the bay. >> nba all star let's get it all. >> penchant for. >> watch on tnt, trutv and stream br sports on max. >> good morning. you were live in the cnn newsroom. i'm jim acosta in washington. we begin with president trump's escalating immigration crackdown. this morning. we are learning of more planned ice operations. and cities are on edge after raids in at least a dozen places on sunday, i.c.e. says nearly a thousand people were arrested. the trump administration is now imposing dramatically higher arrest quotas, and federal agents are being told to dress for the cameras. fear and heartbreak are now spreading through communities, one woman told our affiliate wls in chicago that her father has been in the u.s. for 30 years. he was arrested early sunday morning.

>> for them to just take, like, the already heartbroken myself, and i can't really imagine little kids whose families are breaking apart because of this. >> in the urgency to ramp up arrests, some native americans are getting caught up. that's right, we said native americans are getting caught up in the operations, being questioned, detained or asked to show proof of citizenship. we begin the hour with cnn's priscilla alvarez. priscilla, are these raids still happening this morning? it sounds like this is ramping up as the days go on. >> i'm told by sources that this is going to be a multi-day operation that is going to happen across the united states. they're calling this enhanced enforcement operations. what does that mean? well, this is going to be multiple agencies, not only ice, but also justice department agencies who were given immigration authority last week. that includes, for example, dea, atf, the u.s. marshals. they are all coming together to what the trump officials are calling force

multipliers. i spoke to white house border czar tom homan last night, and he told me that this was a, quote, game changer and that the focus in chicago and again, it wasn't just enforcement action in chicago, but that's where he was on the ground was a, quote, criminal operation. so again, what we are seeing that is different in this scenario is that there are so many agencies that are coming together for this operation of arresting undocumented immigrants in the united states. now, the numbers that immigration and customs enforcement put out last night was nearly 1000. so if we look at that as a day, well, in the last year, arrest hovered around 300 a day. so that would be higher. and they're expecting to ramp that up over time. now, as far as where else we may see this, well, it could be in multiple cities across the united states, according to the sources i've been talking to. and while they are saying that this is to target public safety and national security threats, it could very well also affect many other undocumented immigrants in the united states if they are in the path of these operations. it has not been off the table that they may be taken into custody as well, as well as

the the fear within the immigrant community as this continues on over the course of the week and weeks to come, according to trump officials. >> a lot of fear right now, and brazil apparently is calling out the trump administration for its, quote, degrading treatment of migrants. what can you tell us about that? >> well, this was a pushback from brazil over a repatriation flight. they said that they had concerns about the treatment of the passengers and the degrading treatment, citing u.s. agreements that say that migrants should be handled humanely and with respect. here is a soundbite of a brazilian man who was on this flight. >> they attacked the kids. i sat there until i reached my limit. i couldn't take it anymore. people fainted. i asked to leave and he choked me. he pulled my handcuffs. i couldn't stay because i was handcuffed on my feet and stomach. there was nothing i could do. the security guard's arm started bleeding because he was pulling my chain, squeezing me. >> now we are still collecting

more details about the circumstances of this flight. typically, immigrants would not be handcuffed during the flight, but it does happen in scenarios where there may be a specific threat or criminal history. so again, we're still collecting details, but just some context there in terms of what he was referring to when it comes to handcuffs. >> all right. priscilla alvarez, thank you. in the meantime, migrant rights groups in chicago are now suing the trump administration and ice, saying planned deportation operations are retaliatory and violate the first and fourth amendments. the lawsuit claims that the raids specifically target chicago for its sanctuary city status. let's bring in illinois attorney general kwame raoul. mr. attorney general, thank you so much for joining us this morning. i guess, first of all, this lawsuit says that the trump administration has, quote, declared chicago ground zero for immigration enforcement. what do you make of that? >> well, i haven't seen the lawsuit that you're referring to, but certainly we've heard prior to president trump taking office that chicago

