report on job cuts here in the united states. job cuts. just last month, the most in the month of february in more than 15 years. and it shows a shocking 41,000% increase in job cuts from federal agencies compared to just a year ago. this stunning report comes as hiring slumps in the united states continue, and consumer sentiment is falling. i want to go live to cnn business and politics correspondent vanessa yurkevich vanessa. this is a recession level spike in job cuts. but this put this into context for us. >> yes, certainly a recession level spike in cuts. but that does not mean we are in a recession just yet, wolf. 172,000 jobs that employers are expecting to cut. and a lot of those jobs you can see right there up 103% from the month before. and a lot of those jobs, according to this report by challenger and gray, are coming from government. so they point
8:01 am
directly to the impacts of doge doge job doge has been really taking a hatchet to a lot of the federal agencies, and we're seeing that show up in this report. more than 62,000 jobs are going to be cut in government. and that is significant because just in that same time period in 2024, the job cuts were about 100 jobs in government services. the next sector that is seeing job cuts right now is retail. and this is really a response to consumers. consumers are expected to pull back in spending. and thus you see businesses and retailers pulling back in the number of employees that they have. and you can see that right there on your screen. another thing i want to point out about the economy, though, is something we're seeing with gdp. the atlanta fed has this model, and they try to project what each quarter's gdp would look like. well, they are signaling that we will see a decline in gdp in the
8:02 am
first quarter by 2.8%. and that is because consumer spending makes up two thirds of gdp. they are expecting also consumers to pull back on that front. and also worth noting that just yesterday we got a report of private sector payroll. this is what the private sector is doing with jobs. we saw that they only added about 77,000 jobs. look at that difference from january. the projection for february was almost double what you see on your screen there. and on friday just tomorrow, we're getting that big government jobs report. they are expecting robust job growth, but we know that we have been certainly surprised before. the administration is going to be paying very close attention to tomorrow's jobs report, and also investors. we've seen the markets up and down all week. you can see the dow down right now on potentially some of this news that we just reported about the cuts. tomorrow's jobs report
8:03 am
will be critical for the administration, investors and the american people to get a little bit of a sense of what this job market really looks like right now, wolf. >> yeah, the dow jones right now down about 120 points. a lot of uncertainty, vanessa. also, as we all know about tariffs. and i know you have some new reporting on all of that. what are you learning. >> well the commerce secretary howard lutnick just moments ago on cnbc said that president trump could potentially put a pause on all tariffs between mexico and canada. so taking that 25% tariff off now, he forecasted that yesterday as well. and we saw that he repealed tariffs on the auto industry. but signals from howard lutnick, the commerce secretary, who has been in close conversation with the president, signal that they may there may be an additional pause for one month on these 25% tariffs on mexico and canada, which we already know have had significant impacts on businesses here in the u.s. and
8:04 am
canada and mexico. i should mention, wolf. >> we'll see how all of this unfolds. vanessa yurkevich appreciate it very much. thank you. thanks, pamela. >> happening right now in brussels, european leaders are meeting to find a new path for ukraine after president trump's decision to suspend military aid, as well as intelligence sharing. ukrainian president volodymyr zelenskyy has just left after meeting with and thanking european leaders on their agenda, bolstering aid and how to take control of ceasefire talks from the u.s. and russia. the summit comes just one day after french president emmanuel macron proclaimed europe is, quote, entering a new era and may not be able to rely on the u.s. let's discuss this with congressman jim himes of connecticut. he is the top democrat on the house intelligence committee and is a member of the ukrainian caucus. congressman, thank you for coming on. so this morning, the ukrainian ambassador to the uk warned that president trump is, quote, destroying the world order, putting europe at risk. let's listen. >> we can say that in the near
8:05 am
future, nato likewise can stop existing. we see that the white house makes steps towards the kremlin, trying to meet them halfway. so the next target of russia could be the europe. >> what is your reaction to that? do you agree? >> well, the ambassador is not wrong, right? i mean, in his first term, trump was unbelievably derisive of nato and showed the same sort of, you know, fascination, love, obsession with vladimir putin, which i think grows out of his natural and intuitive and visceral desire to, you know, be in the company of very powerful people, even if they're totalitarians. and so, yes, i think that if you're if you're committed to nato, which, of course, is the institution that has kept the peace in europe since 1945, you're very, very worried right now for that. and because, look, when you when you go into a negotiation the way the president has and you've got a choice, you can go to russia and you can say, we're going to
