could be a positive thing or with the u.k. involved is counterproductive? >> i don't see enough of the intelligence practice to judge the effects of manpower. i just know what i read in the papers. it is potentially double-edged. but not necessarily read to have both positive and negative so with principal
1:04 am
1:05 am
>> of the legal foundation is sound which i think they said it was then militarily it makes sense for the same purpose of a containment strategy to do that. you are aware that the current size and structure of the majesty's armed forces are those structures of sufficient size to deal with a crisis such as the current one in the middle east? >> i would say the fact that we're buying though wrong planes in rabat to a brand new sparkling plane as a
1:06 am
cost-saving measure i was eight under the current circumstance that is of false economy that that concrete block ended up costing as much as the done originally. >> that is pretty definite condemnation. [laughter] could i just take it a bit further? if there are further development in eastern europe that calls part of the nato mission or perhaps further troops in response to the ebola crisis are these are forces sufficient to do all three missions effectively? >> that does leave the
1:07 am
undefined effectively and contributions and how you define the mission. batiste european is interesting it depends on the threats fortunately from one year ago the way the forces were operating and as far as i know of a first world country touche describe how they would in gauge in the high rate of more. the big worry i have is not the capacity of our armed forces but to organize a coherent plan rather than an approach because i think that whole nature plays to with strength of the soviets of a russian system. [laughter] freudian slip.
1:08 am
[laughter] and exposes what i perceive as a chronic weakness in the british system that we don't have the executive culture to create a plan beside the book have just written on that topic that i submitted as evidence to the committee. do we have enough forces? if you're asking treacly the military involvement in that campaign is small and precisely targeted because as it is applied that battle has already won when you sufficiently motivate that population as in georgia and crimea and suddenly the game is lost. i did not see massive takes
1:09 am
rolling across from germy -- germany but this is classic stuff. in that sense with precision and all applications in support of the host countries. >> i wonder if you agree with one of our recommendations there should be regular nato exercises? not a permanent base by regular nato exercises in the three border countries? >> actually i am very surprised that nato has not put the troops already. as the human tripwire they used to be the basis a force designed to represent every nation that will lead to play for that purpose i am
1:10 am
surprised they're not there on a rotating basis in the baltics already. >> the three witnesses shared more equally troubling and i thought. [laughter] >> with those three witnesses to say what is happening in iraq and syria is too little useless dangerous. in all your discussions and your talks in recent weeks anyone who enthusiastically supports? back not in the terms the arresting. >> in what terms?
1:11 am
can you think of anyone at all? commentators are dictators are politicians? to say what we have agreed to do that air strikes is the right thing? him that they think those airstrikes the problem is it is a disconnected to the containment aspect. >> that brings the full public session to a close we will continue every discussion with the general but dr. porch? excellent. we think the public for coming and colleagues if they need to go.
1:12 am
1:13 am
>> and with the itc c-span2 a question of the ebola virus is approved we need a national one pair health care system? we have just seen much happens in texas with the capitalistic health care and now it will cost millions and millions to clean that mess up. >> regarding ebola and hospitals not being ready to it could have been nine years ago. there is a book called pandemic she went into how the hospitals are not prepared readiness for nothing we have a shortage of doctors and nurses we were not ready then and we are not ready now.
1:15 am
>> moderator: good evening from illinois the first to form all broadcast dates for the candidates running for congress and the illinois district the candidates are state representative representative bost and green party candidate paula bradshaw and incumbent u.s. representative -- representative enyart the candidates will be questioned from the newspaper and ws i u radio. i will be your moderator tonight.
