12:01 pm
update from federal and local officials. and i cannot overstate how many of them there were at this press conference, lending their some of them opinions. a lot of new facts that we learned as well on this deadly attack in the heart of the french quarter. so here's what we now know. the fbi says it does not believe that the suspect who rammed into a crowd of people on bourbon street overnight acted alone, and that officials are aggressively hunting down every lead, including trying to find possible associates. authorities have identified the attacker as a 42 year old u.s. citizen from texas. they say he had an i.s.i.s. flag and several suspected explosive devices in the rented pickup truck that he used to plow down bourbon street. also, that there were other explosive devices found around the french quarter. the incident unfolded just steps away from the superdome. superdome? pardon me? where the sugar bowl college football game between the university of georgia and notre dame was set for tonight. it has now been postponed 24
12:02 pm
hours until tomorrow. we have cnn senior justice correspondent evan perez with us now. we also have former fbi agent breanna fox, along with retired nypd detective and adjunct professor at the john jay college of criminal justice. michael alcazar. evan, first to you, because we're also learning that this 42 year old shamsud-din jabbar is an army veteran who was honorably discharged. >> right. and part of the big question now for the fbi, not only finding any associates, but trying to track when this person may have been radicalized. if this person was indeed had allegiance to i.s.i.s., how far back did that go? and did anyone know this? was this something that was visible, perhaps when they were still in the u.s. military? and of course, those are big questions that the pentagon is going to be working with the fbi to figure out. big question, though, at this hour, is they we know that they're doing some conducting, some searches of other locations.
12:03 pm
they are talking to and trying to find people who were associated with the suspect. we don't know how many other people they believe could have been involved in this. but clearly, if you heard the language from the assistant special agent in charge there, duncan in new orleans, she said that they were suspects that were now being investigated. and so that's a big problem for the fbi, brianna, because, again, we've had lone wolf incidents. right. and those are much harder for the fbi to find or to stop, because if you keep just to yourself what you're planning to do, and it's much harder for the fbi to figure it out once you start involving other people. that's where the possibility lies. for something to to slip up. and so the idea that multiple people, perhaps two or more people could have come up with this plan, did they place the additional explosives elsewhere in the quarter, which is what we understand is being done right? they went and they detonated additional devices that were found the police rendered, i
12:04 pm
think they detonated them to correct. >> we don't believe they actually exploded on them. >> they did not. right. they did not. yeah. the police went and detonated them to render them safe, to make sure that the crime scene could be investigated. so all of that was happening in the last few hours. but the question is, who placed them there? did the suspect jabar? did jabar, did he go and do this ahead of time, or did accomplices do that? those are the big questions that the fbi is trying to run down. and it's important also that we notice, you know, the fbi is saying they really need tips. they need people to send in video. they need people to to see what to say, what they saw in any part of the quarter that could be helpful for this investigation, including, of course, additional suspects. they gave the address fbi.gov slash bourbon street attack also one 800 call fbi. they were asking for people to please reach out with information. >> yeah, that was a plea that they made time and again. all right, brianna, i want to ask you about this because there
12:05 pm
was so much in this press conference, but it really was pretty big that they're saying they do not believe that jabar was solely responsible. so that indicates a coconspirator at least, or coconspirators. what did you think about learning that? >> yeah, well, thanks for having me, brianna. i was actually very surprised, especially because the fbi has incredible intelligence networks. and to be able to pick up on these kind of things, as the saying goes, two people can keep a secret if one of them is dead. really, once something turns from a lone wolf into a multi-actor situation, it makes it a lot easier for law enforcement to pick up on these things now. easier. doesn't mean easy, and i'm sure they're going to be scouring through, you know, digital records, communications, trying to see how this came to be. there's
12:06 pm
always a pathway to radicalization. and then being able to track who that was shared with. how, you know, this plan of attack came to be, i'm sure that's going to be exactly what the fbi is focusing on. and certainly what will be their top priority, especially in light of the, you know, upcoming tourist events, which i'm sure they're thinking are going to be targeted in the next few days. >> yeah, even as they are assuring people they aren't going to be, despite the fact that there is a people of interest out perhaps outstanding here, which raises a lot of questions. juliette kayyem, you were watching this press conference. what did you think? >> so there's a couple big takeaways, of course, as we're discussing that they they have reason to believe that there was a coconspirator while simultaneously believing that the city could move forward and certainly have the sugar bowl tomorrow night. big questions about the safety preparedness
12:07 pm
in terms of the changing of the security measures on the street because of upgrades and what that meant, and whether the replacements were satisfactory enough. there are going to be lots of legitimate questions there not to place blame simply to protect the city. i will say, finally, you called it free wheeling. um, press conference. i don't think that reflected very well on louisiana and new orleans. i mean, sort of attacking reporters. uh, going after, you know, nebulous threats and, and the white house is just not it's what people have to remember is this is a city that's absolutely terrified about what happened. and they wanted, you know, they need and they deserve a common, unified narrative. and not one that's confused or used as a subterfuge to either make political points or other points. and i just found that whatever your politics are, i just found that very unfair to
