name. not so great method of measuring earthquakes but it's also an excellent reminder that in life we should choose our words carefully, pronounce them carefully. yeah, if you want to talk about a perfect world, know what they mean. that's it for us. another disaster. it could be unleashed on haiti as tropical storm isaac rushes towards that island nation. 400,000 people in tents with no help, no information. florida could be next. also, this is news. a lot of people are waking up to this morning. he could be banned for life, stripped of seven tour de france titles. lance armstrong ends his fight officially here against the doping accusations. >> big news. and a tropical storm is not the only thing threatened to rain on the gop parade.

an akin controversy and blood of documents, can mitt romney rise above this? good morning. happy friday to you. >> how are you doing? >> hanging in there. >> we're hanging in there together. i'm brooke baldwin. >> i'm john berman. it's 5:00 a.m. in the east. we're going to begin with tropical storm isaac. he is gaining power this morning. it could develop into a hurricane sometime today. it's headed right for haiti where hundreds of thousands of people still live in tents after the devastating 2010 earthquake. the storm has already pounded puerto rico with rain and isaac is projected to head towards florida next as a hurricane by monday. it's expected to hit just in time for the republican national convention in tampa bay. we have a lot of questions about where it's going and what's new. we want to go right to rob marciano at the cnn hurricane headquarters who is pouring over fresh data in just literally seconds ago. >> good morning, john. yeah, the 5:00 advisory is out from the national hurricane

center. one thing about this storm that looks impressive on satellite as far as size, structure, it has that spiral cloud formation especially on the east side. the inner core of this thing, the hurricane hunters are going in and out of this thing, it's just not very healthy. 45 mile an hour winds. it strengthened a little bit overnight but not a whole lot. it's about 160 miles south of santa domingo, the dominican republic and 230 miles south of port-au-prince moving to the west at 15 miles an hour. let's talk about where we think this thing is going. here's the forecast track. probably not become a hurricane at this point before it hits haiti. that is not the main concern. it's the rainfall that they can dump, even a tropical storm can dump almost as much rain, especially on an island nation they have deforested like haiti, that's going to be an issue with cuba as well. tonight haiti. tomorrow afternoon, cuba. then the florida keys as we get

to sunday afternoon and sunday night. probably a tropical storm. we're not sure what the structure of this thing will be when it gets through hiss pan ola and cuba. we'll see how it strengthens once it gets into the florida straits and the gulf of mexico. here is another nudge to the left. so that takes tampa out of a direct hit or the probability of a direct hit. brings new orleans into play. certainly the florida panhandle. looks like this is pretty big john and brooke. even if it doesn't hit tampa directly, it's going to have effects in the way of winds and rain and waves along the beach. >> despite the nudge, as you said over there, how close does it have to get to tampa to be a real problem there? >> it really depends on how big and how strong it is when it comes off cuba. but it's going to be on the right side of the system as we all know typically a mature storm, the east side, the eastern flank of this and that's where t where the strongest winds are and that's where the threat of tornadoes comes into play when

it makes land fall as well. tampa bay is certainly not out of the cone of certainty and in the threat zone as far as weather goes. >> thank you, rob. >> nudge, a highly technical meteorological term this morning. seriously, rob is mentioning probably won't be a hurricane before it hits haiti. still there is virtually no sign of preparations for isaac in haiti. people there especially vulnerable. they're still recovering from that deadly devastated 2010 earthquake. hundreds of thousands still in the make shift camps. gary tuchman is live in port-au-prince. even though it may not be a hurricane as it hits, how prepared are people there? >> reporter: there are still roughly 400,000 homeless people in haiti from the 2010 earthquake. there are ten million people that live in the country.

so 4% of the entire population is living in tents. that is 4% of the united states. that is the equivalent of 12 million people in the united states living in tents. to give you an idea how big a problem it is for people that don't have tvs, internet and roofs over their head. there are preparations here. i was watching local tv coverage here a short time ago about tropical storm isaac. people who have tvs and roofs are going into shelters. there are shelters in churches and police stations. the people who live in the tents, they don't have tvs or internet. they're not getting the word. we were informing people yesterday about the approach of isaac. even they we tell them they're coming, they have no intention of leaving their home. this is all they have is the tents. they don't want to leave. they're afraid if they do leave and they come back, someone will take their place. so what we're seeing and what we know is that tens of thousands of people, maybe even more, will be staying in their tents and staying in their shanties when the storm comes ashore. brooke? >> that is wild. so you and the cnn crew are breaking the news to the folks

