kasie hunt next. >> it's thursday, january 2nd. right now on cnn this morning. >> this is not just an act of of. terrorism. this is evil. >> a terror attack in the french quarter. a driver rammed a truck into a crowd, killing 15. and now we're learning new details about the victims. >> plus mere hours before the attack, he posted videos on social media indicating that he was inspired by i.s.i.s.. >> chilling recordings. we are learning about the suspect who reportedly planned to kill his family and join i.s.i.s., and it is a difficult, tight rope to walk. reassessing security with three major events on the horizon new orleans working to figure out how to protect its citizens and visitors. then

later, a cyber truck explodes outside trump hotel in las vegas. authorities now looking to see if the two new year's day incidents are linked. 5 a.m. here on the east coast, here's a live look at the capitol. good morning everyone. i'm manu raju in for kasie hunt. thanks for joining us on this second day of 2025. we're getting new details into cnn this morning about some of the victims killed after a driver plowed into a crowd on bourbon street in new year's in new orleans. early new year's day. the death toll now up to 15. the university of alabama has just confirmed one of its students is among the dead. also killed a 27 year old former princeton football player, tiger beach, who was a native from lafayette, louisiana, and who was visiting home for the holidays, and reggie hunter was 37. his cousin described him as a

loving father and said he was known for his sense of humor. he leaves behind two young children. witnesses recounted the terrifying moments following the attack. >> you hear the the screech of tires, and when i turned my head around, there's like a yukon or escalade or something just barreling down the street, bro. i kid you not. like. real life horror movie. everything in the car is hitting. it's getting thrown. it's getting thrown up into the air in a way. and just or under the car. >> the incident is being investigated by the fbi as an act of terrorism. and according to the fbi. potential explosive devices were found in the french quarter, separate from where the pickup drove into the crowd of people. they also said an i.s.i.s. flag was found in the vehicle used in the attack. now, law enforcement law enforcement has identified the suspect as 42 year old veteran

shamsud-din jabbar of texas. he was killed in a firefight with police. in a video we're about to show. you can see and hear that chaotic moment. we want to warn you, though this video may be disturbing. multiple officials briefed on the investigation tell cnn a series of videos show the suspect discussing plans to kill his family and wanting to join i.s.i.s.. authorities believe he made the recordings when he was driving from his home in texas to louisiana. cnn has not reviewed the videos. >> the law enforcement and intelligence community are continuing to look for any connections, associations or coconspirators. we have nothing additional to report at this time. the investigation is continuing to be active and no one should jump to conclusions. >> now the attack took place less than a mile away from where the sugar sugar bowl was supposed to happen last night. the college football game now

has been postponed until today. >> this city has been tried by fire before, but fire purifies. fire makes things stronger we have a plan. we know what to do. we are going to get these people. there is a path forward. >> and in las vegas, another new year's day incident. a tesla truck exploded outside the trump hotel in las vegas, where the driver was killed. the fbi working to determine if that incident was a terrorist attack. now, president biden says law enforcement is looking into whether there is any connection between the two incidents. joining me now is former fbi special agent ken gray. ken, thank you for joining me this morning. on this critical day. we're learning. we're now on day two of this investigation. and a

big focus right now is on possible coconspirators behind the attack in new orleans. so so how are investigators can trying to find whether anyone else was behind this attack? >> good morning. thank you for having me. so that's the big question is, was den jabbar assisted by anyone? somebody had to place those ieds there throughout the french quarter. and so the searches for any additional people that were assisting him in doing that, there had been a report that there was four individuals that were seen on video placing the ieds. they have been since identified and cleared. so they they are not the four who was helping out. den jabbar, but somebody helped him in placing those. at least that's the that is the theory at this point. >> yeah. and you know, as you know, new orleans is a place that has so many huge events. i want you to listen

to how one city councilman from new orleans discussed how the city is taking its safety. >> so as a city in the midst of all this, we are recalibrating on a massive scale to see how we can continue to be the city everyone loves, while also making sure that we are safe. and it is a difficult tightrope to walk. >> but ken, you know, today the sugar bowl will be played there after just one day of a delay. large crowds are expected. so what are your concerns as a security expert in holding this big event? and as you know, there's the super bowl next month, there's mardi gras in march. how prepared is the city of new orleans, and was it a wise decision to delay it by just one day to have the sugar bowl being played today? >> well, i certainly think it was a wise move to move it from yesterday to today. um, they were not ready for this event

