white house barricade. now investigators are trying to determine what drove a connecticut with him to use her car as a weapon. joe johns picks up the story. >> reporter: a heart stomping scene unfolding outside the u.s. capitol. cameras watch as a reported reportedly 44 years old speed away in a luxury car. careening through the streets with police in hot pursuit. >> on capitol hill. shelter in place. >> reporter: officers, politicians, staffers and by-standers sent running. hunking behind whatever they could find. secret service says the incident began at 2:14 after a verbal exchange with one of their uniformed officers. the woman ramming her black infinity sedan into a security barrier a block from the white house. after police asked her to get

out of the car she drove away leading them to a high-speed chase down pennsylvania avenue all the way to the east side of the capitol. secret service on her tail. >> this unauthorized vehicle approached a checkpoint. our officers acted appropriately. the vehicle then fled and in fleeing, struck one of our officers as it departed the initial scene. >> reporter: the suspect drove around garfield avenue. careening around one of the most secure areas. police opened fire and no weapons found inside the car. >> when i heard the gunfire, five or six rounds, my wife and i dropped to the ground. >> i was walking to the capitol building and 30 seconds later as i hit this point, three or four cop cars sped past me and 30 seconds after that, i heard a series of loud pops and a gun going off. >> reporter: inside the vehicle

a 1-year-old girl believed to be the woman's daughter. an officer pulled her from the car and took her to the hospital. one of the two officers injured was hurt after hitting this barricade during the high speed pursuit. [ bleep ]. >> this does not appear to be in any way an accident. this was a lengthy pursuit. there were multiple vehicles that were rammed. there were officers that were struck. and two security perimeter that were attempted to be breached so it does not appear in any way this is an accident. >> reporter: officials say both officers are in good condition and recovering as the city still reeling from the deadly navy yard shooting reliving moments of fear once again. >> our thanks to joe johns. he mentioned the navy yard shooting. that is key to remember here. everyone so incredibly tense with these images and chaos going on. there was a mass shooting a few weeks ago and i think explains why everyone was on edge. >> you don't know if there is a

bomb in the car and so many up answered questions when it's that questions. >> some of those answers are being answered when it is dealing with the woman behind the wheel in that chase. law enforcement authorities say she is 34-year-old mary kerry of stanford, connecticut and apparently had a history of mental illness. her boyfriend contacted police last weekend say she was acting delusional. she claims president obama had put stanford on lockdown and he was fearing for her daughter's safety. they say mary kerry suffered from post partum depression. >> it sounded like postpartum psychosis. just terrible. very serious. 5:00 minutes past the hour. now to the do nothing government. day four of the shutdown and no

immediate end in sight. you see the classwork the clock in the corner. that is how long this has been going on. boehner says he won't allow a default when the debt ceiling votes hits in less than two weeks. we are going to get more from cnn's brianna keilar. >> reporter: with the government partially shut down and the united states careening towards defaulting on its debts in mid october, house speaker john boehner made a key admission about the debt ceiling. a republican who spoke to cnn after a private meeting with house gop members said boehner informed them he will not allow a default to happen even if it means relying on votes from democrats. >> i'm all wired up here. >> reporter: in a city that lives for an open mike moment to pull back the curtain. >> we are willing to compromise and willing to negotiate. >> reporter: mitch mcconnoll and rand paul delivered. >> i don't think they -- we won't negotiate. i think it's awful for them to

say that over and over again. >> i do too. >> reporter: at a campaign style event in maryland. >> hello, everybody. >> reporter: president obama pulled a bit of an ace out of his sleeve sounding the alarm for a key voting block seniors. >> in a government shutdown, social security checks still go out on time. in an economic shutdown, if we don't raise the debt ceiling, they don't go out on time. >> reporter: he, again, pressured house speaker john boehner to fund the government and drop obama care concessions. >> call a vote. put it on the floor. and let every individual member of congress make up their own minds. they can show the american people, are you for a shutdown or not? >> reporter: a shooting on capitol hill brought into the chaos in washington. the two fellow officers injured are working without pay because of the shutdown. brianna keilar, cnn, washington. the shutdown not just