12:08 pm
the people of new orleans who are, you know, basically terrified right now. and, and to go after reporters as if questions are, are, you know, legitimate questions about safety and security are somehow left or right. it's just maybe we i guess i put it this way, we shouldn't get used to it. and we should demand of our public officials that they behave like public officials. when people's life and security are have been, have either ended or continue to be at risk. >> yeah. look, a lot of important questions that were asked that illuminated a lot and a lot of good information as well. but there was some extraneous stuff there that i think we could have done without. i do want to ask you, michael, um, i think something that stands out is we've all gotten used to. unfortunately, there being attacks and there being press conferences where you get information and it feels like things are completely over, and now it's
12:09 pm
about just pulling threads. it doesn't feel like this is completely over because they don't believe that this person was solely responsible. we learned during that press conference that actually the bodies of victims of those killed during this attack are still almost 12 hours later out there on bourbon street. they say they are working to get them removed, but they haven't been. they stressed repeatedly. this is an active crime scene as they're still looking for these explosive devices, some of which they found in the french quarter. what does that say to you about the process of where this investigation and the process of clearing the french quarter is? >> this is a huge crime scene that they're processing. yeah. i've heard reports that bodies were still on the scene, so they're moving in. there could be the potential that there could have been a terrorist as part of the crime scene. maybe. maybe the terrorist is on the scene and they're trying to
12:10 pm
ascertain that, uh, maybe the police did a good job. and perhaps stopping terrorists from enter entering bourbon street, right? maybe that's why perhaps this terrorist decided to drive in with his truck. with his. all these ieds. maybe they were trying to plant that all on the scene, and they failed. uh, which brings a question that maybe security was compromised on the scene. regardless, it's a it's a big crime scene. there's a lot to process. i don't think they could process it in a day. i don't think they could process it tomorrow. i think delaying the game a day is not enough. uh, and like your previous guest said, i think it was very unprofessional that they attacked the media. uh, you know, they're, they're deflecting. uh, the terrorists did their job, right? they succeeded. they created terror, and they created mayhem. and they killed ten people. your job as public officials and law enforcement is to prevent this, is to harden the target, right? to prevent, to provide security. and they
12:11 pm
failed. you know, terribly. so, uh, a lot of questions need to be answered and a lot more investigation will be unfolded. >> yeah. and as we look at this, brianna, i mean, what is clear and the governor made a point where he said this was someone basically motivated to injure and kill people, and there were many places they could have done that. certainly in new orleans, where there's lots of people. but at the same time, there was an attempt that now there's questions about whether it was kind of half hearted to restrict entrance into the french quarter, because this truck and not a small one drove around a police vehicle to get in. what questions do you have about that access and the difference that could have made? >> yeah, i had the exact same question that the last reporter at the press conference had asked. i thought that was spot on about how was the target hardening. if we know that
12:12 pm
there is a massive influx of people on bourbon street on new orleans, excuse me, on new year's, we would want to make sure that they are protected and safe. that would be a high risk target for someone to try to do something exactly like what they did. so i think that was a spot on question. and i think the questions that will come are, you know, did law enforcement, city council, the people that knew about the bollards being inoperable, was that sufficient? or should the citizens really have expected better, especially moving forward when there's going to be an influx and millions of people coming back to new orleans, they want to make sure they feel safe and that these kind of attacks could be prevented. >> yeah, certainly. and, juliette, this question of the sugar bowl proceeding tomorrow, um, and having now spoken with officials from new orleans, having watched that press conference, it's very clear that there is an effort to assure people that new orleans, when it comes to having tourist
12:13 pm
events, new orleans, when it comes to having this specific tourist event, the sugar bowl, now postponed today, that things are safe. um, but what would you say to people? what would you say to a loved one who was planning to attend today? and now it's moved to tomorrow? >> so. and i just had a piece posted on this in the atlantic about how can cities judge reopening. it's a very difficult thing from boston, where i am, and the boston marathon shutting down. what are your standards of safety? and so here are some things that that i think the press conference really needed. i think we need to hear from them again. how can they make assurances that that the public is no longer under a specific threat? there's always going to be general threats. we know that we live in a world like that, but that if there is a coconspirator, how do we know that that that the city is still safe? the second is what kind of changes are they making to the security planning for the sugar bowl? there's lots of talk about the super bowl. no one cares about the super bowl right now. you've got lots of
12:14 pm
