pounded by all of the rain. good morning, everyone. welcome to "early start." a special columbus day of "early start." i'm john berman. >> i'm zoraida sambolin. it is 4:00 a.m. in the east. >> we would like to tell you that washington worked all weekend and the economy will be saved and we will be all right but we can't tell you that because three days left until the u.s. can no longer pay its bills, no deal to raise the debt ceiling or open the government. this morning, there is new confusion over just where talks stand. what is clear this morning and what is new this morning is that all of the focus in almost all of the hope for a solution rests with these two men. two men who honestly hardly seem to agree on anything almost ever. senior white house correspondent jim acosta has the story. >> reporter: with the clock ticking down to debt ceiling

day, it's come down to senate majority leader and minority leader mitch mcconnell. >> i've had a discussion with the republican leader this afternoon. >> reporter: the question is whether they can get there in time. >> both leaders realize how difficult default would be, the devastation it would cause to america. >> reporter: but talks over the weekend appeared to stumble again as republicans accused reid of overreaching by seeking additional concessions over the republicans in the budget cuts in the sequester. >> now is the time to sit down and get this thing done. >> reporter: the white house says president obama was standing firm with house minority leader nancy pelosi to end the shutdown with no strings attached. tensions are boiling over. >> this is the people's

memorial. >> reporter: texas senator ted cruz led a protest over the closing of the world war ii memorial on the national mall that drew this verbal attack on the president. >> i call upon all of you to wage a second american nonviolent revolution, to use civil disobedience and to demand that this president leave town to get up, to put the koran down and get up off his knees and figuratively comuf with his hands out. >> reporter: veterans and tea party activists ground monument barricades and dumped them in front of the white house. one man waved the confederate flag. others called for impeachment. >> they gave them back to president obama by piling them in front of his house -- our house, i'm sorry, in front of our house. >> reporter: another tea party backed senator was calling for

compromise. >> i think it's not a good idea to go through the debt ceiling deadline. i think we should go ahead and have an agreement in advance. secretary of state state kerry and karzai have reached a preliminary agreement to a deal to allow american troops to stay in afghanistan after 2014. the only sticking point is karzai over its troops allowing immunity from afghan law. it's up to political and tribal leaders of the afghan parliament to give their approval. this weekend at least 42 people were killed in a new wave of attacks in afghanistan, mostly in shiite majority cities. the terror group has come back in full force since the u.s. troops left in 2011. the bombings are said to be at its highest level in five years. now iran's deputy foreign

minister says negotiators will offer a three step plan into showing the world that his country's nuclear program has only peaceful goals. didn't release any details of the plan but says it will give assurances that ryan is not trying to build atomic weapons. another tunnel in israel has been found that the israel military could allow residents of gaza to sneak past the borders for potential terror attacks. it was 60 miles long and about a year pomed tlong and third tunn discovered in the past year. they say materials shipped over there are being used for purposes like this. in egypt this morning, many questions after an american arrested weeks ago after a car bombing was found dead in a police station. hanging from a bathroom door. but was it suicide or was this something sinister? ben wedeman is live in cairo this morning. ben, what do we know about this

man and the investigation into his death this morning? >> reporter: this man is something of a mystery. we know that he was picked up in late august in the northern sinai after a car bomb went off and egyptian security services were sweeping the area. now according to egyptian official, they found in his possession a computer, nothing odd about that, but what they called maps of violates installations and given the charged atmosphere in egypt at the moment, the anti-american atmosphere here, it appears that he was suspected of being a spy. now he was held in a prison cell six weeks until yesterday when a guard at this prison in the town of islile on the sue wz canal found him hanging from his

shoelaces. they say it is an parent suicide. the egyptian public prosecutor in that city has ordered an autopsy to determine the cause of death. >> ben, have we heard from his family at all? >> reporter: well, we understand that the american authorities have been in touch with his family but they apparently had some difficulty contacting the family in the hours after they found out about his apparent suicide. we don't know much about this man. there are some reports he is a retired military officer, that he came to egypt from bahrain and that he was on his way to the gaza trip. for what purpose, we simply don't know. so it's a mystery. lots of questions and not a lot of answers. >> ben wedeman live for us, thank you very much. 7 minutes after the hour. pounding rains leading to a dramatic rescue in central

texas. the flash floods there proved too fast for one young woman and turning the road she was driving into this instant river. holly whitmore was six months pregnant and her car nearly submerge. the floodwaters. when that happened she had to get creative. >> i tried to get out of my car. my door wouldn't open. my window rolled down and he came over to help me and i just crawled out my window and walked out. >> i'm glad she is okay. if indra petersons was here, she would tell her no way nobody should be out on the roads. firefighters were in the austin area helping with evacuations. this is one of the many high water rescues they made sunday. a flash flood warning remains in effect until after midnight tonight. let's get an early look at our weather today. karen maginnis is joining us with that. >> reporter: good morning. it looks like we will see problems as far as the airport delays are concerned, primarily

