bill has decided not to present their proposal until after the fourth of july recess because they simply don't have a way to pay for it. the cbo analysis and other outside analysis, mr. president, has really revealed something very important that the plan as propounded by the administration and the democrats is unsustainably expensive and one fed did not have a way of paying for it. it'd be very interesting to see how they tailor their plan to the expenses and how they address the issue of how to pay for it. clearly raising taxes is an option they are considering. i don't think raising anybody taxes in the present-day economy is something that would be beneficial to all americans.

higher cost to patience. doctors also order expensive and unnecessary tests just to protect themselves against lawsuits and some just close their practices or stop offering services as a result of the pressure. patients lose out according to a report by the kentucky institute of medicine and it is nearly 2300 doctors short of the national average a shortage of could be reduced by reforming the medical malpractice laws. obama has not advocated the liability reform most republicans would like to see but he has opened the door to the system. none of the bills introduced in congress even acknowledge the need for malpractice reform or propose any solutions to do with the problem. finally come republicans share the president's concern how

it is a difficult job and you run into this in the extraordinary way. but let me tell you, when i question the most important part of the bill, the debts is the coverage. that will take days. under any circumstances. that is where we really have to work together if we have a bill at all and yet i think senator mccain has raised important issues, we don't have the numbers, the estimates of i don't have them, i will put it that way. is very difficult to work with this if we don't have that. i know that you know, that, but to set the arbitrary deadlines when coverage on a bill like this takes a lot of
