cabo verde. it's an island off the coast of africa it's his first visit to that continent. he is heading to angola here, in the waning days of his presidency. good morning everyone. i'm kasie hunt. it's wonderful to have you with us on this monday. hunter biden pardoned in the waning days of his presidency. joe biden issued the pardon for his son. he was facing sentencing this month for federal tax and gun convictions. now hunter biden won't be sentenced and won't go to prison. that was a possibility before the president issued this statement saying, quote, the charges in his cases came about only after several of my political opponents in congress instigated them to attack me and oppose my election. no reasonable person who looks at the facts of hunter's cases can reach any other conclusion than hunter was singled out only because he is my son and that is wrong. now both president biden and president elect donald trump have functionally accused the

justice department of playing politics. the move comes despite president biden saying repeatedly he would not issue a pardon or commute his son's sentence. >> let me ask you will you accept the jury's outcome, their verdict, no matter what it is? yes. and have you ruled out a pardon for your son? yes. you have trump, who, if you remember, had not ruled out pardoning hunter biden himself will you pardon hunter biden i wouldn't take it off the books. >> see, unlike joe biden, despite what they've done to me, where they've gone after me so viciously despite what and hunter is a bad boy. there's no question about it. >> he's been a bad boy all right. >> responding to the news on truth social trump said this quote. does the pardon given by joe to hunter include the six hostages who have now been imprisoned for years? such an abuse and miscarriage of justice. all right. joining us now to discuss national political reporter at the hill,

julia manchester. julia. good morning. good morning. casey, to see you. so this is of course, something that biden repeatedly said that he would not do but also, at the end of the day, the reason he was asked about it so many times is because everybody did wonder if he could possibly, as a father leave the office without doing this. what have you seen as this has unfolded over the last 12 hours? >> look, it's no surprise that republicans are certainly criticizing president biden over this, saying that he is politicizing the judicial system. >> democrats, of course, hitting back, talking about the politicization of the judicial system. on the right side of the aisle. but at the same time, i thought it was interesting seeing a few democrats like colorado governor jared polis, arizona congressman greg stanton coming out and saying, look they understand where the president is coming from as a father, but they're afraid of the precedent this sends this sets, you know, it's interesting looking at the past, you know, 24, 48 hours in terms of, you know, news with the justice system you have of course, kash

patel being nominated by president-elect trump to lead the fbi someone who is very much a yes man to the president elect and then a day later, you have joe biden on the other side pardoning hunter i think a lot of critics of both sides would say that they're concerned that this we're seeing more of a growing politicization of this justice department from both sides of the aisle. so i think that's a concern going forward. >> so you mentioned jared polis again, the democratic governor of colorado. let's let's look in detail at what he said. he said, quote while as a father, i certainly understand president joe biden's natural desire to help his son i am disappointed that he put his family ahead of the country. this is a bad precedent that could be abused by later presidents and will sadly tarnish his reputation. when you become president, your role is to be the father of the nation, hunter brought the legal trouble he faced on himself, and one can sympathize with his struggles while also acknowledging no one is above the law, not a president and not a president's son so he is saying, look, this is bad

precedent. now, of course, the biden pushback is that these prosecutions wouldn't have gone forward this way if hunter biden wasn't the president's son. >> exactly. they are using that excuse of a double standard. and look, this isn't surprising that biden is doing this. of course, i think maybe it's shocking to some because we saw the president repeatedly particularly in the lead up to the presidential campaign, saying he wouldn't pardon him. but at the same time, you see hunter biden so much with president biden despite the controversy, he really brought to the headlines, he would accompany him on foreign trips. he was often at the white house. so i think to a lot of us watching this was definitely a long time coming. but look, there is that very legitimate question about precedent, what it means for the trump administration and future administrations going forward in terms of how these pardons are carried out. >> yeah. one of the things here and this dynamic, of course, is that the president is stepping off the stage, right. many of the quotes we've we've showed and and seen from him talking about this were from before he

left the top of the democratic ticket right. there are democrats who are still going to be in the arena trying to push back against donald trump and former congressman joe walsh, who has become a trump critic, was on over the weekend talking about what this pardon means kind of in that context. let's watch that. >> so the next time any of us complain about anything trump does this. >> this pardon is just deflating nobody is above the law. >> we've been screaming well joe biden just made clear his son hunter is above the law. >> donald trump lies every time he opens his mouth we've been screaming, joe biden repeatedly lied about this the politicization of the justice system donald trump and his people have been screaming. well, that's exactly what biden said here so he's basically saying that they have handed the trump team an enormous cudgel