1:16 am
again with a two minute opening statement the order determined by drawing before the debate representative bost has the opening statement. bost: to the governor of illinois a and the fellow democrats for putting on this day i look forward to talking about the issues and i present our opinions and our views. whenever it came time to decide if i was going to run for this office, it was a tough decision. the family and i sat down to talk it out. people ask why are you looking to do that? i have nine grandchildren and this country is not headed in the right direction for them to have a future they need whether jobs are dangers overseas, our borders are out of control. i feel it is my responsibility as a
1:17 am
grandfather to work for them and you. to try to make it better. that is what i am asking you to do i have been meeting with the people talking about the issues realizing problems and concerns of my past experience believe me i heard plenty and their problems and things that need to be done but i will tell you this job as a servant's job. and the person that holds it pays to remember to keep in constant contact with your constituency and to do that by attending meetings having town hall meetings and being a good servant but whether it for to tonight's debate to the opportunity to answer many questions i believe will be asked tonight. enyart: i also like to think the sponsors this evening
1:18 am
and of course, i like to thank the league of women voters for sponsoring this. and also my opponents paula bradshaw for your many years of service in the medical profession as an emergency room nurse and kudos for a great career. thank you for that. and mike, congratulations to you thank you for your nearly 20 years of serving the state legislator and springfield. when i was asked to run for congress to years ago, i a left a job i've loved as commander of national guard, major general to take this on. i very early learned i was walking in the footsteps of giants. was walking in the footsteps of legislators like paul simon.
1:19 am
southern illinois a expects leadership like that. southern illinois expects a statesmanlike that. it has been a learning experience for me to walk in those footsteps. as a politician, it is awfully easy to make promises. so what i will ask you to do is examine the promises and then look to performance i have been endorsed by the illinois farm bureau because i promised i would support agriculture in i have done so as part of the successful adoption of a farm bill the first time since 2007 and promised that would support the coal industry. of the three candidates and the only one that has the endorsement of united mine workers of america because i have followed through on the process i promised with veterans and i followed through.
1:20 am
bradshaw: hello. thanks to everyone who'd put this together right now in hong kong thousands of people are on the streets because they want to bring more democracy to their country. their tired to have their candidates picked that we have the same problem in this country it is hard for third-party candidates to get on the ballot. if you do people will tell you that you cannot win. they don't like you to win so why should i waste my vote? you are just as boiler. but our candidates here and not picked by the government that big money and dick durbin said pace at the bank's own this place. but i call for a sales tax on wall street to raise money and i call for a progressive income tax and
1:21 am
the publicly owned money supply so we can balance the budget to pay for needed services. the banks will not own me. big blue whale gas and military industrial complex also has an influence on congress we call for renewable energy an end to trillions of dollars on aggressive wars overseas. we call for unemployment so people are not forced to work for poverty wages at fast food places they will not buy meet either. i am paula bradshaw and big money does not approve of my message. >> moderator: it is time for questions each minute - - canada has two minutes to answer the first is for
1:22 am
representative bost. >> we will talk about international policy. policy now across borders is based on ideology. one of the most dangerous groups include isil basted in this area in northern iraq leon pineda it stated he believed the u.s. shouldn't armed assyrian moderates early on but the plan was rejected by president obama. so are air strikes enough or do we need boots on the ground? >> i wish we could all go back and that there would have been troops ellis' left is a police force to not have those young men and women have their blood shed. i will tell you as i believe
1:23 am
airstrikes are one path right now as elected congressmen, we have to look over each situation and to make a decision and explain this. as a marine we come from a side that i a understand military force and why it is important to handle this but i also comes as a marine father on the day that my son was probably one of the worst days i felt in my life. because i would have gladly when you walked through the airport went in his place but i did not have that choice. in this job he will have the choice to understand everybody that might be sent when he makes decisions it is someone's child whether a son or daughter. we do need to make sure we keep it under control, the battles occurred not on our
