career politicians together without having a goal in mind also supporting the constitutional line item veto to help residents cut out unnecessary spending in a constitutional way. will we need to do to get by budget priorities in line is to prioritize to demand accountability in to not have everything centralized at the federal level. as it relates to our deficits to pay down the dead of the grandkids to move forward we have to get this economy going again. it is in growing and hasn't been talking about fewer jobs than seven years ago there are 13 million fewer working and the economy this

mr. hays we have to secure the borders. no question. but i also believe that the same time that the to do with the guest worker program there are numerous examples of fighting in the field because we don't have enough workers to do the hardest. there are things we need to do. yet they are committed to find away for the immigration program if we could just get out of the way to sit down but we care about our problems that need to be dealt with in the

future of the country is relying on. and to come up with the reasonable and administrative approach to dealing with the administrative with those issues to deal was the economy they can be done jointly. it is a to sighted approach in a bipartisan way. hill: it is one of the issues that split is our party's. president obama in my judgment has not been a leader here. into focus on the security of the border the humanitarian crisis with the american mexican importer

and by a encouraging to take the risk in the breaks my heart to see those kids. it is a humanitarian crisis. in securing the border is the top challenge that we have to move beyond that to solve the humanitarian crisis. to do what democrats will do the lot that allows the men to get to the border in the first place. in the president was opposed to it just playing politics in my view. he is not providing leadership. >> both said the trade and also ph.d. and research to make it easier legally. people wait in line for

years to come to this country. years. small rooms in hong kong. featherweight years and it is wrong to do anything to except anything but legal emigration and figure out a way to promote legal immigration and secure our borders. standiford: certainly not building a sense there are two sides. one would keep us in one would keep other people out. i don't want to be capt. as i want peaceful people to be kept out. whenever millions of people break a law millions of peaceful people pray tell lot because there is something wrong with the law itself. but this is new year prohibition, it has created

millions of criminals quote-unquote and creates the entire underground of criminal activity to sneak people inside. people snaking across the border in their desperate to get here so then there is criminal activity at the border. we can either redouble our efforts which are not working to secure our border with a national identification card, increase the invasive application that we now have four jobs to prove your citizenship before you can work. or change the law itself. our economy is demanding of these labors, and they want

to be here. and if we don't change of all we will simply spend more and more money on this problem without fixing at. hays: this is a perfect example again of what we can do when we work together instead of trying to promote discord and rancor and the reason that i first indicated that wanted to run. we have a commonality of purpose and one of the first things i was as well running for congress and what would be the first thing i would do when i got to washington? that i would find a republican member of congress to make a friend. there is too little relationships working together to recognize the

future of the country is more imrtant then the future of the election parties come together that we have things we have to do we don't have time to waste and to get them accomplished spinnaker arkansas proposal to raise minimum-wage it is receiving support for the federal minimum wage. why or why not? >> i support raising the federal minimum wage that all labor markets need to have flexibility to raise that minimum-wage deters the steppingstones for the end is people in our society to develop skills and dignity for greater work to move lives for word for opportunity. to raise that minimum-wage teachers that.
3:41 pm
the cbo says between 500,000 and 1 million jobs to raise the federal minimum wage to the proposed level. that concerns me. also raises consumer prices because it might deter hiring new people at that wage rates it also raise consumer prices and the least among us make it harder for people to have extra work to have extra revenue and their raises cost with a tight budget. is the cbo says that persuasively. standiford: another government intrusion into the free market to set the floor on wages.
3:42 pm
wages are private contract between the employer and employee. employers should be allowed to bargain that they are willing to pay and the price that they're willing to work for. minimum-wage simply pushes people out that don't have the skills to get the lowest paid jobs. the implication that people try to support a family on minimum-wage it is almost never the case. the vast majority of people on minimum wage is the middle-class young people starting out working minimum-wage jobs through high-school and early college and almost never affects those people that try to support a family on this and come to set
3:43 pm
arbitrary barriers to keep kids from getting the skills they need to move up the ladder is one more example of the feel-good lot where the government steps in and today's -- raise the minimum wage but if that had a positive effect at 15 or $20 an hour and why we wouldn't do that? it should be obvious we should not have a minimum wage to begin with. >> is incredible that we're not in favor the the vast majority the of voters support raising the minimum

wage $6.25 an hour then do what they dollars $0.50 there was a young lady on this campus last week that said she had a 40 hour week job and still cannot make ends meet trying to go to college that is less than $1,000 a month before taxes in terms of what the arkansas minimum-wage about the second lowest in the country support raising the minimum wage i have signed a petition and it is a travesty to work full time to understand where my opponents are coming from it actually helps the economy or gives them the ability to earn a livable wage to take your family is maybe you can make on $6.25 but with two
3:45 pm
or three jobs at that rate so i strongly differ with those two candidates in terms of minimum-wage for arkansas deserves a raise we need to support that at the polls and i am in favor of raising an hour minimum wage by implication we raised it at $8.50 then that would raise the federal minimum wage. i know the maximum and are the magic number on the federal minimum wage a hope we get together in a bipartisan way better hopefully those elements would raise in terms of my support i hope arkansas and joins with me to make that happen. hill: this gets down to what is the best way to help young people develop skills and opportunities and what is the way to help our families to better? if a family is truly in

