filling out his second administration with a familiar cast of characters. the president elect tapping major republican donor and former pro wrestling executive linda mcmahon for education secretary and television personality and surgeon doctor mehmet oz to head the centers for medicare and medicaid services. oz ran for the pennsylvania senate seat in 2022, but he lost to democratic senator john fetterman who had this to say about the pick i'm going to be a very, very clear if dr. oz agrees to protect and preserve medicaid and medicare medicare. >> i'm absolutely going to vote for the dude you know, that's the most important thing for me. our politics are obviously different, and we do have a history, but i don't have any bitterness. i don't hold anything against him. >> these are just two in the latest. the latest in the string of unconventional picks that trump has made for his next administration. but maybe the biggest hurdle for trump, of course, is his choice for

attorney general. the former congressman matt gaetz. he has been at the center of a house ethics committee investigation with the committee looking into allegations that include sexual misconduct and illicit drug use. a lawyer for two women who claim gaetz paid them for sex, telling cnn that the house ethics committee has numerous photos related to the time that they spent with the florida republican do you have to understand that my clients are only two out of the over dozen witnesses that testified i was present for two of those. >> and so what i'm telling you is just a fraction of the evidence that's available. of the thousands of documents the and the 25 subpoenas, 12 witnesses, do you think the allegations you're talking about here in detailing which have to do with your two clients, are a large chunk of their report, or do you think that this is the tip of the iceberg? well, i do think that it's probably the tip of the iceberg gaetz has repeatedly denied any wrongdoing. >> today, he and vice president elect jd vance are heading to capitol hill in an effort to try to lock down support for

his nomination. also today the house ethics committee will decide on whether to vote to release the findings from that investigation. regardless, trump himself is not backing down mr. president, are you reconsidering the nomination of matt gaetz? >> no all right. >> joining us now, hadriana lowenkron, national politics reporter for bloomberg news. hey, adriana. good morning. thank you for being here. so let's start with why donald trump is focusing in on gates the way he is, as opposed to some of these other nominees he's been telling we've reported here, you know, friends and allies that he really wants to push this through, even as he acknowledges that he may not be able to get him through the senate. what is the latest that that we're hearing that you're reporting about how this is all playing? right. well, the department of justice is something trump has had a lot of experience with, with his slew of cases. and he has said on the trail this was an issue that was really important to him. and overall of course, choosing to put his staunch

allies as opposed to people who might have had more experience in the post. and so focusing on someone like gates, obviously there is kind of the hope for him that he, in a sense, is maybe distracting with bringing out one person after the next, after the next. some of these more controversial figures so he's focusing on gates, but maybe hoping that the senators and other people in congress are, you know, able to say, we can get this forward because if you fight, especially democrats, if you fight every single person you know, that's just something that is not as likely to happen. so, you know, this focus really shows that he is trying to revamp the entire department. all of these people are, you know non-conventional outsiders, hoping to radically overhaul the system. so let's take a little bit of a look at what some senators told my colleague manu raju yesterday on capitol hill, including thom tillis, who is the senator from north carolina. he's getting he's going to be in the spotlight for a lot of these confirmation fights. let's watch some of these comments if

trump were to recess, appoint him after the senate rejects him. >> is that a bad. >> not even in the cards. i mean again, i know it makes for great fodder. >> maybe a couple of more clicks or whatever, but i don't even believe that mr. gates would want to come in under those circumstances. >> given these serious allegations involving sexual misconduct with matt gaetz including sex with someone who's underage. >> is he qualified to be attorney general? >> nobody should be disqualified because of a media report. >> i've already talked to him. >> i mean, he just said listen, he wants a shot to be able to lay out his vision for the department and also to respond to these various allegations. >> and, you know, i said, hey the the confirmation hearing is the place. and chance to do that. >> so holly, they're saying he's already talked to him. and of course, more senators are set to talk to gaetz today. i getting as far as a hearing would at least you know, it would put gates in the public eye in a way that some of the senators are uncomfortable with. this, i think are unlikely to enjoy. but it may be a place where gates has a

