from one of those senators, republican senators, who is in the room standing by to speak with us, give us some details on what happened. also, right now we're waiting for today's white house briefing. it's expected to begin momentarily. we'll get the obama administration's latest take on the search for a way out of this stalemate. we'll have live coverage. jay carney, the press secretary, getting ready to be questioned by reporters. also right now, conservatives are rallying here in washington. anyone who thinks they have for gotten about obama care needs to think again. we're going there for a live report. welcome to our viewers. i'm wolf blitzer reporting from washington. will it be deal or no deal? that's the big question on this. day 11 of the partial government shutdown. this could be a crucial day in the fiscal stalemate. senate republicans, they came to the white house about an hour and a half or so ago. earlier in the day for talks

with the president. as of right now they're getting ready to leave the white house, we're told. let's hope that's a good sign, talks yesterday with house republicans were described as, quote, good and useful. it was the first in at least some progress in this continuing stalemate. jim acosta is over at the white house. dana bash is here with me in the d.c. studio. jim, let's start with you right now. i guess the meeting has just wrapped up. these senators, we were expecting them maybe to come to the stake out over in the driveway outside the west wing of the white house. so far they haven't shown up, right? >> that's right. i want to point something out. if you look over my right shoulder you can see where some small buses have pulled up actually to the front of the -- front entrance to the north lawn of the white house, wolf. that large portico is where the buses are parked just outside. we're expecting to see where the republican senators come out of the white house shortly. that is where they went in about nointd minutes agop p this is a different set-up. i don't want to get too bogged

down in describing this, than what we saw yesterday when house republicans were going into that portico just behind the west wing. this set-up today that the white house has put together along with republican senators for this meeting is a little bit different and i'm only pointing it out, wolf, because it seems as if there may be -- perhaps i'm reading too much into this. maybe a calculated effort here to keep the senators away from the press, away from reporters. we're going to do our best to wave them over and see if they will come talk to us. it's not the same as yesterday when we were coming they would come right to the position right outside the west wing as is often the case with a loftd these congressional meetings with the president. we're hoping to get an indication as to what the republican senators heard, what they had to say. we know they have their own ideas of what is different from what house republicans are proposing in terms of ending the government shutdown and raising the debt ceiling. the white house press secretary jay carney is going to get his briefing going within the hour. wolf, to give you a sense of what we know so far right now,

basically we are where we have been for the last 12 hours or so. there is progress in the fact that they are just talking but no breakthroughs have been reported yet. no breakthroughs have been relayed us to by white house officials although i talked to a democratic source who is familiar with that meeting last night between the president and house republicans and, as you know, wolf, the president, as he was expected to do, made a very hard pitch to republicans for reopening the government. my sense is, wolf, he's made that same pitch to senator republicans in the last hour and half. >> i'm sure he did. stand by for a moment. dana bash is here with me in our studio. dana, there's some new information coming in on what house republicans may be blimping. >> that's right. and the headline is, it's not what the president wants, which is immediately to open the government. i should tell you this comes by way of congressional producer walsh has been doing some excellent reporting. she's saying that the offer that house republicans sent would ek tend the vote ceiling and vote oi on it first, about six weeks,

and after that, the house would sit down and start to figure out ways for them to come together to reopen the government. that's pretty much what republicans were planning on doing before they met with the white house yesterday, before they met with the president, i should say. they don't seem to have moved at all beyond the fact that they're actually exchanging ideas. so this plan, this idea is in the white house's hands. we don't know what they're doing to say. if they're going to come back with a counter proposal. we're trying to figure that out. peter who is a member of the house republican leadership told deidre and others, let's do a temporary debt ceiling. then let's concentrate on the continuing resolution. we're also told that the vote on extending the debt ceiling could come as soon as today, even if they're going back and forth and starting to talk about reopening the government. they could start the ball rolling on the debt ceil for lots of reasons. primarily because we're talking about next week. >> let's say the house of representatives today has a clean bill to extend the debt ceil for six weeks, until november 22nd, and it passes overwhelmingly. it goes to the senate.