hurting in the united states but abroad. overnight, president obama canceled a trip to asia next week because of the ongoing shutdown. he shortened the trip from four countries to two and now john kerry will lead the delegations and going instead of the president. this was a crucial trip the president wanted to bowelster u.s./asian policy and he was supposed to meet with vladimir putin to discuss the crisis in syria. that will not happen. another casualty of the shutdown. fema put a temporary malt to the temporary layoffs as it gears up for tropical storm karen. it's expected to strike the gulf coast this weekend. the agency furloughed about 86% of its staff. but now many are being called back because they need to help protect life and protect property. >> right. karen is heading toward the southeast where they are now

getting ready for this. tropical storm karen, the 11th named storm of the atlantic hurricane season and could be the first tropical system to hit the united states this year. karen is gaining strength out in the gulf of mexico right now packing 65-mile-per-hour winds. forecasters say it could come ashore this weekend, possibly as a hurricane anywhere from louisiana to the florida panhandle. guys, pay attention to where this thing is headed. let's get a look now, an early look at the weather from chad myers. >> good morning. another problem with karen is where it's going to make landfall has been very wet all summer long. a 60-mile-per-hour storm will knock down trees left and right. there will be major power problems across the southeast for the weekend. severe storms across parts of the midwest. a snow event for the upper midwest into wyoming, nebraska and south dakota. it's still going on there. there will be feet of snow in

the higher elevations of wumg up into south dakota, the black hills and all of those areas will see a lot of snow. 89 mems and 86 atlanta and 87 new orleans. a couple of airport delays. new york city will have low clouds and a couple of showers and minneapolis, a thunderstorm or two. denver, there is that rain, light snow in the mountains and also some wind. back to you guys. >> thank you, chad. a new arrival at the san diego zoo now has a name. meet zina. a two-toed baby sloth. visitors to the new named the cuddly creature and official say zina is -- don't laugh. she is being trained to be an animal ambassador for the zoo. now the sloth is typically asleep 15 to 18 hours and spends the rest of the day searching for food. kind of like berman does. >> that's right. that is me searching for food all day and napping. >> do you have two toes?

the man seen here smashing the window with his helmet. police say he could could be in custody soon. bikers came out thursday in defense of another rider charged in the incident. >> if you look at the video, the man first at the suv telling him to "move over, stop." because you're driving erratically. then he ignored that and then he said let me slow down to see if i can slow this man down. that man did not slow down an ounce. he hit the bike. >> but the wife of the suv driver is defending her husband's action which left a

biker paralyzed saying he left them no choice because he put their family in grave danger. >> some people calling that a piece of road rage. details still unclear. in connecticut a clear case of road rage. police say the man you see here drawing his gun and firizing a doctor. we have seen that terrifying video but the other man who took this video is now releasing the whole tape and speaking out about this harrowing high-speed confrontation. cnn's gary tuchman has much more. >> the noise. i had the camera out the window. >> reporter: david collar was driving on interstate 75 south of lexington, kentucky, when he shot this video on his phone. it was almost the last thing he ever did. keep an eye on the black lincoln with the bicycle attached to the black in left lane. david started rolling his video after he says the man behind the man started driving recklessly in the emergency lane. this is the for the first time the video has been seen.

>> he is passing people on the shoulder. he is tailgating somebody didn't get over quick enough for them so he went on the left emergency shoulder and passed this vehicle. at this point interstate 75 is four lanes long. i turn on my video of my cell phone which is easy to do and try to get his license plate number but he doesn't like that and almost comes to a complete 1207 stop in the left-hand lane on i-75. at that point i know he a little bit crazy. >> reporter: this is presicisel where david was on the intant. he was afraid police would not make out what woo on the rear plate so he saw the right rear window open. he thought he would get video of the driver's face. >> i was getting in front of him. i'm starting to slow down and i see his window come down. his win comes down and he pull

up his hand and points a gun at my face. >> reporter: we zoom in the picture and it is clear the driver is pointing a gun at david collar. not only he is pointing the gun you can clearly see smoke. it appears the driver also fired the gun. >> i was scared. after the shot was fired, i'm like, i'm not hit, i don't feel anything. i looked around in the vehicle thinking, you know, that had to hit somebody but i didn't see any bullet holes or anything. >> reporter: your heart must have been beating fast? >> yeah. it was a little crazy. >> reporter: david k on ollar told police his story and gave them the video. now pairen dobbins is under arrest. a prison official in the southern indiana town of branchville. a former family physician. a doctor who has a very troubled past. records in north carolina where he used to practice show on december of 2008, dobbins filled