8:06 am
triple our commitment to ukraine. so come to the table or you can go to ukraine and say, we're going to cut you off. so come to the table, which is of course, what trump and his administration have done. what you do is you tell vladimir putin that his brutal invasion, his violent invasion that has resulted in the deaths of 70,000 ukrainians, that there's actually a win there. so not tomorrow, not next year, but three years from now when putin is thinking about poland, or about estonia or about moldova, the lessons learned today will be very dangerous for europe. >> trump has said. look, europeans, there's a threat. you need to fend more for yourselves and support ukraine and really do more than rely instead of relying on the united states for your security. realistically, can they do this on their own? in your view? >> well, the trump is not wrong in that respect. you know, i mean, since the ukrainian war, obviously the russia-ukraine war, europe has really increased its spending. but for decades, europe did not meet its commitment to spend 2% of their gdp on nato, right, or on the
8:07 am
arms that would be used by nato. so the president is not wrong about that. where he is wrong is to think of this as like some sort of new york real estate transaction where unless you do that, we're going to withdraw our support. this is what you see in the minerals deal, too, right? you know, where unless you give us half your minerals, we're not going to be there for you, right? you know, i wasn't alive, but in 1942, when winston churchill came to the white house, fdr does not say, yeah, maybe we'll help you if you give us that north sea oil and the coal that you've got in manchester and stuff. this has turned us into a country that is based on values to a country that is predatory, almost mafia like in its foreign policy. >> all right, let's switch gears now and talk about congress this morning. house republicans and ten democrats voted to censure one of your democratic colleagues, al green, for disrupting trump's address to congress. you voted in favor of centurion, your democratic colleague. why? >> well, many years ago, i voted in favor of censuring or disapproving of joe wilson because he shouted, you lie! it
8:08 am
was just a very brief interruption. it was profoundly disrespectful to then-president obama. i'm sure that i could construct some convoluted way. and i would say, oh, well, president trump is so much worse than barack obama and blah blah, blah. you know what? i don't mind being one of ten democrats who said, no, there's a deeper principle at stake here, which is reverence for this institution. and when somebody disrupts the the institution, particularly in a moment as important. and look, you know, i have no love for donald trump, but i do have reverence for the office of the president and the military. they salute the uniform. they don't salute the man or the woman in the uniform. and just think about where this leads. if we defend that behavior at the next state of the union, you know, when there's a democratic president, people will start standing up and obstructing that speech until there can be no speech. so i feel very, very strongly that at some point we need to stand up and say, as, as horrified as we may be by donald trump or by barack obama or by joe biden, we act with decorum and with the civility that says to the world that we are a serious country.
8:09 am
what you saw, by the way, as much on the more on the republican side at the state of the union address. and yes, al green was a country that is not being serious about governing itself. we have nuclear weapons. we're the most powerful economy in the world. we need to start telling the world that we are serious people, and we're telling them the exact opposite with the behavior that we saw in the speech the other night. >> congressman himes, thank you for your time. we appreciate it. >> and still ahead, the trump administration could cut tens of thousands of jobs from the department of veterans affairs. we're going to talk with an army veteran who served four tours, tours of duty in iraq and afghanistan, and has lost his job at the department of veterans affairs, plus our neighbors to the north, railing against the new tariffs. some canadians are actually threatening boycotts. the premier of ontario, doug ford, standing by to join us live. we'll discuss how far all of this is going to go. stay with us. you're in the situation

8:15 am
cnn, the administration is planning to fire more than 70,000 va employees. that is, 15% of the department's workforce. lou graziano has already been caught up in the sweeping federal cuts. luke is an army veteran who served two tours in iraq and two in afghanistan. during his 20 years of service. last month, he was fired from his public affairs job at a va hospital in new york. and he joins us now. luke, thank you for coming on. first of all, thank you for your service and for being with us. you have called your termination thoughtless and heartless. why do you say that? >> it really. >> just seemed like. >> there was no care given to like, the duties i was performing or the job that i was doing for veterans in in my area in the bronx. and i just happened to be a name on a spreadsheet., and that must have felt like, what to you after serving the country so many years? you know, seeing that notification in my email was just devastating. i thought i was doing the right things for
