to-back for washington after losing by 9 to detroit last night. interesting stat. brendan haywood had 13 rebounds in a half in a game against orlando. he was the first wizard to do that since antawn jamison did it back in 2005. tonight antawn jamison has 13 rebounds in the first half of this game. >> phil: well, there were a lot of rebounds to be had tonight. folks shooting well under 40%. but it is good to see. the guys say after i guess jamison didn't want to have brendan have one up on him. >> steve: well, the wizards coming back into this game. we will take a look at first half highlights. hawks able to get out to a big lead. >> phil: little impatient at first. their first field goal of the game. nice pass from butler to hayewood. haywood. right here andray blatche.

first in the second quarter after six minutes of play washington did kind of find the range after that. but this team, again, they are one of the top teams because they have great balance, great versatility. they have really got to it on the defensive side and that defense triggered a very fast break particularly in the second quarter. they had 13 fast break points in that second quarter. and we look at our ones to watch. said the inside play. pretty even. washington brendan haywood with a slight advantage. 6.6 rebounds. five points, five rebounds. >> steve: hawks had four steals. they ran 15 total fast break points and 22 points in the paint. so they are very talented young team. we noticed this last year, even the year before you can see it coming year by year building by some of these layers led by joe johnson. now pick up jamal crawford. so they are very dangerous

atlanta has really enhanced his production. he is a very smart player. he has hit threes again like he always has in his career. >> phil: a lot of it is about accepting your role and as i said he leads the league in minutes in the fourth quarter. so he doesn't start the game but he certainly finishes the game. you talked about the 17 points he had at boston the other night. all 17 points came in the fourth quarter. >> steve: yes. >> phil: so to have that kind of production coming off the bench it is only going to make this team that much better and stronger. >> steve: 100 or more threes in each of the last six seasons. last year jamal crawford made 142. >> phil: you're adding another three-point shooter and this is a team that was blessed with him last year. so you are just adding to that. >> steve: up next for the wizards in chicago on friday night a game you'll see on comcast sportsnet plus.

have been playing that you can give up totally wide open laps. have no idea where the ball is and throw it ahead. what i didn't understand is they were running towards the guy that was wide open. all facing that direction. but that is what has been going on as of late and that's something as a coach how do you change that? these are professional athletes. if you don't know how many baskets you need to get back. that's where flip saunders has got to be trying to figure out what do we have to do to stop these lulls we keep going through and nine times out of ten it is happening on the defensive end. >> this is the interesting thing about this and you're talking about the defensive end. these guys don't have a problem talking about offensive shots and opportunities that they are getting but you can't talk on the defensive end. my question to you then is you have been talking about this since training camp. training camp. >> talking on defense. >> right. these guys can't do it. >> seems like such a simple

prop position. >> defense is effort. you have to want to play defense. the team knows they have guys that can score the basketball. last year it was a problem. year before that the defensive end was a problem as well. this year again it is a problem. so they have to make the commitment to do it or you've got to find guys that want to do it. >> some guys may need to get shipped out to get a group of guys to commit to that end of the floor. >> 17-13 after 12 minutes. i thought peach baskets and short shorts were coming back it was so bad. as you know, they don't play four quarters of basketball they have spurts and then they make these unbelievable runs such as the case again tonight. >> the spurts, if they could bottle how they look in the spurts and continue on they would be in great shape. there in the second quarter there was that huge lull then antawn jamison just went nuts there in the third. i thought that single handedly

he was going to bring the guys back. you're right. they go threw ups and downs. sometimes they are doing well and then all of a sudden seems like the air is totally let out of it. i thought early on i thought the ball was moving but the shots just were not falling. i think a lot of that is coming on the heels of a back-to-back where fatigue factor will sink in. playing a team like the hawks they are a high energy team that likes to push the pace but i think they have to do a better job at getting to the baskets. i think those are the kind of shots that they need to try to take more of because it puts you in a situation where you force an official to make a call. the transition at the other end. you have to be able to get back and get stops. then tonight atlanta was able to knock down those open shots. they were able to do all the little things. they outworked the wizards i thought in terms of getting on the board but the wizards have to find a way to get consistent effort on the defensive end. if you're going to right this wrong. you're not going to shoot your

