a senator: mr. president? the presiding officer: the senator from delaware. mr. kaufman: there's not a quorum call, is there? the presiding officer: there is not. mr. kaufman: i rise once again to speak about one of our nation's great federal employees. all of us are here, along with our colleagues in the house, have returned from a busy work period. i know that we, like all americans, appreciate the extra day off we just had on monday to rest an recharge. to spend time with family and to enjoy a barbecue. it's important, though, not to lose sight of what labor day really represents. america was founded on the belief that if you work hard,

you can achieve your dream. when american workers set themselves to a task, no challenge is too great. since the 19th century, labor day as served as an opportunity to appreciate those who have made our economy the strongest in the world. even with the challenge that we faced on wall street and main street, i remain confident in our economy, precisely because of our great workers. american workers built the canals an railroads that fueled the westward expansion of early years, laboredn the first industrial factories, weaving tects tiles an manufacturing -- text tiles. our workers made possible our soaring skylines. whenever they were called upon to serve, they laid down their tools an took up arms to defend liberty at home and overseas. today our workers produce microchips,omplex machine parts, and quality products sold in markets worldwide.

i know that american uorkers will continue to excel as we transition into a green economy. the history of labor in our country can be tol through the stories of amecans who have worked hard because they dream of providing a decent life for themselves and their families. the great labor leader samuel gompers, when asked what motivates american workers to organize for better pay and condition said, we want more schoolhouses and less jls, more books and less arsenals, more learning a less fights. in fact, more of the opportunity to cultivate our better mates. it took american workers many decades to win safe working conditions and bette wages. today the dedicated employees of the departnt of labor continue to ensure that american workers are safe, treated fairly and

have access to employment opportunities. this also includes a commitmt to protecting workers' hard-won benefits. the men and women of the department's planned benefit securities division engage in legal proceedings to make certain that employees' rights under retirement income security legislation are upheld. tts a busy office. and it's attorneys and staff work on behalf of our nation's labor force an retirees. on july 4th, 2006, christine spicer, who had worked as a secretary the device for 25 years suffered a debilitating stroke. after -- hearing and sight impaired and unable to walk. unable to perform the office task she had done for a quarter century. she could have chosen to retire on disabity. however, she was determined to return to work and keep serving the public.

christine engaged in a difficult course o physical, speech, and occupational therapy. she returned to work in 2007, and now serves as the lead secretary for the dision chief, a job entailing gre responsibility. despite lingering problems with speech and difficulty walking, christine oversees the division's payroll system, and a number of special assignments in addition to her secretarial role. she's been cited by her colleagues as disciplined and cheerful and truly one of the labor department's unsung heroes. the employees of the department of labor continually serve american workers by safeguarding their right to a living wage and providing what our dear friend and late senator ted kendy called -- quote -- "hope that the pces of their employment isot an unsafe workplace and death at an early age." unquote. i call on my colleagues and all

they thought they had chance in the wild card race. they have since lost 12 games in the american league east, seven games in the wild card race. the bullpen 2-11 in that period of time. in the seven games they have throrks bullpen is 0-5678 it's not getting it done. but it's not just been about the bullpen. there is no margin for error. offensively they're not hitting the ball they way they have all season long. they scored 19 runs over the last seven games. it's very difficult to win that way. everything haslett them down. defense, which was such an important part of their team last year, has been a big problem this year, as well. headlines, we now welcome a former teenage tennis prodigy herself and former world number two andrea yager, who is now an anglican dominican nun. now, andrea, back in 1980 you were 15 and became the youngest quarterfinalist at wimbledon, also the youngest semifinalist at the u.s. open that same year. what was it like to be thrust onto the world stage so early? >> well, it was exciting. you have to imagine with melanie's situation, cow can hear her excitement and her exuberance. if you're playing something you love and you're able to do it in some of the grandest stages across the world, i mean, wow, it's just such an opportunity, and it seems like she's just appreciating every moment, and that's why i think she's doing so well. she just has that excitement, that exuberance, the ability to put together those big matches, and it's just so great for not just the u.s. open but american tennis in general. >> in almost 20 years have gone by, but what kinds of pressures

