to the party? we have the latest holiday forecast. i'm sara sidner with kate baldwin. john berman is out today. this is cnn news central twas the week before christmas. >> and all through the house, complete chaos. you are right. that is not how the story is supposed to go. but that is exactly how the house of representatives is operating right now. now, hours from the government beginning to shut down and plan b rejected last night, 38 republicans joining most democrats to vote against the republican proposal to fund government operations for a bit. and that is after donald trump and elon musk got involved. slash got in the way of the first proposal, which had bipartisan support and was on the path to being a little footnote in this christmas tale. well, now, house speaker mike johnson is looking for another way through and a way out of this mess.

he's, you know, he's got a lot of sway and persuasion. >> so where things are headed this morning? very unclear. cnn's manu raju spoke to republicans who voted against the latest measure last night. >> now, even though donald trump tried to pressure republicans to fall in line behind this 11th hour effort to avoid a government shutdown, he got blocked by 38 members of his own party, as well as democrats who voted in mass against this proposal to avoid a government shutdown. one big reason why it included a provision to suspend the national debt limit for two years. remember that issue of a debt limit was a complex, complicated issue that typically congress spends weeks, if not months to try to negotiate. no one wants to vote, really, to raise the borrowing limit in the united states. and donald trump does not want this to be part of his first year agenda. so he wants to take it off the table. now he's saying deal with it now. and so he doesn't have to worry about when he's president. but here's a problem. there are republicans in the ranks who say that they will never vote for a debt

limit increase, especially if it does not have spending cuts. >> this just stinks. that's why america doesn't trust government, and it's for good dadgum reason. >> and you said shut it down. >> that's what it takes to bring us to the table. >> any extra supplemental ought to stand on its own merits and not be attached to it, and it ought to have payfors, and the debt limit must not be increased without commensurate spending cuts and fiscal reform. when i ran for office, i said that i would not vote to raise the debt ceiling, and so i haven't. i've never voted to raise the debt ceiling. i mean, i love donald trump, but he didn't vote me into office. my district did. you want to shut it down? i'm not afraid of a shutdown. >> now, this all comes as donald trump, of course, intervened late in this whole process. there was a bipartisan deal that was on the glide path to becoming law to avert a government shutdown. but then when trump intervened late and said that he wanted the debt limit increase to be part of this plan, and he berated that bipartisan deal that mike johnson cut as a result, it's

left congress scrambling to try to figure out a solution. and now that the plan b has failed, mike johnson is trying to figure out if there's any way to avoid to avoid a government shutdown that will occur at midnight to saturday morning, and how long that could last remains a major question. so the two sides are on opposite sides on how to resolve an issue that could be crippling to so many americans who rely on government services, government employees, contractors, and the like. as a shutdown now looms in just a matter of hours. >> our thanks to manu raju there so far. president biden stayed out of the funding fight, but the white house says congressional republicans are, quote, doing the bidding of billionaire benefactors at the expense of hard working americans. arlette saenz is at the white house for us this morning. we're just hours away from a government shutdown right before the holidays. is president biden planning to weigh in on this well, we're still waiting to hear exactly

if we will hear from president biden himself. >> but the white house and agencies across the federal government are bracing for this potential shutdown, readying their plans for how workers should proceed if congress does not reach a deal in the next 17 hours. now, senior officials here at the white house have been in close coordination with democrats up on capitol hill on messaging and next steps. they believe that the onus is really on republicans to sort out this situation, that they should stick to the initial bipartisan agreement they had reached with democrats earlier this week. for president biden's part, we have yet to hear publicly from him. he really has not been a player in this shutdown standoff, perhaps a reflection of the limited influence he has in the waning days of his presidency as the incoming president, donald trump has injected himself into this debate. now, if congress does not reach an agreement by midnight tonight, there would be wide impact across the federal government. all federal agencies would be impacted. an

estimated 875,000 workers would be furloughed, and thousands more would be deemed essential and still report for work, but not be paid until this shutdown is over. the white house started to notify their staff just yesterday on some of the guidance and instructions for how they should proceed if there is a shutdown. they wrote, quote, if a shutdown occurs, employees should consider themselves furloughed unless told otherwise by their authorized supervisor or component leadership. now, past shutdowns have shown us a little bit of what could be impacted. national parks and museums would shut down. there could also be issues at the irs. just as tax filing season is about to begin. then there's a lot of questions about holiday travel, tsa agents and air traffic controllers are deemed essential. would have to continue to work. but in past shutdowns, some had called out sick, which caused delays to flights. really complicating travel at one of the busiest seasons of the year. now, some things that would not be impacted social security checks would continue to go out. medicare and medicaid benefits would also continue to proceed.