is it conceivable that harry reid would not allow that to come up for an up or down vote in the senate? >> he has been holding his cards close to the vest. lots of reasons. mostly because things are fluid. he doesn't know where things are going to be with the broader talks. it is conceivable he could hold it while -- in order to force the hand of negotiators to reopen the government. he has said, in fact, you know, many people think he's been a big driver of this whole negotiation strategy. he could slow walk it a little bit. the other issue, by the way, is that you're probably going to need 60 votes on anything and it's unclear if this would have 60 votes or, more importantly, if the bill to reopen the government would have 60 votes. the other thinking right now is that perhaps if the senate got a debt ceiling extension, then they could try to add a bill to reopen the government. unclear of what that would look like. as we've been talking about, reporting, gloria and others,

susan collins, on how to work out a bill that they could try to attach there. >> do we have any indications from white house officials, jim, how they might react if the house representatives does vote in favor of raising the debt ceiling for six weeks, but strikt l strictly dealing with the debt ceiling issue? >> wolf, the president has said and i think jay carney has said repeatedly now the president would sign a short-term debt ceiling increase. that was contingent on what was in the legislation itself. if it's a clean debt ceiling increase he's going to sign it. i think the critical component in all of this, wolfe, is how close we drift towards october 17th. if we're drofting towards october 17th and we don't have a break true, we don't have a deal, and he gets handed a deal that only raises the nation's debt ceiling he is going to do that even if it does not include a bill that opens up the government. i think that is the best rewrite

now of where the white house stands right now and that is a read i got from a democratic official who was familiar with that meeting last night. that the debt ceiling, yes, something the president would sign. this is a surprise that came out of this meeting last night, wolf, as to how hard the president is trying to push here. i think it gives us a sense at this point the president feels and the white house believes and i think democrats up on capitol hill believe that they have a very strong upper hand here, they've seen some ofs these poll numbers that have come out that are very bad for republicans. they know they can squeeze just a little bit harder to see how much they can extract. what dana said about that deal from house republicans, i just don't know if that's going to fly at this point and what susan collins was proposinpropoe presidents has said he's not going to touch obama care when it comes to reopening the government and raising the nation's debt ceiling. my sense is that and we're hearing that rob neighbors, dennis, people inside the white

house who are working on this deal, you know, they're going to be driving as hard a bargain as they can for this president at this point. >> one thing that jim is saying a exactly right. the pressure on republicans in the house and especially the senate to end this government shutdown is growing exponentially. that new "wall street journal"/nbc poll last night hit the republican caucus like a ton of bricks. it shows the public, vast majority think this is the republican's fault. so if, in fact, the houses does decide let's just do this debt ceiling and start to work on a deal to reopen the government this weekend, they understand, republican source are telling us, that they're going to need to do that very fast. maybe even as soon as getting a deal this weekend. so we could see something move almost as quickly as the president would want. >> we'll see what happens because the next few hours will be decisive potentially if there's going to be a deal today or tomorrow or sunday, we're going to hear in the course of today could be very, very significant. dana, thanks very much. i know you're not going to be going very far. you're going up to the hill,

obama care at least some republicans from their immediate demands to reopen the federal government but the new federal health care program they love to hate is front and center at the pep rally known as the values voter summit here in washington. republican senator ted cruz of texas was among those leading the charge. >> i'm going to suggest a model for how we turn this country around in the next couple of years. and it is the model we have been following together for the last couple of months to stop that train wreck, that disaster, that nightmare that is obama care. >> our cnn political director mark preston is there at the event that's going on. mark, any reaction to these latest round of white house talks to end the shutdown, raise the debt ceiling, and presumably not include any specific -- or rewrites or changes to obama care, some of those proposals that are clearly out there?