to, to adjust their security posture. uh, after having had this horrible event occur. but, uh, the, the, the idea of moving it to today and having it occur today, i don't know if there was sufficient time to adjust their security posture, but nonetheless, that that's where they're at at this point. uh, the the hope is that between now and the super bowl, that they will be able to be able to come up with a way to secure the streets to allow new orleans to continue to function, to have large crowds there in the french quarters and enjoying the all aspects of new orleans, and be safe while doing so. uh, the problem one of the problems was the fact that they had bollards, uh, in the roads that was supposed to stop traffic from getting into the french quarters, and they were not functioning. they they had been built over ten years

ago, and they were not functioning correctly. and so police cars were placed to block the streets. and the driver in this case, uh, dan jabbar, drove around the police car and raced down the road. and so their security posture certainly has to be reviewed and adjusted to address these type of threats. >> and ken, i also want to ask you about the cybertruck explosion outside the trump hotel in las vegas. what does it say to you that the two cars were rented using the same peer to peer app? turo. do you think that means anything? as the investigators look for a potential link? >> well, i don't believe in coincidences when you're coming up looking at terrorism cases, but i don't know if this link here of both being through turo is enough to say the two cases are related. uh, the the driver of the

cyber truck has been identified as matthew berger, uh, 37 year old army veteran. um, but as to why he, constructed the the weapon that he did in the back of the cyber truck and parked it there at the valet entrance to the casino and hotel that is yet to be determined. uh, this is very early on in that investigation. it took a while to even be able to get his body out to identify him. >> yeah, and cnn's still working to confirm a lot of those very details that you're discussing. we'll see what else we learn through the course of this day. ken green, ken gray, thank you so much for joining me this morning. really appreciate your expertise. and coming up on cnn this morning, new overnight, a crowd shot out and shot at outside a club in new york. at least ten people injured, some as young as 16 years old. plus, using a vehicle as a weapon, becoming

victims. >> i remember the screeching and him gunning the car and the impact and the screams. >> like i said, the screams of those girls. i mean, i don't know that i'll be able to forget that. >> the kind of horror that many cities have experienced in recent years when attackers turn vehicles into weapons. just a few days before this christmas. a car slams into a christmas market in magdeburg, germany, killing at least five people, injuring more than 200. the suspect, a doctor originally from saudi arabia who had expressed anti-muslim far right views like magdeburg and new orleans, other cities have experienced horrific vehicle attacks during holidays. november 2021 a suspect with a long criminal history drives an suv through the annual christmas parade in waukesha, wisconsin, killing six and injuring more than 60. berlin, december 2016 a tractor trailer rams into a crowd at a bustling christmas market, killing at

least 12 people, injuring dozens of others. the suspect, a rejected asylum seeker, was later killed in a shootout with police in italy. and the deadliest vehicle attack ever. july 14th, 2016 bastille day in nice, france a tunisian born french resident drives a 20 ton truck nearly a mile through a crowded seaside promenade. 86 people killed, more than 200 others wounded. i.s.i.s. claimed responsibility. why do these vehicle attacks often seem more deadly than other tactics? >> a vehicle attack doesn't require any special training. you just rent a vehicle, buy a vehicle and use it as a weapon. secondly, just like school shooters look at columbine or other famous school shootings and kind of obsess about them. and terrorists examine other terrorists and they say, well, what worked? clearly vehicle rammings work. >> october 2017 an islamic extremist from uzbekistan jumps a curb in a rental truck in manhattan, drives down a

bicycle path along the west side highway and kills eight people. authorities found a note near the truck claiming the attack was in the name of i.s.i.s.. a couple of months earlier, a domestic extremist, a white nationalist, slammed his vehicle into a crowd of counter-protesters at the unite the right rally in charlottesville, virginia, killing one woman and injuring almost 20 others. analyst peter bergen says vehicle attacks with their blood curdling optics have a distinct psychological impact. >> certainly there is a short term effect where it terrorizes people. people are worried about going out in places where there are a lot of people gathered. >> just devastating violence. cnn's brian todd, with that report. all right. ahead on cnn this morning, the fight to retain the speaker's gavel. could mike johnson keep his job atop the house? plus, a truck explodes outside the trump hotel in las vegas just hours after that terror attack in new orleans. now, police in both states are looking to see if there's a