chance to push back in a way that of course, donald trump would see. do you think we're going to get as far as actually having a hearing on this? i think what we're hearing from a lot of senators, and it is seeming to be bipartisan, is that they deserve the chance to do you know, what is typically done. obviously, there have been instances of recess appointments in the past. this is something that trump has said he had wanted to do. but there seems to be, you know a bit of a more consensus that they should have the chance to pepper him with questions and see, you know is he qualified? what are his you know, positions on, you know, the department of justice. obviously, you don't have to tell you it's extremely important. we've seen how the department of justice has operated the past four years. this is something that trump really wants to switch up. and so, you know he would have the opportunity to convey how he would do that. and of course, as you mentioned, you know, this is somebody with the sexual you know, abuse. you know, there's an investigation going on where figuring out at this moment whether we will get that report released you know, whether senators might subpoena

here. >> nobody believes that these cables were accidentally severed and i also don't like to believe in versions that these were anchors that happened to be above these cables. and cause damage. so we have to know that without knowing specifically who it came from that this is a hybrid action. and we also have to assume that without knowing by whom yet that this is sabotage. >> all right for more on this story, let's bring in cnn's max foster live for us in london. max. good morning. what a mystery. i mean, this incident, it reported here at cnn. we highlight we highlighted u.s. intelligence that is warning that russia has a growing interest in going after this kind of critical global infrastructure. what does this incident what does what happened here say? i realize we don't know the cause right now, but it does seem to really underscore the vulnerabilities. >> it does. i mean if it was just an anchor that scraped over this major cable and

managed to slice it and turn off the internet much of the internet between these nations and what it does is it shows how vulnerable those cables are. >> and if you did want to sabotage them, it would be probably a much easier job than most people think. i think what the german was suggesting there was you know, maybe it was an anchor, maybe it was a you know, it was that was the way of cutting this cable as a form of sabotage. we just don't know. this is a very sensitive area. the baltic sea is strategically important. the swedes will tell you there have been russian submarines caught in it illegally. also, planes flying over in swedish airspace. so there's a huge amount of tension around there. combined with that us intelligence suggesting that cables could be cut. then obviously all fingers point towards russia, but no evidence of it. and the russians are denying it. >> so max what exactly is the the impact of what happened here? and and how does what

happens when something like this occurs, sabotage or not that is potentially going to accomplish a goal for, say, a nation state? right. like if russia were to do something like this, what do they get out of it well disrupting communications. >> i mean they've got a history. not necessarily the authorities, but certainly groups in russia have got a history of interrupting uh, with, uh intercepting communications interrupting communications as all you know, secret services do. in fact, i think the concern is that if they wanted to cut off internet countries, there's a way they could certainly disrupt it, which would affect everything wouldn't it? from the economy to politics to, you know, everyday life, but also just the idea that these these cables are often literally just laid along the seabed and you could get to them and intercept them and, you know, put something on there which would

copenhagen, and this is cnn >> 5:29 a.m. here on the east coast. a live look at miami, florida on this wednesday morning. good morning everyone. i'm kasie hunt. it's wonderful to have you with us. donald trump traveling to texas to watch elon musk's spacex rockets latest test flight. a sign of trump and musk's growing bond as trump prepares to reenter the white house. trump was also joined by his pick for education secretary, republican donor and former pro wrestling executive linda mcmahon. mcmahon was one of three major roles that trump tapped yesterday including doctor mehmet oz to lead the center for medicare and medicaid services and cantor fitzgerald ceo, howard lutnick for commerce secretary. as trump fills out his cabinet, there is one role that reportedly has republicans at odds. some report reports this quote at the moment, the two leading choices to lead the fbi in trump's second term are kash patel a former trump