are teenage players under yesterday and today? >> i think there's definitely pressures in the sense of there's responsibilities. there's expectations on you. i think melanie's able to enjoy this experience so much because she was ranked 221 i think last year, and she's been rising up in the rankings. she started i think 70 before the u.s. open, so she's always been an underdog some everything she's doing is surpassing her goals. and that's great. but there eventually will be a time where she's going to have to keep her seed or keep her ranking, and things definitely change in that. when i was 14 years old on the tennis circuit, i loved the experience of traveling the world, but it certainly changed by the time i was 18, 19, 20. you become more of an adult in an adult setting, and it's certainly different than the youngster you were when you got on the tour in the first place. >> an degree, yeah we just heard melanie oudin's words, "i know i do belong here." what's your take when you listen

to that? >> i love it. i think it's terrific because you look at her matches, and she's gone through a lot of three-setters. she's dug in deep. she's fought. she's persevered. she's had an injury. she's, you know, had a lot of different circumstances to deal with, and she's just shown fight, and that's what we love about athletes, we love about heroes and underdogs. they go out there and give it their all, and like she said, they're going to have the beat me, and that's a champion in the making, for someone just to say, i'm going to give it my all, i think it's great. >> now, you reached such a high antiing, number two in the world, in an interview a few years back andrea, you said you purposely avoided the number-one ranking. how so? >> well, i think... i mean, everyone has different goals in life, and mine was... i loved traveling on the circuit and i loved helping kidsment i loved going to the hospitals and helping kids in different environments, and having that

cut-throat personality to be number one in the world, i saw the toll it took on others, and i saw what it took. i was determined i could do the hard work. i could get up at 5:00 a.m. and train or stay out late and train, whatever was required for that, but i just didn't want to become someone that was soulless, and so i didn't really have enough education to understand, you can be number one in the world and a champion and be good-hearted and be caring and be kind to the world, and so i just didn't have enough education, maybe being a youngster that early on the circuit, that was the one thing that affected me, and i learned that later. you see it in so many champions now that they're great humanitarians and also great athletes. and so back then i just was kind of struggling with that a bit. >> and andrea, even though you're following a religious life, it seems like you still follow tennis somewhat. how do you think the women's overall game has i involved since the time you've been playing? >> i loved it.

you had my era, chris evert, martina navratilova, pam schreiber. women's tennis is reaching tremendous peeks, but then saab teen yeah, seles, capriati, graf. now you look at the williams sisters and the strength of the russian players, and certainly we hope melanie has a great career ahead of her. women's tennis is very strong. i'm very happy to see it's a sport you can have for a lifetime. i think melanie's grandmother is like 77 and still plays tennis. and so it's a sport that you love to see people out there and enjoying it. >> and lastly, andrea, what words of advice do you have for melanie oudin and other young ladies who may suddenly find themselves in the spotlight? >> well, in terms of her matches, i mean, try to start real well. that's just a match thing because then maybe she can win in two sets, not three. but i think she has a real good solid family background. her parents seem to be real good

in terms of keeping her life balanced, same with her coach, and same with her mindset. her mindset is this is tennis. i'm going to put everything into it. but off of the tennis court i'm stg going to be a human being. i think that's real essential. it's something every athlete should aspire to, to still be a well-rounded person outside their field. when you're on that court, you're on that field, and give it your all and perform to your best abilities and, you know, certainly give thanks to god if that's how you feel you got there. >> former teenage sensation and former number two player in the world, andrea jaeger, we appreciate your taking time to speak with us, andrea. >> well, thanks for having me on. >> top stories ahead, including where is richard seymour. adam schefter telling us why he's holding out on oakland. hey, it's jimmy football, hey.