unauthorized prescriptions for oxycodo oxycodone. as a result of the north medical board told him to surrender his license. he practiced in louisiana. his license is in indefinite probation. but in indiana he was allowed to practice once another doctor was present. in may of 2011, indiana waived that practice and dobbins is allowed to practice. he is out on bond. he faces the possibility of five years behind bars. but charges could be increased following an investigation. a supervisor tells us he has been fired from his job whe. where he is currently, we don't know. >> how are you days later? >> i'm just sick ever since it happened. if we could just go back and him flip me the finger instead of the gun, i would be a lot

happier. >> gary tuchman, cnn, lexington, kentucky. >> that is scary. a criminal couple is behind bars. police have charged the pair in florida. the husband allegedly caught on tape fleeing the scene in a 200,000 dollar astin martin. police say he left the mansion with more than 400,000 dollars in jewelry and cash. but not before leaving the woman of the housebound and gagged. so the couple faces armed burglary and assault charges. the owner of the home is the male suspect's boss! coming up, if twitter stopped, is it an investment you have dreamed of? the wait is over. the company revealing new financial details. it is $1 billion ipo plan, i got to say wall street and tech freaks are salivating over the deal in this.

who is this? >> awesome, whatever it is. >> bruno mars? >> thank you. >> trying to bring you fun and music. >> did you bring money? >> good morning. >> not with me. maybe a credit card or two. good morning. let's start out with what is going on with this big twitter plan with ipo coming up. should we talk about that? >> oh, yeah yes. >> salivating wall street. twitter is going public with its ipo plans and financial details. twitter reported a 69 million dollar net loss on 253 million in revenue for the first half of 2013. that compares to a 49 million dollar net loss on 122 million revenue for the year earlier period. those are the numbers. the company says it had 218 million active users june 2013

and up from 150 million in june of 2012. quite a pickup there. twitter wants to raise $1 billion in this ipo, but it didn't say whether it will trade on the nasdaq or the new york stock exchange and its ticker symbol will be twtr. facebook says ads on instagram will be as unintrusive as possible. some good news here for folks. td bank says workers affected by the government shutdown can get a loan for the amount of their monthly paycheck up to $1,000 without paying interest and without paying fees. the thing you do have to have is an account in good standing and

also other big banks say they are going to help workers on a case-by-case basis. we have to talk about this. house speaker john boehner hopes to avoid another big crisis over the debt ceiling in a couple of weeks. he is reportedly meeting with lawmakers and says he will not permit the country to default for the first time on its debt "the washington post" says he told fellow republicans they come up with an agreement that a significant number of democrats would support. let's quickly go back to twitter. this is the talk of the day. it's a huge thing. not knowing where it's going to list is a big thing too. >> they are growing in a huge way every year, but also not profitable and not close to profitable. another thing. they are already on mobile. they are everywhere they need to be. the question is how can they start making money and how soon? that is right paep t. the mobile is where it's at. i see 65% of revenue comes from like ads.

we have the very latest. a burg topping could some have church goers upset. a burger that may be s sacreligious. >> 30 minutes past of the hour. let's get the latest fallout from the federal government shutdown. president obama has now canceled a scheduled trip to asia. it said secretary of state john kerry will lead the u.s. delegations visiting indonesia and we are four days into the shutdown. for the first time, though, there are some signs that the house speaker john boehner may be beginning to crack under some pressure of a party fractured over whether to attack changes to obama care to any government funding and debt ceiling

increase. the speaker now says he will not let the country default. he may be willing to pass a debt ceiling increase with some democratic votes. this could be a major development and major concession. there is a ripple effect from the government's shutdown. as cnn tells us companies, large and small, all across the country are starting to feel it. >> reporter: we have liftoff. lockheed martin is one of the 1 people, many on government projects. so the company telling those who normally work it now closed government offices to go to other lockheed buildings or work from home while the company braces for whatever is coming ne next. in a written statement saying any effect on lockheed martins and its employees depend on individual contract terms and on the length of the shutdown. far beyond washington and dozens of states with significant numbers of federal offices, the