8:16 am
my country, for my veterans and and doing well in my job, performing my duties as best as i could. and seeing that was just i was just crushed. >> luke, as a veteran, i have to imagine that in addition to working at the va, you have used va services before. what do you expect the impact to be if staffing is reduced by 70,000 people? >> i think at this point it's it's such a high number. it's it's unimaginable the kind of effect that it could have on on veterans looking to receive services right now. i think that veterans are getting the care that they need, but in the future, it's going to be difficult to really understand the impact that, you know, losing 70,000 people in the across the workforce is going to do. >> right, because a lot of these people were added under the biden administration because of the pact act, which is to give more treatment and services to those impacted by burn pits. and so what do you think now will happen to to some of these
8:17 am
veterans impacted by the burn pits and just need help overall from service to their country? >> i think the hope is that there's still going to be people there to give them care. but, you know, losing so many people may increase the time it takes to get appointments. the the time it takes to get registered for care, those kind of things, i think are going to be impacted and and people are going to be hurt by this. >> on tuesday, we should mention that you were in washington as a guest of democratic congresswoman grace meng during president trump's address to congress. sitting in the gallery among elon musk and listening to president trump, what would your message be to them regarding the termination of so many veterans like yourself? >> so sitting there in the gallery watching all of that unfold, i was hoping to hear something about, you know, my my fellow terminated federal employees. i know that there was some word about, you know, people being reinstated to their jobs. i'm hoping to to get my job back, if that's the case.
8:18 am
but my message is, just remember that, you know, there's real people behind those names and and real families being impacted by these cuts. >> so you would return to the va if they asked you to come back? >> 100%. that that was the calling for me. that was more than a job. i raised my hand again to serve my country and and give back to my fellow veterans. i feel like i'm the right person for that job to to understand what what they really need. >> what do you say to americans? because, you know, we just talked about elon musk and trump, but are harry enten our chief data reporter had these numbers out today saying that 51% of americans actually support the doge staffing cuts. what do you say to americans who are applauding this effort? >> i think that maybe it's time to dig a little deeper and take a closer look at what this might mean for people being impacted. it's not just about creating some some level of efficiency in the government. i think. i think real people are being impacted,
8:19 am
and i don't think that's getting across to the general public very clearly. that's why i'm here. i'm hoping to share this story and and help people understand what's really happening. >> i know this is such a difficult time for you. you're a father. you're trying to support your family right now, and you're a veteran. and your your story is very important. so thank you for coming on to share it, luke. >> thank you for having me. >> and we wish luke only, only the best. he is the father of four, a father of four. that's right. have his hands full right now. up next, the premier of ontario in canada, doug ford, standing by to join us live in the situation room. he'll explain how canada's most populous province is hitting back against all these u.s. tariffs. stay with us. lots going on. >> so i can take the steak home. yeah. and as many butterflies shrimp as i want. cake. >> you can take home everything. >> ice cream machine everything. dessert bar. everything. fork. everything that guys had. everything. careful. >> or it's going to be

tariffs. and these these other tariffs as well. ease any of your concerns. well. >> first of. >> all, wolf, thank you so much for having me on. and i start every interview with saying i love the americans. i love the u.s. but what a mess. president trump has created here. the only thing certain on these 30 days is uncertainty. we've seen investments stall in the u.s. that have seen jobs are going to people are going to lose their jobs and inflation is happening. everything is going to go up and assembly lines will shut down. if he continues. i have an idea. let's just drop these tariffs. let's sit down and renegotiate the usmca deal that he created. it hasn't changed since he was in office. and he said it was the greatest deal ever. so let's move forward and let's bring certainty back. let's keep the assembly lines going in the u.s. and let's start moving forward. and the two strongest countries in the world will will
8:26 am
