stopped before he could harm her. still the incident raising serious concerns about security around the royal family. >> and max foster joins us now. you mentioned in the report that kensington, buckingham palace have said they don't comment on security matters. is there a sense of how security around royals changed after some of those previous break ins? >> well, it's such a difficult issue to get information on. frankly anderson, because as soon as you ask, the palace about it, they close down, as does the government, as does all the various police forces involved here. that's for a very practical reason. they don't want to give those security arrangements away, but also because of the sheer cost of it. so it's by far the biggest cost to the public for having a royal family. the only estimate we've got is from the anti-monarchy group, republic estimates it around $200 million a year. we don't get much information on it, i'm afraid. all right, max foster, thanks so much. the news continues right here on cnn

course of the next few months. good morning, everyone. i'm kasie hunt. it's wonderful to have you with us on this tuesday morning. donald trump already trying to flex his power over republicans in washington. the president elect moving forward with his controversial pick to lead the justice department despite apprehension on capitol hill. his selection, former congressman matt gaetz, was, of course, at the center of an investigation into allegations of sexual misconduct. a lawyer for two women who testified to the house ethics committee about their experiences with gaetz spoke to cnn last night the testimony before the house was yes, that representative gaetz paid my client, both of my clients for sexual favors throughout the summer of 2017. >> all the way to the beginning of 2019. >> the lawyer also said that one of the women testified to the congressional panel that she witnessed gaetz having sex with her friend in 2017. the friend, a minor at that time.
2:03 am
gaetz has denied any wrongdoing. the lawyer said his client testified she did not believe that gaetz knew her friend was underage when this happened. still, sources tell cnn trump has made it clear gaetz is the most important member of his incoming administration and that his confirmation should be a priority for the senate gop. trump is calling senators directly. two sources familiar with his outreach tell cnn. still some senators are calling on the house to release the ethics report on gaetz, which was set to be released shortly after trump announced the pick. gaetz, of course, promptly resigned i do, but more importantly, i want the judiciary committee to be able to see it prior to the hearings and then after that, depending on what happens, then, of course, it could be released to the to the other members that are going to at some point have a vote joining us now, national political reporter for the hill, julia manchester. julia, good morning to you. wonderful
2:04 am
to see you. so we're reporting this morning that donald trump is personally calling senators to push them on matt gaetz. what impact does that does that have on this process. look it could be seen as a pressure campaign, maybe a charm offensive if you will. we'll see what the tone of those calls are. but look what donald trump is realizing is that the senate might be harder to control versus the house. i thought it was interesting this week we saw this weekend we saw speaker mike johnson going with donald trump to the ufc fight. certainly a show of unity. but i think the senate like i said, a different game. and he's going to have a very different partner in the senate in someone like a john thune. and he's realizing it not only with these appointments with gates and some of the pushback on that with republicans but also on recess appointments. we know that the former president is certainly pushing to get those recess appointments through. but no indication they will. and certainly some questions from republican senators about whether they're really needed. >> so if you're donald trump, i mean why is gaetz the most important person here for you?
