illinois senator tammy duckworth is set to become the first senator ever to give birth while in office. this is amazing. yeah. (applause) the first woman senator to do this, first an elaborate way ofg senators are usually men, but whatever. now of course governors have given birth before. including the governors of massachusetts and california. i feel like that should have been a bigger story. there, i just hope that she doesn't give birth on the senate floor because there is a chance that the first thing the baby will see will be ted cruz. and the baby will be like ah, put me back, put me back. oh, and if you are a music fan, elton john announced after one last tour he is going to be retiring. but don't be sad, luckily his equally talented son lil john will take his place. yeah. can you feel the love tonight. also an update for everyone. i'm sure you remember a few days back hawaii sent out a false alert that a nuclear missile was

about to hit. well, everyone wondered why it took 40 minutes for the governor to tell hawaii's residents that it was a false alarm. well, you see what happened was. >> hawaii's governor now admit yg it took so long to alert people about that false missile threat just weeks ago. >> i have to confess that i don't know my twitter account logons and the password so certainly that is one of the changes that i have made. i will be putting that on my phone so that we can access the social media directly. >> trevor: of course he doesn't know his twitter password, he refers to twitter as the social media. you know what hawaii should do, they should tell the governor that he's fired and thin after 450 minutes tell him it was a false alarm just so he knows how it feels. here is the simple thing, for anyone that thinks they will forget their password, your twitter password should just be your nickname for your naughty bit and your favorite number, like for me vin diesel 7, simple. and by the way, you like why is
1:39 am
it such a nice lead thary has to lose his twitter password, why doesn't trump lose his. but anyway, to our main story. election rigging, a phrase that probably makes you think of russia. they hacked hillary's emails, launched online disinformation campaigns and even tricked trump's dumbest son. yeah. all the other russian spies must be so jealous of the one without got assigned don, jr. okay, i emailed him. do you want to collude? and he says yes. now i use vacation days in bermuda. but as much as russia may have worked to influence how americans voted, america already has a system that invalidates many people's votes before they're even cast. >> gerrymandering, the drawing and redrawing of local districts to help ensure that a particular party gets a majority of votes and house seats. >> if both parties, there are congressional districts that are set up by the states that keep the parties in power.
1:40 am
the redistricting allows politicians to choose their people rather than vice versa. >> trevor: that's right w gerrymandering the politicians choose their voters. the voters don't choose them. that's weird. it's back to front, like getting to your uber and your triefer is in the backseat and is he like start driving as ashole, i'm late. like this chart from the "washington post" shows how ger's mannedderring works. constitutionally the power to draw district lines belongs to the state governments, right, usually their legislatures do the work and that's normal. that is when they draw those districts in a fair and representative way in a state where let's say democrats won 60% of the votes, they would get 60% of the seats in that state. that sounds right. but the law defines what is fair is pretty unclear. so if a legislature wanted to rig the system for democrats, it could draw the line so that with only 60% of the votes, democrats could get 100 percent of the seats. or if they wanted to rig it for republicans they could do the complete option, right.
1:41 am
you draw some much more complicated lines and actually give the re7 cans majority even though they only want 40% of the voted, or if you draw them in a different way, you can get a dick, yeah, which is also bad for democracy. and here is the thing, this isn't just soom fanszee pixel penis theory, this has been happening in america in real life. >> one of 9 most extreme examples of gerrymandering is the congressional map drawn by north carolina republicans after 2010. it say map that delivered the gop an overwhelming ten-3 advantage in house seats by 2014by 2014, during a rough week 50% statewide supported into a 77% advantage. >> trevor: good lord. like they found the cheat code to elections. gree mannedderring is like up, down, up, down, ab, select, boom, republican majority, baby. gerrymandering has been around for 200 years but when lawmakers started using modern computing power to draw districts they took it to the next level because that is what computers do, right. the same way how back in the day
1:42 am
you were decent at stalking your ex. but now thanks to computing power and social media, you can stalk your ex like a pro. yeah, like now its' not like i think she mid be there. it's like oh, i know she's at an all-inclusive resort sipping my ties ties with jeremy who said he was just a friend! but you know what, i don't even care because i don't even follow her. anyway, gerrymandering. today lawmakers can draw districts so precise that it includes the voters that they want down to the block. and it results in some suspicious looking district shapes. >> one commentator compared maryland third to a broken-winged pterodactyl. >> this is illinois' fourth district. stand it on end and what does it look like. >> they call it the ear mufs. >> observers say north carolina 12th district straddling interstate 58 is so narrow could you open your car doors and kim everybody in it. >> wow. that description got really

1:44 am
(laughter) okay, you see now, that say problem. for two reasons. one, there is no way that, that that district represents anything except the interests of the people bo drew tment and two, goofy kicking donald duck is disney's copy write, yeah, and you don't want to mess with the mouse, i have seen micky breaking a person's knees just for wearing red shorts. and if would be one thing, yeah, micky beating up people is funny, like a fun ideas. >> come on, asshole, let's do t you wants some of this. and it would be one thing if it was just pennsylvania but federal courts have also truck down blat ently bias district maps in wisconsin, and just last month north carolina. in fact, north carolina republicans really raised the became because they didn't just gerrymander around party lines thevment drew their lines specifically to discount black people's votes. yeah, which was really awkward for biraise people, it was like

the white half over here, the black half over here, now go on, get out of here. nick. >> i will be honest for you, for me, this shit is way bigger than russia because while russia is sending a bunch of misleading memes, legislatures in america are predetermining actual election results. and then they are making sure that they stay in power even when the voters clearly want change. like for me, that is your election hacking right there. because with gerrymandering, you may as well take sharpies to a bunch of roombas and it would be a lot more democratic than the shit that we've got now. we'll be right back. we'll be right back. >> i'm extremely excited to be captain two years in a row, i'm very happy to be able to represent the city of nashville again and i am just pumped man, i'm pumped to be an all-star again. >> you donated $10 million to a children's hospital. did you add a zero by mistake? i've done that. because i've done-- you can tell me. >> you know, i get that question a lot because it's one thing to donate and give back. it's another reason to think, another way to look at it is why $10 million, you know. and i think it comes down to everybody has their own personal life experiences. i got to know a little boy named allen schapiro through my old minor hockey coach and still close friend and family friend martin ross. and he coached them and got to know alex very, very closely and his parents and his family. and was actually in touch with him until literally his last moments before he passed away.
2:01 am
and you know, for me that made me want to give back in a different way. and really have a significant impact and not just give back, you know, where everyone could say wow, that's great but give back where i could actually make a difference. when i was presented the opportunity to do something like this with the $10 million donation and to the hospital in montreal i didn't even think twice about it. they came down the 401 to my house in nobleton, ontario and presented it to mement i signed the papers right there and it was the perfect situation to me. to this point we have helped over probably 10,000 families and raised millions of dollars so i'm very, very happy about that. >> phenomenal story. >> tell us about the program that you started in nashville, where you get policemen to hang out and spend time with young previously disadvantaged or disadvantaged youths. >> you know what, and it is so important. one of my best friends is a cop,