welcome back to "early start." a stung arrest in a 22-year-old cold case. she was known only as baby hope. a 4-year-old new york girl found abused and murdered by the side of a manhattan highway. now after two decades, she finally has a name and police say it was a family member who

killed that little girl. here is margaret connolly. >> reporter: a break that caught an alleged killer and revealed baby hope's real name. >> detectives from the bronx violent felony squad apprehended conrado warez age 52 of the bronx and also known as adina wares. in connection with the murder of 4-year-old anjelica castillo. a child victim known for the last 22 years as baby hope. >> reporter: retired detective jerry giorgio had heard from colleagues they were close to solving the case. >> when i got the phone call, i got the nuedews, i was elated a on cloud nine. >> reporter: he was the lead detective in 1991. the decomposed body of a 4-year-old girl was found stuffed in this cooler discarded by a highway. her body was folded in half and

bound. she had been sexual abused. no one ever claimed the body. days turned to months on turned to years. by 1993 the 43th precinct squad gave the baby a name and a face. the squad also paid for her funeral. >> wasn't a dry eye in the bunch, including me, and the church was full, about 500 people in the church. she truly became a member of the community. >> reporter: anniversaries passed but police persisted and finally a break. police rented got a call on their hotline. the caller said she had been told several years ago that her parents had killed her tip. that tip led cold case detectives to find the mother of baby hope and eventually arrest the cousin who police say murdered her. at her funeral over two decades ago, assistant chief joe resnick delivered her eulogy.

in this final chapter for these detectives, they will soon replace this plaque at baby hope's grave and set in stone her name, anjelica castillo. barbara connolly, cnn, new york. a computer-generated sketch of a person is relieved in the disappearance of madeleine mccann, the 3-year-old who went missing while on a family vacation in portugal in 2007. images were digitally made with the help of statements from witnesses who say they saw the man on the night madeleine van issued. described as a white male, 20 to 40 years old. >> these are clear and i ask the public to look very carefully at them and if they know who this person is, please come forward. >> there's been a number of cases over the last few years of children and young women being phoned after being taken and held for very long periods of

time, so -- until we see evidence clear that is the case. >> scotland yard detectives have interviewed hundreds of people in this case and identified 41 persons of interesting. investigators near pittsburgh are still trying to figure out what was behind a frightening home explosion. look at this. the blast injuring two people. one at the house, one next door. this was saturday night. residents say it sounded like a plane crash and the house, as you saw there, is gone. >> it was so loud that i let go of the lawn mower and jumped, it was that loud. >> never seen or heard anything like that before. >> sounded like a bomb went off. >> the injured are recovering and police say they made another discovery nearby. investigators checking neighboring homes for damage say they found a huge atrophy of wa -- trove of marijuana plants and guns nearby. plants so big they had to stack

them up on a tarp. that homeowner is facing charges. this is an out of control college party and turned into a riot in bellingham, washington. they were throwing bottles at police and got to ripping street signs down. crazy. a s.w.a.t. team was called in and they had to use tear gas and flash grenades to control the crowd. at least three people were arrested here. two men are now in custody after a frightening shooting at a cultural festival in tulsa. five people injured when gunfire rang out at a celebration. witnesses say hundreds were light up to get dinner when that shooting began. the alleged gunmen are said to likely have some relationship with some of the victims. the tulsa area has one of those country's largest population among people of south ethnic

asiian group. he was the first hispanic to win the award pulitzer award for fiction. oscar hijuelos was 62 years old. more than 3,000 bras spanned the moss point bridge. hundreds of men and women turned out for that walk to remember those who have lost the battle and those who have won and those still in the midst of a fight and also to promote early detection. >> research says that early detection saves lives. the only way you get early detection is creating a conversation and nothing starts a conversation like a mile worth of bras. >> so true. >> very true. >> the event included a bra

welcome back. urgent calls this morning for whoever kidnapped seven red cross aide workers in syria. those calls are to set these workers free immediately. the team was in a province near elapo when armed gunmen opened fire and abducted them. the group was there to deliver medical supplies. mohammed jamjoom is monitoring

this from bbeirut. what is the latest? >> reporter: this is a worg development now. we heard from the red cross. they stated they are not going to release the nationality its of these workers yet, but we are told they had been in italy province since october 10th and they were out in the field trying to deliver medical supplies and they were actually coming back to damascus, that's when they were kidnap. the u.n. and red cross want these people relieved as quickly as possible. these are six members of the aide organization that is a part of the red cross and one volunteer for the syrian read crescent. this took place in an area of syria that has been controlled by rebels the past year, and an area where kidnappings and killings have been quite common. the syrian government believe that armed terrorists are responsible for the kidnapping.