2:05 am
right? i mean, he's said that according to our reporting. i mean clearly, he has a lot of feelings and has focused a lot on what republicans call lawfare and how the department of justice investigated trump himself. i mean, why is this person who is by far, far and away the most controversial of these? i mean it's a series of controversial picks but gates is really at the top of the list. and if you're trump, why push on that? >> i think in many ways it's personal. for him, the justice department, this is a department that, you know, donald trump has tangled with really for the last eight years or so, particularly the last four, you know. and we've seen the donald trump, you know attack the justice department particularly under the biden administration, donald trump's allies believe that the justice department is simply sort of geared against him. so donald trump and his mind wants an ally, someone who is very loyal like matt gaetz. but also, you know, it's not just this cabinet pick. there's other cabinet picks too. he wants
2:06 am
someone in washington to shake things up, and it makes the biggest splash in the justice department. >> so let's let's listen a little bit more to this is attorney joel leppard who who basically this is information that was already given to the house ethics committee. right. these two women that this attorney joel leppard represents testified to the house ethics committee about what they learned, what they knew, what what happened to them. let's watch a little bit more of what he said. he was on with my colleague erin burnett last night. watch. >> she was invited to a party in july of 2017. she testified to the house that as she was walking out to the pool area, she turned to her right and she witnessed her client. i'm sorry, her her friend having sex with representative gaetz and her friend at that time was 17. she testified to the house that representative gaetz did not know her friend's age at the time. they had sexual intercourse, and when he found out about her age that representative gaetz stopped
2:07 am
having sexual intercourse with her and he only started the sexual intercourse interactions later on when she turned 18. >> so i mean, these are details. i mean, we're talking there about the incident with the minor. this is also two women who, while they were of age, they were, you know, they were still teenagers when this started and they were paid by gaetz to be in these at these parties where they had sex with him what does it say that these are the allegations and we're still pushing the president, former president is still pushing forward with this. look, i mean i think it shows that the president simply doesn't care about these allegations or he's, you know, doesn't think they're enough to to sink the nomination. i mean, he is dead set on getting matt gaetz through. but taking a step back, i think there's a risk to going through with this nomination. obviously, donald trump views it as him pushing against what he says is the media and political establishment wanting to make a splash in washington. but donald trump himself is someone who has been the center. and you know, accused of sexual
2:08 am
misconduct himself so i think it threatens to you know, shine a spotlight not only on gaetz but also on his past. you know accusations against him. >> although i guess we i guess we learned that voters took that all in and said they wanted to reelect him anyway. julia manchester, thank you very much for starting us off today. i appreciate it. all right. straight ahead here on cnn this morning, the laken riley murder trial resumes this morning. the details we learned about the moments police confronted the man suspected of killing her. plus, women voters helped trump win the popular vote. are some of his cabinet choices straining those gains? and the president elect's wishes to bypass congress to install his nominees? as we've been discussing getting pushback this commotion about recess appointments in which trump would get some of his cabinet picks in place without hearings and confirmation votes, is incredibly disturbing because there are some really serious unanswered questions about his team the super size

to discover unforgettable flavors to reach new heights of happiness and the skies, to connect to a journey that's perfect because of you i'm doctor sanjay gupta in copenhagen, and this is cnn hours, the murder trial against the man accused of killing georgia nursing student laken riley resumes in georgia on monday. we heard fbi analysis showing the cell phone location of the suspect jose ibarra very close to riley at the time of her killing prosecutors also played a recording of a phone call between ybarra and his estranged wife that happened while he was in jail, where she confronts him over his arrest. an fbi specialist provided a spanish to english translation of the call on the witness stand she's saying that she's
2:14 am
fed up, that he has her tired, and if he can just tell the truth, she continues to ask him what happened with the girl she tells him that he has to know something, and he just continues to tell her like li ling. >> enough! lei ling enough. she thinks it's crazy that they don't have anyone else's dna. they only have his. and she says she doesn't understand how someone can see someone dying and not call 911. >> for more on how this trial is unfolding, let's bring in cnn legal analyst joey jackson. joey, good morning to you. so what does this call tell us? this is jailhouse call between the defendant and his estranged wife, and she's asking what happened to the girl yeah. >> casey good morning to you. it tells us nothing good with respect to his innocence. that is, to be clear, if you're confronted by your wife concerning what you're doing and where you are, i would suspect that. and the judge presumably expects that there would be. what are you talking about? i don't know what you mean wasn't there have no clue not. you saw someone and you didn't, you know, think it was