but if an agreement is not reached, it could also jeopardize relief for farmers and also critical disaster recovery aid that many southeastern states still need in the wake of those hurricanes earlier this year. now, if the government shuts down tonight, this will be the first shutdown since 2018 when president trump was in office. that one lasted for 35 days. that is something that this white house does not want to see proceed. but they are. at this time, it's unclear what exactly the resolution will be up on capitol hill, as republicans are still snarled in this fight. >> time is ticking and hopes are fading. arlette saenz, thank you so much. appreciate it. still ahead, accused killer luigi mangione paraded in front of cameras before his first federal court appearance. what we're learning from newly released writings from his. notebook, plus starbucks workers set to go on strike today in three major cities. and the union says more are coming before christmas. also, it's helped millions of people

transported across two states to make multiple court appearances, including his first time before a federal judge. now, he faces four federal counts. now, one of which could bring the death penalty that's on top of the state murder charges that we've been talking about. and there are new details now coming out from the notebook found on mangione when he was arrested, writings that prosecutors say include things about an alleged plan to, quote, whack the ceo. cnn's brynn gingras has much more on all of this. a lot happened yesterday, brant. once that. once he once he came to new york, everything seemed to change and change super quickly. >> i mean, a lot of movements. yeah. >> and i think even, you know, his defense attorney was confused. >> karen agnifilo was basically saying in that court hearing in federal court, like, what's going on here? are there two separate investigations, federal and state. are they going to be working together? what is happening? the judge didn't really take that time to answer those questions, saying now is not the time. but it was clear she was trying to set up her defense there. right. this double jeopardy defense that legal experts have said basically, i don't think

it will hold, but we'll see how this all moves forward. but that is the big question. what we have learned since, as kara scannell is saying, that the manhattan district attorney's case is actually going to take precedence. right. what the big question is now is when will he actually be in a manhattan court? well, let's say manhattan state court, because he was in court yesterday, but in manhattan state court to have an arraignment on those 11 charges, the unsealing of that indictment earlier this week. i can't believe that was earlier this week. but yeah. and and as far as the federal case is concerned, he did appear before the before the judge. he did not have to enter a plea. just the complaint was unsealed. and we learned a lot more about what the feds say they have against him. as they say, the fbi was also collecting evidence as the nypd was doing their case as well. and a lot of new stuff we're learning is from that notebook that you referenced that police say was on him when he was arrested. let me read you some of these excerpts, because it really gets into the whole stalking and movements of of brian thompson that police say luigi mangione did prior to this

killing on august 15th, entry says, quote, the details are finally coming together, end quote. i'm glad in a way that i've procrastinated and allowed time to learn more about unitedhealthcare. now remember, this is a couple months prior to the actual killing on october 22nd in this federal complaint, it says, quote, the writer called the conference, quote, a true windfall. and there was this detail planned, as you already stated, to whack an insurance company ceo, all according again to this federal complaint. so a lot more evidence coming out in that complaint, a lot more evidence against him. but it's going to be interesting to see how this moves forward with these two different courts sort of not battling it out, but basically, you know, dealing with the charges that are at hand here at minimum, everything was felt very on hold in terms of the process when he was still in pennsylvania. >> then he gets karen agnifilo as his attorney. then they stop fighting extradition, extradition. and now it's almost it's like the gates open. it really did feel like the floodgates opened, but not

representing thousands of starbucks baristas, says you can expect workers in l.a., chicago and seattle to go on strike this morning. >> and in four states, members of the teamsters union working as amazon drivers have also walked off the job. cnn's vanessa yurkovich is joining us now. let's start with amazon. you have spoken with an amazon official. why did they say this is not a strike? yeah, this strike is incredibly nuanced. >> we're in day two. there are thousands of workers on strike. these are drivers that work for a third party company that contract with amazon. >> the teamsters represents these drivers. >> and they say that amazon has failed to come to the negotiating table. however, amazon is saying that these are not union members because they're not recognized by the national labor relations board. so i spoke to the national spokesperson from amazon last night and asked about that, but also about how it's going to impact all of us. take a listen. how will this impact