armed terrorists is the watch-all terminology that syria uses when they are referring to syrian rebels. >> around iraq there was a debate on whether these were armed bandits or thieves doing the kidnapping or the rebel or terror groups or the organizations behind it. there have been warnings that syria is getting very dangerous for aid workers. what is the chance that the red cross will pull up stakes and get out? >> reporter: that's a very good question and very good point that you're making, john. there has been this debate going on for months now by several aid organizations in syria that are stating, look. we are trying to open corridors and we are doing our best to deliver aid in a country where a civil war is raging out of control. they do not have the guarantees from the syrian government, nor will they get them, that their workers can be protected, so

there are agencies that have questioned whether or not they should close up shop. they don't want to. they want to continue to get aid to this population that has really been devastated bit civil war but if this continues and if aid workers continue to be killed and continue to be kidnapped at this rate, you might see very prominent aid organizations shutting down their operations or at least limiting their operations. nobody wants to see that happen but, again, in this continues like it's continuing and if you have developments like what happened yesterday, with seven aid workers being kidnapped, that is going to be very dangerous and very worrying for these organizations that are continuing to operate in syria. >> it is worrying, indeed. because these organizations are crucial to moving forward whatever piece chances there are in syria between the weapons inspectors and everything else and it's awful to see when aid workers come under fire or in harm's way. mohammed jamjoom, thank you.

bills. if it does not happen, experts say it would mean economic catastrophe. now the leaders are trying to work out their own deal to try and force the house's hand. >> i think there's a view in the senate that we have to take over, that the house will get nothing done, but hopefully, if we can pass something with a broad bipartisan majority that the house will then act. >> we offered 13 compromises this week to open the government. the democrats have rejected each one of them. to me there is a big picture problem. we have the 17 trillion debt and we are borrowing more than a million dollars every minute so we do have to address that. >> one apparent sticking point is the question of spending. all this as the deadline for dealing with this grows closer and closer. anger over the government shutdown is boiling over at the

world war ii memorial in washington where tea party backers faced off with police there and the white house. the memorial is officially closed though the park service says it will not stop veterans who want to visit. they want to send a message picking up the barriers and dumping them in front of the executive mansion. >> why is the federal government spending money to erect barricades to keep veterans out of this memorial? [ bleep ]. >> we're american citizens and all veterans. we have a right to be here. we have a first amendment right to speak our mind. we are being shutdown. >> usa! usa! >> poly ko says another rally planned for later this week at the world war ii memorial will

snowstorm that it had on south dakota's cattle industry. some ranchers say the storm brought up to 4 feet of snow on the state and it may have killed 90%, 90% of the cattle. an industry group says 5% of the cattle in western south dakota was wiped out. that is hundreds of thousands of cows and most ranchers did not have insurance to cover their losses. >> they said there were carcasses everywhere and catastrophic for the industry there. this time with a weekend visit to a gun show in saratoga springs, new york, her first trip to a gun show since surviving an assassination attempt. she said it is time for congress to take action on gun laws.

this morning washington is waking up one day closer what could be a monumental deadline. the debt ceiling is set to be hit on thursday and still no solution yet to raising it or ending this government shutdown. talks are ongoing between the leaders the senate but similar talks between the white house and house republicans collapsed and the two men now trying to solve this are known to not exactly be on the same page. here is senior white house correspondent jim acosta. >> reporter: with the clock ticking down to debt ceiling day, it's come down to senate majority leader and minority leader mitch mcconnell. they have started horse trading over the deal with government and avoid a default. >> i've had a discussion with the republican leader this afternoon. our discussions were substantive and will continue those discussions. >> reporter: the question is whether they can get there in time. >> both leaders realize how difficult default would be, the devastation it would cause to america. >> reporter: but talks over the weekend appeared to stumble

again as republicans accused reid of overreaching by seeking additional concessions from republicans from the forced budget cuts in the sequester. >> now is the time to be magnanimous and sit down and get this thing done. >> reporter: the white house says president obama was standing firm with house minority leader nancy pelosi to must be clean bills to extend the debt ceiling and end the shutdown with no strings attached. tensions are boiling over. >> this is the people's memorial. >> reporter: texas senator ted cruz led a protest over the closing of the world war ii memorial on the national mall that drew this verbal attack on the president. >> i call upon all of you to wage a second american nonviolent revolution, to use civil disobedience and to demand that this president leave town to get up, to put the koran down and get up off his knees and figuratively come up with his hands out.