who do not have these tvs. if they're still sitting, there how do they weather the storm there? >> reporter: here's the thing. there's no practical way to prepare. there is not enough space. how do they weather the storm? we have absolutely no idea what they'll do. rob just pointed it out. this is going to be a tropical storm. winds will be strong. they're not going to be hurricane force. there could be up to 12 inches of rain. in this country with the mountains, with the deforestation and the mudslides, it will be devastating if they get that much rain. >> again, just reminder, the lay of the land in haiti, there are obviously, you know, roads not many, not very well paved. we're talking 12 inches in certain areas. that's very difficult for folks, mudslides, et cetera. we'll be watch right with you, gary tuchman up with us very early in haiti. next hour, we're going to speak with monroe county emergency management director irene toner

about storm preparation in florida. that county in particular and that includes the florida keys. that's first place this storm whether it's a storm or hurricane will be hitting florida. >> six minutes after the hour. we're all waking up to some huge news today about a guy who has become an american icon, lance armstrong who overnight said enough is enough. the seven time tour de france winner says he'll no longer fight charges brought by the u.s. anti-doping agency. armstrong issued this statement on the website overmight saying "i've been dealing with claims that i cheated and had an unfair advantage in winning my seven tours since 1999. the toll this has taken on my family and my work for the foundation and on me leads to where i am today -- finished with this nonsense." they responded quickly saying they will ban armstrong for life and strip him of his titles, all his tour de france titles. armstrong disputes that the doping agency has the power to

do this. he says he will sue them if they do. but the head says that cycling union is bound to recognize our decision and impose it. what this means is later today the u.s. anti-doping agency will say lance armstrong was not the winner of seven tour de france titles. >> and cannot compete again ever. >> again, this will have to go through a complicated appeals process probably overseas. but it's epic. it means for lance armstrong is he did not want to go into a hearing where he saw ten former teammates were going to testify that he used performance enhancing drugs. >> he says he is doing it for his family. he wants to get more involved in his organization. but still, he's a hero, i know to so many people and perhaps that will diminish just a tad the luster that is lance armstrong. we shall see. 21 years for killing 77 people. the man who admitted to last year's norway rampage declared sane and sentenced this morning

to norway's maximum sentence. maximum in norway is 21 years in prison. he killed eight people in that bombing in oslo then killed 69 more, mostly teenagers remember in that political camp on that island. it was a shooting spree last july. >> 21. new details about james holmes' alarming behavior before the shooting. he had been banned from the university of colorado campus six weeks before the movie theater rampage that left those 12 people dead. yesterday they asked a judge to give them access to holmes' university of colorado records. the county prosecutor says that while a student there, holmes made threats that had been reported to police. mitt romney says lessons learned during his time heading up bane capital prepared him for the presidency. he makes the claims this morning if an op-ed published on line by "the wall street journal."

another website, gawker, is giving readers a look at romney's time at bane. it put out hundreds of pages under the bain files. >> the navy seal who written the first inside account of the osama bin laden raid. he has been identified by two news organizations. now cnn will not reveal his name. that is at the request of the pentagon. the member of seal team six is now retired, wrote the book, "no easy day" the military is worrying it could jeopardize his colleagues and family. they say it was not vetted as required about it pentagon. officials at the sikh temple in wisconsin say their touched by the expressions of first lady michel michelle obama. she met privately with victims and surviving family members of the mass shooting at the temple earlier this month. six members of the temple were

welcome back to "easterly i early start." grab your coffee. >> manufacture us are headed to florida soon along with scores of delegates afor the gop which starts on monday. they're hosting for another visitor, isaac. as a tropical storm maybe or a tropical storm or maybe even something less menacing. contingency plans are in place, that includes handling security concerns. brian todd has the latest on all the preparations. he is live for us in tampa, florida. what is the latest? >> reporter: john, this is considered the biggest event that tampa has ever hosted. and, of course, security is a major concern here. thousands of law enforcement officers are going to be on hand for the republican national convention here starting in just a couple of days. but the presence of isaac, whether it's close to here or tracking westward of here could compromise all of that. about half the law enforcement officers scheduled to work this convention are coming from out