people in town about the sugar bowl. what are they doing to fortify and change vehicle traffic to the sugar bowl so that people will not only be safe, but also feel safe? that's very, very important. and third, if they decide to postpone it again, what are their what are their standards for when they will have it? in other words, when is when is when is enough time? i think it's important for cities to know that we've seen european and u.s. cities shut down after terror or gun incidences with no standards for how to reopen up. i think my personal feeling is i think you give the terrorists too much leverage over cities. if you say, well, we're going to close down until we feel safe. and this is a challenge, there's no perfect answer. but those are the three things i'm looking at. the city's got to come back to us and say, you know how it seems inconsistent to the average person, that one, you're saying there's at least one coconspirator, but also that the city is safe? there may be
12:15 pm
there may be ways to answer that, but there's it's totally legitimate f ask that question. i'm not quite sure why so many people got angry about that question being asked. that's the that's the that's the $100,000 question right now that they can move forward. i think they should move forward. i think the city has a capacity to pivot, um, for the game to be tomorrow night. they can supplement resources through the state. the governor is clearly supportive of that because i don't like the idea of terrorists closing down cities indefinitely. >> that's a very it's a very good point. but to these officials, if you are getting the same question over and over and over, perhaps you should consider you may not be answering it. fulsomely. and that's why it's being asked. um, thank you to all of you, michael. brianna, juliette, really appreciate your insights here at this critical time, we're going to have much more on our breaking news. we just learned from the fbi. they do not believe that the person driving that truck and who shot

12:21 pm
continuing to scour the entire area around the superdome for anything suspicious. they've got bomb dogs out there just sweeping the area and inside the superdome ahead of the game. now, tomorrow, as they try to just make sure the entire area is secure. but postponing a game like this, i mean, that is a pretty big deal. it's something that we don't see happen very often here. with sugar bowl ceo jeff hundley on the decision to move the game. >> we have been in consultation with espn, with the college football playoff, with the southeastern conference, with the university of georgia, with notre dame. all parties and all agree that it's in the best interests of everybody. and public safety that we postpone the game for 24 hours. work is fast about to set up a safe and efficient and fun environment for tomorrow night. >> i think the mayor and the governor are very wise to
12:22 pm
postpone this ball game for 24 hours. there's just too much stuff we don't know. and it's it's it's just not worth it. >> now you had more than 80,000 fans there in the french quarter, most of them walking down poydras street to go to the superdome. so they want to make sure that area is secure. and we're still learning more, you know, about the people that were injured in the incident. brianna, you know, both georgia and notre dame, they put out statements saying that their traveling parties, you know, the players, the band, any of the team personnel, they were all safe. but georgia did release a statement saying that they are aware that one of their students was injured in the attack and that he is in critical condition, receiving medical treatment. so our, you know, our thoughts and prayers are certainly with that student. and, you know, definitely, definitely tough to, you know, to play a game on on a day like this, especially especially with the news like that of a student being injured. yeah. >> horrific news of that. the city of new orleans reeling, the georgia community there
12:23 pm
reeling as well. andy scholes, thank you for the latest. we're also following some breaking news out of las vegas, which is where police are investigating an incident outside of the trump international hotel. there we have cnn's veronica miracle following this story. veronica, tell us what you're learning here. >> well, brianna, given what's happened in new orleans, police and investigators, they're very concerned about this. one person has died and seven people have minor injuries from this explosion that happened right at the entrance of trump tower in las vegas. we just heard from the las vegas sheriff who went in detail about what exactly happened. so take a listen really quick. >> at 8:40 a.m. las vegas time, we received a report of an explosion and a fire at the trump towers, the iconic hotel that you see behind me. we were told that a 2024 cybertruck pulled up to the front of the hotel. and in fact, i can tell you it pulled right up to the
12:24 pm
glass entrance doors of the hotel. we saw that smoke start showing from the vehicle, and then a large explosion from the truck occurs. >> now, the sheriff was quick to say that they do not believe that there's any further threat to the community, but also did mention they are, of course, looking into many different leads. they still have many questions that still are unanswered. they don't know exactly why this exploded. if it was an issue with the car. they said that that car started smoking before it exploded. they don't know if it was an explosion because of other nefarious reasons. so they're looking into it. but they believe at this time that there's no further threat to the community. cnn has reached out to tesla for comment. we have not yet heard back and president elect trump's son, eric trump, did tweet out extending gratitude to the las vegas fire department and the local law enforcement for their quick response in making sure that
12:25 pm
the hotel was okay and those who were injured were quickly cared for. back to you, brianna and veronica. >> just to be clear, the person who is dead was inside of the cybertruck. >> that's right. it's the driver. they have not yet identified the driver. whether it was a man or a woman. but they said the driver of the cybertruck is the one who perished in this explosion. brianna. >> all right, veronica miracle, thank you for that. coming up here on cnn news central, we have much more on what happened in new orleans. the fbi is investigating this as an act of terrorism. a truck plowing through a crowd in the french quarter overnight, killing at least ten, injuring dozens. we're going to be joined by a louisiana congressman who represents the city. >> the whole story with anderson cooper is a five time emmy winner for long form journalism. this week, kyung lah on k-pop. the whole story with anderson cooper sunday at