productive in a post on his truth social platform, he added this quote we discussed many important topics that will require both countries to work together like the fentanyl and drug crisis that has decimated so many lives as a result of illegal immigration. >> fair trade deals that do not jeopardize american workers, and the massive trade deficit the u.s. has with canada. all right. cnn's max foster joins us live now from london. max, good morning always wonderful to see you. so what does it tell you that you know, trump puts this threatening post out about tariffs on social media and days later, the canadian prime minister has scrambled his forces and flown down to mar-a-lago to talk to him about it. is that basically the point? >> well, i think a lot of people are looking at the facts of dealing with donald trump. and actually, trudeau did the right thing here. donald trump someone who seemed to like making deals. he likes to do those deals himself. he likes to do them face to face. justin

trudeau needed a deal, something like 75% of canadian exports going into america. this is something that would absolutely decimate the economy. if it goes ahead. so he was quite pragmatic. many people are saying going down there trying to reach some sort of deal, which is extraordinary. i mean, you look at these images, i was just looking back, casey, you remember these moments, but back in 2022, trump called trudeau a far left lunatic. in 2018, he walked out of a g7 summit, which was in quebec, saying trudeau was very dishonest and weak. and then we have this glorious picture and a canadian minister who was in that meeting, i think was in that image. dominic leblanc told cbc that at the end of the dinner trump walked trudeau to his car and said, keep in touch. call me anytime. talk soon so it was an effective meeting in many ways. >> just just two gentlemen. concluding you know, your average your average dinner and

being polite at the end. max, i mean, one of the other pieces of this of course, is immigration. i think there were a lot of eyebrows, i think, raised here in the u.s. when trump put those out there saying, talking about immigration from canada and from mexico. right. obviously, the southern border is something that trump talks a lot about. the canadian border less so. there's also reporting out in the last 24, 48 hours that the canadians are going to beef up helicopter patrols. more muscular, quote, unquote immigration enforcement, that, of course potentially something that donald trump could see, right, pictures of these helicopters. what about that piece of this discussion? >> yeah so drones, police helicopters and personnel, they're going to make the border more secure. they're looking at what donald trump initially said. and he said the tariffs are, you know, a border security issue effectively. so they don't want the tariffs in canada. so they're looking at the border obviously on the southern border. they're

talking about a wall so this is a part of a negotiation as well i'm sure for trudeau trying to avoid a wall. so he's offering alternatives to that. so it allows donald trump to come out of this saying i got what i wanted no, we're not going to do the tariffs potentially. but we are getting all of this. but i think donald trump's going to want to see actual results from this, want to see that there is a reduction in, uh you know, there's an improvement in border security before he says no to the tariffs, because a lot of people in washington have been saying haven't they, casey, that, you know, he's going to keep he will put these tariffs in effect until he sees some results um, but you know, it does make a difference for americans. i think trudeau is right. i mean, a tariff by definition increases prices for americans. and there are so many products coming in from canada. >> that is the big the big question will americans who seem to send a message, on the one hand, with the election that, hey, we want prices to come down but we are willing to vote for donald trump? we think that that will help.

leaves office. during the three day visit, biden is hoping to shore up relations on the continent and to blunt china's growing influence there. the white house has not said if this will be his final trip abroad, as president a dallas megachurch, bishop says he's now recovering after a scary moment on stage. bishop t.d. jakes froze on stage mid sermon last weekend and was rushed to a nearby hospital. the 67 year old tells us it tells his congregation that he underwent surgery, but he didn't say what caused his medical emergency not exactly what you want to see on one of the busiest holiday travel weekends of the year, but folks across the great lakes region were hit with several feet of lake effect snow over the weekend. parts of western new york getting nearly four feet of snow over the past few days exceeding four feet in some parts on sunday. and that brings us to weather, because lake effect snow warnings are still in effect for parts of ohio pennsylvania and new york through tomorrow afternoon. let's get straight

to our meteorologist, our weatherman, derek van dam. derek. good morning. >> good morning casey. you know, it's just amazing to see how these lake effect snow bands are so particular. right. some areas will get feet upon feet of snowfall. and you go just a half a mile up the road, and they've got nothing on the ground. i saw it. this is a classic a tale of really that exact scenario because so many locations over western new york into western pennsylvania saw the snow. and you're seeing the footage behind me but there were so many areas that stayed bone dry. this is really a game of miles, but the areas that got hit hard have a serious cleanup effort to do, and there's still more snow on the on the way so check out these scenes coming out of harrisburg, new york. right. this is really piling up on some of these a-framed roofs here. think about that 15 pounds per square foot on average for snowfall. that's going to weigh up quite quickly. that could lead to some potentially collapses of buildings right? that's a potential with this amount of snow. we're talking nearly