what is the communication. >> first of all somebody has to stop the ball. then once you stop the ball the guy says i had the next pass and usually two guys that hold it down and the guys that are not in the play have to come into the play. they can't give up on the play an say it is a three on two or two on one it is going to be a layup. you have to keep busting your tail to get back in the play. and they didn't do that then you saw joe johnson in the corner hitting a wide open jump shot. >> joe johnson is quiet but his game speaks volumes, ron. all-star. he is somebody that is in that 2010 class that will be a free agent. you've got to keep your eye on him. why so good? >> because he does everything. not only can he score with the basketball he rebounds. not only does he do that he defends on the other end. not just a guy that plays on the offensive end. he has a nice mid-range game. he can post. he can hit the long ball if you give it to him and you can isolate him and he can go one on one. but joe johnson again is one of those guys that doesn't give

continue to think about terrorism and counter-terrorism. i hope it has been helpful to others, and i hope perhaps it might be helpful to you as you think with us about the past year in obama's counterterrorism policies in the coming years.

putting my own views aside, last year i said what matters is that the incoming it administration should have the counter-terrorism strategy. houghland if you of the incoming the administration this terrorism advance the coulter is and what are those schools? how will the new administration seek to ensure terrorist is not achieve their goals? how will the new adminstration defang terrorism as a strategy and whether the new communications plans for terrorism generally and in the event heaven forbid that the terrorist attack? we did not give direct answers in the form of a public strategy but we got more than we wanted in terms of terrorism events. the silver lining of course is that our society can learn and grow more familiar with the problem of terrorism in that we hear today can develop some good indirect evidence at least abutt the administration's approach to counterterrorism is. our panel of experts who represented friday of perspectives that will help us

review your one of the obama administration in counter-terrorism. from your left to right we have clark ervin director of the aspen institute's homeland security program, michael german a former fbi agent now serving as policy council on immigration civil liberties union. priscilla lewis co-director of the u.s. world initiative, jacob schapiro assistant professor of politics and public affairs of princeton university's woodrow wilson school of international affairs in soon to be joining us, still in the middle of his commute is paul pillar former cia official now professor and director of studies of the security studies program a georgetown university. he will be here within the next five to minutes-- to ten minutes i do believe. it would take a lot of the morning to lay out all the credentials of this fine group so instead of doing that we have put together a bio sheet that many of you have picked up. you can take a look at it. essay said after a session this

morning, daniel benjamin will give as direct evidence of the administration plans, especially in light of the christmas bombing attempt and we are very appreciative he can join this. as an administrative note between our session and mr. benjamin's toka we will have a brief recess in order to reset the stage. you can use that to freshen up a bit but don't go very far because we will begin in short order with dan benjamin. what we started planning this event i can see-- conceived a simple-- look back on the year past look forward with their prescriptions for the next year and the rest of president obama's service and then go to q&a. obviously well christmas brought us and on wanted gift if you will. so we are going to start with the discussion of our top lines, what are takeaways are from the christmas bombing attempt and then look back at the first year of the obama administration, look ahead and go to q&a with you.

if i hurry up and stop talking we will have 25 minutes for each so let's turn to that first question and we will just go down the road and i will join the seeded panel. what free to do is to take away from the christmas attempt? >> thank you very much jim. i would begin this way. i think that's largely the administration's response to the christmas day incident is commendable. i would have preferred for the president to have come out sooner. it was three days as we know before the president made a statement. i think in times like this the american people want to see the commander in chief particularly one as analytical as president obama. that said once he did come out and i think there were four appearances subsequently both the tone and content it seems to me of everything the president said were exactly right. i am reminded of what william f. buckley once said that he would rather be governed by the first 100 people in the boston phone book than the fact-- faculty of

harvard in by that he meant there's a lot of wisdom that recites an ordinary americans. everything the president announced the signing a person in the intelligence community to be responsible for following up on all party leaders, more sharing of information within the intelligence and security community, checking the pisa status of known suspected terrorists and of course revoking visas when their activities is in place, tightening watch list procedures to make it easier when there are reasonable grounds to believe that someone is a terrorist or maybe a terrorist to put that person at least on this delicti list which would enhance greening and perhaps even under certain circumstances and i would argue those circumstances existed in the up the mattel case on the no-fly list and of course and hands screening protocols and the wider appointment of screening technology which we can talk about the whole body imaging and other such things later during the course of the problem.

