we're waiting for an fbi news conference on the washington kna navy yard shooting. also about to get never before seen video that from that day over at the navy yard. we have live coverage of that coming up this hour. >> i'm wolf blitzer reporting from new york. we want to welcome our viewers in washington on capitol hill. we've been watching an epic move by the texas republican senator, ted cruz. he started his antiobama care marathon after 2:00 p.m. eastern yesterday afternoon, but now, cruz has turned over the microphone. the senate is wrapping up their vote on moving the debate ahead and a move to club, getting a move closer to making a final decision on the spending bill. at times, senator cruz seemed to sway from his core message against obama care.

other time, he was reading bedtime stories, trying to make a star wars analogies, also, dealing with the government as the evil empire, but here's how he wrapped up his very long talk. >> my greatest frustration in this body is during those nine months. we have spent virtually zero time even talk iing about jobs d the economy. we spent six week weeks talking about guns and taking away people's second amendment right, but when it comes to jobs and the economy in this united states senate, it doesn't even make the agenda, so anyone in america right now who's struggling to find a job, small businesses are crying out. that obama care is killing them. now, unfortunately, the united states senate is not hearing their cries. for the millions of americans

and it's about to get a lot worse. this train is picking up speed and there's a bridge out ahead. sort of like one of those wily coyote cartoons, except this isn't funny. >> for almost a whole day, the senate stage was all ted cruz's. we're only five days away now from a government shutdown. if a deal doesn't get done. the action stays in the senate at least for you. we're covering all angles. brianna keilar is standing by as is gloria borger. let's start with dana bash. joining us on the phone. i understand you're right outside senator cruz's office. take us through what's happening right now with this vote. >> i'm just heading towards the camera. i can't talk to you on camera because i just had a chance to talk with senator cruz outside

of his office and kind of a human interest story, which is how do you stand up for 21 hours and do this and his answer was he was tired, that he feels pretty good and stuck to his talking points and feels good because he was able to stand up for the american people. what is happening on the senate floor right now is something that is likely not going to be good news for ted cruz. it is a first procedural vote and it is something ted cruz was urging his fellow republicans to vote no on. even though it's very counterintuitive because it would be a vote on no for obama care, which everybody supports. basically, you're going to see a lot of republicans vote against ted cruz because they are concerned that this whole strategy of defunding obama care to funding the government is just a recipe for political

disaster because democrats run the senate and they don't have the votes ultimately and if the government does shot down, republicans will get the blame. >> so, this is basically a procedural vote, which will what? allow the real vote to come up within the next few days? which would fund the government, but do nothing as far as obama care is concerned. it wouldn't defund it. is that right? >> that's right. this is simply a procedural vote that is going to get the debate going, continue this debate, which could last through saturday. it is a vote to again, officially start the debate on this bill. there are a lot of hurdles, as you know, procedurally, that the senate has to go through. this is the first one, but it is a major one and a symbolic one because this is the key vote that will show how much support ted cruz has from his fellow republicans with this particular strategy. >> do they need a simple

majority on this vote or 60 votes? >> they need 60 votes, but that is actually able to get in spades. that's why this is so complicated and frankly why his republican leaders and many of his republican colleagues have been so against it, because it is so hard to explain to their constituen constituents. what ted cruz is doing is he and some of his compatriots are going to vote no, so that's where they're going to stand, but most of the democrats, maybe all of the democrats, and a healthy number of republicans, are going to vote yes on this because they want to keep the debate going on a bill that actually defunds obama care. again, this is incredibly complicated and speaks to the whole point of why republican leaders are so against the strategy because it is so con vaa lewded when it comes to the process. >> all right, dana, thanks so much. we'll have role call as soon as

it's done. senator cruz did get a little help from other senator, including mike lee, rand paul, marco rubio. but he also got an atist cyst from pat roberts. >> isn't it worth the fight? isn't it worth an effort and you're making that effort and i appreciate that so much. isn't it worth the fight knowing that this is the first, second and third steps skip to the lou my darling, okay, going right into socialized medicine. >> i guarantee you, mr. president, it is noticed, that senator roberts is standing with us. it is noticed that senator sessions is standing with us. it is noticed that senator ensy is standing with us. it is one thing for the young turks. it is one thing for those who