>> well, wolf, i got to tell you certainly the act viss, the grass roots activists that are here across town from capitol hill are not necessarily in favor of this grand bargaining or at least some kind of bargaining on obama care. they want to see obama care defunded. they embraced ted cruz' speech. they, in fact, took that and they used it as energy in really this movement against the whole health care system. in fact, wolf, this is what a piece of literature that we are seeing right now being passed around this conference right there where you see a little bit of a match between the mix of policy and politics. i got to tell you what though, wolf, if there was anybody out this point who has really done well and has done well with this audience was ted cruz even when he was heckled. let's take a listen. >> it seems that president obama's paid political operat e operatives are out in force today.

i'm curious, is anybody left at the organizer for america headquart headquarters? i'm actually glad that the president's whole political staff is here instead of doing miss chief in the country. >> and here you have ted cruz literally just one hour before he went to the white house for the meeting with president obama. now, those were not ofa organizing for america workers. they were illegal immigration protesters. they had planted themselves in the audience. wolf, how many politicians can stand on stage, can take that kind of heckling and use it as energy, use it as fuel to ensight the audience and that's exactly what ted cruz did, wolf. >> very good speaker indeed. paul ryan, he's going to be i addressing this conference as well. his op-ed in the "wall street

journal" outlining the initiative toss des to deal wit debt ceiling, no mention of all of obama care in that article. what do we expect to hear today? >> we certainly expect him to talk about the negotiations of standing by your values. but we won't see paul ryan here, as you said, in fact, a family research council spokesman told me that paul ryan was very clear for the past couple of weeks that if there was a government shutdown that in fact he would not be able to come here. they worked out a deal. they will do a five-minute have. remember, paul ryan is known within the party of being the big thinker, as being somebody who understands the budget whp while he might talk about issues, social conservative issues or mention them, in paul ryan's really, his go-to is being able to balance the budget and to talking about policier shus that a lot of people can't do. i think that's what we'll hear from him today. >> clearly emerging as a major player in this effort to get the government back operating fully and extend the nation's debt

the meeting at the white house is officially over. hour and a half or so the president met with all of the senate republicans. they are now on their way back to capitol hill. we expect to speak live with senator roy blunt of missouri. he was one of those republican senators inside, give his take on what was achieved. we're also standing by to hear from the white house press secretary jay carney scheduled for his daily press briefing. he will be answering the reporters' questions. are we any closer to a deal? we'll find out fairly soon. stay with us. meanwhile, both sides are talking in this fiscal showdown that has been gripping washington.

inde indeed, so much of the face nation. that may be because of a reality check for the nations. they show the republicans taking the biggest hit so far over the standoff. in the survey, only 24% of americans had a positive opinion of republicans. the tea party had just 21% positive ratings. that's the lowest in this poll's history. our chief political analyst gloria borger is here, watching all of this. i assume, gloria, this must be a wake-up call forral republicans? >> i think the republicans saw that poll yesterday and there was panic. it doesn't take a rocket scientist to figure out, another number in that poll was astonishing which was 70% of the american people will believe that republicans in congress have put their own political interests before the interest of the nation. that is not a good number for anyone. the iron any of all of this, too, wolf, is that throughout

this controversy talking about the shutdown and not about the glitches in obama care, the popularity of the president's health care plan has risen seven points in just a month. and you've got to say that's because of all of this. >> yeah. despite the problems that have developed. >> they stepped on their own message. >> poll found most americans totally fed up with congress right now. 60% say they would vote to replace every member of congress including their own representatives. >> they always say that. you know, and then they don't vote out their own representative because the districts are so gerrymandered and polarized. what that shows you is that there is insecentive obviously aside from not raising the debt ceiling, there is incentive on both sides to get something done because fif the economy tanks it's going to be terrible for all of them including the president. that's why the president earlier this week put his caucus on notice and said to democrats, look, i may have to give john

boehner some kind of a fig leaf. i think that's what's going on right now in the republican party. they are looking for a fig leaf here so they can go back to their constituents and say, this fight was not about nothing. it was actually about something. if it turns out to be about nothing, then they're going to have a harder time. >> we see senators now leaving the north portico of the white house to get on the buses to head back to capitol hill. we're hoping to speak with one of those senators roy blunt once he gets back to the senate. >> the republican senators, some of them are circulating other plans to try and get out of this. they were not on board, most of them, with the ted cruz strategy of attaching obama care to the continuing resolution to fund the government. so they're sort of fed up along with a lot of other people and they're fed up with some republicans in the house. so what i think you see now is it's almost beyond a civil war in the party. i think you're seeing a party that's just kind of separating.

