sarah sider and kate baldwin. >> breaking overnight, cnn projects donald trump will win the vita. not estate he needed to win the presidency but this morning it is further evidence of how broad and decisive trump celexa victory is. he is one state away from winning all seven battleground states. arizona is not the only state to be called . at this hour, donald trump leads kamala harris by over 150,000 votes. while those votes are counted, the focus of the transition is focused on his mar-a-lago home. a lot of docking to make the cut for white house. with donald trump taking his first job announcement naming his top political aide susie wiles as his white house chief of staff. she will be the first woman to ever hold that post. alayna

treene is here with more. what should people know about susie wiles and what her pic means potentially, for how the white house will operate this time around. >> reporter: chief of staff was always going to be the first announcement he made and it is massive. particularly, when you know how donald trump operates and how he ran the white house the first time around, some chief of staff did not have as much power as they have had in the past. with susie wiles at the helm, it shows that she will have a big role in whatever happens moving forward with regard to the transition and to operations overall. one key thing to keep in mind is she has been incredibly loyal to donald trump. loyalty is one of the things that donald trump values most and the people he surrounds himself with. really, she stuck by him ever since he left the white house in disgrace, really come and throughout. one thing that i consistently hear from the

people who work with him , but also people outside of trump's in orbit, outside of the maga politics is that she is respected. that is a hard thing to do, particularly when it comes to people operating at a powerful position in trump's world is to gain respect of those beneath you. that is a huge factor to this. one thing that says a lot about how wiles is going to run the white house and run operations, january 20th , is what we heard, is what steve heard from someone who said she had reservations before taking this role. this is what they told him they said quote, the clown car cannot come into white house at will and he agrees with her. the reason i think this is important is because one of the things that susie wiles has done really well is she recognizes you cannot control donald trump himself but she could control what was happening around him, particularly access to him and trying to cut off access from very controversial figures. i

lot of jockeying going on. i can tell you donald trump is not immune from that, he is very aware of what is happening. when i talk to people close to him who are spending days with him at his resort, they say it is very clear that donald trump, of course, is reveling in his victory. he loves taking these calls from world leaders and ceos and trying to get close to him , already beginning to plant the seeds of how the relationship could be moving forward. one thing that is fascinating to hear , and i have heard this from a ton of his top advisers , they argue he is much more self-assured and confident in what he is doing this time around, particularly the people who were with him in the aftermath of 2016. they said unlike before , were donald trump belied on other people and felt like other people made decisions for him because he was so unfamiliar with d.c., he feels more accountable making decisions himself . he is very involved in the process. they argue that it is due to the fact that he has won the

popular vote. >> thank you. >> hundreds of firefighters are battling a fast-moving mountain fire in southern california, more than 20,000 acres have been burned that happened in less than two days. it is fueled by extremely dry conditions and gusty winds. the flames have torched dozens of homes and some residents say they barely made it out alive. >> it is like surreal. i know we live in a fire danger area but this came out of nowhere, it was so fast. >> i had 14 minutes , we did not have time to do anything. >> we are in california. what are you seeing? i just see the devastation behind you and how quickly it happened. >> devastation that is

heartbreaking. that is how the ventura county sheriff described it. they had about 10 teams assessing homes and they visited about 300 homes and of those they found 132 look like what you see here behind me, it is gone. the families that are going to come back to this area are going to have a hard time looking through their belongings. they know they don't have any, it is hard to identify what is left of this property. it is again heartbreaking for the people of this community. we were told about 800 homes evacuated on their own, essentially . about 400 others had to get help from authorities to get people out quickly. about 250 homes where authorities visited , people chose to stay. this is extremely dangerous condition because of the santa anna winds and people did not have any time to leave. my colleague, nick watts spoke to someone who

lost everything. take a listen to that conversation. >> i am going to rebuild. where the [bleep] am i going to go? the view was incredible. the house was full. a dead bear from my dendrite there you can see him burnt . >> that was your den, with the views? >> yeah did >> how is your wife holding up? >> barely. all of her jewelry, we walked out with nothing. >> reporter: fire officials described this as a significant 36 hour firefight. this was with little breaks, dozens and dozens of firefighters working around the clock. we have seen some progress . we are at 5% containment , it might not sound like a lot , but fire officials say they were taking advantage of the overnight