12:31 pm
the headline that came out of this press conference. the fbi said they don't believe that this perpetrator was solely responsible. do you have any sense of how many more? i mean, are we talking one? are we talking more than one? >> we have evidence that there's more than one. um, there is an ongoing investigation which limits our ability to talk much more than that, other than to clearly say that this coward did not act alone. and our resources are on the ground, uh, turning over every stone that will not be a rock big enough for them to hide. um, this was an act of cowardice, uh, to come at a time when people are celebrating the on coming of the new year to get ready for a major football game with people traveling from all over the country. uh, this was something that was timed. this person apparently traveled in a rented vehicle from texas. uh, sought
12:32 pm
and found a opening and went around police vehicles, jumped the sidewalk, gained speed, and sped into a crowd of revelers. uh, a complete act of cowardice and one that we will demonstrate every energy we have to find them. >> more than one suspected coconspirator, you say. do law enforcement know where these people are? >> um. >> there again, is an ongoing investigation, and i don't mean to be evasive. >> no, i and i understand that more important than us securing and not giving information that might in other ways impede this investigation. >> sure. certainly. understand know this for all the visitors and everyone out watching this broadcast. >> um, there will be no rest until these people are

caught. >> okay. so, um, how can officials, as we heard them time and again during this press conference, ensuring people that the sugar bowl being delayed until tomorrow, it's fine to attend. the governor said it safer today than it was yesterday. how can you ensure people that they will be safe attending a huge event, a potential soft target if there are still multiple suspected coconspirators that have not been caught? >> as much as we can secure anything in the world, as much as we can secure anything when we have terrorists that hate america and hate americans, um, we will endeavor to use every resource that we have. kudos to the president for coming on national television and providing the full faith and credit of all resources of the united states government, from doj to homeland security to the

fbi, working with nypd, our state police, and all of our sheriffs around and the surrounding areas. but listen, the reality is there are haters out there and they're terrorists that hate us. and so as a result of that, um, everywhere, we must be vigilant. everywhere. we must be careful. everywhere. we must make sure that we shore up our bases to protect people. uh, listen, the truth of the matter is, we probably could have played the game today. but in an abundance of caution, to make sure that we demonstrate to our residents and visitors alike that public safety is number one. we're taking that extra step to secure the area to make sure that there were no leave behinds by these creeps, to make sure that even if the remaining people are still at large, that we have more than secured the perimeter from any other ieds or any other dangers. remember, new orleans is no stranger to managing
12:35 pm
mardi gras and super bowls and conventions. we do this all the time, and we take great pride in making sure that our visitors are safe. we will spare no resource to keep that track record up. um, some of the unknowns. the reality is, with terrorism, uh, it's it's it's a different animal because these these creeps, these monsters, these evil people seek to find the weakest point to damage americans. we have to redouble our efforts. and so when the governor said it's safer today than it was yesterday, um, that's literal, because we have doubled the resources, and we're going to make sure that this horrific situation is a learning experience on how we can do a better job at protecting our citizens and our visitors. >> congressman, let me ask you, when you say that there is, you believe, more than one coconspirator that has
12:36 pm
not been caught at this point. are you talking about a group or are you talking about individual associates of the driver, the shooter in this case, or are you talking about several people? can you give us a sense of of what this is? >> we just don't know. >> um, we don't know. we know the person had an i.s.i.s. flag in their in their vehicle. um, so we know this person has been radicalized in some form. uh, how big or how great his his conspirators coconspirators may be? maybe it's one, maybe it's two. maybe it's three. uh, we just don't know. we have no reason to believe that it is, um, a a massive undertaking, but we're treating it as if it is all of the above. because we will not take anything for granted when providing the resources to make sure that
12:37 pm

attack. >> and what the president elect saying. kristen. >> well, right now, we do know that donald trump is following this carefully, that he's been watching the coverage, that he has been briefed, unclear who or by whom he is being briefed. >> but we do know that he's being kept up to speed now. it is interesting. he posted on truth social, something that we now know in part seems to be untrue. the first part of it essentially kind of indicating that this person was somebody who had crossed the border illegally, saying that criminals coming in were more dangerous than the criminals in our country. we obviously have reported that the person who perpetrated this crime was an american citizen. so that part is not true. but then he goes on to say, our hearts are with all the innocent victims and their loved ones, including the brave officers of the new orleans police department. the trump administration will fully support the city of new orleans as they investigate and recover from this act of pure evil. obviously, this is very important to donald trump and his team. we are just days away from him becoming the president. and as we have watched this unfold with more and more information, he needs to be kept up to speed on this.