of town from other jurisdictions in the state. and state officials, local officials here are concerned that many of them, if isaac hits in florida may be stranded by the storm in the home jurisdictionors otherwise deployed, needed in their home jurisdictions and may not be able to make it here much that's been a real concern by the local sheriff. i talked to mayor bob buckhorn about that and here's what he had to say. >> those jurisdiction that's would be affected by this, i expect the law enforcement personnel would stay as opposed to coming here to help out. i mean we anticipate deploying about 4,000 law enforcement personnel in tampa for this event plus the national guard. i would imagine if that occurred, we could supplement local law enforcement with national guardsmen if necessary. but i don't think we're going to be in that situation. i think we have more than enough law enforcement by design to handle this. >> reporter: all sorts of law enforcement resources are going to be at play for this event as

well. we're talking about fbi, secret service, local and state law enforcement officials converging on tampa. we're told even there might be use of some drones in the skies overhead. so there is reinforcement of these resources, john. again, if isaac whether it's a hurricane or tropical storm poses a threat and actually hits other parts of the state, it may not have as many law enforcement officers as they anticipated. john? >> we've seen the map. it looks like isaac is shifting to the left. we don't know exactly where it's headed. if an evacuation is needed, what's the plan to get these 50,000 pm at the convention out of that area? >> reporter: we have been pressing local officials for several day onz that. they say they have all sorts of buses available for evacuations. they may have some people shelter in place depending on where they are, what kind of hotel they're in, what kind of shelter that hotel may have so that they're not having just huge mass exodus. you have 50,000 people in

downtown tampa who are not normally here and officials are not giving specific details about where they're going to be staged, how many buss are here. those are answers we hope to get in the coupling days. a local emergency management official said it's going to be the call of republican party officials on whether to evacuate the delegates, not the local residents but the delegates. so law enforcement is going to consult the republican officials first. it will be interesting to see how political officials are going to be able to make that call in a natural emergency. >> it is interesting, brian. and no answers just yet which can be frustrated. brian todd live in tampa this morning. easter "early start" will be there all next week at 5:00 a.m. eastern. we'll join all of our colleagues on the convention floor to report all the festivities there. >> has any other convention been held off because of weather? >> i don't think so. four years ago they delayed the republican convention in minnesota because of a hurricane

cool jay's house could spend the rest of his life in prison because of prior convictions. the star confronted the suspect and held him down until police arrived. kirby is now hospitalized with a broken jaw, nose and ribs. his previous convictions include manslaughter and auto theft. this could be considered a third strike. you guys? >> pretty serious injuries to the guy who broke into ll cool j's house. >> don't mess with l.l. >> we're getting an early read on the local headlines making news around the country. first, a clash between waffles and religious freedom. a woman was arrested because of her christian faith. the manager refused to allow her to wear a skirt instead of the standard restaurant uniform which is the slacks. a lawsuit has been filed on her behalf. the local franchise owner has

not responded to the suit. this is an interesting case. we want to hear from you on this one. you can tweet us. here's one we kept talking about through the break. there is this waitress in providence, rhode island. she's a waitress, been there at uncle tony's for 15 years. she gets the tip of a lifetime. this is from the "providence journal." she is a server for 15 years at this spot. a couple left her a $458 tip on a $42 check. what did she find? five 100 bills in the money holder. she served the couple on july 3. she sat and chatted with them about life and being a single mom. she put the money aside in case it was a mistake. those five $100 bills turns out it was not. the couple came back about a month later and they said it was not a mistake because you deserved it. >> her eyes must have popped out of her head. >> what the heck.

minding your business this morning, president obama, mitt romney, they're campaigning in several key battleground states this week and, of course, next week as well. according to our calculations by our uber intelligent political unit, there are 15 swing states in this election. the ones in light blue are leaning obama. the ones -- here we go.go. imagine a map. the ones in yellow, those are the tossup states, the undecided ones that could obviously vote either way at least at this point in time. >> and our christine romans is taking a closer look at those key undecided states to gauge how the important issue of jobs may affect voters there. what do you i >> jobless rates in 44 states rose in july. where it matters most in politics is in the so-called swing states. i see your map. i raise you another map. let's focus on these undecided