hours. they had helicopters in the air throughout the night and more is expected throughout the day today. conditions in terms of the weather are improving. we had red flag warnings in all areas, high and low. what we are being told is the red flag warnings are only in effect in the mountain areas with the wind gust of 25 to 35 miles per hour, sometimes 50 miles per hour. surprisingly, that is an improvement from 60 mile-per-hour wind gust we were seeing over the last couple of days where it was nonstop making it extreme is difficult for the firefighters. in addition to the dry conditions, it was making it a perfect weather entering condition for the fire to spread so quickly. calfire even saying the embers picked up by the wind could travel up to two miles . that is a huge distance and that is why you saw the fire spreading so quickly. >> you can really see that wind is some of that video. it was heartening to hear the candor and the heartbreak from that

new this morning , the federal reserve cuts interest rates, this time by a quarter of a point the central bank is now preparing for this second trump administration after a tense relationship between the fed chair and the president-elect the first time around. remember, trump appointed general powell. that egan is with us. good morning we had >> it just got cheaper to borrow which was expected, the fed cut into interest rates by a quarter of a point. the rates are not low, they are still high at almost 5% but moving in the right direction it this is

good news for borrowers especially those struggling to pay off credit card debt because we have seen rates come down. it is good news if you're trying to get a car loan or home equity loan, mortgage rates have not come down. mortgage rates are controlled by the bond market and not as much by the fed. even since the fed has started to cut interest rates we have seen it go the other direction from just over 6% to nearly 7%. that is very frustrating and that is because the bond market is getting more optimistic about the economy , pricing in a soft landing, not a recession. also, there is growing nervousness about the potential for the incoming potential administration to add trillions of dollars to the national debt. the fed has signaled they are not done cutting interest rates, there is growing uncertainty about how many more rate cuts there will be. >> jerome powell was asked a lot of questions about donald

trump. >> he tried really hard to stay out of politics. he was asked about the impact of the trump policies and what that could mean to interest rates. remember, mainstream economists have warned the trump economic agenda could be inflationary, perhaps a very inflationary , mass deportations, tax cuts and very aggressive trade agenda. trump has called for 10 to 20% tariffs on all of u.s. imports, 60% tariffs on china. there is some research that this could cost the average american family $2600 a year and extra cost. powell would not take the bait , he stressed again and again that the fed would wait until policies are implemented. at one point he said, we do not guess, we do not speculate and we do not assume. that make sense, the fed does not know what the president-elect will do, i don't think the president-elect knows either because he just got elected.

the former trump press secretary was asked yesterday about this and he said he thinks trump will be very careful not to reignite inflation one other point is powell was asked what would happen if trump asked him to step down. he was asked about this and take a listen to that exchange. >> some of the president-elect advisor suggested that you should resign. if he asked you to leave, would you go? >> no . >> can you follow-up ? do you think legally you are not required to leave? >> no . >> that was an interesting exchange. there was another interesting exchange were powell was asked if trump could fire or demote him or other senior leaders and powell said not permitted under the law. this could be a moot point because trump has previously said he would let powell stay out his term and tell 2026. this relationship has been very

the fbi says they are investigating reports of a wave of racist text messages hitting young black people in multiple states. the messages are being reported in at least eight states. many of the targets seem to be middle school, high school, college students all of the messages following a pattern and sharing similar language including racist rhetoric telling individuals who receive the text that they were selected to pick cotton at the nearest plantation. cnn's gabe cohen has the details. the fbi is now getting a vold. what is the deal ? >> not only are these upsetting but alarming. they appear to be very targeted and very

widespread. they are on the radar at this point in law enforcement and at least close to a dozen states , we are talking from new york all the way west to nevada down to georgia, alabama, really all over the country. a lot of these texts, specifically, as you mentioned went to black individuals, some of them students, some of them children and most alarming of all many of them had the recipients name written in it, like the one that went to to leah jones, a black woman from new jersey who shared a copy of the text that she received, it's on your screen right now, it starts greeting , i'm not going to read the message you can see it yourself but it is vile harassment . it references her picking cotton, it references slave catchers and plantations. as you can imagine she was shocked when she got this message but as was the mother of a black student at university of alabama who also said her daughter received one of these and now her daughter