2:15 am
your duty to call 911, et cetera. so it both places him there and certainly the testimony is contrary to what a normal person might do under the circumstances of seeing someone dying. and so to that extent, it's casey so joey what else did we learn in the course of the the testimony yesterday that really stood out to you about what what may what the next turn may be in this trial? well, there's a few things. the first thing is that which we just saw and that is remember, there's no expectation of privacy in jailhouse calls. so when you're speaking to your wife and confronted with an issue, you certainly had every ability to give a narrative that was not what he gave. and so that was certainly. number two, i think the issue with his cell phone data, which puts his cell phone next to her cell phone again, putting him there as the call with his wife put him there. that was certainly. number three, when you have a person who is on the trail who said
2:16 am
another jogger that morning who saw someone who was wearing specifically what it is that he was wearing in terms of the jacket, the gloves. et cetera. who was looking down and certainly looking suspicious. that seems to give the indication that he was there. all these things showing that you were there, you match that up with again, something else that's powerful and that is the injuries he had on him in terms of the scratches. we know the dna is underneath the fingernails. we see the phone activity there. technology. wow. so important. so conclusive. because you don't only have to rely upon a witness saying you saw him on the trail or the wife's call or the, you know, you just look at this, right? the cell phone data, which limits him to the actual specific place and location where she was. and so that's important. and so you go back to the scratches that i was talking about in the dna underneath the fingernails. and it all spells someone who clearly appears to look like he committed the murder of laken
2:17 am
riley. >> yeah. joey what can we expect going forward here? i mean, how long do we think this is going to continue for what evidence are we still waiting for yeah prosecutors have given the indication that they're going to wrap up today. >> and so i think that certainly you establish the specific cause of death. i mean, it's been noted the cause of death being not only the blunt trauma to the head but the suffocation. i think they clear that up in terms of medical testimony. i think that they just have a summary witness to give all the indications that he was there, what he was wearing what the dna shows, what the evidence amounts to. and then it looks like they wrap up their case and thereafter the defense appears to have subpoenaed the two brothers of mr.. ybarra with testimony they'll give will certainly be for positive for the defense. how credible they are remains another story and then the case will wrap up. so there's not much left here. we know it's a bench trial. a judge will make the assessment of guilt or lack thereof. but i

2:31 am
live look at saint louis. got to love that arch at this hour of the morning. it's 430 there. good morning everyone. i'm kasie hunt it's wonderful to have you with us as donald trump gets ready to move back into the white house, political analysts are also busy examining the coalition that gave him the win in the popular vote making him the first republican to do that in 20 years. exit polling data shows trump overperforming with women kamala harris still won with women by about eight points nationally, but that's only about half the margin that joe biden won with women, compared to trump just four years ago. the former president chipped away at this key support block for harris, even as she called comments like this one quote demeaning and offensive towards women i'm president. >> i want to protect the women of our country well, i'm going to do it whether the women like it or not. i'm going to protect them my next guest ron brownstein, wrote this about the women who broke away from democrats and voted for trump,
2:32 am
saying, quote, trump regained ground among women this year, largely because so many of them were dissatisfied with the results produced by his successor biden. >> but trump's provocative initial round of cabinet nominations including several figures who faced allegations of sexual misconduct, points toward a presidency whose style and agenda could again strain his support from female voters. and ron joins us now. ron, good morning always wonderful to see you uh, fascinating as always. i've been sitting here this this piece is going to be available on cnn.com right at 6 a.m. for anyone that wants to find the whole thing but say a little bit more about what you found when you really dug into this data about women voters, but also how what trump has done so far might be impacting. >> yeah well good morning. well, look, first of all, i think, you know, if you go through the results, the surprise on election day was not so much that trump especially ran up the score among men, although he ran very well among them. it's that he really held down his losses
2:33 am