have been dubbed the whacko birds to be willing to stand and fight, but when you see senior elder statesman of the senate standing side by side, i would suggest, mr. president, we are starting to see what i hope will happen this week. which is seeing republicans unify. >> gloria borger, he knew he wasn't going to succeed when all the dust settled, but he did it any way. so what's his real agenda here? >> he's playing an outside game. because he knows he's going to lose. this for him is about talking to the base of his party and if you look at the polls, you see that about two-thirds of tea party folks believe that he's fighting the correct fight, even if he's going to lose. even if it means shutting down the government, they believe it's worth it to take on obama care, so he's talking at the base of his party, he's raising

a lot of money on this and he's positioning himself quite honestly for a run in 2016. so, he knows who he's talking to. he knows what they want to hear. the problem that lots of republicans have is that he's making life really difficult for them. particularly if you're in the senate. he also has a lot of detracts on the house side, who believe his people are running ads in their districts against them and they have to therefore move further and further to the right. even though they don't like obama care, he believes they're pushing him out of a cliff to the extent they're not going to be able to win a presidential campaign because they'll never be able to attract independent voters. so, he's really dividing the party, but right now, this is about his base. >> it's interesting he's mentioning those senators who are standing with him. for example, mike ensy of wyoming. he's facing challenge over there in wyoming from the former vice

president, dick cheney's daughter, who's running for that republican nomination. so, he's sending political messages out there to some conservative activists. >> right, he is. obama care is a lightning rod. conservatives don't like obama care. republicans don't like obama care. lots of democrats, by the way, want to fix obama care because it's clearly not a perfect bill, but it has become the sort of organizing principle at this point for the republican party. the problem with what ted cruz is doing is that as dana pointed out earlier, he's asking republican senators to vote against the bill that would actually kill a bomb care. because the senate procedures are so difficult. so, he's putting everybody in a tough position. he's standing up for what he believe, but there are lots of

republicans who believe that shutting down the government as a result of this fight is going to hurt their party and not help. >> we just saw that article by, you know, that karl rove of "the wall street journal," making that specific point. a warning to republicans out there, be really careful about shutting down the federal government because the political ramifications for republicans would be enormous. thanks very much. we're watching the roll call, we'll see what happens. also, health insurance premiums under obama care, they're going to cost less than expected. this according to a long awaited record that came out today. it shows the national average cost for a midrange plan will be about $328 a month. christine romans will break down the numbers for us later this hour. but first, the surprising remark from the president of iran. he now acknowledges the holocaust did in fact occur.

and pretend that it was a myth. i want to know you, your position on the holocaust. do you accept what it was? and what was it? >> translator: i've said before that i am not a historian and when it comes to speaking of the dimensions of the holocaust, it is the historians that should reflect on it, but in general, i can tell you that any crime that happens in history against humanity, including the kril the north ameri crime the nazis committed is reprehensible and condemnable. whatever criminality that committed against the jews, we condemn. the taking of human life is contemptible. it makes no difference whether that life is a jewish life, christian or muslim. for us, it is the same. the taking of human life is something all religion rejects, but this does not mean that on the other hand, you can say nazis committed crimes against the group, now therefore, they

must u serp the land of another group. there should be an even handed discussion. >> the iranian president has called for diplomacy to resolve the conflict, but world leaders are trying to figure out whether he is serious, whether he has the authority to negotiate. he says he does. >> translator: i think that the president of iran has the authority when ever the national interest of the country is involved. and when it's necessary and expedient and required to speak and talk with others in order to promote the rights of its nations, for circumstances to be laid properly, the supreme leader has said should the -- he is in fact not opposed to it. he has specifically mentioned it in a recent talk that he is not optimistic regarding the issue of talks with the united states, but when it comes to specific ibs, government officials may

speak with their american counterparts. now, if an opportunity was created today, had risen today and the prep work for that had been done, most probably the talks would have taken place primarily on the nuclear issue or developments on the middle east. therefore, the supreme leader has given permission from my government to freely negotiate on these issues. >> finally, about the handshake that didn't happen. president rouhani explaineded why he and president obama didn't meet yesterday at the u.n. >> translator: there were some talks about it, in fact, to perhaps arrange for a meeting between president obama and myself. so that given the opportunity, we can talk with each other and preparation for the work was done a bit as well. the united states declared its interest in having such a me meeting and in principle, could have under certain circumstances, allowed it to happen. but i believe we didn't have sufficient time to really coordinate the meeting, but speaking of the ice breaking you

mentioned, it's already dwing beginning to break because the environment is changing and that has come about as a result of the will of the people of iran to create a new era of relations between the people of iran and the rest of the world. >> the iranian president also delivered a message to americans in english. he said this. i'll read it to you. he said, i bring peace and friendship from iranian to americans. piers morgan just sat down with bill clinton here in new york and asked him to weigh in on what the iranian president had to say in the interview with christiane amanpour. listen to this. >> president obama has to at the moment, trust three people who as they would say in downtown b abbey, you wouldn't necessarily trust with the family silver. start with iran because that's always a big talking point.