build the u.s. economy, the likes of which the u.s. has never seen before. but we have to drop these tariffs. >> i know you've threatened premier to hit back twice as hard on these u.s. tariffs by cutting off energy exports to the u.s., ripping up a contract with elon musk's company. as we all know, what do you think is going to happen? >> isn't that a shame that we have to put a tariff on the electricity? you know, i think the world of all three governors in new york and michigan and minnesota just talk to governor walz, which is an incredible individual. i don't want to do this. i want to send more electricity. but he is he's basically president trump. it's not the american people. it's not even the republicans or democrats. because i talked to both of them. republicans totally disagree with it. but god forbid they ever go out publicly and say it. let's just put an end to this and let's start building our economy. but
8:27 am
as of monday, this monday, we're putting a tariff, 25% tariff on the electricity to the 1.5 million homes and businesses in those three states. and honestly, it really bothers me. we have to do this. i don't want to do this. i want to send more electricity, more critical minerals, more oil. that's what we want to do. >> yeah, that's so important. president trump has repeatedly expressed his desire, as you well know, to make canada the 51st state of the united states. and he refers to prime minister trudeau as the governor. i see the background behind you right now. the sign says canada is not for sale right next to the canadian flag. do you see those comments from trump as doing lasting potential damage to this, this wonderful over the many years relationship between these two longtime allies? >> well, the closest friends, closest allies in the world for over 200 years, the rest of the world are watching us. you know, as china is bringing in cheap
8:28 am
parts, undermining american workers and canadian workers, that's the issue. not not your closest ally and and friends. your number one customer in the world. and hopefully we can mend this relationship. and i can tell you all canadians love americans. it's one person and that's president trump that's creating mass chaos right across north america. and honestly, around the world right now over what i we still i know what it's about. it's about his $4.5 trillion tax cut that he can't afford right now. and he wants to pick those costs up off other, other countries. i think the total opposite approach, wolf. let's build the economy. let's create more revenues. that's what we've done. i've never raised a tax in my life. there's no reason to. >> prime minister trudeau spoke with president trump on the phone for nearly an hour yesterday. we're told trudeau's office called the conversation, quote, productive. if you could speak with
8:29 am
president trump directly, premier, what would your message be to him? >> well, exactly what i was just saying, wolf. let's stop the chaos, the uncertainty, assembly plants shutting down, jobs being lost on both sides of the border. but the american people, the pension funds that they've worked their whole lives for. they're being hurt. you know, the market the other day dropped $3 trillion and it bounced a little back. and it's like a roller coaster right now. and as you know, because you're super smart guy wolf, the worst thing the market hates is uncertainty. everyone hates uncertainty. investment hates uncertainty. so let's get down to the table. let's start talking about the usmca deal, and let's resolve this once and for all to give certainty to the people of the united states and canada, two greatest countries in the world. i call it the american fortress. let's build that american fortress. >> and as someone like myself who grew up in western new york, in buffalo, right on the border with canada, we love canadians.
8:30 am
we love canada, and we hope this situation improves dramatically in the coming days. the premier of ontario, doug ford, thanks so much for joining us. >> well thank you. god bless america and god bless canada. let's get through this. thank you so much. >> thank you so much premier. >> certainly hope we get through this just ahead as the trump administration continues to cut tens of thousands of jobs. new polling reveals how voters feel about elon musk's role in all of this. i'll speak with one of the president's most ardent supporters, gop congressman byron donalds, next. >> like a. relentless weed. >> moderate to severe ulcerative colitis symptoms can keep coming back. start to break away from uc with tremfya with rapid relief at four weeks, tremfya blocks a key source of inflammation at one year, many

government with cuts to the department of veterans affairs and eliminating the education department. it is once again putting the spotlight on one of the president's closest advisers. elon musk. polling shows 1 in 3 voters approve of the job musk is doing in the federal government. that's 34%. 1 in 4 approve of musk shutting down federal programs that deems unnecessary. but the goal of cuts has support among democrats and republicans, with 51% of americans approving of trump's efforts to cut staff at government agencies. at the same time, all of those cuts are already having an impact on the economy. new employment data shows recession level cuts for february, with more jobs lost than any month in 15 years. joining us now is republican congressman byron donalds of florida. thank you for coming on. we appreciate it. so i just laid out the numbers for you and talked about that economic data as well. does it concern you at all that trump and musk's efficiency initiatives are impacting the economy in this way?