game 2 against the phillies. it is game number 2 after the nationals fell 5-3 yesterday. lannan looks okay, a rough 7th inning shut everything down. >> he couldn't have thrown better. he was making pitches. his change-up was outstanding. hit the fly ball the right field. got the breaking ball up. he was killing us, ball to left field and drills it out from. another john lannan situation he got frustrated and gave up a lot of runs at one time. >> look at these stats, most of the last few starts for land en. he gets into trouble. >> that's the things that happened to a lot of pitchers. one inning, lose concentration and keith em. i don't -- rhythm.

i don't know if it's mechanics or get into it. this will happen. he seems to give up the crooked numbers at one time. had to learn to slow the game down a little bit, when things get out of control, step off and slow down. when it's going good i get into a good rhythm. when is going bad i have to take deep breaths and say i have control. one thing i take from that i have to learn the step back and kind of take back control of the game. >> there was a lot at play. they are building confidence in john lannan wanting him to build confidence and walking martinez. we're going to give them that last chance at martinez and it

didn't work out. >> i like that in jim, that has to happen with other pitchers also. when you get in a jam you can only pitch out when you have the experience of doing it. jim riggleman is managing for his life. he's trying to win ball games. sometimes it's difficult to push a guy to see if he can get out of the situation. jim did that last night. i think it's concentration. still a young guy. we look at john like he's been around 10 years. he's only been here 2 years. >> one guy that hurt the nats, ibanez. >> he jumps on a fastball and killed it. it looked like if you throw him anything up, most left behinders -- handers hit the

ball down. he hits it up. >> that you don't make the quality pitch on, and you know, he would be the first to tell you, he's not tony gwynn, he's not barry bonds. he's not that talented of those guys. he has to work for every about it of it and he does. he's one of the people that gets the most out of his ability and you know, i saw it last year and i see it. he's hurt us more than anybody, but, i think his numbers are indicative of the same he's done the last couple years look at the numbers against the nats. >> these numbers, it knauss yates -- that's yates me. 20 rbi, 8 home run, that's a

system standpoint, a few years back, before we were able to get those extra picks and things like that, we were far back in the standings. we've crept up quite a bit, so we're at least higher than midway in the standings in term of win/loss record. in terms of pitching prospects we have a few guys fighting back from injury, but we have a lot of the prospects and we have position players coming along which is exciting. the exciting thing they are middle of the diamond type players. >> the biggest signing was that of steven strasburg. he worked hard, now he's back up here for a while. how's steven doing? >> he's going to be steven. we're excited about him. when you have a guy with power and command, it's an exciting time for the organization.

we're hoping he will be top of the rotation-type starter. hopefully we can point out wins and he will go down for a while and head out for fall league and get his work in and we're excited about his career getting started next year. >> got off to a great start. going to arizona fall league. >> drew is a high energy existing -- exciting closer. what a thrill to watch him. i don't think he had a great day today, i saw him, he threw it up to 97 with a plus breaking ball. he's very exciting. we're excited about him. with the bullpen struggling this year, adding a guy like that, that's exciting. >> brad meyers made the move to harrisburg. what have you seen from brad that made hit the minor league pitcher of the year. >> he's always had a good year.

when we signed him, he had to get used to pitching program. in professional baseball you throw more. once he got used to the pitching program, and bought into it, his career took off. he had the good sinker and slider and it's exciting to see what he's doing right now. >> mandel everett. >> mandel, first of all, he's one of those guys where you're area scout is excite billion dollars got him later in the draft and looks like a quality pick. those are the guys you really build your reputation on as an area scout. we're excited about him. going to the fall league. good starter. in terms of everet, he will have a good story. had to fight back from tommy john. usually them come back in a couple year, it took him longer. he's not as strong, he's turned

doubles. hitting harder ground balls. >> were you able to spend time with rick eckstein last year in the arizona fall league. how helpful was that? >> it was good. i've had the same hitting coach, troy, and i went out and met eck, he said lights on areas hi not heard of before. it sparked my brain from the right way. >> anything you can share with us that he told new. >> it was a concept, getting off the your backside. i knew to do it, but putting it in my head and consistently trying to do that every bp and that's how it happened. >> what will your feeling and like when you go on the field for the first time? >> think once i get out there i want the ball to come to me. i don't want to sit out there