1:24 am
soil and make it safe we have to be very careful which will be handled this. bradshaw:. >> for 13 years we have given up liberties, we have trillions of dollars in debt and killed over 1 million people around the world and now 13 years later we are still the save? we are spied upon emails and phone calls are collected and still less safe? let me tell you give me back my freedom. is that nsa collecting phone calls on everyone in the world could not figure out 20,000 jihadist would cross the border than what good are they? what good was a to spend all that money if we're still not safe? i say give me back my freedom and stop the war. with the syrian moderate rebels that is obviously a misnomer anyone killing
1:25 am
people is not a moderate there are moderates their working through the political process to change their country. they have a parliament in syria and some have been elected that is a political moderate but a person slitting throats and cutting off hens and united states should quit funding them and giving them arms for three years united states has been helping to back these moderate workers calling them peaceful protesters even with 600 dead pools lease officers then they switched to moderate rebels now we're told they gave the alarms to isis so the solution is to give more arms to the moderate rebels? said understand the thought process the best thing we can do is quit finding the rebels can tell our friends saturday arabia and turkey
1:26 am
and jordan and the rest and uae they also need to quit finding them and syria could take care of them. enyart: the last five years of my military career i spent as a commander in the national guard was my duty to train our young men and women into combat so to take this seriously as delays serving major general retired in congress have an expertise that no one else has. we tend to look for immediate solutions and i think what we need to do is if remember the history and look at the testament this has been going on in the middle east not for
1:27 am
generations or centuries but thousands of years so we cannot expect to fix that next week or next year it is a long-term problem and solution that we cannot have terrorist controlled large swaths of territory to the middle east to export that to our shores or butcher our citizens to may happen to be there. one year ago over the labor day weekend i've their back to washington d.c., left a parade to take a classified briefing on syria. it was a hot topic the president talked about going in then that people were opposed the listened and did not go win. today the mood of the public has changed and i think before we put any boots on the ground i am glad to see
1:28 am
the arab league stepping up with this problem to control terrorist those nations will have to put their boots on the ground. we have to provide the air support and the intelligence and logistics to help them curtail these terrorist. >> moderator: the next question is from jennifer for paula bradshaw. >> it was reported that patients treated for ebola in the a solution unit has died. the first person to die from that disease is the government doing enough to protect the americans from west africa until the disease is brought under control? >> yes. that should be a no-brainer if you have of virus killing people and you want to stop the spread then you stop
1:29 am
letting people fly from one country to see another. as far as the guys that came from liberia, and he brought the virus with him and the proper public health response is it was under quarantine. and the public health departments lap to sign on the door a and it said rear-enders quarantine. that is how we dealt with it. no one was allowed to come into my house i could not leave then they took the cyanophyta that is that you deal with it. as far as putting the people in liberia is under control other places with they had a civil war that destroyed the public health system perk you have to have a strong public health system for public health.
1:30 am
they should do in liberia what they did in nigeria and you quarantine people you don't drag them out across town. the problem was the people in the house wanted to go shopping for food but the proper thing is to take the food to isidor of the house of united states wants to help with the attitude giving food then i can see that that the ridiculous this i thought it was when it wanted to do send troops tuesday about evil now they wanted to stamp out a virus? it is ridiculous. >>. enyart: the ebola virus i was asked about this by a reporter a week ago and the reporter said what about the humanitarian crisis? i told a reporter the ebola
1:31 am
virus and papyruses 90 humanitarian crisis it is a national security crisis it is incredibly dangerous we have to immediately swing into action to quarantine this and get the problem solved because the rapidity of which it has spread is striking and the fatality rates 90% it is incredibly dangerous. currently it is a disease borne by bodily fluids but if that would make the jump to be airborne, the rapidity of which that could spread around that of world is incredibly frightening. i think this goes to show i have known about it for years we have managed and it has not made the lips and it begins to make today.