be. >> usa! usa! >> reporter: veterans and tea party activists ground monument barricades and dumped them in front of the white house. before a rowdy face-off with park police in riot gear. one man waved the confederate flag. others called for impeachment. >> they gave them back to president obama by piling them in front of his house -- our house, i'm sorry, in front of our house. >> reporter: another tea party backed senator was calling for compromise. >> i think it's not a good idea to go through the debt ceiling deadline. i think we should go ahead and have an agreement in advance. >> reporter: jim acosta, cnn, the white house. a deal apparently close between secretary of state john kerry and afghan president karzai to reach a preliminary agreement to a deal to allow american troops to stay in afghanistan after 2014. the only sticking point is karzai over its troops allowing immunity from afghan law. it's up to political and tribal leaders of the afghan parliament to give their approval.

in iraq, the number of suicide bombings blamed on al qaeda is rising. this past weekend at least 42 people were killed in a new wave of attacks in afghanistan, mostly in shiite majority cities. the terror group has come back in full force since the u.s. troops left in 2011. the death toll from these bon bombings is said to be at its highest level in five years. now iran's deputy foreign minister says negotiators will offer a three step plan into showing the world that his country's nuclear program has only peaceful goals. didn't release any details of the plan but says it will give assurances to the west that iran is not trying to build atomic weapons. another tunnel in israel has has been found and may be used to a terrorist attack.

the third such tunnel to be discovered over the past year. they say the construction materials are being used to build tunnels like these. in egypt now. an american man is dead. many questions after an american arrested weeks ago after a car bombing was found dead in a police station. but was it suicide or was this something sinister? ben wedeman is live in cairo this morning. ben, what do we know about this man and what is the status of the investigation into his somewhat mysterious death? use they believe it was an parent suicide. he was picked up by the egyptian security forces in the northern sinai in late august in the aftermath of a car bombing

there. according to egyptian security forces, they found in his possession a computer and what they called maps of vital installations. given somewhat charged atmosphere here in cairo and in egypt at the moment, they probably suspect he was a spy. now he was detained for 30 days and then his detention was extended for another 20 30 days. during this time, in fact, just last tuesday, american officials were allowed to visit mr. lunn in his prison cell in a city on the suez canal. apparently he did not complain of any mistreatment. now, the public prosecutor in that city has called for an autopsy and an investigation into the cause of his death. john? >> ben wedeman, appreciate it. to texas now. dramatic rescue. a pregnant woman stranded in her car as floodwaters are rising

welcome back. this morning, new details in the case of a preschooler missing for years. 3-year-old madeleine mccann went missing on a portugal trip with her family in 2007. her story captivated the world. now with few signs what happened to her, police are revealing what is the most detailed reconstruction of the case yet. erin, what exactly does this reconstruction show? she is outside london yards. >> reporter: this reconstruction is a collaboration between scotland yard and a local crime watch program that is said to be around 25 minute in length so it's pretty detailed. it even includes a local actress, a 3-year-old actress to play the role of madeleine mccann and set to be broadcast

here in the uk later tonight and in germany. police have relieved two sketches of an individual they believe was in the area at the time madeleine mccann disappeared. witnesses describe this individual as a white male between 20 to 40 years of age, of medium build with short brown hair. now police say that later tonight, they plan to release other sketches of other individuals, people that they would like to talk to. >> these fits are clear and i ask the public to look very carefully at them and if they know who this person is, please come forward. >> reporter: now, this push for information from the public is part of an exhaustive investigation that has spanned some 30 countries. police have interviewed over 400 witnesses. they shifted through thousands of documents and cell phone records and they now have this picture, a better picture they say of what they think happened

that night. they are now appealing to the public for more information to be able to solve this mystery. john? >> they have a better picture, erin, but as an enormous new effort six years after the fact. does it indicate to you they feel any closer to actually solving this crime or at least figuring out what happened? >> reporter: john, this is clearly a process, a stage in the investigation. they are asking the public for more information so, clearly, they need more to figure out what happened to madeleine. as you said, six years ago. i spoke to one former commander at scotland yard who told me that the fact that it has been six years, that could have affected the equal of these computer-generated sketches because they are based on witness accounts but the parents of madeleine mccann are hopeful their little girl will be found alive. john? >> thank you, erin mclaughlin. we hope she will be found all of this time later.