would be targeted. we were expecting it. uh, you know, i think immigration enforcement should take place. however, it should not be targeted for political reasons. >> and, sir, i wonder if you can help us out with something. nbc is citing trump administration officials reporting that more ice operations are expected today in illinois. are you hearing that as well? are you getting notification from ice officials from the administration that this is going on, or this is ramping up? >> quite frankly, the notification i'm getting is is from you and the rest of the media. unfortunately, uh, historically, we've had a, uh, good working relationship with our law enforcement, our federal law enforcement partners, and we want to continue that. uh, i started that halfway through the first trump administration. and and we plan on continuing that focus on criminal operations. however, it's been a collaboration with

communication. and i'm learning about things through the media. >> and, mr. attorney general, what is the reaction that you're hearing from the community right now? are you hearing about, uh, heavy handed tactics, u.s. citizens being picked up accidentally? can you tell us anecdotally what you're hearing, what's coming across your desk as these operations are unfolding? >> well, unfortunately, this shock and awe approach, which involves trying to have cameras and having, uh, you know, celebrities like doctor phil embedded within is is meant to upset a community, a community that we rely on to partake in solving public safety problems. having this undermines the ability for for communities to come forth and collaborate with law enforcement to, to to solve crimes when, when it's being said that the this operation is to focus on people who have

committed crimes, i think it's it's going to have an opposite effect in the long run. it's it's a wide net seemingly being casted. uh, and inevitably you'll have effects of racial profiling and, and upsetting a community that would otherwise collaborate with law enforcement. >> well, you mentioned doctor phil, the daytime talk show host. i did want to ask you about that because he is now apparently joining in on trump's immigration crackdown or getting access to it. he filmed at the i.c.e. command center in chicago, even questioned a detainee with tom homan, the head of ice. do you do you know why doctor phil, a tv personality, is getting involved in all of this? getting all this access. what's going on? >> i think i think it's ridiculous. it's making a mockery of what is supposed to be a focused, um, if it's law enforcement, if it's if it's focusing on on criminals, uh,

you don't invite, uh, folks like that who have no law enforcement background to be embedded within. i think it's inappropriate. um, i think it's done for the show, and i think it's done to upset community and to and to score political points with those who want to divide. >> and it sounds like he's getting access, whereas we're not seeing the rest of the media getting access. what does that tell you? isn't that a little strange? >> yeah, it's it's it's it's you have somebody that's favorable to the message that you, you want to send that's, uh, you know, it's adverse to our first amendment for sure. um, but it's also adverse to, to to appropriate law enforcement practices. >> and mr. attorney general, this immigration crackdown is sparking fear across the country. i'm sure you're hearing this. migrants are refusing to leave their homes. they don't want to go to school. they don't want to go

to work. we learned of two young sisters in a chicago suburb who haven't gone to school since trump took office. and let's listen to a woman who says her father was taken by ice yesterday after living in the u.s. for 30 years. let's listen to this. >> for them to just take like, the already heartbroken myself, and i can't really imagine little kids whose families are breaking apart because of this. >> mr. attorney general, what do you say to the migrants in your state right now who are terrified? and i guess, what's the message to the white house? borders are tom homan. >> you know, the reality is, you know, i'm a i'm a son of haitian immigrants and, uh, who made tremendous contributions to this country during their decades here. likewise, we have millions of of immigrants who are doing the same with upon whom our our economy uh, um, um, leans on, uh, and i

think this is going to have an upsetting effect on our economy, on the stability of our communities. um, these are people who make contributions, pay taxes, and are just part of the fabric of our community here in chicago and throughout the nation. >> and, mr. attorney general, i mean, one thing that we heard from tom homan and from this administration is that they are warning public officials like yourself not to get in the way of these ice operations. uh, what's your response to that? and are you making any, i guess, efforts on your part to say, hang on a second, you can't go in there and do some of the things that you're trying to do? or are you concerned that if you do that, the administration will come after come after you? >> well, you know, i don't react to such intimidation tactics. you know, i have no intent on interfering with legal, uh,