us how bad it's going to get some of the coldest air of the season so far. >> really starting out 2025 on a very cold note, we have lake effect snow that has been pumping across the great lakes because we have this cold air coming across those relatively warmer waters. we've got winds gusting 40 to 55mph, and those winds are gusting even along the east coast from long island up towards boston. here are those lake effect snow warnings that go through much of the weekend, where we could still get an additional 1 to 2ft of snow off lake erie and ontario. as we continue to pump that colder air. so you can see where it doesn't really stop going into the weekend. we'll continue to get those lake effect snow bands coming off of the great lakes again, another foot or two possible at least through saturday. some snow down the spine of the appalachian mountains as well. now, as we go towards the weekend, we're going to find another storm system developing on saturday that really starts to blow up on sunday, and it could bring a corridor of some ice and snow across the midsection here of the country, from saint louis to d.c. and then we'll have a cold, nasty

driving a privately rented pickup truck from turo, an airbnb type rental site for cars. >> an i.s.i.s. flag was located on the trailer hitch of the vehicle, and the fbi is working to determine the subject's potential associations and affiliations with terrorist organizations. >> once the vehicle stopped, the driver reportedly opened fire on responding police officers. >> law enforcement returned fire and the subject was pronounced deceased at the scene. two law enforcement officers were injured and transported to local hospitals. >> witnesses are asking questions about why the city's steel mechanical barricades weren't up prior to the attack. >> there was police there at the entrance. a lot of police there, but the metal barricades were not up. >> bollards were not up because they are near completion. >> the fbi, which has taken over the investigation, does not believe the suspect acted alone. >> we are aggressively running down every lead, including

those of his known associates and the sugar bowl for college football, scheduled to be held in new orleans this evening, has been postponed. >> all agree that it's in the best interests of everybody and public safety that we postpone the game for 24 hours. >> omar jimenez, cnn, new orleans. >> all right. in las vegas, a tesla cybertruck exploded outside the trump hotel on wednesday. the fbi is working to determine if the blast was a terrorist act, and if it is connected to the incident in new orleans. both drivers had connections to the military and rented their cars through the same app. cnn's veronica miracle walks us through what happened there. >> our john miller is telling us he has spoken to multiple law enforcement officials who say that the driver of the cybertruck has a military background. >> now, law enforcement officials say they know the name of this driver who died in the explosion, but they are not going to be releasing the identity of that driver until they notify the next of kin. we

understand that this driver was in las vegas for about an hour, driving around the strip before pulling up to trump tower. before that explosion happened. and authorities say the driver rented the cybertruck in colorado via the turo app before driving down to las vegas. a video released by law enforcement shows explosives that were contained inside the truck, which included fireworks, gas tanks and camping fuel, and all of that was connected to a detonation system that was controlled by the driver. and the sheriff pointed out, which is really incredible how the cybertruck actually contained the explosion. the way that it was built forced the explosion to go upwards instead of outwards, which meant that the glass from trump tower was not broken, and seven people nearby were injured, but with minor injuries. all of them are okay. they've all been released from the hospital. the driver did die, and las vegas police believe that this was an isolated incident. they are not yet willing to say if this was in fact connected to what

happened in new orleans, but it is quite unusual that both the drivers in this, in these incidents, rented their cars from turo. we do have a statement from turo, and they said they're cooperating with these investigations, but they also said that neither of the drivers had criminal backgrounds, which would have flagged them as security threats. back to you. >> all right. security beefed up in both las vegas and new orleans this morning. law enforcement officials in louisiana are reviewing every detail of yesterday's terrorist attack on bourbon street, as questions are raised about barriers that were designed to prevent this kind of tragedy. >> there are metal bollards that come up out of the ground that are supposed to prevent any oncoming vehicles from driving into the crowd. we were told today at a briefing that apparently they were not working properly. therefore, there were vehicles that were placed in the place where the bollards would have been, which

served as the blockade. if you will. the subject or suspect apparently went around the vehicle and jumped the sidewalk. the next question obviously be asked is why was the sidewalk not protected? >> now the superdome is set to host the sugar bowl today after officials postponed the game last night. and according to our next guest, going ahead with the game is a good thing. cnn's senior national security analyst juliette kayyem, writing in the atlantic, getting on with activities as normal, to whatever extent as possible, is the correct approach. responses to terror or violent attacks need to be based on specifics of the incident, but the default should always be to remain open. a nation. any nation must have the capacity to mourn and move forward. simultaneously. julia kayyem now joins us live from cambridge, massachusetts. juliette, nice to see you this morning. so, given what you just wrote there, how do you strike the balance between