on a situation that could have wide reaching ripple effects on the rest of the world. it was center stage this past weekend on the conference in washington and jp morgan chase were there and deutsche bank and the director sat down with cnn's richard quest to express the feelings of the group. >> they all concerned because the u.s. is the biggest economy in the world, because it trades with all of them, because it does massive financial consequences for them as well. so it's an international concern that was expressed. >> you can already see the situation playing out in the short-term borrowing market. the interest rate on the one month treasury bill has been sharply higher as investors, it's amazing, saints it? this as investors are getting worried about disruptions in the

treasury market if a debt ceiling deal isn't done. big banks and companies use the t-bills to park their short-term cash they want to keep liquid and a disruption in this market could have repercussions for the entire credit market and leading to a spike on the interest rates that you and i pay on credit cards, on mortgages, on car loans. one thing that gets lost in all of this is consumer confidence. consumer confidence has dropped to its lowest level since 2008 and lehman brothers collapsed. consumers are getting a little antsy and pull back on how much time they spend and the timing couldn't be worse because we are getting into the crucial holiday shopping season. >> they cannot believe that we are doing this to ourselves. >> yes. >> self-inflicted wounds and a economy doing better than than in europe. they are saying, are you crazy? >> we are doing, quote, better, but not great. >> why would you screw it up now

permission to borrow the money necessary to pay the bills. the u.s. needs to pay its bills. will not be able to after thursday. experts say if we do not get that permission to pay the bills, it could mean economic catastrophe. talks between house republicans and the white house, they fell apart over the weekend. so now all hope rests with two men. senate leaders harry reid and mitch mcconnoll. they say they are trying to work out their own deal and try to force the house's hands. >> i think there is a view in the senate that we have to take over. that the house will get nothing done. but hopefully, if we can pass something with a broad bipartisan majority the house will act. >> we have 13 compromises to open the government this week and diagrams have emocrats haveh one of them. we are borrowing more than a million dollars every minute so we do have to address that. >> so the new sticking point

this morning appears to be on the question of spending with republicans objecting to a plan, democratic plan that would have restored some cuts in effect as a result of the sequester. the forced spending cuts. all this is happening as the deadline for dealing with this grows closer and closer and closer. >> 32 minutes past the hour. a weekend protest over the government shutdown spreading from the world war ii in washington to the white house. backers of the tea party rallied and face ofed with the park police on monday. the park service has said it will not stop veterans who want to visit even though the memorial has been shut down. the message they wanted to send was picking up barriers and dumping them in front of the white house. >> why is the federal government spending money to erect barricades to keep veterans out of this memorial? [ bleep ].

>> we're american citizens and we are all veterans. we have a right to be here. we have a first amendment right to speak our mind. we are being shutdown. >> usa! usa! usa! >> politico says another rally planned for later this week at the world war ii memorial and will involve major veteran groups including the american legion of vfw and ask for congress to end the stalemate and reopen the government. >> on hotly contested senate battle with people heading to the polls this week in new jersey. booker facing tougher than expected race. the democrat is far better known his opponent but he has watched his poll numbers plummet the last few months but still up by 12 points in most recent polls. his republican challenger is called a prominent heavy-hitter.

double ad campaign. booker's double digit lead in august dipped to 28 points and not surprising to some voters here. >> i believe that there are a lot of people in the state that have conservative values and they just don't know it. >> i'm a republican but i think lonegan is a little bit far to the right. >> he is very much a conservative and i think that makes his uphill battle that much steeper because of identity of a tea party conservative. >> reporter: lonegan is antiabortion and antigay marriage. his and his campaign's views on mayor booker seem to be getting all of the attention. lonegan fired a top adviser on friday after that adviser gave a profanity laced interview ridiculing mayor booker for having a twitter exchange with a stripper saying, i don't know. it was like what a gay guy would say to a stripper. >> i have hundreds of activists, volunteers, donors, people on this campaign and i can't be responsible for what all say but i will take responsibly so i terminated the gentleman for his inappropriate comment.

>> reporter: lonegan have been criticized for his own comments about booker. after booker addressed questions whether he was gay saying, what does it matter if i am. lonegan weighed in during an august interview. then there was the comment he made during last week's debate where taxpayers money from the suburbs and rural areas goes. >> all that income tax and sales tax money is pored into the big black hole of newark but the liberal media will say what they want to say. newark's budget is a big black hoe and it sucks in suburban taxpayer dollars and we never see it again, period. >> reporter: the last time sarah palin appeared at a party like was more than a year ago. whether she has any influence this time is when the voters head to the polls in new jersey this wednesday. jason carroll, cnn, new york. >> our thanks to jason. flash flooding inundated to texas this week.