immigration enforcement processes. uh, what is clear here in the state of illinois is that we have a trust act that says that local and state law enforcement resources cannot be used for such unless there's a federal criminal warrant or other other federal law. and so it's my duty to uphold the law of the state of illinois. we have a 10th amendment that has that grows out of it, a anti-commandeering doctrine that says that the federal government cannot, uh. commandeer. uh, local and state officials to do the work of the federal government. and i'm going to stand by our constitution. i'm going to stand by our state law. >> all right. mr. attorney general kwame raoul of illinois, thank you very much for your time. we appreciate it. >> thank you. >> all right. turning to the markets now, if you have not heard of a company called deep seek, stop what you're doing and listen, because it just sent the u.s. stock market into turmoil, especially the tech sector. there you see the tech heavy

nasdaq. right now it's down more than 500 points. right now, the a.i. chip maker giant nvidia, which has drawn a lot of attention over the last year. it's also plummeting. it's down a whopping 12%. it looks like right now. cnn's matt egan joins us now. matt, there were there were a lot of concerns in the markets that this tech bubble was only going to last so long. and what might knock some of these giants off their pedestal a little bit. what's happening right now? it sounds like this startup company in china is sending some shockwaves through the markets. jim. >> absolutely, definitely shockwaves. we are seeing tech stocks take a big hit and it is being driven by these stunning developments in the a.i. space. so as you mentioned the dow is down only about 100 points right now. but the real action is over in the nasdaq. down almost 3% on track for one of its worst days in the past two years. now, this is all being caused by a little known chinese company that has stunned investors because they say that they are basically

competitive with the more established a.i. players. so we're talking about deep sea. this is a startup company and it has its own a.i. model. the most significant thing here is not that there's another a.i. model that's out there that's impressive. it's how cheap it claims to be. deep sea says that it only cost $5.6 million to train one of its models. that is pocket change compared to the $100 million, $2 billion that other leading a.i. models cost. and this really does raise a lot of questions here. it sort of questions some of the fundamental conventional wisdom here around the idea that it takes gobs of money to develop these a.i. models and that you need access to those highest end, most expensive computer chips from the likes of nvidia, because there are these export restrictions imposed by the

>> well, there are three orders that we're expecting president trump to sign today and that pete hegseth, the secretary of defense, did seem to confirm when he arrived at the pentagon earlier today. and those include a ban on transgender troops. gutting dei programs all across the military and reinstating those service members who were discharged back in 2021 over their refusal to get the covid 19 vaccine. now, among these, one of the most significant, arguably, is that ban on transgender service members, and it does remain to be seen how the department is actually going to implement this policy, because it is ultimately going to be up to dod to determine how actually to carry it out. trump did implement a ban on transgender service members during his first administration that was then overturned by president biden. but this time, this executive order does expect to go a little bit further, according to white house officials who spoke to my colleagues over at the white house. according to these officials, this new this new ban

on transgender service members, it's going to outline new military standards regarding gender pronouns and state that mental and physical readiness requires that transgender service members be banned from the military. so again, remains to be seen how this is actually going to be carried out here. but it is extremely significant because it could result in transgender service members currently serving, being ejected from the military. and then, of course, those other two main priorities die, removing gutting dei programs and reinstating those service members. we should note there was a repeal of that covid vaccine mandate back in 2023, but this time around, it seems like those service members who are reinstated into the military, they will get their former rank and back pay as well. so it remains to be seen how this all plays out. jim. >> yeah, natasha and pete hegseth is now secretary hegseth. by the way, he arrived at the pentagon this morning for his first day leading the defense department. what are we learning? >> well, he spoke a little bit about one of the department's

top priorities at this moment, which, of course, is immigration. and he did indicate that there is a broad shift underway towards devoting more department resources towards that immigration, conducting immigration kind of enforcement at the border. take a listen to what he said whatever is needed at the border will be provided, whether that is through state active duty. >> title 32 or title ten, because we have we are reorienting. this is a shift. this is not the way business has been done in the past. this is the defense department will support the defense of the territorial integrity of the united states of america at the southern border, to include reservists, national guard, and active duty in compliance with the constitution of the laws of our land and the directives of the commander in chief. >> so, look, it's certainly true that the amount of emphasis the department is putting on the southern border is indeed a shift from previous administrations, even though