>> interesting to see what, if anything, senator ted cruz who is one of those republican senators at the meeting with the president at the white house, did he speak of, did he say anything, did he directly challenge the president? what was his role because yesterday paul ryan, when the house republican leadership met with the president, dana bash was reporting, he played a significant role in changing the subject a little bit, maybe getting some progress. >> you know, as dana was reporting it, don't forget the president and paul ryan have a prexiing condition. they have a relationship. they've been in lots of budget sessions together. paul ryan obviously ran on the opposing ticket but intellectually, i think, the president spar but they respect each other to a great degree. one thing on ted cruz that i would add, don't forget, there was a caucus of snatd republicans in which ted cruz was chastised by members of his own party who stood up and said, you are appearing in advertisements that are running

against us in our states. you are endangering our seats and your strategy, such as it is, is endangering us and we'd don't see that this you have a plan out of this. so it would be interesting to me if cruz is vocal in this meeting with the president or whether he actually decides not to say much because he could be jumped by his members of his own party. >> freshman senator, too. not often the freshmen, they -- >> he hasn't -- >> he hasn't necessarily respected that role. see if they have private face time with the president. they both went to harvard slola school. they can share some notes about their three years of harvard law school. >> all right, well. let's see. >> maybe that will be a bridge for the two of them. >> bonding moment, right. >> see if they can do that secret harvard law school handshake. also, still ahead, republican senator roy blunt attended today's talks with president obama. we're expecting to speak with him once he gets back to the

jay carney, the white house press secretary. he's getting ready for his daily briefing there in the white house. once he walks to the microphone there we'll have live coverage of that. this is clearly a critical day, gloria borger still here. gloria, dana was reporting earlier that the republicans in the house, and that's the key issue right now, the house of representatives. senate, i think, are going to go along with what the house decides, senate republicans, and democratic majority in the senate. the house republicans, will they put something up for a vote? apparently they're going to put something up for a vote maybe as early as today to raise the debt ceiling but not meet immediatelm with the government shutdown. how will that play? >> it's not going to play well because the president wants to deal with the government shutdown. he said no negotiations on anything until you deal with the government shutdown. we don't know what strings might be attached. there's all kinds of reporting out there but we haven't seen an

actual list of strings that might be at tamped. and the president has said he doesn't -- he doesn't want any. so this is far from being resolved, wolf. i do believe, as we were talking about before, the republicans are looking for some kind of a fig leaf as a way to get out of this because those poll numbers are scaring them. they know this has been a bad political move for them. and suddenly, of course, we're not much talking about obama care anymore which is what got them into this in the first place. >> you think they're really beginning to feel the heat? i know senate republicans are feeling the heetd and many house republicans but i'm not so sure that the core sort of pro ted cruz tea party element of the house republicans that they're really feeling it. they think that they're scoring points. >> they're fine. i don't think we can talk about the republican party anymore because there is so many different groups within the republican party, it's so disseparate that there's not one way to talk about it. so if you take the 30 to 40 member of what i call the hell

no caucus, they're doing fine back in their districts. this isn't going to bother them. but those republicans who are actually in feats in which they could have races, this could be a problem for them. one interesting thing in that poll last night that i looked at which kind of made my eyes each a little wide is the generic number. you ask people, if the election were held today, would you vote for democrats to be in control or republicans to be in control of the congress. and the numbers are saying they wanted democrats to be in control was up nine points. that's double, wolf, from what it was over the summer. so that's a very big jump. and that tends to focus the mind. >> the latest "wall street journal"/nbc poll shows that. ares may be taking a bigger hit now than they took in '95-'96 when newt gingrich was speaker and they had the government shutdown at that time. a lot of pressure on the republicans to make a deal. let's see if they do. all right. stand by.