states. the most obvious metric to measure the jobs rate is the unemployment rate. this shows what happened in those states since president obama took office. red states because the jobless rate went up. green states because it's gone down since the president was in office. let's start out with the states that are the worst. nevada, 12% unemployment in nevada. colorado, also 8.3%. florida, look at that, 8.8%. florida has 29 delegates. wisconsin up just a little bit, 7.3%. still better than the national average. people are focusing on this one because paul ryan is from wisconsin. i want to point out new hampshire and virginia, these are worse since the president took office bull still below the national average. now i want to show you the places they're doing better. oh, battleground ohio, 7.2% the unemployment rate there. mitt romney and paul ryan will be there weekend and no gop candidate won an lection without winning ohio. iowa, the jobless rate is very

january 2010, and we know that many of them have absolutely no knowledge whatsoever that this tropical storm/hurricane is coming. we know that because we talked to them yesterday. we had an interpreter go with us in one of the tent cities and people said, no, we haven't heard anything about it. the problem is even people live in camps who don't have tvs, don't have internet and do know about it, to wake up this morning, there is not a lot of incentive to leave. right now there is no wind. there's no rain. it has been typical humid august day here in port-au-prince. of course, in a few hours from now and particularly by early tonight that's supposed to be the peak of the wind and rain. up to 12 inches of rain which will be devastating in haiti. whenever they get heavy rain, they have mudslides. a lot of the mountains are deforested here. we know for sure there tens of thousands of people, maybe more, remaining in their tents, remaining in their shanties when isaac comes through. >> because they don't want to give up their spots in the

tents. what is the sense there on the ground, gary? how panicked are they? >> reporter: that's the problem. when we tell people that isaac is coming, they say we dealt with rain before. but this is the only home we have for 2 1/2 years. if we leave, someone else will take our place. that, frankly, is very sad. >> gary tuchman, thank you. isaac's next projected target is florida. it is likely to hit just in time for the republican national convention in tampa. we have a lot of questions about where it might be headed and what the effects might be. rob marciano joins us live from cnn's hurricane headquarters. rob? >> good morning again, john. one thing for sure, this storm is pretty large. it's unorganized. because it's large and circulation is big, we think it will affect the florida peninsula regardless of the track in some way shape or form. 45 mile an hour winds. 200 miles to the south of the island. it is moving west at 15 miles an hour. because it's so weak right now,

we don't expect it to be a hurricane when it hits haiti and cuba. but the main threat is going to be heavy rain there and the threat for mudslides. we anticipate a large amount of rain from this system. any time you see the white or pink here, that is six to ten plus inches of rainfall expected over that island. and so that's the main concern. here's the forecast track across western tip of haiti. tonight into tomorrow morning, then making land fall on cuba. it is a tropical storm strength. the keys late sunday into monday and then getting up towards the florida panhandle it looks like. or southeastern louisiana and tampa and miami still in the cone here. we're going to get a better handle on the track here, john, as we go through the morning. they flew a high altitude plane into the storm yesterday. that should feed our computers better with good data and maybe narrowing this track as we go through the afternoon. >> all right, rob marciano, thank you. this is the other story.

you're going to be talking about today. we've been talking about this all morning. lance armstrong, he still insists he never cheated. his legacy taking a major hit this morning. why? because armstrong will likely be stripped of his seven tour de france titles, banned from cycling for life, banned from competing for life after announcing he will no longer fight the charges of illegal doping. the 40-year-old armstrong described himself as most tested athlete in the world. he has never been convicted of any doping charges. but in a statement, armstrong says there comes a time when enough is enough. he maintains his innocence, accuses the eight u.s. anti-doping agents of conducting an unconstitutional witchunt. >> he says he passed hundreds and hundreds of drug tests during the course of his career. however, there have been plenty of people ultimately, you know, got in trouble of drug crimes like marion jones who never failed a drug test.

they have witness testimony from ten people who did bike with lance armstrong. now that testimony will not be heard because there will be no arbitration hearing. that may be what armstrong is trying to avoid. >> we're also watching authorities in california, they say rodney king's death was the result of an descent ccidental drownindrowning cocaine and marijuana was in his system. king was in a state of alcohol and drug induced dill leer yum when he died in june. his fiancee found him in the bottom of his swimming pool. two men are facing charges for the fatal shootings of deputies near new orleans. investigateso investigators are looking into a movement that they're part of a far right extremist group that does not acknowledge the authority of the federal government. dole is recalling 100,000 cases of the italian blend bag