poverty that of minimum wages not the answer it discourages the advancement the earned income tax credit is a much more effective idea to help poverty families grow in their ability to earn more incomer have more opportunity. schools that don't fail kids. and don't get the education that is why i support literacy efforts. when you recycle the work force improvements and change the tax code nationally to encourage but the manufacturing base here for more jobs and more opportunities. >>moderator: the next question goes to ms. standiford. >> which of the american policies regarding isis was sacrifices should americans not in uniform the gas to make to pay for the policy?
3:47 pm
standiford: not in uniform? i think america's response to isis as thomas jefferson said friendship with all countries and tinkling alliances with non we should defend our citizens not going around the world policing the rest of the world. i don't think the average american should make any sacrifices to deal with isis government intervention once again in the dictator's and then to take them not from the middle east. government steps in to create the worst problem to

go again and again and again to solve the problem and never gets better until the military budget bankruptcy less so what we should do and then a throwback to these policies indent keep a strong defense said that is all. hays: the security of our people is critical we witnessed on an 11 but it is taking place on the homeland and that was of prime example that we cannot always protect ourselves like they're reaching out
3:49 pm
now the goal of isis is to attack us to do damage to those in these united states. i had a chance to serve the end of military i was a captain in the reserves and proud of the men and women right now we're using technology to do battle rather than have them create the situation we experienced from 9/11. the world is too connected whether we put people in harm's way we have done that before we need to make sure those in the geographic area are partners we are

aggressive to protect our homeland in the way we know how andros partnerships of those who have the greater stake. hill: i will echo the pride of our armed forces but the terrorism and isis problem has been made worse over the last couple of years with the lack of leadership from our president. the decision of syria created a spot for isis and allow them to explode in syria to move across to iraq. the lack of leadership with the status of forces agreement with the strategic of ground support and it
3:51 pm
allows it to blossom to make it clear and present danger and therefore we must be behind the curve to rollback isis now for a clear strategy to achieve that and what role the american end military plays and what congress has in that strategy with that overwhelming chance of success if we put that together then the leadership would be essential to roll it back but but people are in harm's way that we have boots on the ground we're risking lives for our country in a way of life but

to be worse then the u.s.? we have seen in boston, a ft. hood and out here. and then to do us harm. standiford: all this interventionism is stirring a hornet's nest the more we stick in the stick the more it will swarm. we have been in the middle east decade after decade intervening but it is protecting interest which is the euphemism for oil protecting our security interest in oil. we cannot create safety by going around the world these people are angry and the

example is north korea. and the non interventionist is switzerland. there are countries around the world the don't have a problem with terrorism that we have. >>moderator: we have reached the point in that evening we are prepared for opening statements again by prior agreement by random selection. hays: thanks to those of you watching i want to underline again my appreciation to my wife and daughter and the three grandchildren that inspired me in large measure to get into this race because their generation is not being taken care of.
3:54 pm
and with that this functionality and do we don't care about problems we care about party and partisanship but that is wrong. and we took care of solving problems currently democratic or republican if there is a problem there is it needed to be solved that is exactly what i need to do and we need to do. we don't need to worry about the next election but the next generation. that is what i intend to do with all parties to take that experience to bring people together to solve problems for all of us to live for those grandkids and i have been their generation in. tomorrow is of better day
3:55 pm
the problems here facing are too complex than to worry about solving those problems. and every day that i get up to work and certainly those in the second congressional district we want to work for jobs in the future of the country and we will do it to. god bless america. standiford: from ebola to a isis government sells fear. it carries the implication without government a disaster is about to befall us. you're both candidates describe ways that they believed the government should step in to fix the economy and immigration

amenities have to do with defending our rights. this weekend i met a couple who emigrated here from poland and share that was running for congress and i was nervous to be here today. and they told me because of the things they have seen they wanted me to be here to speak for overreaching government they wanted me to me that voice. i am honored and humbled that i am here to speak for them in for my children i want them to have the freedom to make mistakes. the one to speak for the unborn children and we are birthing with massive amounts of debt without their permission.
3:57 pm
we did not have the moral right to board and those who cannot speak for themselves. i am speaking for all lot a silent voices. please stop thinking government is the answer to the problem. it is meant to defend your rights. that is all. hill: i am in this race because i care about our community, our state and want to serve the public i spent 30 years bringing people together as an adviser to president bush 41, a civic leader, a chamber chairman and to bring the dreams to life. in a doctor's practice i

believe strongly in our country the freedom of our country and i know i can be a change agent if the people of the second district trust me to represent them in washington in part by know how to cut down the regulatory burden i have been on the front lines of under regulation -- overregulation and to cut it back as a business person also tax policies and to get this economy rolling again. i know i represent a clear contrast in this election somebody who has been there done that to build businesses into understand the burdens of the washington wet blanket led by obama over this economy. i am not a career politician i am not tax-and-spend liberal i want to do something to make our country better in the areas

of fewer mandates, more choices, less government one-size-fits-all solutions more opportunities for all people and that is the person from the second congressional district want to represent that comes from the community that is a job creator and a business person to take common-sense conservatism to washington. >>moderator: thanks to all three candidates for appearing on our debate and also the journalists for your contributions and university of central arkansas and the ruml's performance center. thanks for joining us this concludes our program. for the debates for the second congressional district. there is more coming up. goodnight. ♪ ♪