trump's terms for accepting those migrants, after initially saying it would not take anyone returned on military planes. trump reacted with with threats to impose immediate, steep tariffs on colombia. cnn's elena trinh is at the white house for us. elena colombia is considered an ally of the u.s., but this escalated dramatically over the weekend. what can you tell us? >> it did. this fight got very messy very quickly and almost as swiftly the two countries. >> came to. >> a resolution. but look, i mean, this threatened a trade war, really. colombia, we saw back off from the brink of this trade war that threatened to raise coffee prices for americans as well as impact hundreds of thousands of colombian workers. but to break it all down for you, just how this all started was when colombia rejected two military aircraft carrying colombian nationals to the united states, rejected them from landing. that's despite cnn reviewing documents that had showed the colombian officials had initially approved of those flights coming to colombia to

bring those migrants to the country where they were from. now, what happened was we really saw colombia's president gustavo petro, come out very harshly arguing that the way that these migrants were being transported, particularly having them handcuffed and being on these military planes, was like the u.s. treating them like criminals. then we saw the trump administration, donald trump himself, react very swiftly, imposing steep tariffs on all colombian imports. he put a travel ban for colombian citizens. he revoked the visas for colombian officials in the united states and suspended visa processing for both immigrant and nonimmigrant visas. now, those visa restrictions were actually the most extraordinary. just noting that that type of restriction is what we see with adversaries. as you mentioned, jim, colombia is a very strong ally to the united states and really the strongest partner that the united states has in all of latin america. all to say, i think to take a step back here because they did come to an agreement, the white house and

colombia is this was really a signal that donald trump wanted to send. he was using colombia as an example about how, you know, the steep prices that these countries would have to pay if they did not move forward with accepting these deportation flights, and also a signal to the rest of latin america. and so we did hear the white house weigh in on this in a statement late last night once an agreement was reached. i want to read to you what it said. they wrote, quote, the government of colombia has agreed to all of president trump's terms. they went on to say based on this agreement, the fully drafted ieepa tariffs and sanctions will be held in reserve and not signed unless columbia fails to honor this agreement. the statement went on to say. today's events make clear to the world that america is respected again. so, as you can hear there, that was their signal to the rest of the world about how serious donald trump is with these deportation flights. they also noted that these tariffs and these actions that donald trump was taking are still put on hold on reserve as long as colombia moves forward and begins accepting some of these planes. jim.

president. what did she say? >> jim. ut ten minutes or so from the first of two flights coming in that will have deportees from the u.s. this is pretty rare for us to be here. we're the only ones who have been able to get into this location, in particular, because it's very sensitive right now. not only from an intergovernmental. government relationship perspective, but also just for these migrants who are coming back to a country that many of them fled, some of them many years ago amidst a brutal civil war. and we're hoping, obviously, to not return in this manner, certainly. but for them, this is how it's going to play out. they're going to come here on a plane that will arrive shortly. they're going to come to this location where we are, which is part of we can actually turn you around here, part of the receiving hall where it says center of reception for those who have been returned. so this is where the deportees will be brought into. they'll be greeted by the vice president. she will be over here welcoming

them. and i did ask her a few questions. i was able to talk to her a little bit about what played out with colombia in the u.s. and the refusal at one point yesterday of military flights. she said that's colombia's deal with the u.s. she didn't really want to touch on that. she says colombia has got their own sovereignty, and that's something that they're going to have to deal with. she says as far as her perspective is concerned, and guatemala u.s. relations that even under the trump administration, they're going to continue to allow military aircraft to come in, including one today. and i went on to ask a little bit about what life is going to be like for those who are coming back into this country. some of them, as i mentioned, for the first time in many years. take a listen. >> comprometer estamos comprometidos por valor, por su integridad, por sus derechos fundamentales. >> i asked the vice president for those who are coming in today, what opportunities they're going to have. obviously, they left guatemala for a reason. and she says that's part of the efforts now,

very complicated. she says the relation between guatemala and the u.s. remains fluid. they remain in communication and that it's something that day by day by day, they're essentially trying to make sure that they can keep across. i think that was a really important part that she was trying to establish with us, that the relationship between the u.s. and guatemala is solid. communication is continuing. secretary rubio, she told me, will be here in the coming days. they're in touch with his office. and so there's really, i think, an attempt to make sure that they're not creating any sort of adversity, especially with what we saw between colombia and the u.s. just in the past 24 hours. but it is going to be increasingly, i think, tense for countries like guatemala right now and trying to obviously deal with the domestic situation and then figure out how it's going to work from a foreign relations perspective. jim, any moment those those migrants being returned are going to be here, and we're going to be getting a sense of what life was like for them in the u.s. and in transport back here now to their