carrying on these large scale events and substantially ramping up security? >> it is a balance, first of all, the primary concern is can the city and public safety officials guarantee the safety and security of the next event, or just the city being open? we've seen over the course of the last two decades, you know, from nice to berlin to to here, lewiston in maine and new england, those cities essentially shutting down in response to terror incidents or major violent incidents. that may be helpful in some instances, but for the most part, if the city can guarantee that the next event is safe and secure, as new orleans has promised, then they then they should proceed. the default is then you're sort of waiting for things to always be safe. that's not going to happen in a city like new orleans. and so what new orleans has to assess now is what kind of changes can they make to the safety and security of the sugar bowl tonight that will guarantee not

only that people are safe, but that they perceive themselves to be safe. and that's what you see going on in the last 20 hours or so as they ramp up for this event tonight, which i hope does continue. >> and i want to talk to you about the so-called lone wolf attacks. there's some reporting from our colleague from cnn's katie lillis, who writes for cnn today. she says current and former u.s. officials have publicly warned in recent months that the u.s. is at risk from so-called lone wolf terrorist attacks. individuals acting alone, as well as attacks from small groups. as the violence in gaza has continued to dominate international news coverage. u.s. officials have been particularly alarmed by a propaganda and recruitment efforts by the afghanistan branch of i.s.i.s.. isis-k, especially since the u.s. withdrawal from afghanistan has left the government with poor intelligence gathering capabilities in the country. so, given that, how much concern is there about these lone wolf attacks, as well as the the threat of i.s.i.s.?

what how how much does the threat of i.s.i.s. pose to the u.s. right now? >> so there's a difference between i.s.i.s. directed and i.s.i.s. inspired. i think the i.s.i.s. directed kind of attacks, in particular, the ones that we used to see in europe, are more difficult for i.s.i.s.. part of it is our intelligence capabilities are still strong amongst our european allies. i.s.i.s. is not as strong. but then you have what's called the i.s.i.s. inspired. and what we we tend to call the zero to hero phenomenon. a person is dealing with a lot of issues, as may be the case in this divorce, financial problems, maybe other other issues becomes radicalized because i.s.i.s. what he's reading online, maybe even direct contact with members of i.s.i.s. is inspiring him. and then he goes on, we call that lone wolf because he's not really part of any terror organization, but he's certainly getting fed a kind of narrative that allows or in his mind, to do something

like this, which is meaningful in his mind. it's just a mass murder, of course, but it has the terror elements to it, which will be examined. so i think actually, that's why there was some confusion about whether new orleans is actually safe right now. is it, you know, are there more people out there? there was some confusion about this word about his colleagues or or compatriots. it may be that there are none, but that he got inspired by people or or activities abroad that then led to this. and so if the new orleans officials think that the city is safe, that there's no ongoing threat, they then have to regroup and prepare for this event tonight and prepare honestly for the city reopening after this weekend, when people sort of get back to normal after this this vacation week. >> juliette, i want you to listen to about the separate incident in las vegas where tesla cybertruck exploded outside the trump hotel. listen to the

las vegas sheriff. >> i mean, it's a tesla truck, and we know that elon musk is working with president-elect trump and it's the trump tower. >> so there's obviously things to be concerned about there. and that's something we continue to look at. >> and just quickly, juliette, how what is the likelihood that you think that these two events were linked? >> i think probably pretty minimal. there are coincidences, but i put sort of elon musk and trump, which were clearly the focus of the second attack in las vegas, in sort of a different category, also equally dangerous and violent and and not something and something that should be condemned. but it seems different in kind. this person wanted to make a statement directly against elon musk using the truck, truck and trump. so i would look to more sort of domestic political motivation in this regard. despite the the coincidences, which should be examined. >> juliette kayyem, thank you so much for joining us this morning.