ripples are hitting not just furloughed civil servants but private companies that rely on trade with the government. >> a terrible thing. it's a terrible situation. >> reporter: colorado, for example, is home to a large number of federal research labs studying energy, climate, wildlife and more and employee nearly 9,000 people. colorado study found 1.2 billion it pours into the state's economy and money that is not flowing now. >> they spend their paychecks in their communities. they spend money at restaurants and spend money on their rents and car payments and entertainment. >> reporter: some companies with longer term business cycles say they can wait to see what happens but at this bar and grill in baltimore, the impact has been immediate. this place is closed to a huge social security office. >> it's very difficult. if you continue, i'm not going

to be able to open up. >> reporter: it is difficult to calculate how many jobs in the private sector may be affected if this goes on, but just to make it a little bit harder, people in government charged with counting such things, they are not working either. tom foreman, cnn, washington. >> thank you, tom. authorities are searching the home of a stamford, connecticut, woman, for clues as to why she rammed her car into a white house barrier on thursday afternoon and then on a police chase that led to her shot and killed. the suspect has been identified as 34 miriam carey. inside that car was a 1-year-old girl. luckily, she was unharmed. law enforcement authorities saying carey's boyfriend told police last year he was feared for his daughter's security. he claimed that president obama had stamford under lockdown and her house under electronic

the stolen attack was encrypted but they reset passwords as a recaution, they said. police have arrested a 22-year-old montana newlywed thursday and say she confessed to pushing her husband off a cliff just eight days after their wedding. jordan graham has been arrested. graham is due in court. her arraignment later today. a new consequence for teen bullies. cut it out or face arrest. police in connecticut collared a 12-year-old for repeatedly bullying. police say the alleged victim's parents came to them after their daughter talked of suicide. the only way to prevent further problems was to step in. they say the alleged bully is more likely to face antibullying classes than to see any jail time. a big relief for a kansas woman who has her mother's ashes

a restaurant in chicago has a burger topped with a communion waiver. they call it the ghost burger. it is to a heavy metal swedish ban called ghosts that performs satirical songs. wafers don't have taste to them so they are sending a message there put it seems odd to me. we will change gears and talk about kittens like this one that was hiding inside an engine inside a mall. there is a good samaritan who managed to catch the kitten and hand him over to police. he will now try to find a new home. wow, that is a cute cat. i'm glad it didn't get die.

erin burnett spoke with danny fargeis who caught the final moments that have police chase on tape. >> i was already pointing that direction. i was shooting a shot of a protester walking toward me with a sign and behind her happened to be what i thought was a motorcade, which was approaching a little faster than usual. what happened unfolded there so i was already shooting and it just was instinct to keep shooting, obviously. i couldn't really tell how many people were in the car. there seemed to be two or three police cars and they were just like seeing a movie or a tv show when they were stopping the car from movement. the police got out and were shouting at her to get out. like in the movie, she rammed them back and forth until she could get out and she sped off, made a urks tu-turn and sped pa again. >> patty bills watched as the

officers tried to pull the suspect's child to safety. >> i couldn't actually see the driver to what she was doing but i could see someone in the car. i immediately saw the police enforcement, all of them trying to pull the child from the car to safety. it was very obvious that they wanted to get the child out of there before something happened, which did, which was the gunfire. because she was very ramie in the car. the car, she had hit into a police car. she had hit into the little booth that had the police where they stand in it. clearly, she was using the car as a weapon. >> could you see that there had been a child in the car, i mean, before she was taken out, obviously? >> i could not see there was a child before. when i saw the police run over and open the door and was pulling a child out, then i knew that they were trying to get the child out to safety first. >> wow. on piers morgan, a child safety endangered by the shutdown. tom is a furloughed worker

struggling to care for his family including a daughter who is blind and autistic. >> it is going to be difficult to handle. there's no questioning that. you know, telling me they are going to pay me down the road doesn't help me today when i have to pay the power bill. i have to pay the water bill. you know? and i have to pay insurance. i have to go to the pharmacy and buy medications for my daughter. how am i supposed to pay for it when i have no money today or when i get paid on my next payday? promising me something down the road doesn't help me today. >> what do you think, mr. penders, of the way the politicians are behaving over this in washington? >> i think they are behaving like a bunch of spoiled children, like a bunch of 5-year-olds throwing temper tantrums, especially the republicans. they need to get over it. the affordable care act is law. it was upheld by the supreme court. it's law. it went in effect october 1st. and the republicans just need to deal with it and stop acting