8:36 am
>> let's be clear about the numbers that you're reporting. the reason why the job growth numbers are down is because government workers are the ones who are starting to lose their job at the federal level, and it needs to be understood that under the previous administration, they increased government, the government workforce, really in ways that are unsustainable. so what is happening here in washington is getting the federal government under control so we can get spending under control. and the number one way you get inflation in an economy is overspending at the federal level. so, yes, we have to shrink the federal government. it has to live within its means. that's what the american people have to do every day. but the other elements of our economy are very, very strong, and they're going to remain that way. >> but the consumer sentiment is down. it's the lowest it's been in three and a half years. spending is down. certain prices are up. that the leader of that study on the economy says what we're seeing is the the doge effect on those numbers. i just spoke to marc short, who worked for trump the first term, and he
8:37 am
said trump's tariff policy is undermining his goals on the economy. what do you say to that? >> well, what i say is that tariff policy is one piece of the overall economic picture. tariff policy is one thing. you have deregulation at the federal level, which is critical for the future health of our economy. the last administration laid $2 trillion of regulation on the economy and then tried to backfill it with stimulus packages, with government hires. >> it was other issues as well. >> wasn't just no, it was 2 trillion. listen, i know the facts. it was $2. >> trillion because i've heard. >> you say. >> that it. >> was $2 trillion and it was $2 trillion in regulations that the biden administration laid on our economy, coupled with massive overspending, which created inflation, that created the picture that we are in today. so what we have to do is, yes, cut regulations. we're going to pass the president's tax agenda, which is reauthorizing his tax policy and also become energy dominant. those are the things of how you create the environment for a thriving
8:38 am
economy that grows on its own, as opposed to relying on government stimulus and government jobs. >> just to be clear, it was regulations and broadening spending, broader spending initiatives for that 2 trillion number. but you said this in september 2024, quote, the core issues facing the american people are the cost of food and housing. i just spoke to a farmer who says american farmers are being hammered by trump's policies right now, and that will only cause the price of food for americans to go up. i want to i want you to listen to what he said and respond to him. >> mayor wu, in the city of boston, how much did you spend? >> we don't ask about. >> immigration status. >> and delivery. >> really? this is a state of emergency for america's farmers right now. you put in all of this chaos, and that's what this is. the president came right into office and caused a whole lot of chaos. i'm going to say this 99%, especially white americans and white farmers, voted for this president. and here he is making us pay the
8:39 am
piper here at the beginning of planning season. >> obviously, ignore the first part of that. that was you. but how do you answer the this farmer who said the president hasn't made food prices a top priority, as he said he would do? >> what i will say is that when you have to unwind the terrible inflation from the previous administration, you have to go through several processes, like i've laid out. the first piece is what doge is doing, giving congress a list of areas where we can make immediate cuts to the betterment of our economy and to the american consumer. when you massively overspend federally, you inject more dollars into the system, you create inflation. that's the way it works. that's what joe biden did. we have to squeeze that out. tariff policy is a piece of that that's raising revenue into our coffers through other means, than just raising taxes to help stabilize the federal balance sheet here on capitol hill. so those things work together. and so i think it's important for people to understand, as we work through the changes that our economy needs, it will create a more
8:40 am
stable economy that grows organically with its own efforts, as opposed to being reliant on government stimulus. more government stimulus is only going to yield more inflation, and that's not going to be to the help of that farmer in particular or any other american. >> well, we'll be closely tracking this, as you heard from that farmer right now, that uncertainty is causing some of these issues that we're seeing in the economy. according to this farmer and others we've spoken to. but we'll wait and we'll watch and see what happens. i want to note you just officially announced you're running for governor of florida. and i want to ask you about some of the floridians that you'll be trying to win over. those would be veterans. the administration is planning on cutting around 70,000 jobs at the va. can you assure each and every one of the nearly 1.5 million veterans in florida that cuts to the va won't affect them? >> absolutely. and let's be very clear, the va has been an albatross of an agency. it is heavily bureaucratic. a lot of our veterans aren't getting the care that they need in a timely fashion, and that's because of
8:41 am