all of it nate perfect sense. one needn't be a counter-terrorism expert. since it is so obvious in commonsensical why are they just now being instituted nine years almost after 9/11, eight years after the creation of tsa, seven years after the creation of the department of homeland security and became the national counter-terrorism center, initially the terrorist integration system in six years at the accretion of the director of national intelligence and if there is anything good it seems to me that comes out of the christmas day incident, aside from of course the abi is the fact that the plot was foiled, not of course through our own government but to the heroism of the passengers and the ineptitude of the terrorists, it is that, the incident has served began to concentrate the national mind on the urgency of the terrorist threat, and i would close with two additional

quick thoughts. one of the other good things that the administration did and there is no indication that they will change their mind about this as these investigations continue in these rekeys continue is the administration did not announce that there would be any further organizational changes. that is the typical response of government, when there are huge crises like this, it seems to me that we have the organizational structures that we need. what is lacking in the administration has been fake about this, misaccountability. the president commendably took responsibility and ultimately the president is responsible for everything that goes right and wrong and this government. it is the right thing to do morally and politically smart as well. president kennedy family took responsibility, but as a practical matter the president does not run his own government. his people lendee in tell us incent security beaurocracy youtube, ultimately it is they who should be held

accountable. the final thing i would say that leads to the top line is i acknowledge the potential danger of overreaction and the think there are times during the course of the year since 9/11 when our government has overreacted. a good example is the program when muslim men between 6945 or rounded up been incarcerated for a long period of time. gitmo is another example of that, but i am more concerned about the other reaction, which is under reaction and i think largely since 9/11, we have tended to think the fret as conaway. and again, this incident served to concentrate the mind and i hope and expect the obama administration will have new urgency to counterterrorism as a result of it. >> thank you very much to jim and cato for inviting me. i appreciate the opportunity to come. you know i think one of the things that the christmas incident shows is our intelligence community is

functional in ways that were far too similar to the dysfunction that provided the opportunity for 9/11 to occur and i think that is something that we should really focus on, that this is still a problem of correct management of information. after 9/11, the issue was originally that we were collecting the right information you have to remember after 9/11 it took a couple of years before with the government actually knew came out, so in those first couple of years what we did was unleased the collection capability of the government and allowed sis visionless collection and i think what this incident shows is that when you gather a lot of fun filtered they can't make the haystacks bigger it does not help to find this few needles that need to be found in the think that is really something that we should

take a real serious review of rather than sort of trying to create knee-jerk reactions. and, pretty much for the last almost year i guess, the obama administration has embraced this concept of suspicion lescallet shine. there was an opportunity to reform the patriot act and the administration pretty much stood behind having yet you know, put back in pretty much the way it is, pretty much any of the surveillance powers of not really been recalibrated and one of the most disappointing things that comes out of this is the statement that the terrorist watch list system works. if there is any better evidence of the terrorist watch list simply doesn't work the christmas incident should be it but you don't even have to look there. in may the department of justice inspector general issued a report indicating there were huge problems with the terrorist

center watch listing process that created error rates as high as 35%, that there were 1.1 million separate identities put on it and it is obviously a broken system and that needs to be completely repaired and to get to why that is a broken system i think is very important. and, you know i think part of the problem is i think what al qaeda has learned or what other terrorist groups have learned is they don't even have to succeed in a terrorist event any more. they can claim credit for a failed terrorist attempts and it gets the same reaction, and you know i think one of the things i think president obama tidwell was very quickly get the facts out which was different from 9/11 as far as what were the actual breakdowns that allowed this to occur, so that we can hopefully have an adult conversation about what these to be done to repair those problems

rather than sort of knee-jerk problems or solutions to problems that don't exist. but unfortunately, the statements that have come out of the intelligence community and sort of the options that were given for what to repair, don't reflect those problems. things like body scanning and things like adding more names to the terrorist watch list. if you look at what actually happened, those are not necessarily the best solutions or even adequate solutions for what the problem is, so you know i hope that we have an opportunity to completely reviewed-- review what is still wrong with the intelligence community so we can actually get the solutions that help us and don't help our enemies. and whether it is overreaction or under reaction, i think what we want to make sure is the reaction is correct to adjust the threat as it exists rather then as you