they're comfortable with college football. sugar bowl going forward. tomorrow night. they're reassuring thousands of people who are visiting new orleans for the game that they are safe. i do just want to go over some key headlines that we heard just moments ago from a pretty extraordinary press conference that we got from local, state and federal officials. they said that the suspect or the the perpetrator here is a 42 year old army veteran who had been honorably discharged. but i also just had an interview with the congressman representing this area, who i asked if there were additional perpetrators, what he could tell us about that because of in the press conference, they said they did not believe that this one person was solely responsible, that congressman troy carter saying, we have evidence that there's more than one. that is what he said when i asked him about perpetrators, he said he didn't. they're not sure if there's one or there's two or
12:51 pm
there's three big questions. outstanding here about how they can assure people that things are fine ahead of a huge, huge tourist event like the sugar now been postponed one day. i do want to bring in now marc morial. he's a former mayor of new orleans. um, this is horrific. what your what your new orleans is going through. what do you think as you're learning more information? >> uh, well, first of all, this is a tragic incident. >> and that's been reported throughout today. >> and i'm joining with everyone in sending prayers and sympathies for those who are victimized by this. so let me offer these these thoughts. first of all, the city should immediately conduct a fast, quick and comprehensive assessment of all of its safety protocols around the french quarter and around the heavily trafficked areas to determine
12:52 pm
exactly what went wrong. with an eye to not. casting blame in as much as tightening, strengthening, and fortifying the security protocols around the vieux carré, the french quarter and the downtown area. uh, where people by the millions visit new orleans each and every year. i think that's crucially important in this instance. i think number two, those who are watching, who are not in new orleans should understand that a terrorist attack of this type could happen in any american city, in any american shopping mall, in any american downtown community. and it is so crucial and critical at this point that everyone understand and assess and reevaluate their security protocols so we can balance appropriate security with our right to be free and
12:53 pm
unfettered by fear. uh, number three, i think it's good to see the mayor, the governor, the members of the senate, the members of the house from new orleans standing together, uh, notwithstanding that some are democrats, some are republicans. they may not be on the same page with respect to many public policy issues, and i hope they will remain together and that people refrain from rhetoric that is designed to score political points and is, in fact, that this is so what do we know? some early suggestions were that this was an immigrant or someone who had entered the country illegally. we know that was a falsity that this appears to be an american citizen who was somehow radicalized into
12:54 pm
doing something heinous and hateful. we need to learn what is radicalizing american citizens. what is impacting them to take not their thoughts and their views to the, the, the, if you will, the institutions of democracy which are peaceful but to resort to the violence of the type that we have seen. >> and then mayor, mayor, no doubt, and i'm sorry to interrupt you, but, um, because we did learn as well that this is and we have limited time, which is why i do want to interrupt you to ask you about this. we do not believe that he was solely responsible. that's what we heard from the fbi. so certainly we do want to get to the bottom of radicalization. but that is a problem that we have seen for years and that you've seen law enforcement struggle with, which is why fortifying these soft targets is essential. but also of the most acute nature right now in new orleans is who are these
12:55 pm
additional potential perpetrators? what concerns do you have there, especially as the sugar bowl is still scheduled to go on tomorrow, that they are still out there and that they could do a repeat act. >> that is the fear. that is the concern. and i'm hopeful that citizens look, it was a citizen who was diligent out in pennsylvania, which is why the killer in new york was identified. we need people, citizens who are in the quarter, who may have seen something, uh, who may have seen something suspicious to help in terms of ferreting out who these people are. so the question is, was he part of a much a small network of people or maybe a much larger network of people that may be planning other actions, maybe not only in new orleans, but in other parts of the of the united states. >> yeah. so important. former mayor marc morial, thank you for taking time for us. we do appreciate it. and our hearts
