're going to use every single tool to do
6:12 am
that does the campaign agree with what former president obama suggested that black men may be reluctant to vote for harris because she's a woman. he thinks that's part of the struggle listen, i think what president obama was talking about again was the stark choice, right? >> you have donald trump who as a candidate, he definitely very clearly he was saying michael president, have the i have the sound bite right here. he says part of it makes me think that well, you aren't feeling think the idea of having a woman as president. you're thinking about sitting out or even supporting somebody who has a history of denigrating you because you think a sign of strength, because that's what being a man is putting women down. that's not acceptable. it's very clear what he's suggesting that sexism is at play for why some black men, he's, he's concerned are going to turn out yeah. >> and he was also very clear that there's one candidate in this race who actually has the interests of black men at heart. and that's vice
6:13 am
president harris. he is also equally to agree is that sizing our power to decide the fate of this election, a black men are going to do that. they're going to do it on behalf of the vice president because this camp campaign is going to make sure that black men understand the stakes. they're going to make. this campaign is going to make sure that black men understand that there is a candidate and vice president harris, who is actually fighting for them. and yeah, we're going to make sure that black men also understand that in donald trump, this is a person who, whether he was a landlord who refused to rent to tenants, whether he was the person who stepped into public life by calling for the execution of five innocent black and latino men, whether it's somebody who yes, spread the racist birther conspiracy theory. it took it mainstream in american politics, is somebody who was repeatedly disrespected and denigrate black men throughout his life. and he was able to return to power whether it's repealing the aca repealing the $35 a month insulin cap as he said yesterday, going after the enemy through with it from within whether it be with the police, the national guard, or even the military, were going
6:14 am
to make sure that black men and all americans understand the fundamental stakes in this election. it's very, it's a very serious moment and we're going to make sure that this choice is absolutely clear. >> let's move on to something else, but just to my question, does the campaign thinks sexism is part of the reason why black men are reluctant, are showing some reluctance to vote for kamala harris now, we're focused on what the campaign is understands is that for too long, too many black men have not felt as though candidates running for office have centered are concerns of centered are anxieties and centered our dreams and our aspirations, and the vice president, long before she was ever a candidate. that's exactly i believe what she has done. and so we are bringing that to this campaign down the stretch and making sure the black men understand that there is somebody who is going to be thinking about them when she's sitting behind the resolute desk and making the push to make that case today. and all throughout while the remaining three weeks, michael tyler harris campaign. thanks for coming in. sir. >> all right. this morning, floridians are dealing with a

affordable for medicare patients, then decks calm g7, don't wait, call now and talk to a real person election day in america. brand new cnn poll of polls showing a virtual tie between kamala harris and donald trump. harris is responding this morning and over the weekend, the dark rhetoric and fearmongering donald trump has been using. listen >> bigger problem is the enemy from within, not even the people that have come in and destroying our country. >> by the way, totally destroying our country. the towns, the villages they're being inundated. but i don't think they are the problem in terms of election day. i think the bigger problem are the
6:42 am
people from within. we have some very bad people. we have some sick people well, radical left lunatics, because you donald trump cares more about scaring people creating fear running on a problem. >> instead of what real leaders do, which is to participate in fixing problems former white house spokesperson in george w bush's administration, and democratic strategist and former white house director of message planning, meghan hays. thank you both for coming on this morning. pete. i'm going to start with you, donald trump, using rancid language against fellow americans, calling them sick, calling them lunatics, saying they're bad people. he's not talking about politicians necessarily. he's just saying this sort of in general, how does the campaign defend the rhetoric that has been long used by autocrats? >> both campaigns are running on effectively the same
6:43 am
message. sara, and that is fear. donald trump is stoking fear of illegal immigration and what he calls the far left to motivate those low propensity voters to come out and vote for him and commonly hello harris is trying to stoke fear of donald trump. just look at the rhetoric that democrats use when they talk about donald trump. it's the same thing, trying to get those low propensity voters out. so we've got to recognize both sides are doing this. both sides are playing the game of fear because that's how they think they're going to win this election. >> it clearly is not the same way and saying the same things, megan, what do you think of what pete just said i mean, i tend to agree that both sides are using fear. >> i do think donald trump's language is a little bit more divisive and more harmful. but this is donald trump being on message his party wanted to talk about immigration and not talk about some of the other our thanks and throw personal jabs. so he is doing that whether or not it's going to be effective and the way he's saying it in the fear tactic
6:44 am
that he's using and sort of dark cloud that it comes about when he talks whether that works with independent voters and you know, in the battleground states is yet to be seen and it is really terrible that this is where our political system is. but you know, it does resonate with his base and it is resonating with people will resonate with the right people to win the election. i think that's what we're 22 days and we'll see all right meg, the harris campaign is seeing the polling numbers showing there is some erosion of black male voters and latino voters support want to take a look at the poll pull and what we've seen. >> and you're seeing those numbers there overall, harris 78, trump 15 women at 83% among likely black voters, trump 12 men 70% for harris, 20% in this new york times sienna college poll for donald trump, which is a big number what do you attribute this slippage towards donald trump from the black community?