native guatemala. >> all right. david carver, thank you very much. in the meantime, some more breaking news. the texas governor, greg abbott, just posted that his state's tactical border force will surge 400 additional personnel, as well as c-130s and chinook helicopters, to join thousands of texas national guard soldiers already at the border. cnn's ed lavandera is in the border city of el paso. ed, what are you seeing there? >> well, we have witnessed here over the weekend the number of soldiers and troops being brought in here to the el paso area. this is almost serving as like a one of the staging grounds where a lot of these troops will be deployed from. we are told that they will undergo several days of training, preparation and then will be deployed along the u.s. southern border, depending on which areas that they'll they'll be needed, and they'll be doing some of the work that we've seen them do here in the past. because we should also point out that having soldiers here is is not new. toward the end of the biden

administration, 2500 soldiers were already brought down here. president trump last week announced that he'd be sending another 1500 or so. that is in addition to the several thousand that governor greg abbott here in texas had already deployed along the u.s. southern border over the last few years as well. and a lot of these soldiers, what they do is they they help preparing infrastructure along the border. we've seen in the past a lot of these soldiers helping put up chain link fences and, and barbed wire along the rio grande here in this area, fortifying what they say is also kind of supporting the border wall that already exists in large portions of this area as well. so we are told that these soldiers will not be involved in carrying out immigration arrests, but working as a support force for the soldiers here or for the immigration officers already on the ground here. jim. >> all right. ed lavandera, thank you very much. let's continue this discussion right now. congressman sylvester turner is a texas democrat, served two terms as mayor of

houston. congressman, good to see you as always. i spoke to you many times when you were the mayor of houston. now you're in a new role. and obviously, one of the things you're going to be dealing with in congress is, is, i guess, seeing how the trump administration is carrying out these deportation operations. your reaction, though, to the state tactical border force sending these additional troops down to the border? what's your reaction to all this so far? >> and, jim, that is that is really not something that's new. the state has expended billions of dollars on the border. so this is just a continuation of what has taken place in the past. >> and what do you think? i mean, so far, how the administration is carrying out these operations, these raids. >> well, you know, it's been a big splash in the last week. look, there is bipartisan support to secure the border. i'm in agreement with that. there's bipartisan

support to deport individuals, persons in the united states who have committed violent crimes. so you're not going to get mass disagreement on that. um, and i think there's bipartisan support to make sure that we handle our immigration deportation. uh, in a very, uh, let's say, a legal way for people who are trying to come into our country to follow the process. so there are many areas of agreement. i think the disagreement comes into play is that when we're talking about deporting people who are law abiding citizens, uh, dreamers, uh, individuals who have gone through our schools and who are now ready to contribute to the american economy. uh, asylums or refugees and the state of texas, for example, houston in particular, uh, bring in about 2500 refugees every single year. people from afghanistan who have

worked along with us. so those are the issues, due process. so but there's general agreement that we want to secure the border. there's general agreement that we don't want to house or have people here who have committed violent crimes. and i think if we work together to engage in comprehensive immigration reform, i think you're going to find areas where people can agree. and then i think there will be areas where we will disagree. >> and i want to ask you this. sources tell cnn that ice field offices have been given a quota. at least 75 arrests a day. we're hearing stories of people being arrested after living in this country for decades. hard working people who way who have been paying their taxes, causing no problems. is the administration losing sight of the fact that many of these folks, they are human beings? they're not numbers. >> well, i think i heard a case where a person has been here for 30 years, uh, law abiding, and