administration official who's talked openly about revenge on the president elect's enemies, and former congressman mike rogers, who just narrowly lost a senate bid with trump's endorsement. their rivalry, a microcosm of the tensions simmering within the gop as trump prepares to take office between his loyalists and the party's more establishment minded players. if trump were to tap patel or rogers, that would mean he would fire current director christopher wray, who is still serving his ten year term. joining me now to discuss semaphores, shelby tal kopan. shelby, good morning to you. it's wonderful to see you. i know you've been covering so much of this drama very closely from your in west palm beach, florida right now, which is of course, become the center of the political universe. how do you understand? and let's start with the tension here on the fbi. pick question. first of all, i mean it's clear trump wants to upend the status quo here, right? i mean, we should underscore that it would be breaking a norm to fire another fbi director for him. but these

two choices, mike rogers and kash patel, remarkably different. explain what the dynamics are behind the scenes. yeah. so it's it's you've got kash patel on one side of the spectrum and he has the support of a lot of what i call the maga republicans. >> right. the real die hard loyalists within the trump administration like don jr.. and then you have mike rogers, who has the support of a lot of members of congress because he is sort of the safer pick. he is seen as more establishment. he has supported with some of the donors. and so that are the two sort of factions that we're seeing quietly at odds within the trump administration. and of course, if donald trump were to go with mike rogers, he would most likely have an easier confirmation process but as we've seen, that's not really donald trump's main focus at this point. he came in to this campaign saying that if he won, he was going to, as you said, upend the status quo and

he sees kash patel as somebody who is perhaps more aligned with that vision. >> so shelby one of the other pieces of this, of course, is that donald trump has been really focused on picking made for tv people in his cabinet right? i mean, kash patel not someone that we see on tv. rogers, of course, ran for senate, but in these other jobs. right? i mean linda mcmahon for example, is someone who had you know, when she was a wrestling executive, a public facing career, and then, of course, you have dr. oz, who first made his name you know, on his own talk show. right. or or did make a name for himself in tv on his own talk show. let's watch a couple of the moments from from that just to kind of remind people. he also testified at one point before congress because of some of the controversies that arose from this let's take a look what i believe is one of the most important discoveries we've made to help you burn fat faster. >> green coffee bean extract. i

a long standing tv show and donald trump likes picking people who are good on tv. he likes people who are going to be able to go on camera and talk about his policies and defend him so shelby, the other piece of this of course, and we're looking ahead to today, what's going to unfold here on capitol hill. >> jd vance the vice president elect, is said to be shepherding matt gaetz on capitol hill, where they plan to talk to some of these senators. what's your understanding of how trumpworld is feeling about the matt gaetz pick, in particular compared to some of the others? and there's also some reporting out this morning of vanity fair. we should we should note we're still working on confirming it here at cnn at this hour. but that there may be names being prepared to replace pete hegseth as department as defense secretary, which would suggest that there's a difference in approach among these various nominees. what is your reporting? >> you know i have not confirmed that reporting as

well individually, but if it is true, it indicates, you know i think the big thing with pete is that that allegation was unknown to trump world. whereas you have matt gaetz, whose allegations against him have been known for a long time. so they seem more willing to potentially defend and try to push him through. and when i talk to people inside trump world and i ask, do you really think that matt gaetz and some of these more. quote unquote controversial picks can get through their argument, at least publicly to me, has been, well listen, donald trump got all of these votes. he won handily in this election, and he made clear what he wanted to do if he won that election. he made clear that he wanted a big change in the government. and so if lawmakers want to go ahead and vote against his picks, then that's on them and they're going to potentially suffer the consequences, aka a potential loss if they are up for reelection. >> all right shelby talcott for

us this morning, shelby, always grateful to have you on the show. thank you so much for being here thanks. all right. now this a fatal new york city stabbing spree. now prompting questions about why the suspect was on the streets to begin with. >> it is a clear, clear example of the criminal justice system and mental health system that continues to fail. >> new yorkers. >> three people were killed in the attack. mayor eric adams says the system allowed the suspect, 51 year old ramon rivera, to fall through the cracks in the lead up to this week's violence rivera, now facing first degree murder charges. he is believed to be homeless. he was just released from prison in october for burglary and assault on a corrections officer. new york's governor with a blunt question about why this was allowed to happen i will be happy to bring my state resources to help analyze what actually failed at rikers and i'm someone who assaults a