and let's get going. together. welcome back to "early start." tgif to you. i'm brooke baldwin. >> and i'm john berman. republicans putting the final touches on preparations for the convention and will end with mitt romney finally accepting his party's nomination for president. the swing state polls showing a small bump for romney since paul ryan addition to the ticket. they're hoping for another boost. will there be one next week rain or shine? that's the question we want to ask right now. ron brownstein will be there. he is cnn's political analyst and editorial direct of the national journal. ron, the last six days we've been talking about todd akin. we've been talking about tropical storm isaac. now you know i follow this stuff very closely. even i've lost track of where this race stands. where are we today? >> where we are is in a

competitive race with a slight advantage for president obama. if you look at polling, president obama's approval rating is still just below 50%. which means two things, a, he's vulnerable, b, he has not affirmatively convinced the majority of the country he deserves a second term. but, john, there is a small sliver of voters, maybe 3% to 5% of the electorate who are disappointed in obama's performance but are still voting for him because they have been convinced through both the advertising campaign and romney's own actions that mitt romney simply does not worry about people like them, is not concerned about people like them. and so you have this slight edge for president obama despite an approval rating that is still leaves him vulnerable. >> people like them is a key phrase. overnight we got a sense of how the romney team wants to do this rollout into the convention. he released an op-ed which talks about his time at bain capital and tries to relate bain capital real dwroi what he would do as president. it is called "what i learned at

bain capital." he says the lessons apply to the white house. what is he trying to do here? >> clearly, we had this very fascinating and consistent divergence in the polls. if you ask people who is better for the economy overall? usually romney is even or ahead. for example in, the three "new york times"/cbs polls released in the critical states of florida, ohio and wisconsin. but when you ask who cares about people like me? president obama has a larger lead than romney does on the economy overall. both campaigns say that means that while voters may think that romney may revive the economy in some macro sense, it would tend -- his kind of economics would tend to produce kind of gains for people at the top or the stock market and not really reach them. and so he is kind of, again, there is this kind of delta between the numbers on the economy and he cares about people like me. same thing we see on the approval on the job verse the ballot that is keeping obama slightly ahead despite this very difficult economy. by the way, dem og ifography ma

too. >> overnight he had interesting words about small and big business. i want to read what you he said. mitt romney said "we have to make it easier for small businesses. big business is doing fine in many places -- they get the loans they need, they can deal with the regulation and they can get through the code. it's small business that needs our help. that's what's getting crushed here." what do you think about this? >> first of all, small sbbusine is more popular than big business. big business, big banks and big government all kind of suffered and have remained low since small business is the apple here. small business is also more reliably republican i think than big business. small business, the nifb and others have become staunchly republican. but it is, look, it's a way to appeal to voters in the sense that people see small business

haiti, hundreds of thousands of people there without significant shelter. they are going to have to deal with not just wind but heavy rain from this once it gets through cube with a, we're talking about the keys, also prepping. they have the game plan set up. they are kind of strapping down the power lines, giving them an extra boost and trimming trees. in miami, on the eastern fringe of the cone, they remember wilma and today they certainly remember hurricane andrew, it's the 20th anniversary, they've been gassing up just in case. big circulation but poorly organized, heading west at 15 miles per hour. here's the forecast trek, because it hasn't strengthened much, we don't anticipate it becoming a hurricane before making landfall in haiti, but it will have a tremendous amount of rain. you only need ten inches or so, especially across the mountains

to create serious problems in the way of mudslides. getting across cuba into the florida straits, we don't know what kind of structure it will have once it gets through cuba. it hits the keys probably a strong thunderstorm at this point. then here's the forecast tracks, still a wide cone, tampa still in play and florida panhandle and new orleans as a potential target as well. this is the 5:00 a.m. advisory, another 11:00 advisory will help narrow this and give us more confidence. but hurricane forecast to make landfall somewhere along the gulf coast either on the east side or northern side. >> rob marciano watching this as the storm seems to move to the left. the florida keys in the path and you have one road connecting a string of islands to the mainland. folks there being warned of the possibility of evacuation. with me now, irene toner, the

director of emergency management for florida's monroe county which involves the beautiful florida keys. good morning to you. let's begin with the possibility. i know there had been warnings that you would declare this local state of emergency today. do you think that will happen? >> good morning. we are issuing a local state of emergency at noon. we had made some decisions regarding the response to tropical storm but one thing i will emphasize, we will not have a general residence evacuation, that is not planned. although we are considering a visitor evacuation. we will evaluate that movement and have a final decision by this afternoon. we did make decisions as far as the county government that the county government offices are closed on monday as well as the