five feet in some locations. certainly over the four foot mark. but again, that's a very localized area, as you can see why there's the banding and the snow that set up over the same locations that got hit the hardest. downtown buffalo saw little to no snow, but just to the south of that, there was a whole different story that's where they saw several feet of snow so this very cold arctic air moving over the relatively warm great lakes. and that picks up the moisture as that air starts to cool and descend once again. it's deposited as snow on the ground and again, we still have lake effect snow fall in this forecast with another surge of cold air settling in behind it. as we head into the second half of this week. this is what we're waking up to this morning, 16 in chicago 23 degrees in pittsburgh feels like 12 above as we factor in the wind chills. and we're talking about over 70% of our country feeling temperatures below freezing in the next coming days. with another rapid drop in temperatures as we head into the second half of the week. here's your low temperatures for today and the next couple of days, and not much better

out a pardon for your son yes. you have but the president has now had a change of heart. >> cnn learning that while his family, including hunter biden vacationed on nantucket for thanksgiving, the president felt hunter had been wrongfully targeted by his political opponents and that his son had endured enough. one of those political opponents crying foul over the pardon. house oversight committee chairman james comer, reacting with this statement sunday night, he said in part, quote, it's unfortunate that rather than come clean about their decades of wrongdoing, president biden and his family continue to do everything they can to avoid accountability before the pardon became official on sunday night, i asked the leading democrat on the oversight committee, jamie raskin, whether the president should pardon his son should the president pardon him? >> i mean, again, that is a unilateral executive power, you know, power that and should he use it? well you know, the power exists for the president

to show mercy for people who have committed crimes. >> i get the sense you're not going to answer my question. >> yeah, i just i don't know the answer no, i'm not in the pardon office, but it does give me the opportunity to say there's a process for doing this. >> sure. with a pardon attorney. and they shouldn't be passed out like oreo cookies all right. >> joining us now to talk about the political fallout of this pardon is margaret talev, senior contributor at axios. margaret, good morning to you. good morning. so there's probably going to be a lot more democrats being asked about this today in the way. and that, of course, happened before this actually came down. obviously, raskin, they're struggling a little bit to talk about it. the conundrum here for democrats is really that donald trump has been out there arguing that the justice department has been unfairly pursuing him for political reasons. and democrats have been trying to say that, no, that's not the case. these prosecutions aren't political. going after donald trump was not the wrong thing to do. it was not a political prosecution. how does the president's decision here impact this debate going forward? i think it will give

some ammunition to president elect trump and the people that he's nominating to these roles. talking points for republicans to make points that they would have made anyway and to pursue the steps and policies and actions that they would have pursued anyway. >> and i think the reason that this is a surprise or felt like a surprise last night when everyone's phones exploded, is is mostly because president biden spent so many months saying that he had ruled out doing it, not that he is going to do it. i think president biden cares what you think about him, but not as much as he cares about his son. and he's getting on a plane to africa and decided to do it immediately. >> yeah maybe i was the only one that was not surprised by this because i partly felt that considering the way he has talked about his his family in

public meant that if he had this power, it seemed difficult to me that to not use it. but that said, i mean, the sources that i had talked to about this said he was very concerned about his legacy in terms of what this would do to it but that his wife, doctor jill biden, perhaps was someone who felt that the family needed to have this happen or they would be, i mean, and you can kind of read into it in the statement, right, that they felt like this was going to go on and on and on with no end in sight. i mean, what do you know about those dynamics? >> my colleague alex thompson at axios, who has covered this administration really closely, is will write is writing in a piece today that the president president biden, has felt a lot of guilt over the what his son has been through in these last few years. and you and you might think to yourself what? because you could equally argue that maybe hunter would feel a

lot of guilt about what his actions put his father through. but that president biden feels very strongly that if he were not in the white house, his son would not have gone through the political treatment of his political opponents and then ultimately this process in the way it's played out inside the justice system. so i think there were those push and pulls both in the overt arguments you could see, like from hunter biden's lawyer making the arguments. um, and laying the groundwork on paper for this to the internal conversations happening among the family, not just in nantucket this weekend, but between the president and his and his wife in, in, let's say, in many months before. but certainly in the days before, you know, certainly ongoing right. >> so, margaret, let's switch gears a little bit and talk about kash patel, who of

course, the president elect announced over the weekend he's going to nominate to be fbi director of course, implied in that nomination is a firing of christopher wray, the current fbi director, who still has three years left on a ten year term. he, of course, was appointed by donald trump and left in place by president biden. um there there have been some concerns voiced by john bolton for example about this pick, but there also have been a lot of republicans who have come straight out and said that they want to see kash patel confirmed. one of them was mike lawler, who's a new york congressman from a swing district. i had him on state of the union over the weekend. let's watch do you have any reservations about kash patel serving in that role uh, no. donald trump campaigned on reforming the fbi and the department of justice, so i don't know why any of this is,