like children and get us back to work. i feel like i'm being held a hostage. >> real people with real problems trying to get on with their very real lives and congress not helping right now. coming up tonight on "piers morgan" a one-on-one with benefiti benjamin netanyahu. he has some advice about the government shutdown. >> right now, the government in america has shut down. i don't think you've ever had to put up with this particular eventuality itself. what do you think of what is going on now? how does it impact israel? are you concerned if it goes on too long it will damage the global economy? >> they will work it out. been there, done that. you say we weren't there before. we actually were. so some of us introduced a change in the israel system which, by the way, i think is not as good of a political system as the one in the united states. i think with all of its flaws,

stamford, connecticut. she reportedly had a history of mental illness. her boyfriend contacted police last december saying she was acting delusional. she claimed that president obama put stamford on lock down and she was under electronic surveillance. he told police he feared for his infant daughter's safety. the boy said miriam carey suffered from post partum depression. the shutdown is having a global impact. president obama has called off his long planned asia trip and that announcement came late last night. a key meeting was on that trip with vladimir putin to talk about syria. today is day fours of t of the . it could be another day of bickering in washington. both sides are looking from the shutdown to a looming clash over the debt ceiling. there may be a glimmer of hope we have seen in a while here. a notion that speaker boehner may be ready to make a move that could end this whole thing and

65-mile-per-hour stead winds right now. kind of moving to the northwest at 10 miles per hour so that is definitely we are going to be monitoring here and it could strength throughout the evening hours so something we are watching and borderline tropical storm or a weak category 1 hurricane. something to keep in mind. whichever way it goes you're still going to be feeling generally the same effects. take a look at the landfall expected to be most likely friday to saturday morning. 8 inches of rainfall where it comes ashore you're talking about the higher surf and talking about strong rip tides and strong gusts. something i do want to point out. we have been talking about rain in the southeast for so many months. they very above average for rainfall so it doesn't take much wind to uproot any trees so that is a concern as well and the power outages. the only two hurricanes that have already formed this year, we had ingrid which did not hit us. this is very interesting how late we are starget to see the

developments and the activity here. the last storm was a major hurricane was dennis. it has been some time and it's definitely they are aware of in this area. i want to talk about another big concern across the country today and that is that storm that continues to make its way through the midwest and producing heavy amounts of snow through wyoming and push east today. the biggest concern here is a severe weather outbreak. blizzard conditions first. you got wyoming and it moves into the dakotas. blizzard conditions. high winds 60, 70 miles per hour and low visibility and possibility about a foot of snow. you're talking about the threat for tornadoes today really anywhere from minnesota all the way down through oklahoma so that is a big concern well. a lot going on today. >> recap, blizzard conditions, tornado situations, and what could be a hurricane hitting the gulf coast where you are waiting right now. great to have you down there. appreciate it. coming up, caught on tape. a deadly shoot-out between a soldier and police.

what is the latest, indra some. >> reporter: we are seeing some winds picking up in the area. overall, typical kind of morning here in the region. not typically because we still have a hurricane watch. all eyes on the gulf as karen makes its way closer. this is one of our first systems of this season that could impact the u.s. mainland. current stat. the latest stats just came out showed it about 5 miles per hour. regardless it is still expected to strengthen potentially into a cat one hurricane as it makes its way closer. landfall looking like late saturday into early sunday morning. the track does continue to push hit farther west and we will monitor portions pretty much from louisiana all the way to the panhandle of florida. now the biggest concerns here are going to continue to be heavy amounts of rainfall from 4 to 8 inches. isolated amounts up to 12 inches are still possible so that is a big concern out here. we are talking about storm surge and a couple of feet of that and the strong winds and the biggest thing i really want to point

out, remember, they are over for the amount of rainfall for this time of year. that is key. when the ground is saturated like that and you bring in the strong winds the likelihood of trees falling down will be much higher so that is a concern. if it did become a hurricane, this would be our third. only two so far this season. let's look at them. humberto stayed out to sea and ingrid hit the yucatan peninsula and no impact on the u.s. mainland. we have passed the peak portion of the season and looks like we are becoming activity and very familiar to what it looked like last year. one of the system in the middle of the country this huge snow maker. 1 to 2 feet of snow in through the dakotas today with blizzard conditions. so it's now exiting out of wyoming making its way into the dakotas there and even through portions of nebraska so blizzard conditions 60 to 70-mile-per-hour winds and potentially another foot of snow there and cold air up against