is so scared she and other students are coordinating when they are walking to class together because they want to stay safe. there is a mother in colorado who says her 16-year-old son received a similar message and this was her response. >> it is very tense, very scary for a lot of individuals . the fact that it happened a day after election day, it really speaks to what i think is going on. >> kate , in some cases it people reply to the messages, they actually got back a response which makes the question, who was on the other end of that ? now these investigations are underway all over the country. we got a statement from the new york attorney general, letitia james, who called the messages disgusting , called them unexceptable and said that they appear to be targeting black and brown individuals. we also heard from the fbi, they put out a statement saying they are aware of the messages and they are in contact with the justice

this morning the blame game is swirling around president biden as president-elect donald trump builds his transition team. we are outside the white house this morning. this is a biden's final 10 weeks in power. what are you learning this morning?

>> reporter: democrats continue to have these debates about what went wrong in this election with many laying the blame squarely on residence by the. for president biden's part he appeared here at the white house offering his first public remarks reflecting on the selection saying that he is committed to a peaceful two transfer of power but urging supporters to stay in gauged periods >> setbacks are unavoidable we all get knocked down the major of our character is how quickly we get back up. remember , a defeat does not mean that we are defeated . we lost this battle . the america of your dreams is calling for you to get back up. >> president biden is planning and preparing to meet with president-elect trump at some point here at the white house ,

they are still ironing out the details. so much of president biden and his teams focus in the coming weeks will be trying to shore up his legacy and safeguard some of those initiatives that he rolled out in his past four years in office. that includes this commitment to trying to get additional aid to ukraine out the door . there is also the implantation aspects of various legislation things like the chips agreement and infrastructure law and climate reduction act. there are so many agreements that need to be finalized relating to chips. just this week the biden administration did move to limit drilling in one of alaska's arctic wildlife research that could be significant especially going forward and trump could take aim at policy like that. part of the noise. i know it is very loud. there is also the issue of traditional nominations trying to get people across the

with you on this susie wiles pick. what does that tell you, what does it mean for the incoming trump administration? >> first while i think susie wiles is capable. i have come on this so many times before and talked about it on tv over the past two years that susie wiles, chris leslie vida and jason miller ran a disciplined campaign with such an undisciplined force as a candidate. what does this mean for the trump white house? it gives donald trump a level of comfort. i am still one of those people who believes that chaos is coming sooner rather than later. past is prologue , we know what this means and she will probably be one of many chiefs of staff. she wants to limit the amount of access people have , good luck with that. as for the betterment of the country i wanted to be successful but history tells me it is a tough job to have. >> what do you think,

shermichael wax >> she has been around the former president for four years a lot of people washington, d.c. trust her. i have spoken with folks who are not the most trump font individuals, republicans that is, when the news broke that the president-elect selected susie , people thought she would bring confidence, she hasn't decades of experience in republican politics and circles with the establishment and the activist base of the party and one of the key roles of her job not only by preventing individuals or all individuals going to the president-elect, but make sure the white house operationally runs smoothly, well and on time with regards to executing the presidents division. >> short. 0% of donald trump's chiefs of staff desmond >> she could break the curse. >> -- they were not able to do that. the question is, will she be able to do that? what are the signs that you're looking

for as he announces or selections are announced ? this may indicate some level of desire to control the chaos as you both were saying, but would it what would it? >> if you to someone who is a bit extreme in ideas about executed or certain policy dispositions . from the names i have seen, i do not think you will see many of those names, at least not in terms of those major cabinet positions. the former president , president-elect has been given a mandate. part of susie's job is to decipher from a litany of names coming her way through the transition process , who are the most extremist individuals with the highest level of pedigree, who can be trusted, who are conservative minded , and when selected and nominated and confirmed by the u.s. senate, when they are in the cabinet positions and agencies, how well can they run the agencies on day one ? there are a lot of names coming that way with past experience with

previous administrations that give me and a whole lot of other individuals confidence that this is going to be a very different trump administration from what we saw in 2016. >> we will see. we will see over the next few days. all right, then there are the democrats and what happens with the democratic party in the short-term and long-term. in the short-term, the political playbook says their entire lead is about discussions among some people in the democratic party to try to convince justice sonia sotomayor to retire so that biden might be able to get one more supreme court pick orchid a younger more liberal leaning justice on the bench but here's the quote, democrats would have to convince her to retire immediately, biden would have to name a successor and then the guy had to bring enough senators on board and dodge obstructions and get it on the floor, no room for error or delay. what you think about that? >> i think that is a good plan and it is something that should happen. justice sotomayor a has