christiane amanpour interviewed president rouhani and he -- with ahminedjad last year. struck a much more conciliatory tone, admitted to have been a holocaust, which is something ahminedjad would never admit to. how important is that kind of concession and do you see a real shift there in the relationship with america? how much do you trust him? >> well, first of all, i think it's interesting commentary on the world in which we're living that admitting to the holocaust occurred qualifies as being moderate. in other words, if you get into the fact based world, at least we can have something to talk about. i was that the opening of the u.n. would give them a chance to maybe even do more.

want to bring back dana bash. she's been watching this vote on the senate floor, the future of funding for obama care. that's going on here, dana? i take it the vote was 100-0. what happened? >> that should not give you the impression that everybody agrees on anything, even with the republican party. what ted cruz and the people who agree with him on this strategy decided to do was vote yes on

this first procedural vote in order, to get the debate technically started on the bill and they still insist he will vote no on a second vote. i know this is confusing, but welcome to the senate. second vote which will likely happen friday or saturday. they say that is the place where he is going to take his stand and vote no because he wants to try to make sure procedurally, that democrats don't strip out defunding obama care when they pass a bill to fund the government. that's why there was u namty on this, but again, it does not mean anything with regard to what ultimately the positions of senators are even in, especially within the republican party. >> usually, they have ewe namty in the senate when naming a post office or something like that, but rare they get a 100-0 vote on issues like this. we'll see what happens monday night, midnight, that's when the funding runs out for government

unless the senate and house of representatives pass the required appropriations legislation. strong words from hillary clinton. she spoke out with dr. sanjay gupta yesterday. here in new york, the clinton global initiative, about the battle over obama care, calling on those fighting to defund it, to do the right thing. >> this president is not going to agree to defund health care. we're on the path to beginning the implementation. if they want to shut the government down, that's on their head and their reasonability and if they go even further, which is deeply disstressing, and for the first time lead our country into default on our obligations, that is not just partisan politics, that is going at the heart of our credibility around the world. not just our economic leadership, but our political and strategic leadership.

so i hope that our friends on the other side of the aisle, it's a minority, but a noisy minority, understands this is not right to do and this is bad politics for them to do. >> let's bring in jessica yellin. the former secretary, she's delving now into domestic issues like obama care. really the first time since leaving office. we used to just hear from her as secretary of state on international issues, so, what, if anything, can we read in terms of her political aspirations by her new move into these domestic issues? >> she's leaning in, but not all the way in, so i talked to a lot of sources close to the former secretary of state and they're adamant that she has not decided, but in the next grab, most say they think she probably will decide to run unless. and the unless is usually unless chelsea has a baby and clinton falls in love with being a

grandma full time or unless some kind of health problem unfortunately befalls one member of the family. so, the tea leaves are there, it's just not final and you see she's staying in the mix. >> so, what do you make of the fact she chose this issue, health care, for example, to weigh in so assertively, shall we say, yesterday in that conversation with dr. sanjay gupta? >> the assertiveness in the language was sort of surprising. her popularity is sky high and the longer she stays away from truly polarizing issues, the longer she keeps those numbers in the stratosphere. opposing a shutdown or default isn't really controversial. taking sides on obama care is. but we know where she stands on that because of her history supporting health care reform, so it's not truly going out on a limb for her. now, she is pointedly asked

there's a news conference underway now. this is the fbi agent in charge of the investigation into the washington navy yard massacre a week ago. 12 people were killed. there's new information they're releasing right now. let's listen in. >> a parking garage at 7:53 a.m. in his rental car. as we advised last week, he had legitimate access to the navy yard as a result of his work as a contractor and he utilized a valid pass to gain entry to building 197 at 8:08 a.m. shortly after his arrival in the building and over the course of

