the constitution or the concept of the rule of law. let's bring in julia manchester. she's national political reporter for the hill julia, good morning. always wonderful to have you. we of course, have seen donald trump here in the final days. tell lewd stories about arnold palmer. go that sling french fries at a mcdonald's at kind of do some of these lighter things. but as that's been going on, he also has continued to double down on comments that he made about the enemy within america. he calls he refers to them as quote-unquote left-wing lunatics he mentioned adam schiff and nancy pelosi, and that's why the times explains in this story up overnight that john kelly decided he wanted to go on the record at this point in the campaign because he was concerned about those comments. this is obviously something that we have talked about with regards to trump at for years now when he was in the in the holding the office and in the

campaign, since the question, big picture question is, will this matter to voters in the final days, especially as frankly everyone i'm talking to feels like trump has the upper hand in the campaign right now. yeah. and it seems when you look at polling averages, polls in the individual swings states, for example, he seems to be closing the gap. and as sometimes at some points, maybe a little bit ahead of harris look, i think this is obviously in the margin of error talking to democrats. they say, look, this doesn't help him in swing states, but i think there is a lot of nervousness from democrats. maybe some political ptsd in many ways go going back to 2016 when donald trump also made controversial comments, the access hollywood tape that was leaked leaked to the comments about john mccain. it seems that donald trump is in a way able to get away with these comments with voters because it seems that his supporters in particular maybe even some swing states are able to almost compartmentalize this stuff. they don't let, they may not like trump particularly swing voters. they may not like his

personality, but they like his policies. they liked how things were during his administration terms of the economy for example. so they're able to separate those two things. >> let's look, let's look at kamala harris's vice presidential nominee, tim walz was on the trail talking about this new reporting from the atlantic. let's watch what he had to say donald trump said, i need the kind of generals that hitler had pulling water and think this is okay as a 24 year veteran of our military, that makes me sick as hell. >> and it should make you sit know, it's important that we underscore that trump's team says that these comments, they deny that these comments were made. jeffrey goldberg, the editor in chief of the atlantic, has the byline on the story he cites two sources who say that they were in there room when trump said this. but again, trump says he didn't. >> i. >> interesting to me that walz is putting it that way on the

trail. you heard the crowd's reaction there. but again, when he says, i'm a 20 year veteran of the military, this makes me sick. there are also a number of repeated examples of trump denigrating the service of members in the mill, in the military as well, right? >> but we've seen what once again, going back to 2015 when he was running this doesn't seem to necessarily hurt his chances. i mean, i'm sure it turns off some voters, but it certainly doesn't turn off his base. and once again, those independent voters may not we'll see what they do in this election. one thing i will say that could hurt trump with these comments is that it allows people like tim walz, his opponents to talk about that. i think a lot of trump's supporters or those around him would like it, him to talk more about policy instead of these distractions really, because it just comes up again in again, the question is, will it make a difference with voters love to see? >> indeed, we will. all right, julie manchester for us this morning, julia. so grateful to have you. thank you very much

legislative campaign committee, the group dedicated to electing democrats and state legislatures is actually on what they're calling insurrection watch releasing a new initiative today, looking at the critical role that america's state lawmakers play in safeguarding our elections. the dscc says that trump quote, used state legislators to push his very, lies and attempted to overturn the election results, both leading up to and after election day. gop legislators colluded with those seeking to disrupt election certification, meeting with them ahead of riots and aiding their entry into capitals trump continuing to sow doubt in the election as recently as yesterday let's see what happens because it all does it matter because, you know, bad things that happens a very, very bad things happened last time that's going to be a lot harder for them to do bad things. >> so we're going to see joining us now to discuss heather williams, the president of the democratic legislative campaign committee. heather,

good morning to you. thank you so much for being here so there has been a lot of discussion here in washington about how there have been reforms to the electoral count act. i've certainly spent time talking to members of congress who've been very focused on trying to make sure that something like what we saw on january 6 doesn't happen again. but there is a lot of concern in terms of the certification process about how that plays out in all of these states across the country. and that seems to be what you're looking at here. can you explain this initiative and help us understand what places in particular we should be watching on election night. >> yeah, well, it's great to be here with you this morning state legislatures are the foundation of our democracy. they determine how people participate. they're voting rights, their timelines for voting, and the counting and so having secure elections means that we've got legislators that care about our democracy. we are looking at passes pros and the rhetoric around this election, sowing the doubt as we just saw and using our voice

to let people know that voting up and down the ballot for democrats secures our democracy and insurers that people continue to trust they're voting laws. the process, and ultimately the results so talk to me a little bit about which states in particular, you're focused on here. yeah, the core states for us this year are this blue wall, michigan, pennsylvania, wisconsin, arizona. these are all places where power is in the balance, where there are incredibly competitive races up and down the ballot and where we're encouraging people to get involved. >> so kamala harris was asked yesterday during an interview about concerns about whether or not trump will declare victory, whether he will concede. let's watch a little bit from that interview president came out on election night and declared victory before all the votes were counted. what is your plan if he does that again in two weeks, we will deal with election night. and the days after as they come. and we have the resources and the expertise and the focus on that as well.

so you mind game is ready to go. is that what you're saying? are you thinking about that as a possibility? of course so she said my team is ready to go. >> what does that actually look like? she obviously didn't get into details in that interview. but when you say there are teams ready to take a look at what will happen if trump doesn't concede, declares victory, et cetera what does that look like? >> means that we're looking out for places where doubt is being cast in real time at polling places where people's vote is called into question and ensuring that every vote is counted accurately and that the winner is declared and the loser concedes can we dig into michigan for a second because you've seen a couple of incidents. first of all, it's expected to be extraordinarily close there were covid era incidents with people at the michigan state capital. obviously, there was a kidnapping plot against the governor there, gretchen whitmer. how do all of those things at play together in

jonathan, i'm so grateful to have you on the show to see a case. really remarkable the way you lay all of this out. let's start with, i mean when i when i look at that, when i read that, you think that these were predictable, i want to know why you think that we could have predicted any of this, but well, black swan event is something that is extremely rare. there's a famous book called the black swan. but in retrospect, you go, oh, we should have known that the classic black swan that was 911 it seemed like a bolt out of the blue. but when you look back on it, we should have connected the dots. so we should have known after his long criminal life donald trump, like violating laws willy nilly, that there could be a conviction of an american president, but still and i was just a few feet away from the jury foreperson. >> i was in the courtroom every day seeing this guy go guilty. >> guilty. guilty. this was one of the most dramatic events i've covered in 40 years of

journalism people couldn't see it on tv, so i tried to convey in the book the drop the high drama of this event. so it seemed like something that you know, the idea of an american president being convicted seemed like something a bolt out of the blue. but in some ways it really maybe aaron, so i would have written it but we never would have lived exactly for this just to give you a quick example, only two presidents had any connection to the justice system. >> ulysses s grant got a ticket for driving too fast, and harry truman got a ticket for driving too slow that was it until donald trump. then then you have these other black swan events where where you have an assassination attempt, which it's some kind of a miracle that donald trump wasn't hit but again, we should have been able to predict in some ways that this would be part of our life as political efforts, it has been in the past.
