and congratulate you. i think your nomination is such a wonderful development for this very, very important and neglected part of our work government. but tenacity you have shown in your career and willingness to take on projects against the odds right think sue you very well for the challenging accepted, and i hope -- arn sure many of your visits from the kennedy will not be as pleasant as the one today. know that your answers have been exactly what i was looking for is the confusion and the uncertainty and you combine that with a failure to embrace the notion of common sense and and our phones rang off the hook. when i have got guinn and i to revere that are library inscribing on the phone to me i know that something is amiss because i don't think government should ever make librarians cry. [laughter] i just think that is a bad idea generally speaking. so i want to make sure i can say how much i hope your common sense takes firm control of the situation and that we quickly moved towards clear guidance so

there are any remaining issues we need to go back and take a look at that we can do so and i think that let me give you an opportunity to speak to that briefly if he would, ms. tenenbaum. >> thank you, and i appreciate you being here and i appreciate your question. if i am confirmed as the chairman if confirmed to implement rules and regulations and issue guidance pursuant to the ec psa as soon as possible. the phones are ringing off the hook because there are unanswered questions about how certain sections of bill ball will be interpreted and what industries are supposed to do. consumer advocacy groups are concerned. everyone needs to know what the road map is going to look like. i have found in implementing legislation in south carolina and year after year once the

anecdotally i've heard and i hope it's not true that there was favoritism shown to republican inquiries as opposed to space and queries and i certainly hope that was not the case but i would definitely help as long as you are the chairman you will be very politically neutral when it comes to communicating with house, senate, attorney generals, governors, but for the case may be. >> senator, i will. my track record of the state supervision was to treat all persons that wrote letters to the state department were requested me to visit schools as politically neutral. it will be in the executive branch and i want to work with everyone in the congress and throughout federal and state government as best i can. >> that's the. but also mention observation in the chinese drywall case is an

illustration of how much easier it is to fix the problem before it comes into the united states, and now what did the car with the chinese drywall, that is in houses, running houses, running their value. the cost to the end user, the homeowner, is much greater than the cost of dry wall, and if we could have gone back a few years in time and if we had an inspector and office, you mentioned that, if we had someone to say no, that cannot come into the u.s., think about how many millions and millions of dollars that would have saved people around the country. another thing i would say before i close is i think when we talk about librarians and a tvs and other matters we talked about, thrift stores, etc., i think that what has happened that you can see is when the agency wants

properly, it can help resolve these issues before the industry gets to the chaos point but i think the last few months we've seen is with some actions of individuals to benefit cases may be statements by them use all almost panicked in a lot of sectors with people not knowing what to do, and i think you've done a good job of addressing that today, so i think that dose of common sense people talked about and that spirit of cooperation and working together resolved this and get to a resolution that's good for everybody. i think would be a great brac of fresh air. one more thing before i close and that is the chairman who senator rockefeller and senator hutchison, the ranking member, asked all senators to get their questions for the record in