leadership in the house of representatives. let's discuss what's going on with two key members of the house. the florida congresswoman, the chair of the democratic national committee, debbie wasserman shult shultz is joining us and ann wagner, congresswoman from missouri is joining us right now as well. to both of you, thanks very much. i'll ask you the question, congresswoman wagner, first, do you see a deal emerging as early as today? >> i hope so. we met with the president. i was one of 18 at the table last night with the president. the vice president, and the secretary of the treasury and our leadership. and we talked about immediately beginning negotiations. that evening and they did. they began and we're hopeful that we're going to get somewhere on a temporary debt ceiling lifting so we can act l actually tackle the big issues, issues like entitlement reform, tax reform, some of the drivers of growth in our economy and also and most importantly get

this government shutdown finished and get our government and others back to work. >> let me bring debbie waszer man shul wasserman schultz in in second. would this go beyond raising the nation's debt ceiling for six weeks, would it also immediately reopen the government? >> well, we'll see. nothing is on or off the table. we had a very useful and open and frank conversation with the president. we were pleased that finally we could get to the negotiating table. it took an hour and a half last night but we actually had a good useful conversation. one that brought clarity and i think jump-started the discussions that went in through the night and into the weekend, if necessary. but the sooner the better is what the american people want. they want solutions. tha they want us to work together and reopen the government and take care of the big issues out there. >> they do. debbie wasserman schultz, that sounds encouraging. there's a separate piece of

legislation that comes up today or tomorrow to extend the nation's debt ceiling let's say for six weeks. doesn't immediately deal with the government shutdown but it does take care of the debt ceiling. would you vote in favor of it? >> i'm hopeful we will be able to reach an agreement that reopens the government and make sure we pass a clean continuing spending resolution and make sure we're paying our nation's bills. you know, my view and the view of most americans is that we need to make sure we're paying our bills far beyond the next six weeks. but it is absolutely critical that we continue to work together, that we work towards a resolution and i'm glad to hear what ann is saying and what other republicans are saying but we should be clear that the negotiations that will take place should take place not in the midst or tied to the reopening of the government or whether we pay our bills. and so that's going to be the important -- the important and critical thing here. >> because that's the position the president has been taking,

congresswoman wagner. you know what, all of these issues, including health care, obama care, everything can be discussed but first pass a resolution to let -- to end the government shutdown, pass a separate piece of legislation to extend the nation's debt ceiling. then everything can be said. you can get together and talk about everything and try to come up with entitlement reform, tax reform, spending cuts, whatever you want. is that acceptable? >> that's what we talked about last night. and i think our sense is that everything is on the table and the president felt the same way also. he even put issues dealing with the affordable care act and obama care on the table as open for discussion. so, you know, we're pleased at the direction we're moving. it's a direction we should have gotten to sooner, to be honest, it's a disservice to the american people when we don't come together and get these jobs done, crisis-by-crisis management is not productive. the most important thing we have

to protect is the full faith of credit of the united states of america and make sure that our debt ceiling is lifted while wee negotiate the bigger things here and get to permanent solution, to tackle the big things that will jump-start this economy. i think there are areas of great commonality and i agree with debbie and i appreciate her support. debbie, there are at least six women at the table last night with the president. i think that's why we may have gotten things done. >> and there's hope. >> a lot of people think that, debbie wasserman schultz. if the women were running this neg agsz rigotiation right now, have been resolved a long time ago. what do you feel about congressman wagner getting women involved? >> no question, the women of the house and the republicans and democrats, we talk all the time. wru know, privately on the floor about how if you just put us in a room, women are such consensus builders and are committed to make sure we get to yes and are not quite as focussed on the winners and losers aspect of

