serging for common ground with him or do you feel you guys have a connection? boykins one thing about albert is he came in and sat down and talked with me. we had our first meeting and a good conversation. i'm just going to let time go by and hopefully albert's in great shape and he comes in ready to go full speed. i'm looking for guys that are going to get it done on the field. i think we know what albert's done. he's got to have a great off-season conditioning program to stay healthy. if he does that, it will be a chance for us to get better. also coming out of the owners meeting, commissioner roger goodell said all the week 17 games and some of the week 16 games will be between divisional opponents. the league hoping to discourage teams from sitting their key players in the weeks leading toupt playoffs. goodell said this won't solve the problem but hopefully make knows late season games more interesting. basketball, both to the ntirks t final 4 on the line.

exempting medical devices used by the tricare program and the veterans health care program. we need to protect our wounded warriors -- the presiding officer: the senator will suspend. the senate is not in order. the senator from utah. mr. hatch: we need to protect our wounded warriors who rely on these medical devices for recovery and to live a normal life. i reserve the balance of my time. the presiding officer: the senator from montana. mr. baucus: mr. president, this amendment is very similar to the past two amendments we voted on. it seeks to exempt a sympathetic group of individuals from the excise taxes on medical device manufacturers. the amendment is misplaced. we already exempt retail purchases of medical devices like band-aids, glasses and all those kinds of things. this is only -- the tax only applies to large manufacturers. and the government negotiates with the large manufacturers, the government's large enough to, frankly, exact a better price out of the manufacturers.

the presiding officer: the senator from new hampshire. mr. gregg: this amendment addresses what is a core problem that we have with our health care system which is the fact that every year we cut our doctors' pay, those doctors who deliver medicare services. this year they'll be cut 21%. this amendment restores that pay so that those cuts don't occur for a period of three years. this is known as the doctors' fix. it should have been in the bill to begin with. the reason it wasn't in the bill was because the other side wanted -- could not put it in the bill because of its cost and they did not want to be in a situation where they were throwing their budget -- the presiding officer: will the senator suspend. the senate is not in order. mr. gregg: the reason it was not in the bill is because the score is $250 billion over, $280 billion over ten years. the other side didn't want to absorb that score because it would have thrown the entire bill out of whack relative to the budget.

we have come up with a way to address this doctor problem that is paid for, for three years. let's do it. let's take care of these doctors delivering these services so they'll continue to deliver services to medicare recipients. the presiding officer: the senator from montana. mr. baucus: mr. president, the senator from new hampshire and i kid each other about this. the fact is this is another killer amendment. it's apparent that it's designed to kill this bill. why do i say that? because on october 21 of last year, the sponsors of this amendment and every other senator on that side of the aisle voted against invoking cloture on a bill to accomplish the very same thing that they profess the desire at this point. also, we've been advised by the congressional budget office that it is not paid for. according to c.b.o., recently sent us a note the gregg amendment would increase the deficit by $65 billion over the next five years.