how bureaucratized the va has become. let's talk clearly to everybody. if you have a bureaucratic delivery system that's not meeting the needs of veterans, should we change that? and the answer is yes. so cleaning out the waste at va actually will help our veterans be able to get their care faster. and one of the things that we've been trying to do for a long time in this same bureaucracy has been stopping it. and donald trump did this in his first term, is let veterans get the health care they need anywhere in the health care economy, not just the va. you know what the stopgap is? the fact that the va still hasn't figured out how to digitize medical records in an era when people can digitize any document on their cell phone. right now, i could do it right now for you. i can get something in by email and pdf it and email it to you if you wanted to. we can do that with generally people using their cell phones, but the va is too much of a bureaucratic state, can't figure it out. so change is needed and that will help veterans. >> all right. well well we will we will be watching this issue
8:42 am
closely as well. and it sounds like you're trying to to hint at potentially privatizing more of this. but we've seen issues with that as well. but we'll continue that conversation next time you're on. i want to ask you about this breaking news. just coming in to cnn that trump just announced that mexico will not be required to pay tariffs on any products that fall under the usmca agreement. he did this, quote, out of respect for the mexican president. was trump's back and forth decision the right call, especially given the volatility of markets? we just heard from that farmer to who said this tariff back and forth is just causing mass uncertainty, that businesses hate, that you know that. >> well, look, i'm going to be i'm going to repeat myself a little bit here. it is important that we stabilize not just our economic relationships around the globe, but also the fact that we got to secure our border and we got to stop the flow of fentanyl, give donald trump the opportunity to actually negotiate with the mexican president and with canada and with china. you got to give him that opportunity, because when prices were rising in the united
8:43 am
states, i didn't hear cnn talking about that much. as a matter of fact, you ignored most of it while it was hurting the american people. so let the president negotiate on tariff policy. that is what he's doing, and it's going to work out to the better. you didn't cover it the way it needed to be covered. let's just be perfectly honest, okay? you let the you let the last administration get away with it. but the. >> american people. >> suffered as a result. but that's not my opinion. that's a fact. >> okay. no, it's not a fact. congressman byron donalds, thank you for coming on to share your points of view. we appreciate your time and best of luck in your run for governor of florida. we'll be right back. >> thank you.

8:49 am
say that part of the reason that this is happening is because they're getting tremendous pushback from, from farmers and from members of congress, both political parties. tariffs generally are not a good idea for farmers because we have to sell our products overseas to for farmers to make income. >> how hard are these tariffs impacting the farmers in kansas, nebraska and other agricultural states? >> to date, it's too early to tell in terms of this. but trump put tariffs on on china. he put trade restrictions on china back in its trump first term. and that caused serious problems with the american agriculture market. and so the u.s. government had to write nearly $28 billion worth of checks to compensate the farmers for those losses. so these tariffs generally result in bad news for farmers and also for consumers, too. >> because these states, like your home state of kansas and nebraska, they're all they all voted big time for trump. do you think it's going to have an impact if these tariffs really impact the export of american wheat or soybeans or grains or
8:50 am
other products? >> well, it's too early to tell what we end up with. as we've seen from today's news. but if these tariffs result in lower farm income and higher farm input prices, and if they hurt consumers because mexico was sells a lot of fresh produce into our country, and we eat that more and more right now. but if it starts impacting food prices and farm income, then i think the political damage will be significant. >> well, have you ever you spent years in congress, then, agriculture secretary? have you ever seen anything like this develop before? as far as the american farmers are concerned. >> the only thing that's somewhat parallel is when jimmy carter put an embargo on grain to the soviet union in 1979 and 1980, and that hurt our farm income for a long time. and it had great impact on the political nature of how farmers support people running for office. but it was nowhere as chaotic as what we see right now. so what i suspect, and what i hope will happen is farmers

it's being really frontally attacked right now, which is bad news. >> do you think all of this is going to have an impact on trump supporters? >> you know, you don't know what's happened in politics. trump is the most interesting guy during the state of the union. he says he just loves farmers. you know, he's got a way of expressing himself, which is most unusual. the only problem is these policies are not the policies you would put into place if you really were in love with farmers and agriculture, because this industry is probably more impacted by what he's doing than anything else. >> the auto industry as well. >> the auto industry as well. and we'll see whether agriculture gets the same kind of pause of relief that the auto industry has. >> dan glickman, thanks very much for coming in. appreciate it very, very much. and another giant leap, pamela, in the modern space race could be taking place soon. >> yeah, in just minutes, wolf. the commercial spacecraft athena will attempt to land near the moon's south pole. right here you're looking at images that athena has been gathering above the moon. once athena lands, a rover will get to work on the lunar surface to create a 3-d map and to search for ice. if ice is found, it could