1:32 am
i think that we have light behind in research to insure the cdc is properly funded and has the resources the necessary to help isis we need to do medical research and development and unfortunately might apply endorses the paul ryan budget that slashes funding for research and development and then it wondering why humans to research miscall its environments when we have the virus running rampant. >> but there you go again i never said i supported that ryan budget and that is some
1:33 am
light. back to the question i will tell you that is an issue i am very much paid attention to my brother-in-law died as a new share a bet justine has been an think it could nin's everything checked out. but s.: manchin to you do have on hand tree in liberia that the cdc does need to be involved with to try to fight this. but yes the president has the power to control our borders and to stop the influx of anyone from those countries. i believe that should be done but i never supported the paul ryan budget by the way. >> this question anger comes from a democrat reader and
1:34 am
implementation of common core standards with a debate of the new system to help bridge the gap between students in american schools many are wondering what will the federal government have with education? what is the stance on education? should be if strict federal standards and what role should the government pay -- played to pay for it? >> i have heard a lot about the coming four with the testing that goes on and schools. but of course, he immediately goes to him but the problem we have in the schools today is there is far too much teaching to the test we're not teaching critical thinking skills we teach them to take a test. you can take that test and
1:35 am
be good at that but that just proves they were good at taking a test does not prove you're educated or good a critical thinking skills. i have heard that same complaint from school the administrators and parents as i have gone around the district. as i talk to employers, they want skilled and trained folks to have the ability ability, you can divide a problem and can master skills. at southwestern illinois a college a couple weeks ago i met a yawn -- young lady named john working as a housekeeper in the hotel and minimum-wage, no 40 hours a week through stamps to kids at home did not have money to put gas in the car. but she took a course in welding and today she is
1:36 am
working as a robotic welders operating incredible machinery making a good middle-class wage with fringe benefit package health insurance, retirement plan, that is what she has done to obtain that training i have sponsored the jobs data and the work fact that both focus on those kinds of training which work with communities colleges be a great community colleges representative bost whether common core or not a child left behind i am a big believer the federal government should not be involved with this level of education. a should be handled that the state and local level. who better knows how to educate our children or the unique situations that each school district faces? and our states.
1:37 am
i know there is the great big dream to build this big government that will come to take care of education. but you cannot paint that broad of a brush that is the problem and i believe there should be controlled at the state and local level. >>. bradshaw: that is why the state of illinois says we will not take any federal money to help us out. i can tell you the unique situation of our local schools are starved for funds cutting programs and laying off teachers and they have to reach into their own pockets to buy supplies for the kids. the federal government should put funds into the school -- schools. although coming course sounds like a great idea there should be up a common
1:38 am
set of things every child knows how to do. reading and writing and some civics but of course, in court is about selling the test in teaching to the test and the teachers don't like it the kids don't like it it turns the schools into cheats and liars three never had the widespread cheating before and tell the federal government said you kids have to get better every year. so what will they do? lose funding? they like it is an atrocity and it should stop. we need to get teachers together with administrators and parents to figure out a better way and i think schools should be about helping every child reach their full potential for whatever method works best for them.
1:39 am
i don't think schools should just be places where they churn out little robots for the employers' benefit. >> this comes from a reader reader, republicans in the u.s. house have repeatedly voted to repeal the affordable care act known as obamacare in the effort has stalled in the democratic controlled senate to support the act and what action is needed if you are elected? representative bost when elected i'm only one of 435. so you try to have to work within the confines of working with those humble sides of the aisle to come up with a sensible plan. but the idea of obamacare having health care that is affordable and portable to deal with pre-existing conditions is a good idea
1:40 am
but the problem is the system failed tremendously. do we want to repeal and replace? board have small changes to correct what has already been put in place experimenter 60 bills in 10 of them were repealed. and those that have some type of modification or changes laying on harry reid desk. our congressman chose to vote for only one and a rare we delayed the implementation of businesses. let me tell you i do believe right now what the president is doing as far is holding the bill and changing it after the fact is not right. idle think it is in his power but that being centcom