shipping and deliveries for average americans? right now, we're not expecting any delays to customer orders. >> do you consider this strike illegal? there is no strike. this is a protest that has been facilitated by the teamsters. there are no amazon employees and no third party drivers who pay dues to the teamsters. >> so you hear right there, she does not even recognize these workers as union members. amazon said that. they said that they have invested millions of dollars into bringing wages for these drivers up to $22 an hour. but many of these drivers say that they work incredibly long hours in really tough conditions, and there's so much demand for more and faster. obviously, all of us know how much we shop on amazon. how many packages arrive every single day. the workers say what amazon has given them so far is not enough. >> i do want to ask you about starbucks. we all remember when

they started to to unionize. how is starbucks responding to workers? >> so starbucks is a different scenario because they do recognize over 500 unionized stores, and they have been negotiating since february. starbucks says that they are disappointed that the union has called this strike at this time during the holidays. but the union says we have been giving you a deadline of the end of the year, and we have not gotten the economic contract package that we want. the union saying that they've only offered up to 2% in wage increases. the union looking for more. starbucks says they're ready to get back to the negotiating table. but with both of these strikes, obviously timing is everything. and for them, the timing is now around the holidays when amazon and starbucks stand to make a lot of money. they're looking to disrupt this holiday season. whether or not it works economically, we'll see. but just the perception of all of us knowing what's going on raises the profile about what these two groups are trying to

>> here he goes. >> nope. here he goes, nope. >> here he goes. nope. i think he know he is not gonna make it. >> he's not gonna make it. yes, yes oh, the tbs original wipeout. >> all new sundays at nine on tbs. >> this morning, as president elect trump condemns current immigration policies and vows to enact mass deportations as soon as he takes office, a new report is showing the biden administration actually deported the most immigrants in nearly a decade. many of the more than 270,000 removals were of people who illegally crossed the us-mexico border. cnn. priscilla alvarez is joining us now with more details. what does this report mean, and what does it say to the incoming administration? >> well, one of the takeaways of this report, that the incoming administration is likely going to lean on is that it mentions the in-country negotiations that the biden administration was involved in to get some countries to accept more removal flights, which

helped them bolster their deportation numbers. but it also serves as a reminder that there are limited resources and personnel at the immigration and customs enforcement agency, including, for example, around 6000 immigration enforcement officers. now, sarah, to sort of look through this number, you said the top line, 271,000 484,000 removals, the highest level since 2014. now, many of those were recent border crossers. and that is a reflection of what the biden administration has had to grapple with over recent years, which was multiple border surges. and as a result, multiple border crossings. now, these numbers also show that the administration prioritized national security and public safety threats, not only in their removals, but also in their arrests in the interior. now, this might sound familiar because we have heard multiple times from trump aides that they, too want to prioritize on those threats. and we see in these numbers that that is what the biden administration was

doing over the last year. then, two, there are where we were removing people to dozens of countries, again, reflecting record migration across the globe, but also the top countries were mexico, guatemala, honduras and el salvador. so certainly all of this is going to be. really telling for the incoming administration, because they do want to up the numbers even more according to what they have said publicly, but they are going to need money. that is something that tom homan the president elect's border czar, said on cnn earlier this week. and in a statement, the acting ice director said this. he said that they are, quote, chronically underfunded. so that tells you almost everything you need to know about the coming weeks and months, which is that the incoming administration is going to have to find the money if they want to hit numbers higher than this, 271,000 that was done under the biden administration. i'll give you one more data point, sarah.