among women. i mean, both the exit polls and the votecast show, harris winning women by eight. eight points in the exit, seven points in the votecast. >> that's the smallest margin for any democratic presidential candidate in this century, except for john kerry in 2004. and it is, as you note a big departure from what we saw when trump was actually president. in fact gallup gave me figures that showed his average approval rating over his full presidential term among women was any president in the 21st century. and of course, these results were very different from what we saw not only in 2020 when, as you know biden won women by 15 points, but also 2018, when democrats won women by almost 20 points in the in the congressional election. and what though that kind of contrast says to me, is that there are a lot of women who remained ambivalent about trump in all sorts of ways. his agenda his style, his values,
2:34 am
who voted for him anyway because they thought he would be more effective at dealing with their most immediate problem which was the cost of living and secondarily, i think the border and crime. casey, if there is a master key to this election, it is the large number of voters who said they were pro-choice, but also negative on the economy and trump's performance among them, a little over one third of all voters were pro-choice but negative on the economy. trump won more of them than harris did that kept her margins below where she needed among those pro-choice voters and i think if you kind of like, sift through the whole thing, that gives you the pivot in this election, strength against strength to many of them went to trump for harris to prevail. >> yeah, no it's it's actually it's the part of your piece that i was highlighting as i was reading it in the break. and one other thing that stood out to me too about this group is you spoke to a woman who is works with a group that is
2:35 am
oriented toward moderate women in arizona and she told you that women who believed that trump would deliver more economic security for their family actively resisted information that could make them uncomfortable about voting for him. and she tells you that even if they were shown clips of trump making threats in belligerent language, that repelled them, promising extreme policies that they questioned she says, quote, they thought he was just being hyperbolic. they were choosing to believe a vision of him that was aligned with what they wanted to get out of him. a strong economy, and they were absolutely discounting anything that felt extreme as disinformation or hyperbole. even if he said he would do it. i mean, this is so interesting because in many ways, this was such a big part of the closing message from harris and her team that, hey, you need to look women in the suburbs especially, you need to look at these things that trump says and vote based on it. and it seems like they didn't. >> they didn't. i mean, it
2:36 am
was, as you know, several pollsters told me versions of of that of that analysis. and you know, as someone else said in the story, i mean, voters prioritize the here and now. and they they chose, you know, it wasn't as if all of the concerns about trump just kind of dissipated, you know, or disappeared. >> but a large a kind of surprisingly large share of voters who said they were pro-choice or negative on the economy or who viewed trump as too extreme, voted for him anyway. you know, white blue collar white women, white women without a college degree were absolutely critical. once again in michigan, pennsylvania and wisconsin, the states that decided the election as they usually do, one fifth of those non-college white women who called trump too extreme in the exit poll voted for him anyway, um, a majority of those blue collar white women who said they were pro-choice, but down
2:37 am
on the economy voted for trump. now, the question will be with the backdrop of biden gone with the backdrop of their discontent over biden's performance on inflation and the border gone and trump alone in the spotlight, does the style and the kind of confrontational approach to the presidency that has been that he has signaled in the transition? does that again begin to drive away some of these women, or at least remind them of all of the things they were hesitant about? the first time? i think that is a real question for trump. you know, as i point out in the in the exit polls, women were more resistant to ideas like mass deportation than men were. um 80% of college white women, 70% of non-college white women support vaccine mandates in the public schools. inflation and as i said, the border to some extent overshadowed everything else. now, the everything else is going to be front and center and the question for
2:38 am
republicans looking toward 2026 will be, can trump hold the support of these ambivalent female supporters, who i think were absolutely decisive in making him president? >> yeah, very interesting. ron, i also want to ask you we have been, of course continuing to count votes because california in particular counts very slowly and trump has now actually fallen below the 50% threshold in the popular vote. i thought him breaking 50% was very interesting. and now it looks like that that's unlikely to hold. and then here you can see these are the popular vote margins in recent elections going back to george w. bush in 2004. obviously we're still counting some of these votes right now it's a you can see a narrow popular vote win compared to some of the previous, uh, the past, our past elections there are a lot of democrats out there who are saying this shows that the mandate is not as broad as republicans have argued. what do you think well, look, first