negotiation that it's -- it warms my heart that there were a bunch of women in the room with the president and vice president last night. but at the end of the day, we've got to make sure, ann and i are in total agreement, we can't jeopardize the full faith and credit of the united states. we've got to pay our bills and reopen the government. both have to happen at the same time. we have to make sure and the president always said, as we identify problems that arise with the implementation of the affordable care act, of course we should work together to sort those out and make changes as they come up. we can't continue to keep the government shut and jeopardize whether we're going to pay our bills and tie those issues one to the other. that's what is going to shake the economy and really put us on firm ground. >> so one final question, congresswoman wagner. is there going to be a vote on the house floor today to raise the nation's debt ceiling? >> we'll see. i'm not sure if it will happen today or tomorrow but the

senator susan collins was among the republican senators who just wrapped up an hour and a half, nearly two-hour meeting with president obama at the white house on the government shutdown raising the nation's debt ceiling. if you just spoke to reporters as soon as she got back to capitol hill. listen to this. >> and also make sure that there's income verification for the obama care insurance exchanges to prevent fraud. the president listed carefully, he said that some of the elements were issues but he certainly did not endorse them. there were many conversations on the long-term debt problem. many members expressed concern about raising the debt limit without naming a specific plan to deal with our $17 trillion

national debt. it was a good exchange, but it was an inconclusive exchange. >> you have been here long enough and you certainly have been involved in many over the years. do you feel like something is moving here? is this the beginning of something, perhaps? >> i believe it is. after all, the president initially said that he would not negotiate. now he has sent somewhat conflicting signals about what length of a debt ceiling increase he would accept and what might be attached to it or what might not be but at least he's talking to members of congress from both sides of the isle. aisle. he may not want to kag it a negotiation. that's what i could call it and i do view that as progress. what had been so unfortunate since government closed down was that there were so few

conversations of this type. we really need to get government reopened. it's having dire consequences. they get worse with each passing day. and we cannot ignore the looming prospect of the united states not being able to pay its bills. on the other hand, we also can't ignore the fact that we have a $17 trillion national debt. >> was your discussion on what the house had called for during the meeting with the president and what the prospects of that are? >> since i was not in the meeting with the house members i really don't think i should comment on that. >> you indicate that you would be willing to sign some -- >> all right. susan collins, the republican senator from maine, just emerging from that lengthy meeting with other republican senators and president obama. just coming back to the hill saying it was a pretty good meeting she thought but inconclusive. her word, inconclusive.

so let's see how the market is reacting to the latest developments in washington as far as the government shutdown is concerned. alison kosik is monitoring the latest numbers. inconclusive, we just heard from senator susan collins. that's not necessarily a word that the investors would like to hear. >> no, but it looks like investors are staying positive. we're seeing that positive momentum continuing from yesterday's rally of more than 300 points on the dow. that momentum continuing with the dow up another 86 points. here, you put it all together. that's more than 400 points in two days. you know, one trader putting it to me this way. the proof is in the pudding with the debt ceiling deal. these games we're seeing, they can quickly turn into losses. if a deal isn't done, if a deal isn't signed, and there are plenty who are skeptical. volume, the number of investors who are actually buying in, there aren't many people on the

market because investors are uncertain about what washington is really going to do, so they're staying on the sidelines, staying away. other signs of nervousness. main street, confidence plunged. a gallup poll shows confidence dropped by theiggest amount since the leman collapse in 20008. then numbers, short-term bonds, fidelity money market mutual bonds, those bonds are due in october, early november. jp morgan reportedly doing the same, selling the short' term bonds because there's a lot of worry that the government may not be able to pay them. however, many economists do say they believe a default is unlikely. and as i said at the moment, wall street is optimistic, keeping the dow in positive territory, up 87 points. >> let's see if it stays that way. starbucks diving into a hot button issue. this time, starting a petition urging lawmakers here in washington to get their act together, end the stalemate.