frankly surprising to people. uh president trump has nominated in kash patel someone who served as chief of staff at the department of defense, someone who served as deputy director of the nsc, someone who served as a senior staffer on the house intelligence committee. he was a federal prosecutor under the obama administration. and so certainly has requisite experience for this role. i think there's no question president trump made very clear that the department of justice and the fbi would be reformed if he was elected to a second term. and i think obviously, with the selection of pam bondi and kash patel, that's exactly what he's going to do. i thought it was pretty remarkable. he was willing to say he has no reservations at all. >> it was actually pretty surprised about that interview. you know how editors always take the word reform out of copy that reporters try to put it into because they're like, what does it mean? reform is in the eye of the beholder. there's reform and then there's like reform. right. and so i think what what kash patel

has promised, um, in his out years between trump term one and this incoming term is um is to go after journalists, to go after political critics. um and it's a plan that is highly tied to highly tied highly to his support personally for president elect trump. and i'm glad that you sort of connected the dots here, because i think we will never know was president biden always going to pardon his son, even if kamala harris had been elected president? but i think coming right after trump's, uh statement that he would tap patel to lead the fbi uh, president biden could perhaps look down the road at some of the tactics that we might see under director patel. the question is, what is the senate going to do? not what is mike

lawler going to do? but what are the republicans in the senate going to do? and there is some real concern, i think, about whether patel's past statements suggest that he would want to lead the fbi with the level of independence, political independence from the president that has been the hallmark of the last 50 years. the reason that fbi directors serve for ten years at a time and span more than one presidency, is because of watergate. and richard nixon and cover ups out of political allegiance to a sitting president and a desire to make sure that never happens again. so this would be a return to the pre watergate era in terms of how people think about the fbi director. it could have a lot of implications, not just for this president but for future presidents. >> yeah. for sure. all right. margaret taylor for us this morning. margaret. thank you. i appreciate it. all right. ahead here on cnn this morning, a rebel uprising in syria where russia and iran, two distracted by their own conflicts to see the attacks coming. plus blowout and a blizzard. the 49ers just couldn't handle the

described casey, i think, is right. >> think about it. the main backers of syria's assad government which has been fighting a civil war here now for what, 13 years were russia hezbollah. right. and the iranians hezbollah has been virtually destroyed by the israelis the iranians. right now are a bit in retreat and stunned by the loss of not only hezbollah but hamas. the russians are busy elsewhere so the fact that the rebels were able to come together secretly and do this is you know, in retrospect, not surprising, but i have no indication that anybody picked it up in advance. >> so to this point, and i asked jake sullivan about this as well over the weekend, because obviously, a lot of these groups are, you know some

some are designated as terrorist organizations by the u.s. it's there's a lot of muddy water. is it in the in the u.s. strategic interests to have something like this happen well first of all, the freedom fighters who are involved here are not exactly washington's greatest collection of boy scouts or girl scouts. >> uh, they some of them belong to a group that was until a few years ago, tied to al qaeda. they are a little bit less, um. uh hardcore than than al qaeda. but they are not uh, they're not a great poster uh icons here for battling against assad. um, that said, i think the u.s. is going to probably do its best to stay away from this. uh, at least in any overt way, because what assad wants the most is to show that it's really a plot by washington to

oust him certainly, every president since barack obama on has said that assad has to go and so you can imagine why assad might might view it that way. but, you know, we've had other moments where we thought assad just could not survive. and somehow through a combination of gassing his own people and just sheer brutality, he's managed to hang on. >> so, david, how does this play into and obviously, you mentioned and sullivan talked about how all of the forces in the region and the distraction thereof allows this to happen, but big picture, we've also seen some other developments here over the weekend. obviously, there was that really devastating video of the israeli-american hostage edan alexander that was released over the weekend. there is, of course donald trump set to come

in to office. questions about, you know, senator lindsey graham has come straight out and said that he thinks that donald trump wants a ceasefire in the hamas-israel conflict before he is inaugurated. how do you understand all of these competing forces that are shaping things right now, in the last 49 days of the biden presidency well, it's a pretty complex scene. >> and i think the first thing that the president-elect trump is is learning is that he is entering a world that's a lot more complicated than the one that he left in 2020 when he left office. or early 2021. um the i think the second thing that we are discovering along the way here is that you are watching these new cold wars with russia play out across different borders. even this weekend, right? i mean, the protests in georgia, uh over an effort by the