that person knocked on the person's, um, home. and that person was taken into custody for people who are, for example, that are working in the construction industry, law abiding building homes for americans to live in and at affordable prices. um, that's important for people who are working on our forums, uh, who are out there harvesting the crops, who are making sure that their vegetables and fruit in american homes. i think we need to be sensitive to that. i think when you look at it in its totality, if we are carrying out policies that are going to increase the cost of living for everyday americans, drive up prices, then i think, um, americans will start to kind of take a look at this and see whether or not there are pluses or whether or not we have more minuses. but i think it is important, jim, that we engage in this whole discussion in a

very bipartisan fashion because there are areas where people will agree. but i think we have to be sensitive for students, for people like dreamers who have were born here or people who were brought here by their parents and have gone through our schools, gotten educated and are now prepared to contribute back to society. i think we have to be very, very careful on how we handle. >> well, congressman, i was going to ask you, i mean, do you think that president trump has any interest in being sensitive when it comes to this subject and does does your committee need to take a look at how this is being conducted? >> well, i do happen to sit on homeland security, and i think there's going to be a lot of discussions on this subject matter. um, look, if you want to do it in such a way that you get a splash and a lot of media coverage, uh, you know, the president dropped a slew of executive orders on this last

week and is continuing to do that. so if you want to get the splash and give people the indication that you are, you're acting on what you promise. okay. i think many americans will give him a plus for that. but if you want to do it in such a way that you are protecting the interests of americans across the board, that you're helping to drive down the cost of living, that you're not doing it in such a way that over the long run, it's going to be counterproductive to everyone. um, then we shall we shall see. um, what? we can work together. we want to work together. but if you do it in an insensitive fashion, then i think you're going to be he's going to meet with some resistance. >> all right, congressman turner, thanks for your time. we appreciate it. thanks. cin up. all right. thank you. coming up, i'll speak to a navajo legislative leader after reports surfaced that native americans are being detained during these immigration sweeps. that's next.

>> anderson cooper 360 tonight at eight on cnn. >> as the trump administration ramps up its immigration raids, members of the navajo nation are voicing concerns this morning, saying at least 15 indigenous people in arizona and new mexico have reported being questioned and detained by their homes or at their homes and workplaces. i should say crystalyn curley joins us. she is the navajo nation council speaker. and crystalyn, thank you so much for joining us. what more can you tell us about these incidents? >> good morning, jim and everyone. >> thank you. we have been getting high alerts of notification from many of our urban navajo people who have lived in metropolitan areas in phoenix area and also albuquerque, los angeles, florida, chicago, and many fear and fear for the, you know, the threat of being deported. and many have been visited by

ice or any other law enforcement officials, either at their apartment homes, their homes, or even at their places of work. so right now, there is a lot of frustration happening here on the navajo nation on how to address this. >> right. and what are you hearing in terms of how all of this went down? because obviously, if you're indigenous people, if you're a part of the navajo nation, you are legally in this country. and so what what how did this happen? >> so it happens. this is not our first time hearing the threat of being deported or immigration. you know, navajo nation and the rest of indian country have a long history of relocation, being forced off of our lands for many decades and history. so this is not something new that we have been encountering. and, you know, most of all is being able to recognize us through our own special, unique government

or government to government relationship that we have with the united states. and being able to talk about having the rights for our citizenship here on our aboriginal lands. navajo people, native people have been here in since time immemorial. and, you know, there's just a lot of frustration being profiled or stereotyped that we are not from this country. >> well, yeah, i mean, crystal and the last thing that you said there raises the question is, are you concerned that there's just some racial profiling going on? and if somebody is of navajo descent, that they may be seen by law enforcement as potentially being somebody who's just not from this country when that's obviously not the case. >> yes. with a lot of the families that we talked to, we filled that many of these cases that are coming through, the allegations are coming through our they feel that they have been racially

discriminated and also profiled, especially at their places of work where they were just moved into a different room and being able to ask for correct documentation. and another issue that we're seeing is also with each of our tribes, with the navajo nation, for example, we do have a certificate of indian blood, meaning that we do have identification, knowing that we are members of the navajo nation. and right now it's very uncertain if that is being verified as an a correct type of or, you know, eligible identification by i.c.e. or any type of law enforcement. so those are just an ongoing current issues that we are seeing right now. and a lot of these certificate of indian blood can only be verified here in our capital or throughout on the navajo nation. as i mentioned, many of our navajo people are spread
