instead of social impact bonds, weaker something called many bonds which is is simply lobby for the kids. who else would do that if we don't do a? >> just a footnote. i largely agree with art. i think social impact bonds are an interesting experience that i like the can to try to -- there is a danger for the children's community in the sense it is the only part of the budget that has to prove it's getting very, very high rates of return and yet the vast majority of the budget producing i would argue negative rates of return, talked to hundreds of billions of dollars every year producing -- that doesn't mean they're not good program for a purpose but to not having to productivity. so you got to compete by proving everything you do it's is very high rate of return. the programs of negative return don't have to prove anything. you getting this box, and unsustainable budget already, you've got to prove that you're doing well and the programs that are causing some problems don't have to prove anything.

you have to be careful if you will apply the rules proving you're getting a high rate of return, you really want to applied across the budget. that's the idea of a zero-based budgeting and incremental budgeting and performance management. i'm all in favor of it. let's not apply it narrowly to the programs we need most to succeed. yes, applied but let's appl appd across the board we don't sort of continue this on level playing field of where we allocate our resources. >> i have to stand and introduce myself. chip, neighborhood guy here. so my question has to do with the concentration of wealth and how that fits into the model you've been talking about. i present you would say it makes

the politics of change tougher, but i'm just wondering how you reflect upon it? >> so i actually, you are right all that on this and i'm trying to write more but i do think it's an issue in our economy. i personally, one of the people who believe the very unequal this division of wealth is actually one of the causes of our slow rate of growth. however, in terms of its agile impact on the issue i was talking about i don't think that that's necessary the major factor. it may be arguing it plays out and turn the politics of who gets what but i'm not sure that either because there's sort of this willingness between the political parties to go after people, a very small percentage of the population. democrats are willing to go after the rich and tax them. republicans are willing to go to welfare recipients. we don't want to touch 90% of the public and asked him to do anything. there's a danger in the arguments over the decision of

wealth and relating to all of the problems because it's against the appeal to the broad middle class. i accepting the political definition of that 95 over 98% of the population. it's an appeal to the middle class, you don't have to do anything. you and i know the middle class basically pays for most of the government and gets most of the government benefits. a large part of any political solution to these budget issues as to involve the middle class. continue telling them they'll have to do anything, always good to solve this problem about the rich or tax the rich more, i think basically dodges the issue. not that i'm not going to tax the rich more but even there i don't think the taxation system is the major issue. taxes on the rich if you go from bush to obama haven't gone down. they've gone down in other parts of the population. so to me when you're dealing with this you've got a lot about issues that has to do with monopolies, all these other issues that go pretty far beyond what i covered in this book. >> thank you. let's give them a round of applause.

something in the world that make certain people afraid of what happens when you educate girls and women. i don't quite get ther it but it naïve sink i do get it i want to read this book "i am malala" but it's been on my desk for the longest time. i just haven't had a chance to get to it. but this nigeria story again has in which all our hearts and i want to get at. i want to get of that book number one. and anjelica huston i love as an actress has a book out called "watch me" but it's the second part of her memoir. she has written it into parts and i were getting into the good stuff, the jack nicholson years and the academy award for print sees honor. i had her on tv show for the first book. i'm excited to read her book because she comes with such a rich legacy. one of the first families in hollywood with our three generations of academy award winners. her grandfather, her father,

john houston and, of course, her. so i just loved the story of generations of families that find a way to love and serve the rest of us for the artistic and creative gifts. of those on my list and right now i will try to get the audio book of my own book, "death of a king." i enjoyed so much writing this book and i've written, this is now my 17 to book but this is believed are not the first one i've done an audio book for. actually come the idea of being able to get into a booth, recording studio and to actually voice the book that you britain, i'm having some fun with it. just try to get that done right now. before i get to "i am malala" or anjelica huston, i've got to finish his audio book. when i get that done, that's on my list spend what are you reading this summer? tell us what's on your summer reading list your tweet us at booktv, posted your facebook page or send us an e-mail,