6:45 am
>> i think the democratic party has been seeing a shift in men, male voters for a long time and for a few cycles now. and i think that it's just catching up to us. no a really critical moment. i think that part of the problem is the campaign is as les got to find its footing and addressing this group of folks with authenticity and a genuine message to them. so i think that that's part of what she's doing today, releasing some policies directed directly at black men. so hopefully that will resonate and doing some like the role of martin interview the charlemagne tha god interview to reach out to those folks. but i think this is something that democratic party has been seeing over time. and it's just, it's a lack of finding a genuine voice and authentic voice and to reach this group of folks pete, what do you attribute this to the republicans and certainly donald trump. >> it has been trying to go after for example, black males and talked about, i think he said the word, i love black males during one of his speeches what do you attribute this trickle of people that are, that are going over to
6:46 am
donald trump from the democratic party voters and a black voters, trump is overperforming and kamala harris is under performing because of the economy that is the number one issue. >> look at the new york times, sienna poll from over the weekend latino voters rated the economy as fair they're or poor, 80% of them did, 50% said it was poor. that is driving movement in donald trump's direction also, we can't forget resentment. the fact that these voters have been taken for granted by the democratic party for generations. they're expected to vote for a democratic candidate. and if they're not seeing results in their wallets and their pocketbooks, their starting to turn towards donald trump, towards the republican party because they want to see their families lifted up meghan, where do you think the democrats have the best whole because there was a lot of talk
6:47 am
about pennsylvania and how important pennsylvania was. but michigan is also we heard from debbie dingell saying, no one so far has taken michigan yeah. >> i think that's right. i don't think anyone has had a hold on any state or any heat of the blue wall? i don't think it's necessarily a guarantee for the vice president. i think this race is back right where it was supposed to be. i think she got a nice bump after she became the top of the ticket and the convention and then the sugar rush sort of war off and we're back over posed to be. and i think a lot of folks are now tuning in and looking at their different policies and their character. i would not underestimate how important character is going to be in this election and the contrast that the vice president and the campaign are drawing is crucially important and you'll see her chris crossing into these battleground states to sort of get a hold but this is gonna be razor-thin i was there in 2020 when we didn't decide the election until saturday. so i would expect something similar this time around which, you know, it's going to be down to the wire for both of them what is your concern if this is razor thin as the polls
6:48 am
are showing between the two of them that we may not have a result right away. conclusion that we won't have a result right away and we all need to brace ourselves for that. there's going to be a lot of mail-in ballots, absentee ballots. it's going to take time to count these votes and get a final victor. this is they divided nation. it's going to be a very close election and we need to be ready for that. hopefully we know by the end of november if not the middle of november all right. >> pete, seat and meghan hays. thank you both so much for coming on and having this chat with me appreciate it. john alright. how you can get your hands on never before her tracks from the legendary guitarist, jimi hendrix