been more than able justice. i know she may be having personal issues that she contends with while serving on the bench . i don't want just a soda mayor to be another ruth bader ginsburg in terms of staying too long. what does this mean for the court? the court to 6-3. if we are able to replace it with a biden justice it would still be 6-3. the possibility of justice soda mayor having to resign or retire in the next four years is extremely high. you couple that with alito and clarence thomas , that means you go from a 6-3 court to 7-2 court in terms of conservative versus liberal. i hope joe biden makes the next 10 weeks as consequential as he can't be at i don't care about drawing outside the lines of what republicans may think, this is within your purview you can do it and you should do it. one more thing, you had a of a vice president who has a legal pedigree to sit on the supreme

court for rudy giuliani if he does not follow the orders of the judge and does not get the keys in the title of his classic car, the one he took to vote in palm beach on tuesday , that mercedes-benz convertible. if he does not get those things , and does not get them the two dozen luxury walk should watches, including one he inherited from his grandfather, furniture he had that he moved out of his manhattan apartment that they are able to take control of and sell, sports memorabilia that he has that he said is quite dear to his heart including a joe dimaggio signed jersey. all of that is due to these two women because he is so in debt to them, paying down the debts. the reason he is in court is because the judge that the federal court in manhattan is enforcing the payments to these women. they are in court with their lawyers trying to collect , it has been very

difficult. there was already a order that he had to give all these things to the women at the end of october and it did not happen. they are back in court, rudy himself was there yesterday, i was there to watch him. it was an astonishing, more than an hour before the judge where rudy was being reminded over and over again, you have to tell the truth and you have to follow the court's order that he was sitting at the defense table mumbling, trying to speak to his lawyer quite a bit. >> does donald trump's reelection change anything for giuliani now? >> kate, as far as i can tell, no. donald trump as president will have a lot of powers, primarily his power is the pardon power . this is not a criminal case , this is a civil case where rudy giuliani was found to have 20 these women money , but it is that sort of situation where giuliani has to

office, a decision by federal judge but undocumented spouses of u.s. citizens in jeopardy. the judge struck down a biden immigration policy that protected undocumented spouses. it estimated this policy would impact as many as 800,000 people across the country. it is just one of several cases the incoming trump administration refuses to defend once the president-elect returns of the white house. joining us now is kevin liptak. what did the judge have to say? >> reporter: he essentially said that president biden overstepped his authority with his executive action that he did not have the power to do this and in his words he stretched legal interpretation past its breaking point. this is a sweeping action the president by the put into place after june after congress moved on comprehensive immigration reform. it is one of the

biggest actions meant to help migrant families in years and what it would have done is protect from deportation, the undocumented spouses of american citizens who had been living in the united states continuously for 10 years. it would have also protected their children. it could have affected hundreds of thousands of people. it was challenged in court by texas and other republican held states who said this would strain state resources and potentially encourage more undocumented immigration into the united states . of course, this leaves hundreds of thousands of people in a great deal of uncertainty , that is layered on top of the uncertainty that already exists as president of is coming into office. of course, he has promised mass deportation spirit there was no question that he would reverse this executive order once he entered the oval office . there is certainly no question that the incoming trump administration will not defend this in court , but certainly this is a major setback as president biden said when he signed this it was meant to keep families together

who had been living in the united states for a long time and had been making their lives here. all of that now in question. >> thank you for your reporting this morning. ukrainian president zelenskyy confirms there has been deadly clashes with north korean troops in russia's cursed region. this comes as they push into russian territory and it has stalled. ukraine is repairing for a uncertain future following donald trump's election victory . trump has promised he would end the war quickly but also to pull back on u.s. aid to ukraine. where does this leave all of this? learning is now is to on university adjunct professor and "washington post" columnist. max, what do you think this new trump presidency means for ukraine? how quickly do you think , how quickly do you think the country sees the