to jump to conclusions. but trump, who takes office in less than three weeks, suggested on social media without evidence that the suspect was an immigrant. the fbi identified the suspect as an army veteran from texas. two sources telling cnn he is a u.s. citizen. in a post on truth social, he wrote, quote, when i said that the criminals are coming in are far worse than we have, than the criminals we have in our country. that statement was constantly refuted, but it turned out to be true. the crime rate in our country is at a level that nobody has ever seen before. joining me now is margaret talev. she's a senior contributor for axios. margaret, it's so great to see you this morning. what do you make of the different response? i mean for some some trump is just known to just spout off. but did he basing any of those comments on anything or was just he just suspected that potentially an immigrant came into the country and committed this heinous act? yeah. >> based on all the information that authorities have made available to us, there's absolutely no evidence that this individual was anything other than not just an american citizen, but a

u.s. military veteran. and that's also problematic for law enforcement officials, for the ranks inside the military who are trying to think about these issues. but yes, to your point, two completely different responses and. um, trump's response, i think, does give us a preview of how he may govern when he takes office. you're going to see immigration and the sort of divisiveness around immigration be sort of a front and center instinct. but it's one thing to be a candidate. it's another thing to be the president, and he's going to have a national security team who's going to need to get this right. i think that in the next couple of weeks in this transition, that's what's going to be really, really important is for both the outgoing administration and the incoming administration to be able to put all of the politics aside and focus on public safety, given that this is happening in the middle of a transition. >> this is a complicated

investigation. typically, you think most of the time officials say, all right, let's let the investigation play out, and then we can make our conclusions known or base our conclusions off of the evidence. that's not what trump did right off the bat. but one thing that trump's allies are doing on capitol hill are trying to make the case that his nominees, his national security nominees, need to be confirmed immediately. this is what senator john barrasso, who is the incoming republican whip, the number two position in the senate, in the senate, saying the u.s. senate must confirm president trump's national security team as soon as possible. lives depend on it. and, of course, this national security team has a fair amount of controversy. people like pete hegseth to be the new defense secretary. kash patel, the fbi director. questions about them as well. but this is going to be the big argument coming in. move now. and republicans are going to be under pressure to fall in line. >> and tulsi gabbard at dni. i actually i think this does help the confirmation path for some of these really controversial

nominees. they are going to have to answer questions about how they would handle public safety threats or terror threats or terror investigations. so i think you're going to have to that's going to become a new element in confirmation hearings. but absolutely, it is going to ease the path. um, again, at dni, at fbi, at the at the pentagon in a lot of these cases. >> so that's on the senate side. but there's also drama building on the house side. this is thomas massie, who is the one republican in the house gop who said that he will oppose speaker johnson when it comes for when tomorrow happens, january 3rd, when they vote for the speaker of the house. listen, could you vote for him on january 3rd? >> he doesn't have my vote. >> so you won't vote for him. >> he does not have my vote. >> will you change your mind? >> it would take a christmas miracle. >> do you think the speaker, given the way he's handled this, deserves to be reelected on january 3rd? >> i think there's going to be a debate on it. if if we're not

careful, we'll be. we'll be having some serious debate i mean, so the reason why thomas massie is important, of course, is that he can only afford to lose one republican vote, assuming every candidate, every member votes for a specific candidate. >> do you think johnson can pull this off? >> it's a it's one of the big questions, although i think it just got overshadowed by everything else that we were just talking about. my colleague andrew sjölander at axios, watching this like a hawk and has been watching chip roy, you know, as a texas republican congressman who is still undecided about how at least noncommittal about how he'll vote. but in the end, there's a couple of factors here that are going on. one is trump. one is that trump is behind johnson, and that if you cross trump and you're a republican, you do that at your peril. if you've just survived a primary challenge despite, you know, trump not being aligned with you, maybe you don't care, but that's not the case for the overwhelming majority of house republicans in this caucus. but the other is, in light of these these

attacks, it is just ever more important. i think you're going to hear the argument for the incoming congress to be able to hit the ground running, because don't forget, this isn't just about protecting las vegas or protecting new orleans or what's going to happen at the super bowl. there is inauguration. there is both a state funeral for the late president jimmy carter, and there is now an inauguration that is just a couple of weeks ahead. >> so trump realizes that and not to mention january 6th, where they certify the votes. yes, that's happening just in a few days. and if there's no speaker of the house, that could be a complicated scenario. so all pressure will be built on republicans to fall in line. we'll see if they do. all right, margaret, thank you so much for coming in. appreciate your expertise. thanks, molly. yep. and today the super bowl college football playoff quarterfinal is set to take place in new orleans. the game between the university of georgia and notre dame was postponed 24 hours in response to the terror attack in that city. a student from uga was