courts. and the sheriff's administrative offices. we are preparing special needs for movement and encouraging residents to make sure to check their emergency kit supplies. >> check the kit -- >> sure, you may end up bearing the brunt of it at some point pretty quickly. i'm curious, irene, why evacuate potentially tourists but not the folks who permanently live there? how do you make that determination too? >> we have a two-part evacuation protocol for category one and two storms. we do not evacuate a general population for category 3 or higher because we do not have adequate shelters for category 3 or higher storms. for the safety of everyone, we do have to get them out of the county. the tourists and the special

needs, they are required to evacuate for all categories and that -- because if you have a category one, we are thinking category two. the biggest fear is the interference of a storm. everyone who does not need to be in the county is not should such a situation call for it. but. >> final word, go ahead. >> if we do tourist evacuation, if we do, immediately after that, damage assessment, we reopen the county back for tourism. so this is not a long-term ban so to speak. >> if they have to go away, you're saying, please come back to the keys. irene toner, thank you so much, that is the bit of news. they will be declaring that local state of emergency at noon today. noon today. also coming up, because florida, we're all talking about florida and this particular storm.

it is 13 minutes after the hour. >> zoraida is off today, back monday, by the way. tampa is bracing for this tropical storm, that is what it is right now, has nothing to do with the thousands of delegates heading there for the republican national convention. it is all about isaac as we mentioned this tropical storm which could arrive as a hurricane just as the convention kicks off monday, fingers crossed that doesn't happen. brian todd, let's talk about convention preparations, you're live in tampa. the numbers i've seen, it's like 50,000 folks heading there in addition to 15,000 journalists. in the if scenario, if this is a hurricane or a lot of rain, what's the plan? >> reporter: well, brooke, local officials are confident they have a plan in place to evacuate

all of us from out of town. 50,000 delegates and other officials and journalists and thousands of them are here. they have a plan to evacuate it. they said they've got buses ready to evacuate people. there are 400 buses circulating around town. they will have people shelter in place depending on where they are staying and happen to be if and when the storm comes here. we're right by the water. much of tampa is low to the water and storm surge is a huge problem even if this doesn't turn out to be a hurricane and residuals of a tropical storm. they say they have a plan in place, what's interesting is, one local emergency management official was quoted as saying, it's going to be the call of republican party officials on whether to evacuate the delegates and when to do so. now, that's leaving it up to political people. many of whom may not know the lay of the land or storm management procedures, but apparently they are going to be the ones to make the call on

evacuations. >> they'll make the call. what about though and obviously a convention, you have folks that don't necessarily agree with the politics in town. i know people are talking about they are worried about an arcist groups disrupting the convention. what's the mayor telling you? >> not only worried about that, brook, but the mayor told me those groups are actually here. i spoke to them about that. take a listen. >> have you seen indications that they are here, we know the patterns are to send out advance teams and scout out the locations. we are observing it and monitoring it and asking if they see suspicious activity to call us. that's what happened last week when we found what was an an arcist stash related to bricks and rocks, we're on top of it. >> reporter: so they are monitoring possible activity. what cnn has learned is that

national average. look at florida, 29 delegates, 8.8% unemployment rate, stuck in the mud over the past couple of years. wisconsin, look at this. it's much better than the national average but people are talking about this now since paul ryan is on the ticket. virginia, new hampshire, those have worse unemployment rates since the president took office, but still, pretty low here. i want to switch gears and talk about where things are better. ohio, 7.2% unemployment in ohio. things have been getting better there. no gop candidate has won an election without ohio. romney and ryan plan to be there this weekend. things are feeling better overall -- look at iowa, 5.3% unemployment there. it's all about the momentum though. and here's the momentum. this is the national average. look at that. only two states have worse unemployment rate than the national average right now. those states are nevada and florida. and look at the trajectory.