impact of donald trump's influence on that war ? >> i think you will see it beginning january 20th. the good big question mark is trump made this promise he would end the war in 24 hours, but he has never said how. he can certainly pressure ukraine to make concessions and try to agree to a cease-fire with the russians. the issue is, why would the russians agree? right now russian forces are advancing in don't ask. from this point he is looking at washington and saying it is unlikely a republican congress is going to continue to fund ukraine so why would he be set aside with only taking part of ukraine why would he not want to march on kyiv ? i think the challenge for trump is not discourse zelenskyy but course putin . it would be to make clear that if putin does not agree to this in the war then trump would radically increase weapons deliveries to ukraine , that is how he can create

pressure for a settlement. whether he will do that or not, who knows. >> that is a great question. vladimir putin offered his congratulations to trump yesterday which was his first comment. his behavior at the moment, part of what he said was , his, meaning trump, this is putin talking, his behavior at the moment with an attempt on his life left an impression on me. he turned out to be a brave man and he manifested himself in a correct way bravely as a man. his spokesperson said the day before that he had no plans to congratulate trump saying let's not forget we are talking about an unfriendly country that is both directly and indirectly involved in the war against our state. what is going on here? >> i think putin is playing around a little bit. i think he is playing corey. he did not immediately jump into congratulating trump because i think putin wants to show he is a strong president of the

country and he doesn't have to sit on pins and needles waiting for another election. of course, he wanted to congratulate trump. it is interesting the way he began to talk about ukraine . i am open to discussing things and it bears listening to, what the american , soon to be president, will say , because he will be dealing with russia in order to solve ukraine. i think that is one of the problems. if trump wants a big win which apparently he does come a big deal at the beginning, then ukraine is the perfect thing. trump and putin , apparently could come together and say , let's solve it ourselves. zelenskyy will never go for that. zelenskyy will have difficulty having up any territory that russia now holds. >> max , you wrote about , i

think it was a couple of days before the election in one column, you wrote if trump were to win , he is likely to do great damage to the u.s. military just when it is needed more than ever to protect the united states and its allies from looming threats a broad. just this morning, i thought about this because this morning the "washington post" has new reporting that the pentagon is preparing for a major upheaval now. that could be in many aspects but also including the fear of will he follow through on the threat and promise of using the u.s. military on american citizens to root out the enemy when from within. what could this mean for the military? >> creates huge dangers to military professionalism and the political nature if he in fact the man's personal loyalty from generals, as he said he wants, or if he uses the military against the quote unquote enemy from within great you can imagine the military being used as part of the

roundups of undocumented roundups that trump has threatened and there could be massive protest after that . you can imagine trump demanding the military be deployed for those purposes . i think this is a perilous moment for the u.s. military and it will be very important who he appoints as secretary defense and who the senate confirms it i hope it is someone who is pretty mainstream and understands the need to keep the military out of politics. understands the need for the military to respect the constitution and not simply follow orders, whatever they may be . i think it will be a time of testing for leaders of the military such they have not seen since the last trump term. >> jill , when it comes to the relationship between trump and putin and what it will be this time around, we have heard donald trump for years, during his time and when he left office , commenting on how putin rules. it is not just ukraine , the impact in syria, iran, korea , what are you

watching for to find out how this is going to go, this relationship? >> looking at putin, yes, of course , russia wanted trump to win but there is no question. that said, i don't think putin looks at trump at all predictable . there is kind of a strain of saying, we are still at war with the united states with ukraine , but there is a little bit, maybe 10% of lack of trust of what trump will actually do . he has reversed himself in some ways i think i am going to watch putin and what he says literally . he always hints at certain major things by talking directly about them. it is going to be extremely interesting to watch i do not think there is a lot of trust either on inside .

ministry were entered, five were taken to hospitals to be treated for their injuries and 62 people were arrested following the clashes that we saw in the city center. tensions had been rising ahead of this match, video has been sick and letting online and it appears to show supporters of the soccer club chanting anti-arab slogans and discussing rhetoric regarding the war in gaza. cnn has not been able to verify these videos. we know that authorities have expressed deep concern over the violence that they have seen. the new mayor of amsterdam says that this is shame , the dutch prime minister also spoke with the israeli counterpart benjamin netanyahu and both have described these attacks as anti-semitic. we know that the israeli authorities are planning to send evacuation planes for those injured overnight.