corrections officer, gets out for good behavior. >> if that's good behavior, how are we defining bad behavior? and this is this is the way you look at it. like, what the hell is going on here? >> all right. joining us now cnn senior law enforcement analyst charles ramsey he's a former philadelphia police commissioner and the former washington, d.c. police chief. chief ramsey, thank you so much for being here. you heard there the governor and the mayor both blaming the system for allowing rivera to get out. i mean, what happened here and what does this say about what does need to change well, first of all, my condolences to the families. >> i mean, these random acts of violence like that i mean, you know, you wish they'd never occurred, but unfortunately, they do occur. and this isn't just a new york problem. >> it's across the country where we have issues when it relates to people, their mental health and being out on the street without the proper treatment. >> and so both the governor and the mayor are correct in their assessment of it i mean, the individual was in custody in jail for a felony. he committed

an assault on a on a guard and still released. and he had been arrested a couple times before in new york. and designated as an emotionally disturbed person, put into a hospital for temporary evaluation. and again was released. so the system does need to be overhauled to say the very least, it is an issue. not everyone is homeless. it's got mental illness issues, not everyone is violent. but for those that are, they do not need to be on the street. >> so sir, what does this say to you? more broadly as well about kind of how we as a country are grappling with crime? it obviously was a huge just saw happen donald trump, of course, won. republicans are saying we have a mandate because they won all, you know, the house, the senate and the white house and crime was not a small i mean, it was a it was a significant issue in the campaign you, of course, have

understood how american public political sentiment interacts with how officers actually act. and conduct themselves on the street. so what do you think all of this means for how we go forward? >> well crime overall in the country is down but the perception and the fear of crime remains high. and we have to find a way to address that. you know, that was one of the main topics during the election. it does rile people up. people are afraid and people want safe, secure neighborhoods and incidents like what we just saw in new york don't help matters any. when you have situations where you have people that should be under treatment, that should be off the street, yet they're on the street. they have access to a can be just as deadly and you know, people are killed as a result of that. so the fear is understandable. there's no question about it. but we have to get serious about finding solutions, not just always after the fact. blame somebody

were stuck in a nuclear retaliatory doctrine that said that if another side used nuclear weapons, they could use nuclear weapons in response. >> but it's never been clear, both for american doctrine and for russian doctrine. what do you do if you get an overwhelming conventional attack? and so what putin has done and as i said, he signaled this in in september, is revise their doctrine so that if you got a conventional attack like the kind that ukraine has been launching now with atacms, this uh, short range missile system deep into russian territory, and the attack is backed by a nuclear power the united states then it could be considered to be the equivalent of an attack by that power and he said he would have the right to use nuclear weapons. >> now, having the right and

deciding to do it are two completely separate things and so you heard the pentagon spokeswoman make the case here. >> we haven't seen a change in posture. i think that may be, you know, looking a little bit too short term here putin is trying to lay out some red lines so david, when you say it's a little too short term, can you help us understand how this fits into what we know to be at least the immediate term, which is that donald trump is going to take office as president of the united states, and that's obviously really going to change what's going on in ukraine. well, one way to view it is that president biden is lifting the last of the restrictions that he's reluctantly come to lifting, so that the ukrainians have everything that they've asked for and that it would be, uh president-elect trump's decision once he got into power whether to withdraw things from them. and that would be, i think, politically difficult

because i think zelenskyy had it about right in that clip you played when he said, well, if the americans withdraw support, we lose. on the other hand, he's giving trump some bargaining chips here. and if in fact there is a negotiation with russia then trump would have the advantage of being able to say, well, if you do x, we will withdraw the permission to use long range weapons and so forth. in other words, give a little bit of leverage as they go into the negotiating room but the real question here at the end of the day is, does donald trump take his time here to see how this plays out, or does he step in to solve the war in 24 hours, as he has suggested? and i can't imagine a way to go do that. casey, other than calling vladimir putin and say, what do you need? he's going to hear, i'd like 20% of the country and no