approximately one hour, alexis shot and killed 12 victims and wounded four survivining victim before he was shot and killed by law enforcement officers. investigation today has determined that alexis acted alone. today, we will be releasing excerpts from surveillance video and still images that depict alexis entering the navy yard and building 197 and also show him walking in the hallway and in a stairwell while carrying a shotgun he used to commit the shootings. we will also release photographs of certain pieces of evidence, specifically his car that was located in the parking garage at the navy yard. his backpack that was left in the bathroom in room 197 and the shotgun. during the course of the

shootings, alexis gained access to a pistol that he also then utilized. both weapons were recovered at the scene and have been submitted to the fbi laboratory for forensic analysis. we will not be releasing any further information on the sequence of the shootings or his movements around the building at this time. as our evidence response teams remain at the scene as they complete their forensic work and efforts continue on ballistic and video analysis. we can say that the remming ton 870 shotgun had been altered with a sawed off barrel and stock. pu purple duct tape covered the end of the stock and handwritten etchings were present on various parts of the shotgun. etched into the barrel of the shotgun were the words, quote, end to the torment, closed

quote. etched into the right side of the shotgun receiver were the word, quote, not what y'all say, closed quote and on the left side were the phrases, quote, better off this way, closed quote and quote, my elf weapon, closed quote. analysis of the electronic media recovered from alexis' belongings revealed several relevant communications. while analysis of these communications is ongoing, preliminary analysis has yielded clues to alexis' intentions and issues of importance to him. there are indicators that alexis was prepared to die during the attack and that he accepted death as the inevitable consequence of his actions. there is no indication today that alexis was targeting specific individuals.

there have been widespread reports and speculation surrounding alexis' mental health history. and reported behaviors indicative of severe mental illness. as we seek to better understand his pathway to violence, we will continue to explore his background and motivations, including his clinical history. at this point, i can confirm that there are multiple indicators that alexis held a delusional belief that he was being controlled or influenced by extremely low frequency or elf electro magnetic waves. the etching of my elf weapon on the shotgun is believed to reference this. >> all right, we're going to continue to monitor this news

the washington navy yard. they're also releasing for the first time, closed circuit video of what happened inside when the gunman went in and started randomly killing people. the fbi now saying they have concluded he did in fact act alone. they're also releasing still photos. soongs we get that, review it, we're going to show it to you. we expect that to be soon, so stay with us for that. dramatic video for the first time being released of what happened inside the washington navy yard. let's move on to some other news in the meantime. kenyan officials don't expect to find anymore victims in the rubble of the westgate mall, which is partially collapsed. they believe they'll only find the bodies of terrorists. new video shows a remarkable scene from inside the mall. a police officer in civilian clothes crawling on the floor to rescue a woman and her two small children. but they're too terrified to move. eventually, the officer gets them to go to safety.

zane verjee had family inside the mall as well, an aunt, and she spoke to us earlier. listen to this. >> i grew up here and it has been a petrifying experience for me. the first time i've ever encountered something like this in a very safe country. my home, i was at -- in the supermarket, cowering at the back of the shelves and these guys just passi ining nears u at coming towards us and that was very sad that i won't see my family again. >> there are a lot of questions about how the terrorists planned this attack and now, there's a report that they may have used a storage area actually inside the mall to store their weapons in advance. what do we know about this? >> what we're hearing from

eyewitness would tally with that. some are reporting seeing attackers with belt fed heavy machine guns. not the kind of weaponry that you can be driving around with in the back of the car and everything we're hearing about this attack indicates such an extraordinary level of planning. they were very familiar with the layout of the shopping mall. they knew the back stairs, where to come in from to cause maximum terror and confusion. even just the way they staggered the attack, wolf, some of the gunmen came through shooting, so another wave of them that had come in through the car park at the top level through those levels. it was almost like they were funneling people towards their death, where they'd be met with that second wave. it sounds like it was so extraordinarily planned out. we've been hearing from sources that they are looking into the possibility that a woman allied

purple tape, apparently, wrapped around part of the shotgun. one of them said "not what y'all say." another said "better off this way" and the other said "my elf weapon." they were etched into the tape and sides of the shotgun, which was sawed off before he got there. >> not what y'all say, so who knows what that meant? but you can clearly see it on the still photo of the shotgun that the fbi has now released but it's very chilling to think about what was going on in this guy's mind. there were major, major issues there that clearly weren't detected by the security personnel who gave him the clearances and allowed him to, as you can see, drive into this navy yard in that car and walk around, go into a men's room with that bag, take out the shotgun, and kill 12 people and wound many, many others.