2:39 am
of all, it is a significant achievement. >> you know, this is only the second time a republican has won the popular vote since 1992. as we talked about, democrats are in a position to win it in eight out of nine elections, which no coalition in american history not even the most dominant ones have ever done so. and trump improved a lot in 49 states, 90% of the counties it was a big, broad shift toward him that i think was centered on this common national experience of disappointment. and discontent in the results produced by biden. but there was still a lot of resistance is what this tells you. i mean, the country is still very closely divided over this. trump treated 2016 when he lost the popular vote as a mandate. he is certainly going to treat this every indication by the kind of appointments he's making. he's treating this as an even more emphatic mandate, and in many ways he's right. you know, voters don't get to order off different sides of the menu. all of those pro-choice women who voted for him, the one quarter of latinos
2:40 am
who said they oppose mass deportation and voted for him, the one sixth of voters who said they worried that he would lead the country in authoritarian direction and voted for him. they may have thought they were voting for someone who, you know, primarily because they believed he would lower the price of groceries and gas. but they are getting everything else that goes along with electing donald trump. and, you know, you see the very clear indications of attempting to undermine birthright citizenship or establish internment camps and move forward on mass deportation. all of those voters now get everything else that goes along with him, and he is going to treat this as a mandate. republicans in congress will largely treat it as a mandate. and really, the one question is, are there enough republicans in the senate who will say no on anything? and we're going to get a pretty good idea with that. on that about how they handle a nominee like tulsi gabbard and matt gaetz and robert f. kennedy jr. for sure. >> all right. ron brownstein for us this morning, sir. always a treat to have you on.

2:48 am
this actually played out? >> he essentially signaled his opposition to recess appointments, which is this idea that donald trump brought up a couple of weeks ago. right before the senate republican leadership elections, as kind of a litmus test for the three candidates at the time to run the senate republican conference and in turn, be the senate majority leader come next year. mitch mcconnell, obviously will not be in charge next year. so some of the freak out we've seen on the right online is a little overhyped in that sense, because they were trying to spin it as, oh, well mitch mcconnell says this isn't going to happen. so it's not going to happen. he's not going to be in charge of the senate. but he does have a vote, just like any other senator. and when it comes to this idea of recessing, the senate so that donald trump can make these recess appointments, that is going to be something that eventually comes to a vote in the senate. and so when you think of the fact that that would need 50 plus one, and there are 53 republicans in the senate he is one of those votes who could one of those members who could vote against that
2:49 am
motion to go into recess to pave the way for these types of recess appointments so it is notable because of course, he is mitch mcconnell. he he has that sort of clout and that influence but really it's more notable from the perspective of he is one vote and republicans can only afford to lose four votes when it comes to going into recess. >> right. and that, of course, that four vote threshold also applies to these nominees. right. so what is your sense of where? i mean, there's been a lot of sort of chatter about, okay who might he oppose? obviously we know how mcconnell has felt about trump. we know he has come back around and said, okay, fine, i'm going to endorse you. i've tried to kind of bury that hatchet that said, there is not a lot of love lost. still i guess my question is, what's your understanding of where might mcconnell be willing to buck trump on these nominees like tulsi gabbard stands out to me. for example exactly. mcconnell has said quite openly that he's going to spend his remaining years in the senate pushing back against what he sees as the isolationist drift within his

party. he is of course, is a longtime national security hawk defense hawk. some would say he's even the reason why ukraine got the aid that it got in that aid package earlier this year, because he kept pressing the issue against his own party in that respect. tulsi gabbard is absolutely someone you could see him opposing. of course, she was nominated to be director of national intelligence. there are other potential nominees that could come down the pipeline that could that could be put into that same category. but i've talked to republican senators who are very eager to see the exact role that mitch mcconnell plays when he is quote, unquote liberated from the pressures of leadership. senator john cornyn, who, of course, lost the republican leadership race to john thune last week joked to me, he said, senator mcconnell and i both feel liberated in some respects. i don't think senator cornyn is going to sort of trend more in that direction. but i think it's very possible that senator mcconnell does especially on these national security picks that trump is unveiling because he has quite openly said this is a top