under the trump administration, the highest number of deportations in a year was just under this. 271. so certainly they would still have much to do if they want to go higher than that in the years to come. >> priscilla alvarez in washington, thank you, kate. speaking of money, that's exactly right, sarah. >> the united states is currently spiraling towards a midnight deadline and a government shutdown over money. as sarah said, that is if congress fails to reach a deal today to fund government operations. right now, things aren't looking good. things also just look like it's just a mess. overnight, president elect donald trump offered up another message on social media that he wants, in his words, the ridiculous debt ceiling gone or at least extended to possibly 2029. that's the latest wrinkle in this. also noteworthy that would be after the end of his term um, that's a new wrinkle because the debt ceiling is always a fight. it's never a quick deal, and it is usually something republicans use as leverage to

republicans have to get their act together. it seems as though the republican members of the house have conceded their responsibilities to the co-presidents. trump and musk. and we don't have a separate legislative branch. there was an agreement that was made, and that's what the american people wanted. they wanted democrats and republicans to sit down and work this thing out. we did just that. we hammered it out for a long period of time and came up to an agreement, only to have at the last moment, co-president musk start tweeting, then followed thereafter. the president elect, i guess he's following musk now saying that killed the deal. and i would have thought that speaker johnson, he had been down to mar a lago, a number of other places. he had talked to mr. trump. and so therefore, he i would believe that he would have talked to him about the deal. and trump did not say anything about it negatively. but his co-president then came

a push to get a plea agreement? >> i don't think that's the purpose that prosecutors have here, but it certainly puts luigi mangione in a far different, far worse position. first of all, as you noted, 24 hours ago, mangione was not eligible for the death penalty when he was only charged in the state. but then when the federal charges dropped, he's now death eligible. we'll see whether doj actually seeks that or not. but obviously that's that's a circumstance changing addition to the case. beyond that, the chances of a plea deal, i think are much lower. now. first of all, it's really hard to plead out a federal murder case because the federal laws don't really have a fallback or a middle ground in the state. you can go from a first degree to a second degree to a manslaughter in the feds. it's just murder or no murder. and if he wants a plea deal, if i'm his lawyer, if i'm in karen friedman agnifilo shoes now, i've got to negotiate with both the feds and the state. so i think the odds of a plea deal went down substantially yesterday. >> i want to talk to you about what we saw, because everyone saw this extraordinary moment

of mangione flanked by a bunch of officers and the mayor of new york, the police commissioner, have you have you yourself. here's here's the picture here. in looking at that, have you yourself, you've been in these courtrooms. you you know, what is normal? is this normal? >> no, that was a lot. and i lived in that courthouse for many years. i mean, i saw gang leaders brought in cartel leaders brought in terrorists brought in. not anywhere near as publicly visible as that scene yesterday. now, look, the there's a there's a way to do this that is not there would have been a way to do this where nobody would have seen it. there's underground, there's a parking garage. you bring people up through the back elevator. i mean, this could not have been done more visibly. now, i understand they were trying to get him here quickly. helicopters are the quickest way. i know the law enforcement authorities said it was necessary. and yes, there is a sort of bizarre groundswell of support for this guy that i think they were

rightly concerned about. but to walk him down that dock with 40, 30, 40 people with guns, with the mayor strutting behind, was a scene that i think ultimately watch for, watch for karen to make some sort of motion about this. >> could she say you have just made a mess with the jury pool because you've shown this picture of him flanked, making him look like he is guilty and you're innocent until proven guilty. could she file something? >> she will. i don't have any inside information here, but watch for her to make that motion. it's not going to get these cases dismissed, but it's going to be a point for her to make that it was prejudicial to take my client, put him in an orange jumpsuit and shackles walk him down this dock with the media there with surrounded, like, you know, like he's hannibal lecter or something. she will make that motion, i am quite sure. again, it's not going to get the case thrown out, but it may not stand prosecutors in the best of light with their respective judges. >> let me ask you about what sort of happens next. you've got these two cases now going, and you have said they will happen at the same time. yeah.

is dropping. the visibility in grand rapids, michigan, fort wayne, indiana. there have been some snowy road conditions which you can see in milwaukee right now because of this system that has moved through. we have winter weather alerts that are in place across the great lakes. nothing so far along the east coast. the major i-95 corridor, but we're going to keep a close eye on this because this type of a weather pattern and the energy associated with it could have some tricks up its sleeve. let me explain. as this thing kind of evolves, there's this narrow corridor of snow that could form right along the eastern periphery right here. basically, the i-95 corridor, eastern long island into cape cod, nantucket, boston may or may not get a couple of inches of snow out of this. i don't want to sound nebulous, like we don't know exactly how it's going to shape or unfold, but this is something that's going to really require a lot of hyper local weather forecasts. so we're going to see that rain snow line right there near boston. and you can see the influence of the ocean waters there could cause us to fall in the form of rain at first