port-au-prince. how prepared are these people to handle this? >> reporter: well, brooke, it's a great concern. warning has broke and one of the problems is this morning it's calm, it's a typical hot, humid august day here in port-au-prince and not a lot of incentive for people learning about isaac arriving to leave their tents and shanties and seek shelter. hundreds of shelters set up throughout the country and these are those who have homes and tv sets and know about isaac an the potential threat. not necessarily the winds that are a big problem here, it's a deluge of rain and 12 inches are expected by tonight and early tomorrow morning and that could be deadly in this nation, lots of mountain and mudslides. the problems we have found, there are roughly 400,000 people still homeless after two and a half years, after 955 days following the deadly earthquake and these are people who don't

have tv and don't have internet and haven't gotten the word about isaac and we know that because we had lots of interpreters and had no idea isaac was arriving. they are stair staying in the only home they know, their tents. >> so you and cnn people breaking the news that the storm is coming. how do they ride it out in the make-shift communities and what kind of help are they getting in the meantime? >> reporter: here's the thing, brooke. there haven't been before this earthquake, there have been some homeless people, but not hundreds of thousands and there's never been a tropical storm or hurricane that hit since the earthquake on january 12th, 2010. we don't know the ramifications and how it will shake out. tomorrow morning at this time we should have a better idea. >> gary tuckman, we'll check back. thank you. of course, once tropical storm isaac moves past haiti, its next projected target, one of them is florida and it is

expected to be a hurricane. could be at least any day now, likely to hit just in time for the republican national convention in tampa. we want the latest on the storm and where it's headed from our cnn hurricane headquarters and our guy rob marciano. >> the storm hasn't gotten better organized but it's still a large circulation. we do expect it to strengthen a little bit and some of the satellites on the west side looks to be better. here's haiti and port-au-prince, cuba, in the line of fire here. the forecast track is to take it over the western tip of haiti and south eastern cuba over the next 24 hours. the good news with the disorganization, we don't expect it to blow up into a hurricane. the main threat is going to be heavy rain there across western haiti and also across parts of southeastern cuba, both fairly mountainous area. another thing that will do, take say little bit of the punch out of isaac until it gets back into the gulf of mexico or florida

straits and heads towards the keys. even south florida, miami still in the cone. getting into the gulf of mexico, the waters are warm, a degree above average for this time of year. we participate more in the strengthening and it does get to hurricane strength status monday night into tuesday morning and potentially making landfall tuesday night or wednesday somewhere along the florida panhandle, along the louisiana coastline, again, tampa still under the gun. they are making preparations against south florida. miami, today is the 20th anniversary of hurricane andrew, devastating that community. they take this stuff very seriously and when wilma hit in '05. they were without power and supplies for days. so miami then also in homestead there making preparations. and the folks in tampa are making preparations not only for the convention but for the potential of seeing a part of isaac at the very least. it will be on the east storm

this today. that would be so embarrassing. congratulations so much on your olympics. >> it was incredible and knowing the work and effort that my coaches and i have put into this, i knew i was ready for that breakout swim. >> how can this make you better? >> i think a lot of the work i've been able to do has all been about quality of movement, not necessarily how many yards to do or how powerful to be, it's about the equality i'm able to take into the water and this is new technology that will actually be able to show what i've been working on. >> chris, i have to ask, we've been starring at these little things. how does this work? >> we installed one of those hollywood motion capture systems here and you see here an array of high speed cameras, 16 cameras on the ceiling and dana, if you want to just stand here and all of those cameras, look at you right now and they all see all of the dots that light in high resolution,

reconstructed. do you want to do a cart wheel, something to demonstrate this? so once we have this 3d dots, we can have a 3d x-ray and look at your skeleton. and so this has some very good potential for coaching and understanding. >> you are a coach, not dana's only coach per se, you help oversee her training and what not. when you look at this, what can you see? >> like dana said, you pick up quality of movement. this is a realm in sport that talented people have quality of movement so we're seeing actually in here why dana is as good as she is. >> you're looking at this and you can move very well. i can say first of all. what can you possibly improve? >> i think it's the relationship with the water and seeing what does having my shoulders up affect my hips and affect how my

ankles are able to move. all of that -- swimming is so much about balance and control from your hands to your feet, little movements like that will make a big difference. for me to actually be able to see it and work on it and see like if my arms are up here how my hips move and if they are in with my body how i'm able to move. >> it's a view you would never get otherwise. >> it's hard to see when we have normal cameras on you in the water. for this to see the different points and how i can move is incredible. >> you're using this technology for divers too? >> yes, what we did with abby johnston, we put the same system and nick was diving off 10 meters and we could simulate the point of view of the diver itself that's impossible. if you would strap on camera on his head, he would not survive the i am pack of the water so if we can roll it --