1:41 am
we must make sure we work together to find a solution to quit the gridlock. so the senate has to pick up the bills before it ake negatively impacts businesses and whenever it is not available with all the problems putting regulations with that. >>. bradshaw: obamacare is an example to use with the american people want to screw them over just like a child left behind everyone once education and health care but was never about providing health care for the people of america but providing subsidies and giveaways to the insurance companies. if america really wanted to provide health care to the people of america they would
1:42 am
trade more doctors and open more clinics to make sure the public health system that the water stayed clean we would never ever think of fracking because that would be an outrage to public health that causes so much as the with coal so if we really cared about public health we would make as healthy country and train more doctors but it is interesting one of the first things of obamacare implemented was $50 billion to force every hospital and every doctor's office to go to computer records and they had to drag as kicking and screaming it is so inefficient and ineffective i know the reason the hospital in dallas did die
1:43 am
catch the ebola victim because nursing computer programs did not connect to the doctor computer program so the owners said he had been to liberia the doctor did not see it that is obamacare for you. it was a big boondoggle with the health insurance companies and computer program people. >> i need to back up but i think i heard representative bost said that i lied when he endorsed the paul ryan budget but and a couple of weeks ago they handed meatus brochure. with my campaign staff has that brochure and done the very back it says number one of the vote for their grand budget in number two would
1:44 am
vote to repeal the a see a. i was not in congress when obamacare was adopted. however we have 56 and and mike is wrong it is not just one i voted for there were a few but the administration was wrong when it needed to be corrected i corrected it. and there is some provisions federally official but you can keep your child on your own health insurance and of the child is 26 per gram of a very good friend whose wife had cancer years he died 10 years ago but she recovered. she would not be insurable today if not for obamacare.
1:45 am
how about a child tickets terribly ill back then there was a cap on what could be spent on health insurance. that has been eliminated because of the ac a if you have a child who has a terrible disease or have cancer in required to go through incredible amount of treatment i have the red card i have to stop. >> paula bradshaw the department of veterans affairs have been widely criticized for secret waiting list that hospitals elimination just a few miles from the local hospital here which has had its share of problems what confidence you have the new leadership is taking appropriate steps to clean up of veterans administration and what changes would you make? >> that ties into the last question talking about public health into open
1:46 am
clinics have also should have mentioned the green party calls for to the medicare for all instead of obamacare you simply take the medicare act to take away the age limit of 65 that would solve the problem of the age limit and preexisting conditions. and also with the veterans administration was one single force of medicare in this country everyone was entitled you would not have this hodgepodge of health care providers. was waiting list we have those in private care. my mom was stalled she might have lung cancer they gave for an abatement for months down the road because there were none earlier than that.
1:47 am
so for four months she believes she has long cancer in this is the best system in the world? we need more health care providers as well as the single provider health care insurance. enyart: and get promises and performance immediately after was elected, and before i was sworn in the went to the marion virginia hospital in december and went there for one reason with learned as a young and a officer white gets inspected gets fixed. congress has oversight authority over that -- inspected so even before i was sworn in and went there i did not just talk to the
1:48 am
administrators but ephedrines, front-line staff to see what is going on and. a but the outpatient clinics coming-of-age -- i have been all around to make sure things get fixed. but i sponsored a bill which would require the veterans administration to make a determination with a veteran's disability claims within 120 days and if that was not made within 120 days, the veteran is presumed to be disabled and receive the benefits. guess what? by introducing the bill to push that legislation in the v.a. has reduce the backlog by 40 percent going to do representative bost records
1:49 am
he refused to vote for bill to increase betterments beds in end:always homes. refused. by the way he did vote to raise his pay by nine .6%. [applause] >> moderator: that is time representative bost back to the question let me tell you it is important to make sure our veterans are provided for. and i have stood for veterans and all of my time in the state of illinois and i will continue to do that when serving in washington. let me also say it is important to keep in touch i would visit the veterans home as well but i have town hall meetings when something goes souse.
