withdrawal by israel from the palestinian territories we would like to commend the commissioner general of unra and the high commissioner of human rights as well as other indicted officials for their strong statement condemning the actions in this conflict particularly the attacks on the unra schools. israeli authorities have disregarded their obligations. they have disregarded the security council resolutions the human rights council resolutions and they have only continued to pursue their course of action. it is as if they think they are above the law. the military actions against civilians in gaza are unceasing.

the obstacles facing the civilian populations only continued to increase. it is a humanitarian catastrophe. it's time for the international community to say to israel that it must stop the violence, it must stop violating international law. these aggressions cannot happen again. they cannot be repeated and we need to take action so that a durable peace can be achieved. and this in accordance with the relevant resolutions. the humanitarian situation in gaza is catastrophic, very dramatic and as described by president abbas as a disaster sound. it requires basic services.

and this is -- this situation has unfortunately been the prevailing situation for a number of years now. we need to put an end to the israeli aggression in the gaza strip. we need to find a solution to the existing humanitarian crisis the embargo and blockade need to be put to an end and the crossing is to be reopened so that the people of gaza. fault. third, targeting shelters and facilities of the united nations. i was head of the united nations in '94 when the shelter was bombbarded by the israelis. and forth, not cooperating with international investigation. it happened with reports before and they are not intending to cooperate with the commission on inquiry. why is this repeating? why is this happening time and time again? because there is impunity and others look to the other side. we were discussing two weeks ago and we determined that no body should be left behind. i hope that we still mean no body should be left behind and this is why the arab group was

insisting within having occupation within the group. and by no body left behind i hope that is no body is left for development and in gaza so that impunity continues. also a year ago, we were discussing and the general as m assembly voted on the arms trade treaty. egypt and the arab group were insisting on including the crime of aggression within the criteria but again it wasn't included and now we watch that some of us supply ammunition and weapon for this awful aggression that is happen. we do commend those who have reviewed previously arms contracts with israel and we do condemn those who haven't.

second, we do acknowledge there is a legitimate right of self-defense for everybody and this of course includes israel but includes the palestinians, too. the killing of civilians, children, women, and men and the elderly and destroying of humanitarian facilities is not self-defense. that has another name and that is war crime and shouldn't go without impunity. third, i would like just to briefly thank the egyptian efforts in order to reach the cease-fire. thank god we have agreed to 72 hour humanitarian truce. we are in the 30-something hour and hope it would hold and hope it would be extended. we have delgrations from israel,

east. this has been characterized by increasing tension, increasing violence and the expansion of extremism. we have been -- we need to assume our responsibility, our obligations with no double standards. we do not have any other options. this is an ethical and political obligation that we have and we must fulfill in according with the charter. the security counsel is responsible for piece and and needs to resume responsibility. we would like to call on the members of the security counsel and along with the international community we would like to call for a cease-fire and peace.

we need to provide international humanitarian aid and it is able to reach the people of gaza and we need to take action in accordance with international huma humaneitarian law. there has been a heavy toll, the overwhelming majority of victims have been civilians and we have seen a number of deaths in children. as the cease-fire agreement was reached and then quickly violated and that is of something of concern for argentina. we believe the latest agreement on the 72-hour cease-fire is important. it isn't about whether or not we are optimistic about the future

prospect or the end of the conflict. what we want to see is that this 72-hour truce is respected. this general assembly and the security council must take action. we cannot wait. they need to cooperate so that we can put an end to the violence and so that negotiations toward peace can begin. how can this be accomplished? mr. president, the security counsel through resolution 1860 of 2009 has taken some action in this regard. and all of this provision now need to be fulfilled. the regular flow of goods and persons need to be allowed at border crossing. the weapons and ammunition needs