1:50 am
representative enyart she did not do that you had a town hall meeting after i put one together and it was after i did. that being said let me tell you when that so you claim against better in ochered. you remember the one who made you a general? it was his budget. [applause] >> moderator: hold the applause is been 96 according to the credit reporting bureau 1.2 trillion dollars of student loan debt within increase since 2008. to report that 40 million americans have at one long as there's $29,000 this that may influence their decision to buy a home or a car
1:51 am
doesn't have any responsibility to address the data? >> no. >> i had been looking but i do expend 10 seconds correcting the apprehension. by governor good way of which did not make me a general i was selected by a board of active-duty officers to serve as a brigadier general and was promoted, i was nominated to the united states senate by george w. bush. >> translator: [applause] and serving as the commander of the land component of the army national guard as they would succeed him a hint of active duty army officers again nominated to use
1:52 am
george bush. >> says to the loans are a drag on the economy. doctors who graduate with hundreds of thousands of dollars in debt cannot afford to come down to marry in illinois to work at the v.a. for federal government wages so they stayed in chicago or new york dorsalis to earn a much bigger paycheck to pay back this to the loans. one of the things i support and i have co-sponsored is a bill that would still owes to over 8 percent in there was no such interest provision and talk about the call volume budget one more time? and allows the banks to charge but they were guaranteed by the federal government. you can borrow a house and
1:53 am
to into have been bad at. >> they key very much representative bost repeat the question is vinik according to a credit bureaus to as low 1.2 trillion that is an 84% could increase. is says 48 million americans have at least one open stood alone on average o 29,000 this tremendous debt may influence their decision to buy a home or car. does the federal government have any responsibility to address this dead or the rising cost of college tuition? representative bost i will tell you the bill that representative enyart book about make sense something to allow them the
1:54 am
opportunity to make sure they can afford to the loans and continue to work or so they can have the opportunity. bradshaw: was interested to say you agree with your constituents in these town hall meetings is that when you had a close debate and wanted everyone to have the ability to hear you speak but you were just too busy. [applause] i guess so but as far as student deco's they should not be put in and for the rest of their lives as to get an education and with minimum wage for our review of the networks deserves a living wage but for every qualified student at once to
1:55 am
go to college that should be ailable but there are those the dell latitude go to college but to live as self-centered but these college degrees out of poverty 40 percent of the people are now living at or near poverty. it is ridiculous they cannot get good jobs and leave people behind. i just don't know a child left behind but no worker left behind. everyone should have a living wage and college should be free to all and vocational school. whenever that passion and you have the automatic but if we had a publicly controlled money supply we could spend into the economy
1:56 am
the label worthwhile things like education and health. >> representative bost the federal epa has proposed new rules were, emissions from coal-fired power plants that term greenhouse gas production and so do you support these many coal mines? how would you project those workers to have the need for a cleaner environment? >> serving on the data cohorts' fed don't want them one at energy working side-by-side with people to try to make sure we 39 dash said epa came up with the regulations that hit that we
1:57 am
know 42 percent in the state of illinois comes from coal burning power plant dash power plants. but 42 percent for the rest is nuclear, gas and 46% above to see more readily 6% comes from solar and wind. that being said we cannot just all this sudden walk away from coal. we cannot nor should we because it can be used here in this united states wisely. right now we're shipping overseas and a plaid we're being able to mine for the cool - - but what has been passed i'm sorry. had they went into place it could have devastated us. the reality is there was a
1:58 am
bill that did stop and is sent to breeds descanted is still laying there but unfortunately our current congressman did come back after the court said it stopped best just not how you do voting. >> paula bradshaw. bradshaw: the coal industry bids the interest against the interest of farmers to have to deal with the facts against the interests of the zero wineries in southern illinois and the children with asthma and people who have damage from mercury poisoning. this is the interest of a very small group but the effects of global climate
1:59 am
change with wildfires and floods and hurricanes. we can focus which. foss of fuel subsidies and it we could switch error investor asher that we could mobilize very quickly when we want to but i am known for rolling up the new industry in a small amount of time. just because 40 percent of the energy comes from coal now does not mean it always has to. that is the logical conclusion. you can draw a more rational conclusion yes energy comes from coal. . .
